Charleston County Human Services Commission’s Impact on the Tri-county Area in 2013 What is Charleston County Human Services Commission and how is it funded? Charleston County Human Services Commission (CCHSC) is the Community Action Agency that serves Charleston, Berkeley and Dorchester counties by decreasing the causes and conditions of poverty by increasing self-sufficiency. In 2013, CCHSC served 15,193 individuals in 6,637 income-eligible families. The Community Services Block Grant (CSBG) is the main funding source for Community Action Agencies (CAA) around the United States. It is the only federal program exclusively focused on reducing poverty. It effectively uses federal, state, local and private resources to address the root causes that lead to poverty (both situational and generational) on a local level. In 2012, CSBG helped 16 million Americans around the nation achieve economic security. CSBG is administered at the state level through the Governor’s Office of Economic Opportunity. In 2013, Charleston County Human Services Commission...  Spent $4.6 million with private businesses and utility companies in the local community 

Leveraged $5.78 for every CSBG dollar allotted

Prevented the eviction or foreclosure of 256 families

Prevented 2,900 energy terminations

Created 49 jobs

Made 164 homes more energy-efficient via Weatherization

Provided 7,680 pounds of food

Provided 4,605 clients with energy efficiency counseling

Replaced or repaired 92 HVAC units (more units than any other South Carolina Community Action Agency)

Partnered with more than 91 organizations and companies to provide services to program participants including Trident United Way, Department of Social Services, Trident Area Agency on Aging, SCE&G, City of Charleston, SC Works Career System, Berkeley Electric Cooperative, CARTA, Trident Technical College, Jenkins Institute, SCANA, Charleston Trident Urban League, Dorchester IV School District, etc.

Programs and services provided include job training, income management, rent/mortgage assistance, job placement, GED/HS diploma assistance, credit counseling, college degree/certification tuition assistance, work support, summer school tuition assistance, energy counseling, medical/dental/prescription bill assistance, emergency food vouchers, home weatherization repairs, affordable housing for first-time homebuyers, tax preparation, New Promise Permanent Housing, Youth Leadership Program, summer camp, energy/water bill assistance, transportation assistance, school uniforms, mentoring, job shadowing, childcare assistance and emergency services.

CCHSC’s Impact in 2013….

Last year, CSBG helped 15,193 low-income individuals living in Charleston, Berkeley and Dorchester counties. Those helped include:  6,637 families  2,325 homeowners  6,678 children under age 18  3,122 seniors over age 55  1,988 families whose Head of Household

was disabled
