About the CCSP Council of Catholic School Parents The Council of Catholic School Parents [CCSP] was formed in 1995. It is a private association within the Church and is incorporated in NSW under the Roman Catholic Church Communities’ Lands Act 1942. Its mandate is set out in its Constitution. The CCSP is the officially recognised body representing the interests of parents with children in Catholic schools in the dioceses of NSW and the Archdiocese of Canberra and Goulburn. In 2011 the Council secretariat comprised a fulltime Executive Director, a part-time Communications and Development Officer (0.3) and a part-time administration support officer (0.1). The day to day work of the Council was also supported by a Management Committee comprising volunteer representatives. MISSION

The CCSP exists to provide leadership, advocacy and support to all parents with children in Catholic Schools in NSW.

MEMBERSHIP The Diocesan Parent Associations and the Group of Congregational Schools are the members of the Council. A diocesan parent association is the membership body for all systemic Catholic schools within a particular diocese. Catholic systemic schools therefore affiliate to the Council through their diocesan association. Where an association does not exist, the Catholic schools in the diocese are represented by a parent nominated by the Catholic Education Office or Bishop. Congregational schools affiliate directly to the Council. In 2004, the Council recognised that the interests of Aboriginal and Torres Strait Islander parents and carers needed to be specially recognised by the Council and established the NSW Catholic Schools Aboriginal and Torres Strait Islander Parent Committee. Aboriginal and Torres Strait Islander parents are represented on the CCSP, with full voting rights, through the Chair of that Committee. The diocesan, congregational and Aboriginal and Torres Strait Islander representatives form the State Council of the CCSP which is the representative and decision-making body of the organisation.

From the Executive Director Council of Catholic School Parents This was certainly an interesting year for school education in Australia. The rate of education policy-making continued at a fast pace and covered such areas as: • a new Australian Curriculum;

• a suite of National Partnerships in areas including Literacy and Numeracy, Low SES, Teacher Quality, Early Childhood and Youth Attainment and Transition; • transparency and accountability (namely updating the MySchool Website to report on school financial data, enhanced NAPLAN information and Vocational Education and Training information); • National Professional Standards for Teachers; • National Professional Standard for Principals; • National Quality Framework for Early Childhood Education and Care; • National School Chaplaincy and Student Welfare; • Aboriginal and Torres Strait Islander Education (with the Action Plan 2010–2014); and • the revision of the National Safe Schools Framework. We also continued to see the positive impact on school communities of the Digital Education Revolution, Building the Education Revolution and the Trade Training centre programmes. Representing parents of children in Catholic schools continued to be a major focus for the CCSP throughout 2011. The Council had nominees on approximately 30 committees, boards and working parties. A list of these committees can be found later in this report. These representative roles require considerable effort in the careful reading of papers, attending meetings (many of which are full day meetings) and reporting back to State Council. Whilst the secretariat staff do some of this representative work, we have a number of volunteer parents who undertake these roles and I wish to express my deepest appreciation and admiration for their time and effort on behalf of parents in Catholic schools. In 2011, we continued to look at our work through the lens of family engagement with learning; exploring how Catholic schools can build stronger learning communities, while

working to improve both the understanding and expertise of parents and teachers to undertake this journey. As part of this work, the CCSP held its second annual Master Class in parent and community engagement for parent and school leaders and diocesan staff. Dr George Otero, from the Centre for Relational Learning in New Mexico, explored the concept of social capital and building relationships centred on learning while I focussed on the research around parent and community engagement to support enhanced learning outcomes. We also heard from practitioners in the field who gave us insights into building successful partnerships across diverse settings. We continued to build on our Centre of Excellence, Partners4Learning, and the resource bank it provides to schools. The CCSP was also officially endorsed by the NSW Institute of Teachers as a provider of professional learning which is accessible through the Partners4learning site. CCSP delivered numerous presentations and workshops around NSW and interstate to school, state and regional office staff on parent and community engagement. The CCSP also worked with the CEOs in Sydney, Broken Bay and Melbourne and was contracted to run seven forums across Victoria for government and Catholic schools by the Victorian Department of Education and Early Childhood Development. CCSP also provided keynote presentations at several conferences and events such as the Victorian LLENS Board Chairs’ Dinner, the Northern LLEN Network conference ‘From My School to Our School’ and the NSW Department of Education’s Early Childhood Transition to School conference. The CCSP’s joint Strengthening Parent and Community Engagement initiative with the NSW Federation of P&Cs and the NSW Parents Council continued throughout 2011 with focus groups and a literature review being undertaken. It is hoped that ACU will complete the teacher professional development and pre-service modules in early 2013. I wish to thank the Diocesan Directors and the CCSP who supported my ‘Sabbatical’ during July and August this year. This time away from the Secretariat allowed me to travel to Harvard University for a Summer residential course on the Future of Learning and to meet colleagues in Ontario, Canada to learn about the education policy direction being pursued there. The learnings from these experiences have usefully informed much of my policy advocacy and work with schools and dioceses this year.

Strategic Planning Council of Catholic School Parents The State Council and the CCSP Secretariat has the responsibility for articulating and monitoring the strategic intent of the organisation. In late 2009, the CCSP developed its strategic plan for 2010-2013.

• Actively participated in joint advocacy around schools funding at state and national level • Active participant in the NSW CEC Public Policy Committee and NCEC Election Strategy Committee • Disseminated the CCSP’s funding facts leaflets • Produced newsletter snippets for the NSW State Election and co-produced policy leaflets and Green’s Policy analysis • Active participant in the formulation of the NCEC position on schools funding • Contributed to state and national submissions to the Review of Schools Funding (Gonski Review). Snapshot Elections and School Funding Council of Catholic School Parents Through the CCSP’s two nominees on the NSW Catholic Education Commission’s Public Policy Committee, and membership of the National Catholic Education Commission’s Election and Communication’s Strategy Group, the CCSP collaborated on a range of materials to support Catholic school communities to better understand school funding and the implications of various education policies on Catholic schools. For the NSW State election, CCSP advised political parties about Catholic education issues, elicited responses and collaborated on how election information might be disseminated to school communities. In preparation for the NSW election two funding flyers and newsletter inserts were developed to illustrate the salient funding characteristics of Catholic schools. The CCSP also jointly issued, with CEC, a Policy Scorecard highlighting the various political parties’ policy stances vis a vis Catholic schools and their commitments to future funding. Collectively Catholic education pursued five policy initiatives in the lead up to the election: a commitment to guarantee the continuation of the existing State-funded support items for Catholic schools; increased per capita funding for students

with a disability; an increased allocation for the Building Grants Assistance Scheme and the application of an industry standard annual indexation methodology; an increased allocation and funding guarantees for VET/TVET; recurrent funding support for a Catholic sector behavioural unit. In addition to advocacy around the election, the CCSP also participated in regular CCSP and CEC delegations to the NSW Education Minister and Shadow Education Minister. In relation to the Gonski Review of School Funding, the National Catholic Education Commission (NCEC) was responsible for coordinating the Catholic sector response. It was resolved that a single Catholicsector funding model would be presented. CCSP, through its Executive Director as an NCEC Commissioner, was actively involved in various consultative processes and the development of the submission to the review panel. The CCSP Executive Director , as Chair of the NCEC Parent Committee, also led a Catholic school parent delegation to meet the Review Panel. Discussion and negotiation on the recommendations of the Gonski review will continue throughout 2012.

Snapshot Family, School & Community Partnerships Council of Catholic School Parents The CCSP is committed to promoting family, school and community partnerships as a way of ensuring strong learning and well-being outcomes for children, families and staff in all our school communities. In 2011 the CCSP held two Master Classes for parents and educators: Family and Community Engagement with Learning with Dr George Otero (USA) and De-coding Gen X and Gen Y with Michael McQueen. Both were very well attended, reaching around 130 participants at each event. In 2010, the CCSP Executive Director, Danielle Cronin, was appointed to a national Ministerial task force on parental engagement in Low SES communities. In 2011 the task force released its report and literature review on parental engagement and launched a new Strengthening Parent and Community Engagement Toolkit which included a new school self-review matrix. The CCSP was contracted by the Victorian Department of Education to run a series of state-wide forums for schools to help develop their understanding of parent and community partnerships and unpack the new toolkit. These forums will continue in 2012. The CCSP’s Partners4Learning Centre of Excellence (www.partners4learning.edu.au) has continued to develop and is accessed by around 1000 visitors a month. The resources are designed with classroom teachers and other school-based staff in mind. Partners4Learning aims to provide educators and parent leaders with easy access to the latest research, case studies and practical tools to assist them build and sustain strong family, school and community (including Parish) partnerships. The CCSP also collaborated on two chapters in Dr Nance Millar’s new book Bridging the Gaps. The CCSP’s Danielle Cronin co-authored a chapter on the role of family liaison coordinators in sustaining partnerships, particularly for disadvantaged and at-risk families, and Sue Bull collaborated on a chapter on peer to peer parent education strategies.

Parental engagement involves “a desire, an expression, and an attempt by parents to have an impact on what actually transpires around their children in schools and the kinds of human, social and material resources that are valued within schools”. (Calabrese & Barton in McDermott: 2008, p11)

Those School Certificate tests will not be held after 2011. The NSW Board of Studies is now consulting with the community and peak bodies, like the CCSP, over how the ROSA will be implemented. In summary the new credential will:

CCSPNet Feedback provides an opportunity for parents and school communities to provide comment on current educational issues. Feedback is collated and used to formulate state-wide responses to issues.

Background: In 2010 the Board consulted with over 20 peak stakeholder organisations, representing school systems, principals, teachers, parents and other interested parties on the relevance of the School Certificate. During the course of these meetings it became clear that there was a high degree of agreement that the School Certificate should be replaced by a new credential based on a set of key directions. Early in 2011 the Board issued a Discussion Paper that included a detailed analysis of the issues raised and views expressed by stakeholders and which set out those key directions. NEWSLETTERS - ParentNet (quarterly, hardcopy and electronic) ParentNet provides school staff and parent leaders with updates on recent research to support parent partnerships, school case studies and showcases resources from the Partners4Learning site. Headline articles included:

It is also the ‘go-to’ site for parents and others for news items and other information.

RESEARCH The CCSP continued its research partnership with ACU and the Strengthening Parent and Community Engagement Project (pre-service and in-service professional development modules). Focus groups with parents and teachers were undertaken and a literature review was completed. The data collected from the focus groups will inform the development of PD resources and undergraduate course materials.

Aboriginal and Torres Strait Islander Parent Committee Report Council of Catholic School Parents The Aboriginal And Torres Strait Islander Parent Committee was Chaired by Mrs Sharon Cooke (Armidale Diocese).
