A CEREMONIAL RESOLUTION __________ IN THE COUNCIL OF THE DISTRICT OF COLUMBIA ____________________ To recognize the importance of DC Black Pride, to celebrate the contributions of Earl D. Fowlkes, Jr., and to welcome visitors from the greater Washington Metropolitan region, across the country, and around the world to the District of Columbia for the festival and associated events. WHEREAS, May 23, 2022, through May 30, 2022 marks the 31st DC Black Pride celebration; WHEREAS, DC Black Pride is the oldest and one of the largest Black Pride events in the world, drawing thousands of residents and visitors from around the globe; WHEREAS, the mission of DC Black Pride is to increase awareness of and showcase pride in the diversity of the LGBTQIA+ populations in the African American

community as well as to support organizations that focus on health disparities, education, youth, and families; WHEREAS, DC Black Pride is a program of the Center for Black Equity, led by Kenya Hutton and Earl D. Fowlkes, Jr. with support from, C. Hawkins, Shannon Garcon and scores of volunteers. WHEREAS, As the very first Black Pride festival, DC Black Pride fostered the beginning of the Center for Black Equity (formerly known as the International Federation of Black Prides, Inc., and the “Black Pride Movement,” which now consists of 50 Black Prides on four continents; WHEREAS, DC Black Pride 2022 is an eight day festival featuring community town halls for transgender, older adult, and youth communities; educational workshops; a poetry slam; interfaith service; performances by musicians and dancers; social events and the DC Black Pride Health and Wellness Expo; WHEREAS, DC Black Pride remains one of the world’s preeminent Black Pride celebrations, drawing more than 60,000 people to the Nation's Capital from across the United States, as well as Canada, the Caribbean, South Africa, Great Britain, France, Germany, and the Netherlands; WHEREAS, the theme for this year’s celebrations is “Bigger, Bolder, The Original is Back. DC Black 2022”; WHEREAS, this year’s theme reflects the resilience of the DC LGBTQIA+ community and all Washingtonians as we continue to recover from the global impact of the COVID-19 pandemic; and WHEREAS, DC Black Pride recognizes and honors Earl D. Fowlkes, Jr. for his twenty-five years of hard work and commitment to the Black Pride movement here in the District of Columbia and around the globe. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this resolution be cited as the “DC Black LGBTQIA+ Pride Recognition Resolution of 2022”. Sec. 2. The Council of the District of Columbia recognizes and celebrates the hard work of all those involved in organizing the 31st Annual DC Black Pride Celebration, and welcomes visitors from this region, across the country, and the world to the 2022 DC Black Pride Festival and associated events. Sec. 3. This resolution shall take effect immediately upon the first date of publication in the District of Columbia Register.

WELCOME BACK! The Center for Black Equity is delighted to welcome you to the 31st annual DC Black Pride. Our theme this year — Bigger. Bolder. The Original is Back! — is a direct reflection of our community’s resilience, and we are excited to be back in-person after a two year hiatus. This weekend’s activities include the annual unity ball, our opening reception featuring the Queen Diva Big Freedia, a poetry slam, and number of engaging workshops and community discussions. DC Black Pride creates a space where all members of our community can connect with and celebrate each other. And while we are upbeat and excited about the return of our event, we ask that you also take a moment throughout the weekend to remember those who have lost lost lives or have otherwise been affected by the pandemic. Again, welcome to the Nation’s Capital and the site of the first Black Queer Pride event in the world. A special welcome to Black Pride leaders from around the world who are joining us this weekend. Black Rainbow Love Facilitator: Angela Harvey Renaissance, Potomac Salon 2 Ms. Harvey is celebrating her 20th Speaking Anniversary which began at DC Black Pride 2002. To celebrate, she’ll be premiering her directorial debut Black Rainbow Love. This docuseries tells the stories of black LGBTQ+ in a way that has never been done before. The authentic and transparent stories of love, intimacy, friendship, spirituality, marriage, self-care, community advocacy, purpose, and mental health were extracted from 17 interviews of 28 Lovers. The stories reflect the real lives of real people from a community whose culturally relevant stories aren’t being told, seen, shared, or discussed. Q & A with Angie and several of the featured Lovers from the documentary will follow the screening. 4–5:30 p.m.

May is: Trans Folx Mental Health Series - Surviving With Mental Diversity In Our Community Town Hall & Discussion Presenter: May is All About Trans Renaissance, Potomac Salon 3 Mental Health is a conversation that we all need to have. During this time of COVID 19 we need support and pointers how not to become depressed and stay social to try and get back to our normal behavior. Presented by May is All About Trans.
