Target Population: Current and former foster youth between the ages of 16-24. Youth is eligible if was in a foster care placement at anytime from age 16 to 18; if was in a legal guardianship with a relative (KinGAP) and received KinGAP services from age 16 to 18; or if was in a Dependency Court granted non-related legal guardianship that was granted on or after 8th birthday. Services Available: The Independent Living Program provides assistance with housing, life skills training, employment, and education in order to help youth become self-sufficient. To verify eligibility, you should always consult with an ILP Transition Coordinator. They offer several programs, including the Transitional Housing Program for foster youth (THP+FC) between 18-21 years old; the Transitional Housing Program-Plus (THP-Plus) for foster or probation youth 18-24 years old; and the Transitional Housing Placement Program (THPP) for youth 16-17 years old.

Target Population: Youth age 18-20 with a history of foster or probation placement after age 16, who are at risk of being homeless. Youth must be Medi-Cal eligible, have a mental health diagnosis (and want to utilize mental health services), and be able to live independently. Services Available: They provide furnished apartments for lower subsidized rent and support services, including individual case management, psychiatric consultation, medical support, skills training, and education/career advisement.

Target Population: Emancipated foster youth or youth formerly or currently on probation from age 18-23 who are ILP eligible. Single moms with one or two children under the age of 5 are eligible as well. Residents must be willing to spend a total of 35 hours per week at any combination of a job, community service, or school. The program also has other requirements, such as a curfew and no drug or alcohol use. Services Available: This is a faith based program that provides a safe space for youth to transition into adulthood and learn to become self-sufficient. Residents may participate in the program for 1-2 years. The Freedom House provides housing, life coaches, job readiness training, life-skills training, financial management training, educational counseling, and professional counseling. They also offer programs for GED & high school completion and for community college credit. Although program is faith based, residents do not need to be of the same religion (Christian); however, residents must be open to attending a church service on a weekly basis.

Target Population: Former foster youth or probation youth (who are also ILP eligible) from age 18-24. If under the age of 18, youth are eligible to apply 30-60 days before their18th birthday. To apply, youth must also attend a housing orientation and tour at the Hillsides Youth Moving On Center. Services Available: They offer two types of housing programs: transitional housing and a permanent housing program. In the transitional housing program, the youth create a two-year plan to reach permanency. They receive individual therapy, case management, independent life skills, and participate in community building activities. The permanent housing program allows youth to live in their own apartment for an additional two years while receiving support such as workforce development, health and wellness, and life skills. Youth participating in either program have access to scholarships, on-site tutoring, workforce development, financial literacy training, a gym membership, etc.
Jumpstart Hillview Mental Health Center

Target Population: For Jump Start, the transitional age youth semi-independent housing program, participants must be emancipating foster youth or probation youth leaving the juvenile justice system (who are ILPeligible) between ages of 18-21. Participants must be referred from DCFS or the Probation Department and must have a mental health diagnosis. Youth receive psychiatric care, basic life skills training, employment counseling, education assistance, and guidance in obtaining appropriate county social services. Services Available: Hillview offers a full range of outpatient programs funded by California’s Mental Health Services Act. They include medication evaluation and treatment, psycho-educational groups, individual counseling, group therapy, and family therapy. Staff members help clients overcome their reluctance to receive care due to issues related to mobility impairment, limited transportation, inability to engage in treatment, and fear of the stigma of mental illness.
Rancho San Antonio

Target Population: Emancipating male foster youth or former probation (ILP eligible) youth age 18-23 whose immigration status permits legal employment; who have no place to live or have no family support; and who are motivated to invest in their future through employment or education are eligible. An application and on-site interview is required as well as a $300 security deposit. Residents must commit to the 18-month program. Services Available: This transitional housing program provides fully furnished apartments for the young men. Youth are expected to work full or part-time in the local community and are encouraged to enroll in a vocational training program or community college. Program staff live on-site and assist the youth with employment, school, and life skills. The focus of the transitional housing program is to help residents build responsibility and integrity in all aspects of daily living. Residents who have gone through the Rancho program as well as those who have not gone through the program are eligible to apply.

Target Population: Emancipating youth, age 18-24, who are either working or in school. Services Available: The Transitional Housing Program is an intensive, short-term program that provides independent living skills, job/career development, emotional, and academic support. The Permanent Supportive Housing Program provides youth with case management, transportation assistance, educational assistance, job placement, life skills training, mental and psychiatric health services, substance abuse counseling and treatment, and medical and dental assistance.

Services Available: This organization provides many programs for emancipating foster youth. They partner with the Department of Children and Family Services to provide a transitional housing program. Their Pathways Housing program is an 18-36 month long program for emancipated foster youth at risk of homelessness. They offer housing, independent living skills training, education and career guidance, counseling services, and apartment/housing resources and referrals throughout Los Angeles for youth exiting the program.
