Christian Family Service Centre was established in 1954 by Miss Muriel Boone, a United Presbyterian missionary, to help Mandarin speaking refugees. Material aid, financial support and guidance in finding jobs were provided to needy families. The Agency was first located in 221 Sai Yee Street, Mongkok and moved to 3 Tsui Ping Road, Kwun Tong in 1965.

Over the years, the Agency’s work gradually extended and it has now developed into a multi-service agency.

In the early years, it was necessary to depend on gifts from churches overseas to finance the programme. However, the Hong Kong Government and The Community Chest have started to provide financial support as well since 1969.

Founded to manifest the love of God through serving people in need, Christian Family Service Centre strives to support and enhance family functioning, and foster an environment in which growth and change can take place. We believe in social justice, respect for human dignity, and endeavour to contribute to the building of a humane and caring society in Hong Kong.

“Person Oriented, Family Centred” is a philosophy that the Christian Family Service Centre (CFSC) has upheld since its establishment in 1954. Striving to enhance family functioning, CFSC is committed to providing a variety of community support services and has been expanding its innovative services into new directions in response to the changing needs of society. Today, it offers a diverse spectrum of social services across ten different areas and is devoted to building better homes for everyone based on innovative thinking and the spirit of caring.

2021-2022 was a year full of challenges and achievements for CFSC. Despite the many obstacles, we expanded our services significantly with support from the government, various organisations and our generous donors. We continued to support families in need and work towards creating a supportive community by delivering high-quality services and bringing change and hope to our service users.

Grass-roots families are among the most vulnerable groups hit by the economic downturn, and the provision of subsidised housing is one of the most effective ways to improve their quality of life. To help those in need in a more constructive way, the Agency actively echoed the Transitional Housing Project launched by the Housing Bureau. In April 2021, the construction of transitional housing on Cheung Shun Street, Cheung Sha Wan, was approved for funding by the government and became our first-ever transitional housing project. Between August and October, our transitional housing projects on Tong Yin Street, Po Yap Road and Po Lam Road North, Tseung Kwan O, also gained approval for funding. The four projects will offer 1,212 residential units, which will provide a safe and warm shelter to numerous families affected by inadequate housing.

In addition, with support from all walks of life, we coordinated efforts to help grass-roots families cope with the financial burden. With a generous donation of HK$5 million from Futu Holdings Limited, the Agency launched the “FUTU Anti-epidemic Family Support Programme” and provided financial subsidies to households with an unemployed, underemployed or low-income status, benefitting 527 families in total.

塘福塘道的啟能綜合康復服務大樓舉行開幕 典禮暨服務開放日。我們參與營運其中四至

八樓的服務，包括翠業坊、尚真家舍、尚善

家舍及尚美家舍四項新服務，另重置欣悅坊

地區支援中心（觀塘東）及日間社區康復中 心兩項服務。今後的服務，更能將多元化復 康訓練與住宿服務產生協同效應，協助殘疾 人士發展潛能。 基層醫療健康服務亦是我們的關注重點。隨

Providing appropriate community care services for the elderly has always been one of our core services. The Hong Kong Jockey Club Charities Trust subsidised the “Stand-by U” Caregivers Community Support Project (Kowloon East), thereby providing emergency support to 300 vulnerable households with elderly people in need of care throughout Kwun Tong and Wong Tai Sin Districts. Meanwhile, the “Walking with You” Community Rehabilitation Transition Programme was launched with around HK$2.33 million in funding support from the HKEX Foundation. The programme provides seamless day care and rehabilitation services for newly discharged, or soon-to-be-discharged elderly patients who suffered a stroke or fracture after falling.

Our two District Elderly Community Centres (DECCs) also spare no effort in supporting elderly people and their carers in the community. With the financial support of the “Jockey Club Digital Support Project for the Elderly”, we distributed free smartphones and SIM cards to 1,900 elderly people in need, so that they could use the “LeaveHomeSafe” mobile application. Mental health issue of the elderly has always been a concern. The Hong Kong Jockey Club Charities Trust continued to support the second phase of the “JoyAge Project” in providing mental health support services for elderly people in Kwun Tong and Tseung Kwan O Districts.

Last year, the Rehabilitation Services celebrated a major milestone, as the Kai Nang Integrated Rehabilitation Service Complex located on Fuk Tong Road, Kwun Tong, held its grand opening ceremony and open day. We took part in the service provisions from 4/F to 8/F, including four new service units - Tsui Yip Co-production Centre, Sheung Chun House, Sheung Seen House and Sheung Mei House. In addition, we relocated two other service units - Cheerful Place - District Support Centre (Kwun Tong East) and Community Rehabilitation Day Centre. Since then, the diversified rehabilitation trainings would have achieved synergies with residential services for enabling people with disabilities to develop their potential even further.

Primary health care core service is another area of high priority on our agenda. With the number of COVID-19 cases rising, many financially disadvantaged individuals are deeply affected by Long COVID. To help people in need, the Chinese Medicine Clinic cum Training and Research Centres (Kwun Tong District) is providing free outpatient traditional Chinese medicine treatment to more than 500 recovered patients every month. With funding support from the “HSBC Hong Kong Community Partnership Programme 2020”, the Agency also took part in promoting the “Healthy Together-Family Support Programme”, which was aimed at supporting gross-root families and chronically ill patients through the pandemic, with the help of dietitians, clinical psychologists and traditional Chinese medicine.

今年，機構的管理層迎來重大轉變，前任總

幹事郭烈東先生於 2022 年 7 月榮休。新任

總幹事為梁少玲女士，她在本會服務超過 27

年，於 2022 年 8 月 1 日履新。梁女士會繼續

帶領機構實踐使命，為社會上有需要的人士 提供優質服務。

最後，本人謹代表本會感謝各政府部門、慈

善基金、諸位善長、贊助團體、輔助專業人 員和義工等在過去一年的協助和支持。此

外，衷心感謝各董事、諮詢委員會委員、服

務顧問及同工的參與付出，作為本會強大的 後盾，讓我們在任何時刻都能穩步向前，持 續開發優質創新的服務，滿足不斷演變的社 會需要。

In recent years, CFSC has made a great leap forward with its environmental protection service. Three recycling stores across the city: “GREEN@YUE MAN SQUARE”, “GREEN@TAI WAI” and “GREEN@WALLED CITY” commenced operations since December 2020. They have been widely recognised for their outstanding performance among all the 22 recycling stores in Hong Kong, and have won multiple awards from the Environmental Protection Department. Our sixth “GREEN@COMMUNITY” project, “GREEN@SAI KUNG”, commenced service since 2021. At the opening ceremony on 10th December, 2021, we were supported and encouraged by the then Secretary for the Environment and community leaders.

This year, the Agency underwent a significant change in its management. Our former Chief Executive, Mr. Kwok Lit-tung, JP, retired from the position in July 2022. His successor, Ms. Ivy Leung Siu-ling, has been serving the CFSC for more than 27 years. She has stepped up the position of Chief Executive since 1st August, 2022 and will continue to lead us on our mission to provide highquality services to those in need in our society.

Lastly, on behalf of the CFSC, I would like to thank all of the government departments, charitable foundations, donors, sponsors, auxiliary workers and volunteers that have given us their assistance and support over the past year. My heartfelt gratitude also goes to my fellow board members, members of the advisory committees, our service consultants and all our staff members for their contributions. Their staunch support is what allows us to persistently forge ahead and continue to develop high-quality and innovative services that cater to the ever-evolving needs of our society.

Chief Executive’s Report

The mission of the Christian Family Service Centre is to serve people in need and support family functions. Through our diverse services, we strive to achieve our mission of creating an ideal environment for growth and building better lives for all.

2021 至 2022 年，香港社會各階層都在努力

適應新常態下的步伐和生活。本會作為提供

多元化服務及促進家庭功能的社會服務機

構，雖然部分計劃和服務受影響，但各個核

心服務仍有重要發展，堅守信念，發揮協作 及創意精神，為大眾提供適切服務及支援。

在兩個以復康服務為主的核心服務帶領下，

於 2022 年推展社會福利署資助的深水埗海 達邨服務計劃，包括凱雅家舍和凱頌家舍，

共提供 83 個中度智障人士住宿及輔助宿舍

名額，以及翠風中心提供 125 個職業康復服 務名額；結合現時啟能綜合康復服務大樓六 項服務及蘇屋邨兩項服務的經驗，本會的復 康訓練及住宿服務單位進入新的里程碑。期

In 2021-2022, all sectors of Hong Kong society were adjusting to the “new normal” of pace and life. As a social service organisation that provides multi-services and enables family functions, although some of our programmes and services were affected, our core services had continued to grow significantly. We have continued to provide appropriate services and support to the community by embracing our mission and fostering a spirit of collaboration and innovation.

Under the co-leadership of two rehabilitation core services, our new service bundle at Hoi Tat Estate in Sham Shui Po District would have commenced services in 2022 with the Social Welfare Department subvention. It includes Hoi Nga House and Hoi Chung House, a hostel for moderately mentally handicapped persons and a supported hostel offering 83 residential places in total, as well as Tsui Fung Co-production Centre, which provides 125 places for vocational rehabilitation services. The experiences drawn from the six existing service units of the Kai Nang Integrated Rehabilitation Services Complex and two service units in So Uk Estate mark a new milestone for our rehabilitation training and residential services. We are expecting to develop region-specific function for each of our service bundle so as to maximise the synergy effect of different parties and seamlessly support the needs of our service users.

As the pandemic has dragged on, we have continued to enhance our primary health care core services to support the community throughout these challenging times. “Kwun Tong District COVID-19 Vaccination Day” was held on 9th November last year, providing a one-stop free COVID-19 vaccination and consultation service for the elderly, recovered persons, carers and the community members. In response to the drastic increase in the number of confirmed cases in many residential homes, our “Visiting Medical Practitioner Service for Residential Care Homes” increased the number of onsite medical consultations / teleconsultation services to seven sessions a week between 16th March and 15th June, 2022, in order to help

我們短時間內召集近 40 位曾確診並已康復

的同事組成「社區抗疫守護隊」，為社區確 診長者提供上門家居支援服務。另外，設立

「防疫在線」電話支援獨居雙居長者服務，

由輔助專業人員接聽來電，為九龍東有需要

長者解答疫情資訊、評估病情、送上緊急食

物、藥物及疏導情緒，一個月內收到 330 多

個來電，及後服務獲香港賽馬會慈善信託基 金撥款，擴展至九龍區。

面對人口急遽老化，長者服務團隊關注認知 障礙症長者及照顧者的需求。在「賽馬會社

工創新力量」計劃的支持下，本會首創「認

知障礙症行為心理症狀紀錄」應用程式，當

中的資料紀錄有助照顧者與醫護人員溝通， 藉着科技改善他們的社交聯繫及生活質素。

另一方面，我們獲社區投資共享基金資助

港幣 364 萬元，在樂華邨、牛頭角邨及花園 大廈推行為期三年的「腦友鄰舍在牛頭角計

劃」，透過社區教育增進居民對認知障礙症 患者的理解，有助建立認知友善社區。

我們關注青年人及家庭的精神健康。於 2021 年 7 月，獲香港公益金資助推出為期三年的 「童心藝行」學生情緒健康計劃，通過表達藝

residential homes prevent and contain the spread of COVID-19. In additional, the Pilot Scheme on Professional Outreaching Team for Private Residential Care Homes for Persons with Disabilities (Hong Kong and Kowloon Regions) provided seamless support to people with disabilities living in private residential homes.

With regard to the services for elderly, I would like to express special thanks to our dedicated staff members, who developed a number of new services to mitigate the impact of the pandemic on the elderly. In view of the elderly persons infected with COVID-19, many of whom needed immediate support. We formed a “Community Anti-Coronavirus Team”, by nearly 40 staff members who had been diagnosed COVID-19 and recovered, in a short period of time to provide home-based support services to them. In the meantime, a telephone support scheme for socially isolated elders and elderly couples was set up for Kowloon East area. This scheme was run by a team of Auxiliary Professionals who responsible for answering enquiries about COVID-19 and offering related information, assessing the caller’s medical needs, and offering emergency food, medications and emotional support, among other services. We received more than 330 calls in a month. The service was later expanded to Kowloon District with funding support from the Hong Kong Jockey Club Charities Trust.

For the rapidly ageing population, our elderly service team pays close attention to the needs of elderly people with dementia and their caregivers. With the support of InnoPower@JC, we developed a pioneering mobile application for tracking behavioural and psychological symptoms of dementia. The data can facilitate the communication among carers and healthcare professions, thereby improving their social connections and quality of life through technology. In addition, a three-year project called “DementiaFriendly Community in Ngau Tau Kok District” was launched across Lok Wah Estate, Ngau Tau Kok Estate and Garden Estate, with a subsidy of HK$3.64 million from the Community Investment and Inclusion Fund. Through promoting community education, it is expected that the project will help to build a supportive, dementiafriendly community for patients and their carers.

We concern the mental health of the youth and their families. With a subvention from the Community Chest of Hong Kong, in July 2021, we launched a three-year programme called “Act with your HeART-Anxiety Relief Project for Students”, which provided support for the early prevention, identification and intervention to treat anxiety among students through the expressive arts. Sponsored by The Hong Kong Jockey Club Charities Trust, the “Hong Kong Jockey Club Early Intervention and Community Support Project for Parents” also developed a pioneering mobile application for parenting support, which enables parents to learn about and apply the “Acceptance and Commitment Approach” to promote personal and family mental health. Another three-year project called “Happy Family and Friends Project - Promoting and Supporting the Mental Wellbeing of Families in Tseung Kwan O”, funded by the Community Investment and Inclusion Fund, successfully recruited and gathered together 167 volunteers, 20

professionals and community leaders as collaborative partners, who have benefitted more than 2,100 individuals in the first year of the project’s operation.

In addition to providing diverse services, we are committed to fulfilling corporate social responsibility and have been putting environmental protection measures into action. With a generous donation from the Hong Kong Jockey Club Charities Trust, we implemented the “Christian Family Service Centre Jockey Club Building BEAM Plus Accreditation and Enhancement Project” to improve the energy efficiency of the Headquarters Building. In December 2021, the Headquarters Building was officially certified as a “green building”, after achieving an overall Platinum rating under the BEAM Plus Existing Building V2.0 Comprehensive Scheme.

The growth of our organisation relies on the support and commitment of our staff members. The Agency provides its employees with diverse training programmes, ranging from leadership and management courses, to professional training and the development of skills, as well as special themed programmes and body-mind-spirit courses. A mentoring programme had also been launched to pair new employees with senior managers as their peers and mentors, allowing newcomers to adapt to the organisational culture and their new roles, while stimulating exchanges and interactions between junior and senior management.

In 2021-2022, we are grateful to have great teams who adhere to the mission of our organisation. Despite the stressful environment around us, we persevered in serving our society with our hearts under the leadership of the former Chief Executive. I would like to take this opportunity to thank the Board of Directors, various organisations and all our internal and external stakeholders for their support. Looking forward, there will be still challenging in the years to come. We will continue to collaborate with our partners and all sectors of society to address these challenges, and embrace inclusion and hope with those in need.

Governance Structure

Christian Family Service Centre values good corporate governance and is committed to providing high-quality services that embody our vision, mission and values.

The Board of Directors is the highest decision-making body in the Agency. With the succession mechanism for the governing board members, including the term of office and the number of consecutive terms, etc., our Board of Directors maintains a high level of transparency and openness. The Agency has established various committees under the Board of Directors, including the Development Committee, Finance and Personnel Committee, Committee on Reviewing Corporate Governance and Management Audit, Renovations and Works Committee, Steering Committee on Transitional Housing Projects, and other management committees, which are responsible for administering and executing specific functions, promoting the development of the Agency in different areas, and providing directions and guidance for the related work.

Effective Communication

Human resources are the most valuable assets of an organisation. Therefore, the Agency attaches great importance to maintaining effective communication between management and staff. An intranet system has been set up to leverage the use of information technology as a means of strengthening internal information exchange and promoting a sense of cohesion and team spirit among staff members.

We are committed to creating a culture of openness, candid and inclusive communication by holding regular meetings to facilitate communication and connections between the Chief Executive, management and staff members, while conveying the Agency’s management strategies, plans and expectations. We continuously consult our employees on various organisational policies, to build an open, positive and more engaging atmosphere at work and motivate them in their efforts to achieve our shared goals.

Quality Management

The role of the Quality Improvement Committee and the Performance Management Unit is to monitor the Agency’s overall service quality and key performance indicators, while ensuring adherence to various Service Quality Standards (SQSs). In the meantime, we encourage various departments to conduct regular self-assessments to continuously improve the quality of their services. In addition to promoting customer service, the Performance Management Unit has strengthened our internal audit system by conducting four SQS audits and implementing a number of occupational safety and health (OSH) audits, to ensure the environmental safety of the Agency and raise the level of safety awareness among all staff members.

Policies and Guidelines

In 2021-2022, the Agency committed to complying with the statutory rules and regulations set out under the Companies Ordinance, Education Ordinance, Lump Sum Grant (LSG) Manual, LSG Best Practice Manual (Level One) Guidelines and the SQSs. In addition, the Strategic Leadership Committee and the Quality Improvement Committee continue to review and optimise our corporate governance measures on an annual basis. During the reporting year, we approved several amendments to the Policy on the Prevention and Handling of Suspected Sexual Harassment, which expresses our commitment and determination to provide a safe and equal work and service environment.

To encourage a positive work culture, the Agency continued to implement the “Recognition Policy” for outstanding employees, units and service projects, and provided the winning employees and teams with professional training opportunities and support for further service development. By commending the employees and professional service units throughout the organisation for their outstanding performance, we once again demonstrated the enthusiasm, creativity and caring spirit of our personnel, as well as their joint commitment to driving the organisation’s growth and providing diversified, high-quality services to the public.

Strengthening Our Leadership

To support the rapid development of our services and enhance the effectiveness of our leadership, in 2021-2022, we reviewed the existing management structure and appointed three new Programme Directors to oversee the operations of our Elderly Care Services, Environmental Protection and Green Living and Primary Health Care Core Services respectively. In addition, the youth services and education services have been integrated into one core service called “Youth and Education”, in order to enable more efficient use of resources and maximise the effectiveness of our service delivery.

The construction of our transitional housing project on Cheung Shun Street, Cheung Sha Wan, was approved for funding by the Task Force on Transitional Housing of the former Transport and Housing Bureau (the current Housing Bureau). Covering about 1,370 square metres of land, this will be CFSC’s first transitional housing project.

The Agency received funding from The Hong Kong Jockey Club Charities Trust to launch the “Stand-by U” Caregivers Community Support Project (Kowloon East). The project provided emergency carer support services to 300 vulnerable households with elderly people in need of care across the Kwun Tong and Wong Tai Sin Districts. During the pandemic, we delivered free hygiene kits and daily necessities to elderly people whose carers were unavailable due to contracting COVID-19, in order to take care of their immediate needs.

HK$2.33 million in funding support from the HKEX Foundation, a two-year rehabilitation transitional project named “Walking with You” has been launched by the Lively Elderly Day Training Centre, to provide seamless day care and rehabilitation services for elderly people who are ready to be or have been discharged from hospital after suffering a stroke or fracture from a fall. The project has benefitted a total of 1,105 families in its first year and is expected to assist another 1,000 families in its second year of operations.

The construction of our transitional housing project on Tong Yin Street, Tseung Kwan O, was approved for funding by the Task Force on Transitional Housing of the former Transport and Housing Bureau (the current Housing Bureau). The project location is adjacent to Tseung Kwan O MTR Station, with a land area of about 2,770 square metres.

The construction of our transitional housing project on Po Lam Road North, Tseung Kwan O, was approved for funding by the Task Force on Transitional Housing of the former Transport and Housing Bureau (the current Housing Bureau). With a land area of about 4,786 square metres, the project is located right next to Po Lam Fire Station and will be our third transitional housing project in Tseung Kwan O District.

On 19th November, we held the grand opening and open day for Kai Nang Integrated Rehabilitation Service Complex and six of our service units that were fully operational, including two re-provisioned services, Cheerful Place - District Support Centre (Kwun Tong East), Community Rehabilitation Day Centre, and four new services units, Tsui Yip Coproduction Centre, Sheung Chun House, Sheung Seen House and Sheung Mei House. Dr. Law Chi-kwong, GBS, JP, the then Secretary for Labour and Welfare, was invited to officiate at the opening ceremony, and was joined by Mr. Gordon Leung Chung-tai, JP, the then Director of Social Welfare.

In recognition of its outstanding and active participation in the “Opportunities for the Elderly Project” (OEP) over the last 23 years, Shun On District Elderly Community Centre (DECC) was one of the three groups in Hong Kong that received awards from the Social Welfare Department during the celebration of the first anniversary of OEP Day. 本會營運的中醫診所暨教研中心聯同參與抗疫前 線的中醫師，於 11 月 28 日獲前食物及衞生局（現 為醫務衞生局）頒發嘉許獎狀，表揚業界同工同 心抗疫。

On 28th November, 2021, our Chinese Medicine Clinic cum Training and Research Centre, along with frontline practitioners in traditional Chinese medicine, were presented with appreciation certificates by the former Food and Health Bureau (the current Health Bureau) for their contributions during the COVID-19 pandemic.

在香港賽馬會慈 善信託基金的慷 慨支持下，本會 於總部大樓進 行「基督教家庭 服務中心賽馬會 大樓綠建環評認 證及優化工程」 項目，並於2021 年 12 月成功獲 得綠建環評既有 建築 2.0 版的鉑 金級認證，成為 綠色建築物。

With a generous donation from The Hong Kong Jockey Club Charities Trust, we carried out the “Christian Family Service Centre Jockey Club Building BEAM Plus Accreditation and Enhancement Project” in the Headquarters Building. In December 2021, we were certified as a green building and received an overall Platinum rating under the BEAM Plus Existing Buildings V2.0 Comprehensive Scheme.

由本會營辦的「綠在西貢」於 12 月 10 日舉行開幕 典禮，是本會營辦的第六個「綠在區區」項目， 透過不同的回收計劃和教育活動，讓綠色生活紮 根社區。

The opening ceremony for the sixth “GREEN@ COMMUNITY” project to be operated by the Agency, “GREEN@SAI KUNG”, was held on 10th December. The project is committed to weaving green living into the fabric of the community with a variety of recycling schemes and educational programmes.

With funding support from The Hong Kong Jockey Club Charities Trust, True Light Villa DECC joined the second phase of the JoyAge Project. Partnered with the extension project carried by Wellness Zone ICCMW, the Project aims to providing mental health support services for elderly people in Kwun Tong and Tseung Kwan O District.

FEBRUARY

CFSC’s Social Service Team in Buildings Department has been commissioned by the Buildings Department to assist building owners and residents who are affected by the Mandatory Building Inspection Scheme and Mandatory Window Inspection Scheme in complying with the statutory notices. The project will run for a period of two years starting from January 2022.

Amid the upsurge in dementia among elderly people, our new project, “Dementia-Friendly Community in Ngau Tau Kok District”, received a grant of HK$3.64 million from the Community Investment and Inclusion Fund. The project is designed to support people living with dementia in Lok Wah Estate, Ngau Tau Kok Estate and Garden Estate during the period of 20222025. The focus will be on promoting community education and building a collaborative platform between different sectors, stakeholders, residents and carers, in order to raise public awareness of dementia and build a supportive, dementia-friendly community for patients and their carers.

SERVICE HIGHLIGHTS

Supporting Struggling Families with Professional Services

To help parents navigate the minefield of conflicts with their teenage children, Family Energizer (Integrated Family Service) and Refuge Centre for Women (Serene Court) have launched a project titled “Together Walking through the Stormy Days –Parents’ Learning Platform” supported by the former Home Affairs Bureau (the current Home and Youth Affairs Bureau) and the Family Council. Building on the theory of existentialhumanistic psychology, the project encouraged parents to regain their lost motivation and find suitable ways to get along with their children. The project attracted a total attendance of 6,741 and received positive feedback from the parents, who learned how to approach their problems with a positive and adaptive mindset. They also found solace in befriending their fellow parents with whom their concerns resonated.

The Department of Applied Social Sciences of the Hong Kong Polytechnic University was commissioned to evaluate the project outcomes. After interviewing 230 participants, the project was effective in relieving parenting stress and had significant effects on reducing parent-child conflict and enhancing parent-child bonding. The findings attested to the efficacy of the project and affirmed our belief in the importance of supporting parents.

Emergency Shelter Services for Young Girls from High-Conflict Families

Serene Court received 25% more service requests from young girls aged 13-17 embroiled in high levels of conflict in their families and recorded an overall occupancy rate of 6.5% last year. In view of this, Serene Court introduced short-term emergency accommodation services for young girls and offered them help in improving their selfcare abilities, as well as providing learning skills for communicating with their parents and creating action plans for reconciliation, in order to de-escalate the family conflicts and relieve family tensions.

Responding to Community Needs with Diversified Activities

Last year, Family Energizer handled 1,128 cases in total. Among the new cases, 25% involved people seeking help for parentchild and parenting problems, and 17% involved people with emotional issues. Individuals seeking assistance for financial and unemployment-related problems accounted for 13% of cases. In addition, our Clinical Psychological Service handled 134 cases, most of which involved individuals in need of assessments or those who were affected by emotional and psychological problems. To address the arising family problems, Family Energizer launched a variety of service projects intended to bring people closer together.

Sharing a Taste of Love with Family Members –“Love Meals @ Kwun Tong”

Under the epidemic of COVID-19, Family Energizer and Home Café jointly launched a six-month project called “Love Meals @ Kwun Tong”, distributing hot meal vouchers to families in need through different service units across the community. The project not only helped to ease their financial burden, but also encouraged people to dining out with family and enjoy some bonding time. With more than 4,400 meal vouchers handed out, the project had benefitted more than 1,000 people.

Building a Caring and Supportive Community –Kwun Tong Mental Wellness Programme 2021-2022 (Kwun Tong Central)

With a subvention from the Kwun Tong District Social Welfare Office, Family Energizer organised the “Kwun Tong Mental Wellness Programme 2021-2022 (Kwun Tong Central)” in conjunction with other social service providers across Kwun Tong. By harnessing the collective power of community members, the programme aimed to promote social inclusion through a diverse array of activities. During the process of giving and receiving help, people of all ages were able to foster a sense of caring and belonging to their community. The programme served more than 250 people in total.

Chasing Dreams with Children –“Dreams Come True”

Family Energizer partnered with Gucci Change Makers to launch the “Dreams Come True” programme last year, collecting 40 letters and wish lists from children living in Kwun Tong and the Lei Yue Mun Squatter Area to Santa. Corporate volunteers from Gucci Change Makers answered each of the children’s letters by hand and dressed up as Santa Claus, touring the streets of the squatter area and giving Christmas presents to the children on a handmade sleigh to spread the joy of Christmas.

Our Children and Family Services will continue to uphold its core value of “Love Your Family”, while strengthening our work in parental education, children’s development, family counselling and the prevention of domestic violence. We will continue to improve our service quality, and will support our service users through the challenges resulting from our fast-changing society.

SERVICE HIGHLIGHTS

“Children’s Fun x Fun Together”

In 2022, Jockey Club Youth Leap kicked off the “Children’s Fun x Fun Together” programme, providing low-income families with after-school care services to ease the burden for caregivers and respond to the developmental needs of schoolchildren beyond homework support, including promoting their extra-curricular development, social development and community connections. Regular meetings were held with the children and their parents to evaluate their needs and formulate individualised care plans. The programme received positive feedback from parents at the end of the school year, with a total attendance of 1,828 people.

Living Note 2021

During the pandemic, the number of people seeking help for domestic violence spiked in Hong Kong. With its music intervention service, Y-Concept of Jockey Club Youth Leap organised the “Living Note 2021” programme in conjunction with Serene Court –Refuge Centre for Women. To embody the spirit of care, band members turned the stories of victims of domestic violence into a song, which gave the victims an emotional outlet to share their journey of recovery and hopes for the future. The finished song and music video were published on the online platform to raise public awareness of domestic violence.

Cooperate with Stakeholders to Provide Different Opportunities for Young People

With the support of the Rotary Club of Soho Hong Kong, we continued to offer a multimedia workshop for primary and secondary school students and their carers, allowing them to learn the fundamentals of programming and animation production. In addition, with overwhelming support from companies including Mentholatum (Asia Pacific) Limited and OCBC Wing Hang Bank, we organised a host of activities and scholarship schemes, attracting a total attendance of 226 people. Our heartfelt gratitude goes out to these companies, whose support has strengthened our collaboration with local stakeholders.

Sharing Experiences in Using Art to Respond to Young People’s Needs

Over the years, YOU CAN – Potential Exploration Unit has gained invaluable experience in using visual arts and drama as a platform of communication that allow young people to explore their potential. The feedback we received from the participants and stakeholders involved has been immensely encouraging. This year, under the “Champion for Change” scheme launched by The Keswick Foundation in conjunction with The Hong Kong Council of Social Service, we were invited to share our experience in preventing youth suicide with the industry through our “Open Studio Project”, which focused on the use of visual art in interventions.

This year, we held a webinar named “How Close School Bullying to Me” and an online experiential performance titled “Co-creating Harmonious School Environment via Interactive Drama”, during which we shared our experience in applying drama as a means to open up influential conversations about school bullying with the industry. The online events attracted a total attendance of 400 people, and the participants all agreed that artistic creation could deliver deeper messages and more profound experiences than language alone.

Applying Emotion Focused Therapy to School Counselling

Young people, who are often going through many struggles in life, are especially vulnerable to this issue. Thus, the social workers stationing at two of the schools we are serving applied “Emotion Focused Therapy” to help students reconnect with their emotions and recognise their needs via face-to-face counselling sessions, and took actions to respond to their needs. With a total attendance of 80 people, the sessions were aimed at allowing young people to thrive on healthy bodies and minds.

Teaching the Importance of Gratitude from a Young Age with “My Pledge to Act”

Supported by the Quality Education Fund, Tak Tin Kindergarten and Cheerland Kindergarten co-organised a programme titled “My Pledge to Act – Be grateful and treasure what we have, stay positive and optimistic” in 2022. A variety of engaging and diverse events were held for 216 children attending the two kindergartens, ranging from the Pledge Day and Happy Broadcasting Station to integrated arts and family-friendly nature activities. Starting with the Pledge Day, the children participated in 10 sessions of activities intended to foster positive values and attitudes and enrich their lives with positivity, which included exploring the four elements of positive living.

Training Subsidy Programme for Children on the waiting list for Subvented Pre-school Rehabilitation Services

Our “Training Subsidy Programme for Children on the waiting list for Subvented Pre-school Rehabilitation Services” (TSP) continued to provide video training and training material kits to children with special education needs and their parents. This gave these students an opportunity to continue their training and learning from home, while relieving their parents’ stress and offered solutions to parenting issues. Over the past year, the programme has served 89 students and provided 455 hours of training.

Promoting Whole Person Development with HighQuality Early Childhood Courses

In March and April, the Jackie Chan Whole Person Development Centre launched the virtual “Pre-Summer Online Course” to enhance our interactions with children and encourage continuous learning despite the school closures due to the impact of the pandemic. Our School Services Team also offered a range of courses including academic subjects, art, STEM and magic for different schools, while online parent talks were hosted in collaboration with more than 31 schools in an ongoing effort to support families, schools and the community.

Looking ahead, the future will present many more challenges for the new generation. Our Youth and Education Services will continue to promote positive thinking in the face of adversity and will strive to connect young people with the community, in order to unlock and harness their full potential. Together, we will build a better future and make dreams come true.

SERVICE HIGHLIGHTS

Improving Our Enhanced Home and Community Care Service

Since 2021, our Enhanced Home and Community Care Service has been regularised through the Lump Sum Grant Subvention System. In light of the increased resources and service quota, we have continued to optimise our services. Every year, as part of an ongoing effort to provide high-quality services to those in need throughout the community, our team has been serving more than 900 frail elders and their carers in Kwun Tong and Wong Tai Sin.

Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment

Funded by the Community Care Fund, the “Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment” has been providing home support services to mildly impaired elders on the waiting list for Integrated Home Care Services in Kwun Tong and Wong Tai Sin Districts. Over the last four years, our team has supported the everyday needs of more than 500 elders in the community. The pilot scheme is set to be regularised in 2023 with a subvention from the government.

Project GrandMove

To spread the message of “Healthy Ageing” across the society, our Elderly Care Services launched a special two-year programme between September 2021 and August 2023, called “Project GrandMove”. Although it was brought to a halt during the pandemic, this meaningful project was resumed with a grant of HK$1.29 million from the Simon K.Y. Lee Foundation. Since then, we have cooperated with various organisations and organised 26 sports groups in areas including Hong Kong Island, Yau Tsim Mong, Sham Shui Po and Kwun Tong, benefitting 260 elders in total.

Jockey Club EngAGED Elderly Project

The “Jockey Club EngAGED Elderly Project” is aimed at fostering community engagement among the socially isolated elders living in Kwun Tong district through group activities. The project started in September 2020 and was expected to serve 800 socially isolated elders in three years. We had effectively used the community resources and organised group activities in the open public spaces around the residential buildings where the elderly lived, teaching them ways to protect themselves from the pandemic while caring for their needs, in order to ensure their physical and mental wellbeing as well as reducing the likelihood of loneliness.

Forming the “Community Anti-Coronavirus Team”

In view of the fifth wave of COVID-19, many singletons elderly and families of elderly couples in Kwun Tong district who were infected with COVID-19 had to self-isolate at home, where material and care support was scarce. To prevent unattended deaths of those infected elders, the Agency recruited nearly 40 volunteer staff members who had recovered from COVID-19 and formed a “Community Anti-Coronavirus Team”. They provided home-based support services to infected elders including checking vital signs, deliveries of meals and health and hygiene supplies, and cleaning homes.

With many of our staff falling ill at the height of the pandemic, our elderly care services were faced with unprecedented challenges and staff shortages. Fortunately, with the support of various foundations, the Agency was able to hire community care assistants, as well as to purchase health and hygiene supplies and food. This allowed us to provide urgent material support to the elderly staying in their homes and maintaining their quality of life. Between March and May 2022, we received a total of HK$965,200 in donations from Lee Hysan Foundation, the Kadoorie Charitable Foundation, and the Keswick Foundation, and helped 3,737 elderly families from our home care services and day care centres. In total, we distributed 11,604 spare meal boxes, 7,172 rapid antigen test kits, 800 oximeters, 1,010 thermometers, 4,200 health and hygiene packs, 800 food packs and 37,600 face masks to the elderly in need.

Extending Training in the

Empowerment in Care

Model

Since we incorporated the “Empowerment in Care” model into our elderly care services in 2017, the Agency has been committed to promoting this care model through the provision of training. As of the present, we have trained 271 internal staff members and 451 frontline workers and professionals in the industry. In November 2021, for instance, we held a two-day workshop for 36 industry professionals at the invitation of the Social Welfare Department. Since 2022, we have been working with the “Guardians of the Silver Age – Eldercare Talent Training Programme”, alongside the Taiwan Self-Supporting Care Professional Development Association, at the request of Generation Hong Kong. Our role is to develop accredited courses and industry training on the “Empowerment in Care” model for frontline care workers and managerial staffs, as well as sharing our practical experiences to support the concerted effort to establish a truly caring and respectful model of elderly care.

SERVICE HIGHLIGHTS

Opening Ceremony of Kai Nang Integrated Rehabilitation Services Complex

The Kai Nang Integrated Rehabilitation Services Complex (KNIRSC) located at Fuk Tong Road, Kwun Tong, held its opening ceremony and an open day on 19th November, 2021. We were honoured to have Dr. Law Chi-kwong, GBS, JP, the then Secretary for Labour and Welfare, and Mr. Gordon Leung Chung-tai, JP, the then Director of Social Welfare, CFSC Board Chairman, Professor Alex Kwan Yui-huen and the board members as the attending guests. The scope of our services include two re-provisioned services, Cheerful Place – District Support Centre (Kwun Tong East) and Community Rehabilitation Day Centre, and four new service units, Tsui Yip Coproduction Centre, Sheung Chun House, Sheung Seen House and Sheung Mei House. Its opening marks a new milestone and will generate a stronger synergy between our rehabilitation training and residential services.

Online Learning and Socialising in the “New Normal”

Despite the significant challenges our operations have faced, our team has gained many unconventional hands-on experiences from their tireless and collaborative efforts to adapt to the “new normal” amid the pandemic. Cheerful Place – District Support Centre (Kwun Tong East) offered hybrid classes that involved a combination of face-to-face and remote sessions at the height of the pandemic. DIY kits containing the materials required for each group session / workshop were prepared and delivered door-todoor to the service users in person or by mail. Online training and interactive workshops were also conducted regularly through the KN8 e-learning platform, allowing service users to continuously engage in social interactions, training and learning.

In addition, the Community Rehabilitation Day Centre partnered with therapists from Everjoy – Home Care Service for Persons with Severe Disabilities produced workout videos tailored to different ability levels. Designed to work with the smart fitness mirror that was recently installed at the centre, these videos offered a home-based and remote alternative to rehabilitation training.

Integrating Community Resources to Spread Love amid COVID-19

In a quick response to the outbreak of the fifth wave of COVID-19 in Hong Kong, we reached out to 24 industrial and commercial associations for help and received donations of more than 1,500 packs of health and hygiene supplies and food items. Staff members and community volunteers were mobilised to distribute them to people with mobility difficulties, frail elderly with disabilities and the residents of private residential care homes for persons with disabilities (RCHDs). These actions addressed their immediate needs, as well as made them feel loved and cared for by the community through selfless acts of sharing. With support from the Simon K. Y. Lee Foundation Limited, a project named“ Video Medical Consultation and Dispensing Services for Private Residential Care Home for Persons with Disabilities”was also launched to offer immediate medical consultations and support to 240 economically-disadvantaged residents of private RCHDs who had been diagnosed with COVID-19.

With the support of the ICBC (Asia) Charitable Foundation, we gave service users access to rapid antigen tests during the early stage of the pandemic.

Advocating Self-Care for Carers and Building a Strong Community Support Network

With a generous donation of around HK$2 million from the Lee Hysan Foundation, Cheerful Place – District Support Centre (Kwun Tong East) launched a project called“ Home Respite Caring Buddies for Persons with Intellectual Disabilities” . It is intended to ease the burden on carers by bringing together homemakers, retirees, students and other community members to provide home respite care and companion care services for people with intellectual disabilities. So far, the project has provided training for 46 care buddies and provided 229 hours of home respite services.

Meanwhile, with a programme named“Life Story Project and Developing Carers of Persons with Disabilities as Positive Life Ambassadors ” , 57 carers were engaged in the production of a book documenting their extraordinary life stories. Encouragingly, one of the carers was invited to be a guest on RTHK ’ s programme, during which she spread the positive message of staying resilient in the face of adversity and inspired other carers with her empowering experience.

Awards Ceremony for a Face Mask Design Competition

To spread positivity and hope amid the battle against COVID-19,“ The Pilot Scheme on Professional Outreaching Team for Private Residential Care Homes for Persons with Disabilities”organised a face mask design competition, along with a“Glamourous Rising Star Award”to recognise the best pandemic fighters among the residents of private RCHDs in July and August 2021. A total of 211 face mask designs and 70 video submissions for the“Glamourous Rising Star Award” were received. The online awards ceremony was attended by all 26 of the participating care homes and their staff members, where 29 awards were given out in total. Excitement mounted among the award recipients as the winners were announced.

Chun House organised a programme dedicated to making sports accessible with the support of the Queen Elizabeth Foundation for the Mentally Handicapped, resulting in faster standing balance responses in more than 70% of the residents.

New Milestones in Residential Services

Last year, our residential homes adopted a new model of care focused on online activities and training on a small-group basis, in hopes of countering the adverse impact of the pandemic while balancing infection control measures with the physical and mental well-being of residents by allowing them to stay in touch with the community. In the meantime, interventions in the form of art and music therapy, physical exercise and e-sports training were introduced to improve the residents’ concentration, uncover their potential and enrich their residential experience.

OUTLOOK

In the second quarter of 2022, our new service units at Sham Shui Po Hoi Tat Estate commenced operations, with Hoi Nga House and Hoi Chung House offering 51 residential places for moderately mentally handicapped persons and 32 places for supported accommodation, respectively. Mental Health Services continue to serve the local community with a multitude of high-quality services catering to all ages and take pride in the passionate commitment of our professional team. We promote the holistic wellbeing of our fellow citizens and encourage service users to navigate their lives positively by practising emotional self-care and self-appreciation, in order to enhance the resilience of individuals, families and the broader community. We have integrated a variety of evidence-based service models and launched innovative pilot programmes, which are helping people in recovery find their inner strength and value to enjoy living in a diverse and inclusive society. With our ongoing effort to promote mental health education in the community, we are aiming to improve public awareness of mental health issues, and are advocating for the importance of early identification, innovative interventions, as well as public participation in building a mental health-friendly society.

SERVICE HIGHLIGHTS

Mobilising Community Action to Forge New Paths

Since February 2022, our community service units had launched a wide spectrum of online campaigns to support and promote mental wellbeing, including the “Online Cheering Channel”, “Mobile Mental Wellness Learnings” and “Recharging Your Soul Programmes”. We also distributed donations of personal care and hygiene supplies to the households of our service users in need, providing people in recovery with the timely emotional and tangible support they needed. These efforts benefitted a cumulative total of 300 individuals.

Diverse Support for the Mental Wellbeing of Families, Adolescents and Schoolchildren

With a subvention from The Community Chest of Hong Kong, we launched a three-year programme called “ACT with your HeART –Anxiety Relief Project for Students” in July 2021. In the programme, the Acceptance and Commitment Approach (ACT) was integrated with Expressive Arts Therapy as a means of intervention, in order to help students manage their anxiety through support in terms of early prevention, identification and intervention.

In addition, the “Hong Kong Jockey Club Early Intervention and Community Support Project for Parents”, a three-year programme sponsored by The Hong Kong Jockey Club Charities Trust, was launched in June 2020 to support the mental wellbeing of parents. An original mobile application for parenting support was rolled out in December 2021, which teaches parents how to apply ACT to their everyday lives at home. Encouragingly, as of 31st March, 2022, the accumulated number of programme service times reached 6,195, with the mobile application registering 1,205 downloads in just four months since its launch.

Building Happier Families through the “Happy Family and Friend Project”

The “Happy Family and Friend Project – Promoting and Supporting the Mental Wellbeing of Families in Tseung Kwan O” is a threeyear community-based project that was launched in April 2021. Supported by the Community Investment and Inclusion Fund, the project serves to promote the mental health of primary school students with emotional needs and their families across Tseung Kwan O District. In their first year of operations, the team provided 85 one-to-one home-based art activities to 36 families. In the project, 167 community volunteers were recruited and a network of cross-sectoral partnerships was established with 20 professionals and community leaders, thereby benefitting more than 2,100 individuals in total.

Supporting the Holistic Wellbeing of Elderly People

collaboration with other providers of elderly services in the community, phase two of “The Jockey Club Holistic Support Project for Elderly Mental Wellness” supported elderly people at risk of depression, or those exhibiting depressive symptoms.

Meanwhile, “The Jockey Club – Get Set Go for a Healthier Life” focused on helping middle-aged and elderly people, by improving their health awareness and their ability to manage their own health holistically during the pandemic. Despite the trying times, our team conducted a wide range of online health talks and fitness classes, after which some of the participants were referred to our community healthcare partners for professional health assessments. Statistics showed that the project had significantly helped the participants in terms of improving their overall healthy living index. During the reporting year, the two programmes attracted more than 3,300 participants.

A Creative Approach to Mental Health Promotion

In early 2022, we published an original picture book titled “Present Living is the Beginning of Happiness”. In March 2022, we organised a virtual book launch event under the theme of “Happy Simple, Simple Happiness”, along with a series of workshops on expressive arts therapy. With these light-hearted and creative activities, we hoped to encourage participants to find happiness in the smallest of things, master the key to a happier life. The virtual event was a resounding success, attracting a total of 160 participants.

Residential Services

Our halfway house and supported hostels were faced with many challenges last year. Since we are committed to improving the holistic quality of health among our residents, we continued to enhance their health awareness and ability to manage their own health, while promoting accessible physical activities across the community.

In the coming year, we will continue to navigate the turbulent times by working closely with various stakeholders and maintaining the quality, extensiveness and diversity of our services, to ensure that all our service users and their families can receive the care and support. We will also consolidate our existing services in the following three directions:

1. Promoting cross-sectoral communication, building different communication channels and listening to our service users and community stakeholders.

2. Embracing innovation, out-of-the-box thinking and a visionary overhaul of our service model, while encouraging our team to adopt a diversified and innovative approach with a careroriented and age-specific focus on physical and mental needs.

3. Building a high-performing multi-disciplinary team, as well as continuing to research, develop and optimise different interventions and supporting services in conjunction with local universities and research teams.

SERVICE HIGHLIGHTS

Support Services amid the Fifth Wave of COVID-19

February and March 2022 marked the height of the fifth wave of the COVID-19 pandemic in Hong Kong. During this period, Shun On and True Light Villa DECCs spared no effort in providing urgent support services for the elders and their carers across the community. They included 4,966 over-the-phone check-ups, 3,108 emotional counselling sessions, as well as 1,592 food aid packages, 188 emergency assistance and medical consultation sessions, and 3,058 rapid antigen test kits. With a generous donation of the “Jockey Club Digital Support Project for the Elderly”, 1,900 smartphones with SIM cards were distributed to elders in need for free and taught them using the “LeaveHomeSafe” mobile application.

Enhancing Online Services to Maintain Community Connections

Last year, the two DECCs continued to develop their online and virtual services, including a number of educational programmes on smart technologies with a total attendance of 5,321 people. Through these programmes, more than 500 elders were taught how to use mobile applications for social networking and everyday tasks. Among them, we helped 41 elderly people living alone to reconnect with their relatives outside Hong Kong. We also held 114 online and virtual events that attracted a total attendance of 2,278 people, along with the videos and posts on social media garnering a total of 78,273 views. As in previous years, our Chinese New Year celebration was held through Facebook Live, which created a cheerful and warm atmosphere for the elders and their carers.

Improving Physical and Mental Resilience

To promote physical and mental health of the elderly, the two DECCs supported more than 250 elders struggling with emotional problems and more than 500 elderly people with various physical conditions such as dementia, hyperglycaemia, hypertension, hyperlipidaemia, sarcopenia and pain disorder, with a service attendance of 10,594. To raise awareness of physical and mental health issues among elderly people, three projects were rolled out with support from The Hong Kong Jockey Club Charities Trust, included “Place for Healthy Ageing”, JoyAge Project and “Anti-epidemic Support Programme for the Elderly” – offering an extensive range of health and daily support to over 2,000 elders over the past year.

Promoting Care Planning to Mitigate the Care Burden

Bringing Elderly People Together through Active Community Engagement

Last year, we launched two “Opportunities for the Elderly Projects” (OEPs), “Moving O2O” and “Create Brilliantness Once More”, in which we made use of the wisdom and experiences of younger elders to plan and organise a series of events. We also produced 45 two-minute audio clips covering a wide array of topics, such as lifestyle practices and philosophical thinking, to help elderly people broaden their knowledge. We were also partnered up with the Consumer Council and trained a group of Consumer Education Ambassadors, who were responsible for promoting elderly people’s consumer rights. Meanwhile, Prime Link set up the first senior cheerleading team in Hong Kong, which won widespread acclaim after being invited to perform publicly at a large-scale event called Kai Tak Fantasy.

Connecting Social Resources to Form a Strong Support Network

Over the last year, our two DECCs joined forces with 128 organisations from all walks of life, recruited and trained up 804 volunteers to forge an extensive network of support services serving more than 5,000 elders and their carers. These services included material assistance, ICT education, relaxation activities, physical training, medical escort services, telehealth consultations etc., in order to ensure that the elderly and their carers felt valued and cared.

Telephone Support for Socially Isolated Elders and Elderly Couples from Auxiliary Professionals

The InnovAGE Team worked with our Primary Health Care Services and launched a telephone support scheme for socially isolated elders and elderly couples throughout Kowloon East, setting up a phone line run by a team of Auxiliary Professionals (aPs) consisting of retired nurses, social workers and counsellors. The team was responsible for answering questions about the pandemic, evaluating the callers’ medical needs and offering emergency food, medication and emotional support. In just one month, the line received more than 330 calls. With a grant from The Hong Kong Jockey Club Charities Trust, the service was later expanded to include Kowloon District. Apart from answering incoming calls, the team made outgoing calls to the elderly in need, in order to help them manage their health through recovery support and health education.

Jockey Club 50+ Startup Incubator Programme

With continued support from The Hong Kong Jockey Club Charities Trust, the “Jockey Club 50+ Startup Incubator Programme” has been developing entrepreneurial ventures under the themes of “Active Ageing” and “Carers’ Needs” since 2021. The goal is to serve the public in innovative ways and allow the elderly to explore new opportunities and choices in later life. The three start-up projects selected in the first year of the programme included a training scheme for individuals aged 50+ to serve as companions for the elderly, an educational programme on holistic mind-body-spirit wellness and a “life storybook” short film production service for the elderly. These projects had created a variety of job and volunteering opportunities for people aged 50+ and were contributing greatly to active ageing.

Specialised Chinese Medicine Services to Improve Long COVID Symptoms in Recovering Patients

To cope with the fallout of the COVID-19 pandemic with the help of traditional Chinese medicine, the Chinese Medicine Clinic cum Training and Research Centre (Kwun Tong District) is offering free specialised Chinese medicine services, which include up to 10 outpatient consultations, to eligible patients recovering from COVID-19. Since the outbreak of the fifth wave of infections, the Centre has been serving more than 500 recovering patients suffering from long COVID symptoms each month. Patients who were consulted by our registered Chinese medicine practitioners and received traditional Chinese medicine treatments reported significant improvements in symptoms, such as reduced coughing, less severe insomnia, less fatigue, lower stress levels, and overall physical and mental recuperation.

Chinese Medicine Advice Service Hotline

In solidarity with other medical services in Hong Kong against the COVID-19 pandemic, a group of Chinese medicine practitioners from Chinese Medicine Clinic cum Training and Research Centre (Kwun Tong District) stepped up to support the Chinese Medicine Advice Service hotline launched by the Hospital Authority in February 2022. Together, they provided free tele-advice to many individuals under isolation or quarantine for COVID-19 and other members of the public who had Chinese medicine-related enquiries.

Kwun Tong District COVID-19 Vaccination Day

To encourage COVID-19 vaccine uptake among our service users, the “Kwun Tong District COVID-19 Vaccination Day” was held on 9th November, 2021. On the day of the event, one-stop COVID-19 vaccination services were available to the elderly, people with rehabilitation needs, caregivers and members of the community free of charge, along with health talks on COVID-19 vaccination and individual medical consultations offered by doctors. To make the vaccine easily accessible to those in need, participants could choose to receive the Sinovac COVID-19 vaccine available onsite or travel to a Community Vaccination Centre by our shuttle bus to receive the BioNTech vaccine.

During the pandemic, the “Kwun Tong District COVID-19 Vaccination Day” was held to make the vaccine easily accessible to those in need in Kwun Tong district.

Strengthened the Services of Visiting Medical Practitioner Service (VMPS) for RCHEs and RCHDs

As the fifth wave of infections hit the city, many residential care homes reported a spike in COVID-19 cases among residents. Between 16th March, 2022 and 15th June, 2022, our VMPS team increased the number of onsite medical consultations and/or teleconsultation service sessions offered at the Residential Care Homes for the Elderly (RCHEs) and Residential Care Homes for Persons with Disabilities (RCHDs) to seven times per week to assist in preventing and containing infections.

Supporting Low-Income Families During the Pandemic

The Agency continues to collaborate with Manulife Hong Kong to support low-income families and improve their health and quality of life through the “Manulife Health Voucher Programme”. The scheme is expected to benefit up to 2,000 low-income beneficiaries with the provision of free health screening and consultation services. Based on the results of health checks, a registered nurse or dietitian will provide individuals with personalised healthcare advice and health vouchers sponsored by Manulife. With these vouchers, they can choose their preferred medical service from seven options, each tailored to a different healthcare need. The first phase, launched in the Kwun Tong, Tsuen Wan and Kwai Tsing districts, was successfully concluded at the end of 2021, attracting 800 participants in total. The rest of the scheme will soon be rolled out across the Eastern District, Sham Shui Po and Tin Shui Wai.

The Agency had been offering free medical and healthcare services to deprived families through the “Healthy Together-Family Support Programme”, launched with the support of HSBC Community Partnership Programme 2020. The scope of services included a “mindful eating programme” in which nutrition therapy was offered by registered dietitians to improve service users’ physical health, a “positive psychology programme” in which emotionally distressed individuals were counselled by clinical psychologists and taught skills in emotion and stress management, and an “emotional wellness programme” designed to offer traditional Chinese medicine consultations and treatments to individuals struggling with sleep, pain or chronic illnesses, in order to enhance their emotional and physical wellbeing. A total of 1,060 service users had benefitted so far.

Jockey Club Cancer Survivorship Care Project

Our team at the Jockey Club Cancer Survivorship Care Project supports cancer patients at various stages of their cancer journey and their caregivers. Last year, we moved many of our events online. These included online talk for cancer patients, where a pharmacist shared the side effects of chemotherapy and tips on how to manage them, and “Sleeping well - Insomnia prevention programme for cancer and caregivers”, a series of talks hosted by a multidisciplinary team of Chinese medicine practitioner, clinical psychologist, physiotherapist, dietitian and social worker to promote good sleep hygiene through acupuncture, mindfulness practices, stretching, healthy eating and integrative body-mindspirit practices. Using online platforms, we also incorporated music and art therapy into our services to help cancer patients and their caregivers express their feelings and lift one another up through music and Pastel Nagomi Art. To actively care for patients with advanced cancer and their caregivers, peer support groups are available to share information on advanced healthcare directives and address patients’ physical, mental, societal and spiritual needs towards their end of life.

Osteoporosis Screening Programme for Women in Kwun Tong District

To raise awareness of bone health among women aged between 40 and 70 in the Kwun Tong District, the Agency partnered up with the Kwun Tong District Council and Kwun Tong Healthy City Steering Committee again to launch the “Osteoporosis Screening Programme for Women in Kwun Tong District”. Under the programme, free screening tests for osteoporosis were offered to over 650 women.

Promoting Healthy Diet in Schools – Low-Salt LowSugar Cooking Classes by Dietitian (Pilot Programme)

On a mission to tackle obesity and promote healthy eating in primary schools, we joined hands with the former Food and Health Bureau (the current Health Bureau) to organise a programme called “Promoting Healthy Diet in Schools - Low-Salt Low-Sugar Cooking Classes by Dietitian”. During the programme, a free healthy cooking class was given by our dietitian to teach primary school pupils the importance of maintaining a healthy diet low in sodium and sugar. The pilot programme, launched in collaboration with Kwun Tong Government Primary School, received positive feedback from the participating pupils, who gained valuable knowledge about a healthy diet.

OUTLOOK

Looking forward, Primary Health Care Core Services will continue to develop primary healthcare services and programmes that are tied in with government policies and more closely attuned to community needs. Our multidisciplinary teams will also work more closely to address the risk factors associated with cardiovascular diseases and cancers among the middle-aged population.

SERVICE HIGHLIGHTS

The “Here for U” Programme

Tsui Ngai Co-production Centre has been a participating member of UNIQLO’s “Here for U” recruitment programme since July 2021, providing people with disabilities with the opportunity to realise their full potential and build their confidence. We have also been upholding the principles of “equal pay for equal work” and “equal pay for work of equal value” in order to build a diverse, harmonious and dignified workplace. The programme covers diverse aspect ranging from pre-service experiential activities, mock interviews and skills training, to on-the-job mentorship and follow-up support by social workers. So far, it has helped seven service users secure job positions at different UNIQLO stores across the city.

Training the Leather Craftsmen of Tomorrow

Over the years, our handmade leather goods have developed into a successful brand of our services. Our service users have climbed the ladder from apprentices to skilled craftsmen, through years of learning and from trial and error. With the recently launched A-Soulroom project, we have begun offering training courses to introduce the art of leather crafting to the general public and give our service users an opportunity to mentor future leather craftsmen.

Last year, we invited Braloba Group, a Swiss-based luxury leather goods brand, to be a consulting partner and established Hong Kong’s first-ever “Leather Manufacturing Training Centre for People with Disabilities”, providing 20 service users with professional training in the production of leather goods. We emulated the model of a business operation to better immerse service users in the job training opportunity and boost their confidence.

We also cooperated with a business partner in rolling-out the “Andcare” leather bike bags, which were handmade by our service users for retail sales. In December 2021, we participated in an interview with Hong Kong Open TV’s news programme “Wish”, giving greater visibility to the extraordinary talent of our service users.

Keep Exercising Actively

During the pandemic, many people with disabilities have refrained from going out, which means they have had fewer opportunities to exercise. To encourage our service users to stay physically active while keeping safe during the pandemic, Tsui Lam IVRS and the Supported Employment Service arranged them to participate in the “Walk Up Jardine House 2021” campaign organised by Mindset College and received an overwhelming response. With a total of 61 service users participating on our behalf, the service unit was awarded the champion in the Social Welfare Organisation Group at the event.

With part of the new “Hoi Tat Estate Project I” located at Sham Shui Po Hoi Tat Estate, Tusi-Fung Co-production Centre commenced its operations in the second quarter of 2022, offering 125 new places for vocational rehabilitation services, our Opportunities and Inclusion for People with Disabilities will set our sights on developing services with regional characteristics, as well as leveraging the synergy among regional services and promoting family involvement and social participation through the use of technology, sports and arts. We will also incorporate the principles of “Strength Perspectives” to help people with disabilities maximise their potential, promote cross-sector collaboration and work towards building an inclusive society.

The guests of the ceremony were each holding a handmade soap bar marked with the number “6”, a homonym for “green” in Cantonese that symbolises “going green all the way”.

The opening ceremony of “GREEN@SAI KUNG” was held on 10th December, 2021. Among the officiating guests were the then Secretary for the Environment, Mr. Wong Kam-sing, GBS, JP, Sai Kung District Officer, Mr. David Chiu, JP, Chairman of Sai Kung District Council, Mr. Francis Chau, BBS, MH and the Board Chairman of CFSC, Professor Alex Kwan Yui-huen. Around 130 guests attended the event, including representatives from the Environmental Protection Department (EPD), Architectural Services Department, Sai Kung District Office, Sai Kung District Council, corporates, property management companies, owners’ corporations, social service agencies and regional organisations.

As the sixth “GREEN@COMMUNITY” project operated by the Agency, “GREEN@SAI KUNG” is actively reaching out to housing estates and property management companies within the community, to establish a service network through a variety of recycling programmes and educational activities. Recycling collection vehicles have been deployed to collect recyclables including waste paper, metals, plastics, glass bottles, regulated electrical equipment, small electrical appliances, CFL bulbs and tubes, rechargeable batteries, beverage cartons and other items. Environmental education events are also being conducted, to instil the idea of green living into the community.

Recycling Stores

stores run by the Agency – “GREEN@YUE MAN SQUARE”, “GREEN@TAI WAI” and “GREEN@WALLED CITY” –commenced operations in December 2020. Since then, they have been widely recognised for their outstanding performance among all the 22 recycling stores in Hong Kong, and have won multiple awards from the EPD.

Green Hiking Etiquette Campaign@Devil’s Peak

In recent years, hiking has become a popular leisure activity in Hong Kong. To minimise the impact on the rural environment caused by increased traffic and to raise public awareness of nature conservation, EPD has joined forces with local non-profit organisations to launch the “Green Hiking Etiquette Campaign”. Every weekend, we will send out our environmental ambassadors to promote green hiking etiquette and the importance of waste reduction and nature conservation among the hikers at Devil’s Peak in Yau Tong.

Our Recycling Stores had outstanding performance in terms of the collection volume in 2021. Among “GREEN@COMMUNITY” projects in Hong Kong, “GREEN@WALLED CITY” ranking second in the overall volume during the second quarter. Distribution Day for Anti-Epidemic Service Bags

Urban Oasis recruited about 80 volunteers between March and May 2021, who prepared and packed 2,000 goodie bags filled with health and hygiene supplies. The bags included face masks, handmade mask covering, homemade alcohol-based hand rub and other daily necessities, along with banner roses made from upcycled banners. The bags were distributed on the eve of Mother’s Day in Kwun Tong District, as a way of sending good wishes to mothers and spreading positivity throughout the community.

Improving the Living Environment of Low-Income Families through Transitional Housing Projects

To meet the enormous housing needs of low-income people, the Agency has launched four Transitional Housing Projects funded by the former Transport and Housing Bureau (the current Housing Bureau) in various urban locations since 2021. These projects are located at Cheung Shun Street in Cheung Sha Wan, and at Tong Yin Street, Po Yap Road and Po Lam Road North in Tseung Kwan O. As the first of our Transitional Housing Projects, the Cheung Shun Street project has already kicked off with a groundbreaking ceremony, where we were honoured to have the then Under Secretary for Transport and Housing Bureau, Dr. Raymond So Waiman, BBS, JP, the then Project Director of Transport and Housing Bureau, Mr. Stephen Wong Wing-hung, CFSC Board Chairman, Professor Alex Kwan Yui-huen, and Chairman of CFSC Steering Committee on Transitional Housing, Mr. Cheng Wing-for as the officiating guests.

FUTU Anti-Epidemic Family Support Programme

As the society was hit by the fifth wave of the COVID-19 pandemic, many low-income people were faced with mounting financial pressure due to unemployment or underemployment. The Agency was delighted to receive a donation from Futu Holdings Limited, which enabled us to launch the “FUTU Anti-Epidemic Family Support Programme”. Under the programme, eligible unemployed, underemployed or low-income households were, upon approval, granted a relief payment of HK$8,000 to HK$10,000, depending on the size of the household. Overall, the programme helped alleviate the financial burden of 527 households.

Working with All Walks of Life to Fight the Pandemic

With funding support from The Hong Kong and China Gas Company Limited (Towngas), a series of initiatives were organised to release the financial burden for the grass-roots families during the pandemic:

We distributed soup packs and supermarket coupons to 5,000 elderly households and deprived families to support their livelihoods. The beneficiaries included residents of sub-divided housing, singleton elderly and two-elder families, as well as unemployed or underemployed people.

Donated and delivered 1,000 back-to-school gift packs containing stationery and educational toys to school-age children from underprivileged families, whose academic, physical and mental development was severely hindered by school closures, in order to lift their spirits and prepare them for the return to school.

Through the “Love on Delivery” Project, fresh food packs were distributed twice per week to 756 underprivileged families in Kwun Tong, Sham Shui Po and Tin Shui Wai for 15 consecutive weeks. Online activities, including a cooking competition and an online video campaign called “Relaxing for a Few Minutes”, were also organised. As the pandemic subsided, volunteers from Towngas also delivered basic home repair services for families in need. The project benefited more than 2,800 people and addressed their needs in all aspects of life.

To mitigate the long-term impact of online classes on children’s academic performance, our team at the “Support Service for Enhancing Mutual Help Among Residents Living in Sub-divided Units in Kwun Tong” invited 50 university students to volunteer as tutors and provide one-to-one free classes to primary school pupils living in sub-divided housing, over a period of three months. They also helped organise different forms of activities that allowed the children to get to know their communities and enjoy a happier childhood. In total, the project has served 500 attendance.

Brightening the Lives of Residents of Squatter Area

With sponsorship from “Ngong Ping 360”, the Lei Yue Mun Neighbourhood Level Community Development Project (NLCDP) gifted households living in the squatter area with specially designed board games and Rubik’s Snake puzzles, in order to encourage parent-child interactions through simple games. The project culminated in a “Board Game Tournament”, during which 32 families played head-to-head in teams on a giant chess board. With a total attendance of 841, the events created a joyful atmosphere in the community.

Recently, Lei Yue Mun NLCDP strived to organise mural painting events in the squatter area. With funding support from The Hongkong and Shanghai Banking Corporation Limited last year, local artists and volunteers were invited to paint the 12 Chinese Zodiac signs along the walls, in order to infuse elements of traditional Chinese culture into mural painting and transform the squatter area into a mural art village.

Supporting the Owners of “Three-Nil” Buildings to Improve Safety

Starting from January 2022, our Social Service Team at the Buildings Department will extend the scope of its services to include support for the residents of old buildings - in particular, the elderly owners of “three-nil” buildings in carrying out the Mandatory Building Inspections and Mandatory Window Inspection Schemes. The goal is to eliminate the threat to public safety associated with ageing buildings. The number of attendance receiving the services is expected to reach a total of 1,961.

More Enterprises Introducing the EAP to Care for their Employees

In light of the growing concerns around the physical and mental well-being of employees, enterprises appointed Vital to provide telephone counselling services and wellness programmes for their employees through the EAP. We have gained new customers from various sectors, including The Hong Kong Jockey Club, Hong Kong Broadband Network Limited, Fubon Bank (Hong Kong) Limited, The Hong Kong Academy for Performing Arts, Langham Hotels International Limited, Tam Jai International Company Limited, World Vision Hong Kong and The Society of Rehabilitation and Crime Prevention, Hong Kong. Last year, our counselling services recorded an increased usage, with a considerable number of employees expressing anxious feelings related to the pandemic. This shows that our counselling services are playing a significant role in providing emotional support to employees.

Working with Corporates to Promote Employee Well-Being

The ongoing pandemic has inevitably eroded the health and morale of many employees. To help them stay physically and mentally healthy, Vital initiated a series of special solutions to help employees overcome the stress and health issues associated with the pandemic. At the height of the pandemic, we hosted more than 40 pandemicrelated seminars at the invitation of our corporate clients, covering a range of topics including “AQ Accelerator: Boost Your Resilience in the Face of the Pandemic”, “Managing Emotions in the Face of the Pandemic”, “COVID-19 from the Perspective of Traditional Chinese Medicine” and “A Nutritional Guide to Fighting the Pandemic”. Most of the training sessions were held online. Furthermore, we prepared a series of articles to share tips on staying healthy and productive at work with our clients, with the goal of providing comprehensive support to employees during the pandemic.

A Survey on Upward Mobility in Young People

The upward mobility of young people is intertwined with the long-term stability and harmony of our society. In view of this, Vital conducted a survey on upward mobility among young people in collaboration with Junior Chamber International City Lady last year, gathering responses from over 600 employers and employees under the age of 30. The aim of the survey was to gather their perspectives and views on the criteria necessary for young employees to qualify for a job promotion and the support they needed to do so. The results revealed that the majority of employees lacked a clear understanding of the key factors that were considered by employers when deciding on promotion, while most companies also failed to offer the support necessary for young employees to be awarded a promotion. The glaring discrepancy between the expectations and views of the two sides had limited the upward mobility of young employees. To narrow this cognitive gap and help young people move up more easily, Vital recommended a series of measures for employees and managers based on the survey findings.

In March 2022, Vital’s training consultant was invited to speak on the theory and applications of D.I.S.C. assessments at a seminar titled “Creating a Happy Workplace” Sharing Series: “Harmony Workplace - Knowing your Personalities in the Workplace” hosted by The Hong Kong Council of Social Service. The seminar was aimed at helping the participants gain better insights into their personalities in the workplace and learn how to facilitate workplace communication, interact with co-workers and work more efficiently as a team under the “new normal” of remote working. The sharing session took place in the form of an online conference, which was attended by more than 100 employees from companies/ organisations participating in the Caring Company Scheme. As was evidenced by the positive feedback, the event proved to be a spectacular success.

OUTLOOK

As Hong Kong’s economic outlook continues to be uncertain, Vital is expecting a challenging year of growing market competition ahead. We will introduce more diversified service offerings and counselling models, by tapping into the power of technology, and will explore new opportunities to collaborate with other organisations and develop innovative employee services. We will also encourage more employers to prioritise employee well-being and engage with them in creating healthy workplaces.

“Creating a Happy Workplace” Sharing Series: “Harmony Workplace - Knowing your Personalities in the Workplace”

CFSC’s Headquarters Building is now a certified green building, with an overall Platinum rating under the BEAM Plus Existing Buildings V2.0 Comprehensive Scheme.

BEAM Plus Accreditation and Enhancement Project

With a generous donation from The Hong Kong Jockey Club Charities Trust, the Agency implemented the “Christian Family Service Centre Jockey Club Building BEAM Plus Accreditation and Enhancement Project” and carried out various types of enhancement works in the Headquarters Building. In December 2021, the Headquarters Building was officially certified as a “green building” after achieving an overall Platinum rating under the BEAM Plus Existing Buildings V2.0 Comprehensive Scheme. Many of the enhancements were actively supported by staff members and service users in the building, with constructive and encouraging results. For example, the actual overall electricity consumption in the building was reduced by 17.3%, while the water consumption was reduced by 24.2% compared to the previous year, and the amount of food waste collected reached 5,081 kg. To contribute to the sustainable development of the community, we will continue to develop other green initiatives to improve our employees’ environmental awareness and encourage a minimal, low-waste lifestyle.

To foster environmental awareness among our staff and stakeholders, and to promote momentums of conservation and waste reduction, the Agency has launched and participated in a variety of governmental or social initiatives. They include:

• Participating in the Energy Saving Campaign organised by the Electrical and Mechanical Services Department and the former Environmental Bureau (the current Environment and Ecology Bureau) and signing up to join the “Energy Saving Charter 2021”, the “4Ts Charter” and the “Energy Saving Charter on No ILB”;

• Signing up to join the “Charter on External Lighting”;

• Taking part in the “Hong Kong Awards for Environmental Excellence” and “Hong Kong Green Organisation Certificate” organised by the Environmental Campaign Committee (ECC) and Environmental Protection Department (EPD);

• Signing up to join the “Food Wise Charter” of the EPD;

• Participating in the “Power Connect” Programme of CLP Power Hong Kong Limited.

Creating an Inclusive Workplace

Helping people with disabilities integrate into society has always been one of our key missions. Last year, our Home Café provided more than 2,000 hours of vocational training and more than 2,300 hours of employment opportunities in the catering industry to people with disabilities.

Home Café provides job opportunities and vocational training to motivated and competent service users.

Recognition

Our environmental protection initiatives and corporate social responsibility measures have been widely recognised by various sectors of the community. Last year, we were honoured to be awarded the “Wastewi$e Certificate - Class of Excellence” under the Hong Kong Green Organisation Certificate Scheme by the ECC and EPD, as well as the “Indoor Air Quality Certificate - Good Class” by the EPD and Indoor Air Quality Information Centre, and the Blue Certificate under the “Quality Water Supply Scheme for Buildings - Fresh Water (Management System)” by the Water Supplies Department. These accolades provide proof of our efforts and vision in the pursuit of excellence, and are driving us to fulfil our social responsibilities.

Creating A Culture of Learning and Upskilling

To help our employees cope with the challenges they encounter in our service delivery, the Agency strives to promote a culture of active learning and encourages staff members at all levels to upgrade their skills. To tie in with the implementation of our strategic plan, we provided our employees with a wide range of training and learning programmes throughout the year, including a series of leadership and management training courses for managerial personnel. These were designed to strengthen the communication, problem-solving abilities and creativity of our staff, as well as enhancing their overall leadership skills. In addition, a variety of training and development courses were offered to deepen their all-round learning experience and to bolster their physical and mental well-being. These courses included:

How to Manage a Multi-Generational Workforce;

Achieving Collaboration Through Negotiation;

A course on emotion-oriented therapy led by a psychologist;

A legal talk on mentally-incapacitated patients delivered by a lawyer.

In response to the “new normal” of our services, a series of workshops on how to run online activities were specifically designed for our employees. The themes included “Into the World of Zoom” and “Facilitation Skills for Online Events and the Use of Padlet”. Through these workshops, our employees learned how to deliver uninterrupted services with the use of diverse online tools.

“New Manager Training” courses were offered, to help new managers become familiar with the operations of the Agency.

To familiarise our new managers with our corporate governance, policy implementation and management systems, the Training Unit continued to organise “New Managers Training” courses throughout the year, which helped in facilitating the coordination between our central departments and service units. With the implementation of our mentoring programme, senior managers from different professionalism were paired up with new employees, to share their valuable experiences and to promote mentorship at work and beyond, thus providing the new managers with emotional support and guidance in adapting to the organisational culture and their new roles.

In 2021-2022, the Training Unit hosted an array of training activities for employees from different departments and positions. A total attendance of 929 was recorded.

Site Visits and Staff Exchanges

At CFSC, staff education goes far beyond the classroom. During the reporting year, the Training Unit organised a “CFSC study tour” for our staff members. It was arranged for the participants to visit some of our service units, become acquainted with the mission and operations of other teams, and facilitate cross-functional interactions and cooperation.

To strengthen cross-functional communication, staff members were arranged to visit other service units during the “CFSC study tour”.

Staff Engagement Activities

The Agency continued to emphasise the importance of balancing our personal lives with work schedules. Despite the impact of the pandemic, in this year’s “Work-Life Balance Week”, staff members were invited to share pictures of their favourite travel destinations in Hong Kong. We also invited the Chairman of CFSC’s Staff Association to share his tips and tricks for taking pictures with a smartphone. He encouraged our staff members to rediscover the city through photography. In addition, we distributed special gift sets to all our staff, to stay connected with them and help lift their spirits during the pandemic.

year, the Staff Association also organised a workshop on “forest bathing”, to introduce the art of forest therapy to our employees. The participants were taken on a walk through the woods by a guide, which allowed them to relax from the stress of work and everyday life. We also hosted other recreational programmes, including a Turkish Mosaic Lamp Workshop, an Indigo Dying Workshop, a night tour of Hok Tau, Fanling, and a Yoga Training Course, some of which were open to the employees’ family members.

We understand that balancing work and family life can be stressful and challenging. To help our employees navigate these difficult times, we continued to deliver our Employee Assistance Programme with the help of a professional organisation, to provide staff members and their families with telephone hotline services and face-to-face consultations, and give them the right help in times of need.

根據本會政策，整筆撥款儲備主要用於履行 對員工的合約承諾、支付整筆撥款服務營運 虧損、及推行策略性發展工作。本會 20212022 年度整筆撥款服務營運錄得盈餘港幣 42,239,503 元，盈餘撥歸整筆撥款儲備。 截至 2022 年 3 月底，整筆撥款累積儲備（不 計算公積金儲備、寄存帳戶、租金差餉及中 央項目儲備）為港幣 129,944,258 元，相當 於整筆撥款 2021-2022 年度總營運開支的 25.13%。

According to the Agency’s policy, the Lump Sum Grant (LSG) reserve will be used to honour the contractual commitment to our snapshot staff, as a reserve for the possible deficit of LSG operation and support the strategic development of our services. At the end of March 2022, we recorded a surplus of HK$42,239,503 for the LSG service operations in 2021-2022, which has been transferred to the LSG reserve. The cumulative LSG reserve (excluding the Provident Fund reserve, Holding Account, Rent and rates, and the Central Item reserve) was HK$129,944,258, accounting for 25.13% of the total LSG operating expenses in 2021-2022.

In 2021-2022, some of our original strategic development plans were affected by the fifth wave of the COVID-19 pandemic and had to be re-scheduled. The Agency allocated HK$254,572 from the LSG reserve to encourage the promotion and development of innovative services by our outstanding teams.

For the next two years (2022-2023 and 2023-2024) HK$14,050,000 has been budgeted from the LSG reserve for the continued support of various strategic initiatives. Within this budget, HK$2.5 million will be used for extending the professional development of our core service staff; HK$1.1 million is earmarked to optimise the websites of different service units; HK$1.55 million will be budgeted for exploring the use of new ICT technology to improve user communication, HK$2.9 million will be set aside for the promotion of service image; HK$0.5 million will be allocated to encouraging the development of innovative services by our outstanding teams; HK$2.5 million will be spent on social impact studies, and HK$3 million has been reserved for various minor improvement works.

Starting from January 2017, CFSC has enacted an amendment to its employer contributions under the Mandatory Provident Fund (MPF) scheme. For new employees, the employer contributions for MPF will be equivalent to 5% of their total salary. This percentage will increase to 6% after six years of service, then to 7% after seven years of service and so on, until it reaches the maximum rate of 10% for employees who have completed 10 years of service. At the end of March 2022, the cumulative Provident Fund reserve for non-snapshot staff amounted to HK$35,261,552.
