LETTER FROM THE PRESIDENT & EXECUTIVE DIRECTOR

Dear Community,

Between July 2023 and June 2024, Water Education Colorado (WEco) experienced an exciting year of growth and progress which we’re grateful to highlight for you in this report. In doing so, we would be remiss to not recognize the leadership of Jayla Poppleton, who served as the Executive Director during this time. Her dedication to WEco’s mission set the organization on a strong path, and her impact is reflected throughout this report. During the year, we also conducted an executive search, ultimately welcoming Juan Pérez Sáez as our new Executive Director.

In this annual report, you’ll find highlights from our signature programs and key achievements — made possible through your support. Our continued momentum builds on 23 years of co-creating water education and stewardship across the state. A few notable milestones from the fiscal year include:

• 21 Ways to Care for Colorado Water: A practical guide with everyday actions to conserve and protect our water.

• Water Leader and Water Fluency Programs: These programs continued to thrive, with Water Fluency celebrating its 20th year as a unique learning space for Colorado water stewards.

• Sustaining Colorado Watershed Conference: This year's sold out event brought together more than 250 participants from all basins, fostering meaningful connections.

• News and Publications: Fresh Water News remains the go-to source for water-related news in Colorado and the West. The winter issue of Headwaters, From Fall to Flow, explored the critical link between snowpack and its far-reaching impacts.

HEADWATERS MAGAZINE

Water Education Colorado’s flagship publication, Headwaters magazine, covers critical water issues around the state with compelling reporting. The magazine reaches diverse audiences across the state and beyond, with distribution of print copies to WEco members, legislators, county commissioners, educators, students, libraries, and others. All issues are archived online for easy accessibility and online reading.

AN INDEPENDENT, NONPARTISAN NEWS SERVICE ON WESTERN WATER

Fresh Water News, founded in 2018 by Water Education Colorado, delivers weekly, nonpartisan coverage of critical water issues across Colorado. In 2024, Fresh Water News extended its reporting collaborative with the Colorado Sun, providing the Colorado Sun with access to Fresh Water News water expertise, and giving these stories even more statewide exposure to new readers. From Colorado River negotiations and Lake Powell updates to Colorado Supreme Court rulings, Fresh Water News has established itself as the leading source for water-related journalism in the state.

This year, Fresh Water News Editor Jerd Smith joined forces with Colorado journalists from The Colorado Sun, Aspen Journalism, KUNC, and the CU Water Desk to produce a five-part series exploring myths and misconceptions about Colorado water. Dedicated to providing comprehensive, statewide coverage, Fresh Water News remains free and accessible to all readers.

FACT SHEETS

One-page fact sheets, available at conferences, events, through partners, and online, provide quick, need-to-know background information on Colorado water topics. In 2024, Water Education Colorado published two new fact sheets to distill the content from two of our community guides and translated them into Spanish. The new fact sheets are: Where Your Water Comes From and Colorado Water Law or De donde viene su agua y La ley de aguas de Colorado.

21 WAYS TO CARE FOR COLORADO WATER

In 2024, WEco updated the 22 Ways to Care for Colorado Water materials from the Water ‘22 campaign (running from January through December 2022). Building on feedback that this content was impactful, a working group of original contributors and new representatives guided a revision process, resulting in the 21 Ways to Care for Colorado Water. Updated materials include brochures and magnets in both English and Spanish, available for co-branding. Stickers are also available, reminding users that the ripple effect starts with them!

TAKING LEADERS TO THE NEXT LEVEL

The Water Leaders Program, running since 2006, has continued to evolve and refine over the years. The goal of the program, to train water professionals to become more effective leaders in charting a path toward innovative and collaborative water solutions, has remained unchanged; however, the program has consistently refined its training content and personality assessment tools to provide the deepest understanding of emotional intelligence, management techniques, and understanding of diverse perspectives possible. The program is also in its second year of expanding the class size from 16 to 20, allowing Water Education Colorado to reach more water professionals year after year.

WATER FLUENCY PROGRAM

10 YEARS OF WATER FLUENCY: UNDERSTANDING THE CULTURE, CHALLENGES, AND FUTURE OF WATER MANAGEMENT

The Water Fluency Program was established to provide participants with a practical understanding of Colorado water resource issues and the related implications to local decision-making processes. Water Education Colorado is excited to announce that with the conclusion of the 2024 Water Fluency program, we celebrated the 10th year anniversary with this cohort of water professionals. Participants learn over six months of programming, through in-person and virtual classroom days, tours of infrastructure essential to water administration in Colorado, exploration of project sites, and applied learning assignments. This intensive learning program gives participants the knowledge and confidence to speak about Colorado water fluently, the ability to make lasting changes in their communities, and a robust professional network of water experts across the state.

In 2024, Katherine made invaluable contributions by providing office operational support, assisting with membership tasks behind the scenes, enhancing WEco’s role at the Sustaining Colorado Watersheds Conference through logistical support, and volunteering at our annual President’s Reception. We couldn’t have accomplished it all without her!

“During my graduate studies at the University of Colorado, I’ve come to appreciate that an educated public and informed decision-makers are essential for creating lasting, positive change in how we manage our water resources. Working with the dedicated and welcoming staff at WEco has deepened my understanding of their vital role in fostering collaboration, leadership, and innovation among water professionals across the state. EDUCATIONAL PROGRAMS

TOURS

Every year, Water Education Colorado organizes a multi-day bus tour of a Colorado river basin to showcase the area's history, water-management practices, and challenges. The 2024 tour focused on the Upper Arkansas River Basin and spent two days traversing a route that led through Salida, Leadville, Cañon City, and Pueblo. In addition to learning about the water projects these cities are working on, tour attendees also saw water infrastructure along the river including the Elbert Power Plant, the Homestake Diversion, the Juniper Pump Station, the Pueblo Dam, and much more!

Among the 52 tour attendees, WEco was excited to welcome a diverse range of participants from state legislators on the Water Resources and Agriculture Review Committee and their staff, to water professionals, state and federal employees, and interested community members.

TALKS

Peter Gleick from the Pacific Institute presented a two-night talk in Denver and Boulder on his book The Three Ages of Water. During his presentation, Peter explored the evolution of modern water management and treatment systems, highlighting the environmental impacts of these decisions. He also shared a hopeful vision for the future of water sustainability. Following the talk, Peter engaged in a fireside chat with his colleague Shannon Spurlock, and the evening concluded with an interactive Q&A session.

SUSTAINING COLORADO WATERSHEDS

The annual Sustaining Colorado Watersheds Conference is a unique opportunity to expand cooperation and collaboration among the environmental, utilities, agricultural, and political spheres, and so much more! This conference, which just completed its 20th year, informs and engages community members, water professionals, nonprofit organizations, government agencies, students, educators, and funders. For the past 14 years, the conference has been collaboratively organized by Water Education Colorado, the Colorado Watershed Assembly, and the Colorado Riparian Association.

In 2024, the conference theme was “Flowing Through Change,” which spoke to the need for the water community to think about the relentless nature of change and the need for adaptation, as well as the challenges of bringing about the desired change. With 259 attendees, the content-packed three days inspired participants to show up with passion to learn about current issues being addressed by the Colorado water community and connect with other professionals to collaborate for the future of water stability.

WATER EDUCATOR NETWORK (WEN)

WEN EVENT AT THE SUSTAINING COLORADO WATERSHEDS CONFERENCE

During the 2024 Sustaining Colorado Watershed Conference, Water Education Colorado was happy to host an educational workshop open to the Water Educator Network (WEN) and conference attendees. The Water Educator Network supports and connects Colorado’s education and outreach professionals dedicated to advancing understanding about water. The workshop was focused on building knowledge and confidence in community water stewardship. We brought together water educators from across the state to discuss initiatives they are trying and brainstorm creative solutions to the complex problems faced in environmental education. WEco engaged 33 educators to discuss their work and who left the workshop with a myriad of great ideas to implement across the state.
