The Commitment to Development Index (CDI) ranks 22 of the world’s richest countries based on their dedication to policies that benefit poor nations. Looking beyond standard comparisons of foreign aid flows, the CDI measures national effort in seven policy areas that are important to developing countries: aid, trade, investment, migration, environment, security and technology. This report reviews Ireland’s performance on the 2010 CDI.

Ireland’s CDI Performance, 2003–10
(using 2010 methodology) 16 Ireland ranks 6th overall in 2010. Ireland’s strongest contributions to the development of poor countries come through its high-quality foreign aid program, its minimal arms exports to undemocratic governments, and its low barriers to entry for immigrants from developing countries. But as one of only three countries without a national political risk insurance agency, Ireland ranks near the bottom of the investment component. It is also one of the lowest CDI countries in government support for technology creation and dissemination and keeping borders open to agricultural trade with poor countries.
