Council Majority Leader and Masten District Council Member Demone A. Smith has filed a resolution that directs the City of Buffalo Law Department to draft an amendment to the City Charter that would prevent employers operating within the City of Buffalo from asking questions regarding or pertaining to an applicant’s prior criminal conviction(s) on preliminary employment applications. According to Smith, unemployment rates for people who have a criminal conviction are at an all time high. As a result, many people return to crime as an alternative and become repeat offenders. Studies have revealed that there is a direct correlation between high un-

employment rates and high recidivism rates for those who possess a criminal conviction. “One reason people convicted of crimes have a difficult time obtaining a job is due to being disqualified from the employment process upon acknowledging that they have a criminal record on the preliminary application. Removing questions regarding prior criminal history from employment applications will give people convicted of crimes a higher chance of receiving an interview and the opportunity to explain the conviction to the potential employer,” a statement from his office read. Nine Illegal Guns Seized In Gun Trafficking Arrest

Mayor Brown recently issued a press release announcing that Buffalo police have arrested an individual in connection with a gun trafficking operation that stretched from the Decatur, Georgia area ATF, arrested 23 year old Kareem “Decatur” Howard of Buffalo and charged him on multiple counts of criminal possession of a weapon and criminal sale of a firearm. Commissioner Derenda said Buffalo police then set up an undercover operation where authorities purchased the guns from the defendant, starting with the first “buy” on March 22nd. On that day, authorities purchased a .9mm handgun for $800. Between March 22nd and June 1st, authorities bought 8 more illegal handguns from the defendant. On the streets, the chaos continues.... NYC Politics: Barron Loses, Rangel Wins State Assemblyman Hakeem Jeffries trounced City Councilman Charles Barron in a showdown for Brooklyn’s 8th Congressional District. With 54% of precincts reporting, Jeffries was deemed the easy winner, 75% of the vote to Barron’s 25%. Addressing his supporters, Barron called for a recount and said he would not be calling Jeffries to congratulate him on the win. The two were vying for the seat vacated by retiring Democrat Rep. Ed Towns. -Rangel WinsDemocratic Rep. Charles Rangel, the New York City congressman whose career has already lasted more than four decades, overcame demographic changes in his district to win a chance at a 22nd term on Tuesday. The 82-year-old Korean War veteran defeated Adriano Espaillat and three other contenders in New York's congressional primary,lWith more than half the precincts reporting, Rangel held a comfortable double-digit lead. This year, questions about Rangel’s vulnerability arose after the boundaries of the congressional district covering Harlem were redrawn; changing its ethnic and racial composition, adding more Hispanics.

Chicago continues to be a national center for youth homicides, after a 14-year old boy was killed Friday night in conjunction with 13 other wounds from gunfire on the same day. Last Friday, there was also a gang related shooting near the Lincoln Park Zoo, according to police. Antonio Davis was found dead with a gunshot wound to the head. The boy was walking with a friend when a van pulled next to him and opened fire. The shooter kept firing on the boy even after he hit the ground. Police have not yet found a suspect for the shooting. -Rate Worse Than KabulAs of June 17, more Chicago residents -- 240 -- have been killed so far this year in the city than the number of U.S. troops killed in Afghanistan 144 -- over the same period. The war zone-like statistics are not new. As WBEZ in Chicago reports, while some 2,000 U.S. troops have been killed in Afghanistan since 2001, more than 5,000 people have been killed by gun fire in Chicago during that time, based on Department of Defense and FBI data. Chicago’s murder rate is also currently quadruple that of New York and double Los Angeles’ rate. Gun violence Friday evening into Saturday took the lives of at least one person -- Antonio Buck, of the 5400 block of South Aberdeen -- and wounded at least seven others, including a 16-year-old boy shot in the lower back around 11 p.m. Friday. The city’s homicide rate is up more than 50 percent over last year.

WASHINGTON – President Obama has built an overwhelming lead among Latino voters, a nationwide USA TODAY/Gallup Poll of Hispanics finds, as Republican challenger Mitt Romney faces a difficult path ahead to make inroads among what has been the nation's fastest-growing ethnic group for a generation. The president leads Romney 66%-25% among more than 1,000 Latino registered voters surveyed April 16 to May 31, matching his muscular showing in the 2008 election among Hispanics. Romney is in the weakest position among Latinos of any presidential contender since 1996 — and in those intervening 16 years their percentage of the electorate has doubled. Since the poll was taken, Obama has fortified Hispanic enthusiasm by announcing he would block the deportation of an estimated 800,000 undocumented young Latinos who were brought to the United States as children, with more than eight in 10 Latinos approved of the president's action, most of them strongly.

During the recession, Blacks have lost wealth that it took decades to gain, and an article from CNN indicates that the racial income disparity is getting worse, not better: The median household net worth for whites was $110,729 in 2010, versus $4,995 for blacks, according to recently released Census Bureau figures. The difference is similarly notable when it comes to Hispanics, who had a median household net worth of $7,424. The ratio between White and Hispanic wealth expanded to 15 to 1. The gap between the races widened considerably during the recent economic downturn, which whites weathered better than blacks, Hispanics and Asians. The latter three groups saw their median household net worth fall by roughly 60% between 2005 and 2010, while the median net worth for white households slipped only 23%. With increasing unemployment and foreclosure in the black community, it is unclear how or when Black people will regain their financial footing.

Racist Use of Marijuana Charges Used to Impose Mass Incarceration

Although marijuana was decriminalized in New York State in 1977, marijuana charges are being used to impose mass incarceration of African American, Puerto Rican and other Latino youth. Under New York City Mayor Bloomberg and Police Commissioner Kelly, nearly 400,000 mostly young African American and Latino youth were arrested on low level marijuana charges. In 2011 alone, there were 50,684 marijuana possession arrests, the top arrest in New York City history. Marijuana possession is the highest arrest charge for 16-17 year olds in NYC. These arrests commonly occur as part of NYC’s Stop and Frisk policy, where national minority youth are arbitrarily stopped and frisked by police with no crime or even suspicion of a crime committed. In 2011 a record 687,724 people were stopped. More broadly,

George Zimmerman, the man charged in the killing of Trayvon Martin, failed on at least two opportunities to identify himself as a neighborhood watch volunteer before he shot the unarmed teenager, a police investigator wrote in a report made public on Tuesday. Pages of the report were among a batch of new evidence released in the case by Florida’s state attorney’s office. The records included video and audio recordings of Zimmerman and written statements by him and police. Zimmerman, 28, shot and killed Martin, 17, during a confrontation in a gated community in Sanford, Florida, on February 26. Martin was walking back from a store when Zimmerman called a 911 dispatcher and said the teen looked suspicious and then followed him. Zimmerman is being held in a Florida jail charged with second-degree murder and faces 25 years to life if convicted. No trial date has been set yet.

Jimmy Carter Accuses U.S. of ‘Widespread Abuse of Human Rights’

A former U.S. president is accusing the current president of sanctioning the “widespread abuse of human rights” by authorizing drone strikes to kill suspected terrorists. Jimmy Carter, America’s 39 th president, denounced the Obama administration for “clearly violating” 10 of the 30 articles of the Universal Declaration of Human Rights, writing in a New York Times op-ed on Monday that the “United States is abandoning its role as the global champion of human rights.” “Instead of making the world safer, America’s violation of international human rights abets our enemies and alienates our friends,” Carter wrote. While the total number of attacks from unmanned aircraft, or drones, and the resulting casualties are murky, the New America Foundation estimates that in Pakistan alone 265 drone strikes have been executed since January 2009 . Those strikes have killed at least 1,488 people, at least 1,343 of them considered militants, the foundation estimates based on news reports and other sources. In addition to the drone strikes, Carter criticized the current president for keeping the Guantanamo Bay detention center open, where prisoners “have been tortured by waterboarding more than 100 times or intimidated with semiautomatic weapons, power drills or threats to sexually assault their mothers.” The former president blasted the government for allowing “unprecedented violations of our rights to privacy through warrantless wiretapping and government mining of our electronic communications.” Want more off-the-cuff politics? He also condemned recent legislation that gives the president the power to detain suspected terrorists indefinitely, although a federal judge blocked the law from taking effect for any suspects not affiliated with the September 11 terrorist attacks. “This law violates the right to freedom of expression and to be presumed innocent until proved guilty, two other rights enshrined in the declaration,” Carter said. While Carter never mentioned Obama by name, he called out “our government” and “the highest authorities in Washington,” and urged “concerned citizens” to “persuade Washington to reverse course and regain moral leadership.”

Buffalo to Host African-American Dementia Care Conference The inaugural AfricanAmerican Dementia Care Conference presented by the Alzheimer’s Association, Western New York Chapter will be held on Thursday, July 12, 2012 from 1 – 5 p.m. at the Red Cross Blood Services Building Training Center, 786 Delaware Ave. The conference is free for members of the community and $30 for professional caregivers. The Urgent Plan to Fight Alzheimer’s Disease As many as 5.1 million Americans have Alzheimer’s disease and that number is likely to double in the coming years. Most alarming is that a recent report says that African Americans and Hispanics are two times as likely than whites to get Alzheimer’s and dementia. At the same time, millions of American families struggle with the physical, emotional and financial costs of caring for a loved one with Alzheimer’s disease. Health and Human Services Secretary Kathleen Sebelius recently unveiled a national plan to fight Alzheimer’s disease. The plan was called for in the National Alzheimer’s Project Act (NAPA), which President Obama signed into law in January 2011. The National Plan to Address Alzheimer’s Disease has five goals, including the development of effective prevention and treatment approaches for Alzheimer’s disease and related dementias by 2025.

Southern Baptists Elect First Black President

More than 160 years after its founding as a pro-slavery church, the Southern Baptist Convention has elected a Black pastor for the first time to lead the denomination. The election of the Rev. Fred Luter Jr. of New Orleans comes 17 years after Southern Baptist leaders apologized for the denomination’s onetime support of White supremacist and segregationist policies. It also cements years of effort by the church to overcome that divisive heritage. Luter, 55, was unopposed in

the election, which occurred last Tuesday afternoon at the denomination’s annual meeting in New Orleans. He comes to the presidency after serving one term as vice president of the 16 million member organization, the second-largest denomination in the United States - behind only the Catholic Church. In February, Luter told the Baptist Press that he felt called to help solve the church’s divisive racial heritage. The Southern Baptist Convention was founded by

The “10 Commandments of the Music Biz” Comes to Buffalo

M

usic producer and songwriter, Darrell “Delite” Allamby is bringing “The 10 Commandments of the Music Biz” to local aspiring artists, songwriters, and musicians ages 16 and up. Throughout the month of July, Delite will be holding a 4-hour seminar at various community centers throughout the Buffalo area. Attendees will learn how to register and copyright their music, various ways to get paid in the music industry, how to increase the effectiveness of their demos, facts about music sampling, how to market independent music (including mixtapes), and more! Most importantly, Delite will leave them with tips which he believes will positively impact the focus of their thinking. “I have been in this industry for over 20 years. Many of the songs I wrote and produced in the 90’s and early 2000’s are still in regular rotation on the radio. Surprisingly, some of my most recent successes have come from popular new artists who used my music without my permission. Because my publishing and production rights were in order, I was able to easily stake my claim. I want to share the 10 most important things people need to know before venturing into the music world.” Delite is the man behind award winning hits for mainstream artists such as Busta Rhymes, Janet Jackson, Nas, Lauren Hill, Silk, Gerald Levert, Keith Sweat, LSG (Levert Sweat Gill), KCi and Jojo, and many more. On July 5, 1852, Frederick Douglass gave a speech at an event commemorating the signing of the Declaration of Independence, held at Rochester’s Corinthian Hall. It was biting oratory, in which the speaker told his audience, “This Fourth of July is yours, not mine. You may rejoice, I must mourn.”

ellow Citizens: Pardon me, and allow me to ask, why am I called to speak here today? What have I or those I represent to do with your national independence? Are the great principles of political freedom and natural justice, embodied in that Declaration of Independence, extended to us? And am I, therefore, called upon to bring our humble offering to the national altar, and to confess the benefits, and express devout gratitude for the blessings resulting from your independence to us? Would to God, both for your sakes and ours, that an affirmative answer could be truthfully returned to these questions. Then would my task be light, and my burden easy and delightful. For who is there so cold that a nation’s sympathy could not warm him? Who so obdurate and dead to claims of gratitude, that would not thankfully acknowledge such priceless benefits? Who so stolid and selfish that would not give his voice to swell the hallelujahs of a nation’s jubilee, when the chains of servitude had been torn from his limbs? I am not that man. In a case like that, the dumb might eloquently speak, and the “lame man leap like as an hart.” But such is not the state of the case. I say it with a sad sense of disparity between us. I am not included within the pale of this glorious anniversary. Your high independence only reveals the immeasurable distance between us. The blessings in which you this day rejoice are not enjoyed in common. The rich inheritance of justice, liberty, prosperity, and independence bequeathed by your fathers is shared by you, not by me. The sunlight that brought life and healing to you has brought stripes and death to me. This Fourth of July is yours, not mine. You may rejoice, I must mourn. To drag a man in fetters into the grand illuminated temple of liberty, and call upon him to join you in joyous anthems, were inhuman mockery and sacrilegious irony. Do you mean, citizens, to mock me, by asking me to speak today? If so, there is a parallel to your conduct. And let me warn you, that it is dangerous to copy the example of a nation whose crimes, towering up to heaven, were thrown down by the breath of the Almighty, burying that nation in irrecoverable ruin. I can today take up the lament of a peeled and woe-smitten people. By the rivers of Babylon, there we sat down. Yes! We wept when we remembered Zion. We hanged our harps upon the willows in the midst thereof. For there they that carried us away captive, required of us a song and they who wasted us, required of us mirth, saying, Sing us one of songs of Zion. How can we sing the Lord’s song in a strange land?: “If I forget thee, O Jerusalem, let my right hand forget her cunning. If I do not remember thee, let my tongue cleave to the roof of my mouth.” Fellow citizens, above your national, tumultuous joy, I hear the mournful wail of millions, whose chains, heavy and grievous yesterday, are today rendered more intolerable by the jubilant shouts that reach them. If I do forget, if I do not remember those bleeding children of sorrow this day, “may my right hand forget her cunning, and may my tongue cleave to the roof of my mouth!” To forget them, to pass lightly over their wrongs, and to chime in with the popular theme, would be treason most scandalous and shocking, and would make me a reproach before God and the world. My subject, then, fellow citizens, is “American Slavery.” I shall see this day and its popular characteristics from the slave’s point of view. Standing here, identified with the American bondman, making his wrongs mine, I do not hesitate to declare, with all my soul, that the character and conduct of this nation never looked blacker to me than on this Fourth of July. Whether we turn to the declarations of the past, or to the professions of the present, the conduct of the nation seems equally hideous and revolting. America is false to the past, false to the present, and solemnly binds herself to be false to the future. Standing with God and the crushed and bleeding slave on this occasion, I will, in the name of humanity, which is outraged, in the name of liberty, which is fettered, in the name of the Constitution and the Bible, which are disregarded and trampled upon, dare to call in question and to denounce, with all the emphasis I can command, everything that serves to perpetuate slavery-the great sin and shame of America “I will not equivocate; I will not excuse”; I will use the severest language I can command, and yet not one word shall escape me that any man, whose judgment is not blinded by prejudice, What to the American slave is your Fourth of July I answer, a day that reveals to him more than all other days of the year, the gross injustice and cruelty to which he is the constant victim. To him your celebration is a sham; your boasted liberty an unholy license; your national greatness, swelling vanity; your sounds of rejoicing are empty and heartless; your denunciation of tyrants, brass-fronted impudence; your shouts of liberty and equality, hollow mockery; your prayers and hymns, your sermons and thanksgivings, with all your religious parade and solemnity, are to him mere bombast, fraud, deception, impiety, and hypocrisy’s thin veil to cover up crimes which would disgrace a nation of savages. There is not a nation of the earth guilty of practices more shocking and bloody than are the people of these United States at this very hour. Go where you may, search where you will, roam through all the monarchies and despotisms of the Old World, travel through South America, search out every abuse and when you have found the last, lay your facts by the side of the every-day practices of this nation, and you will say with me that, for revolting barbarity and shameless hypocrisy, America reigns without a rival....

The Stadium Issue: An Open Letter to Area’s Elected Officials and Citizens

R

ecently the Buffalo News reported that progress is being made with extending the lease of the Buffalo Bills here in Western New York. The renovations estimate to 40 year old Ralph Wilson stadium will total more than $200 million. Which is more than county official first estimated that they would be around $100 million last fall. According to this report County Executive Mark Poloncarz hopes that most of the required funds will come from the state, and the Buffalo Bills hopefully will kick in some of the funding following the trend of other NFL cities. The state of New York is said to receive between $10 million-$20 million annually from tax revenues that are generated from the Buffalo Bills annually from playing in western New York, and county government is hoping they will pay for the bulk of the requested renovations over a three year period. I have several concerns that I have tried to make myself available to our elected officials in regards to this effort of keeping the Bills in this area that need to be heard. The first concern that I have is that our local officials are basing their negotiating stance on the belief that Ralph Wilson stadium can last another 25 years with the proper up keep. The physical structure of the stadium is no doubt one of the best in the league, and has been kept up very well by the county over the last 40 years. The problem is that the stadium does not fit the modern production requirement of an NFL stadium any longer. The design of NFL facilities has changed greatly in just the last ten years providing several options to attract fans from watching the game in their living rooms to wanting to attend live contests. Our stadium offers very little amenities once you enter the gates of Ralph Wilson stadium. The second concern is the current NFL production stan-

dard is one of the worst in the NFL, and lags behind many NFL teams. This standard makes covering major games at the stadium a major inconvenience for the networks, and photo media who now do most of their editing in stadium photo rooms over the internet. The third concern is the stadium usage, and location which no longer is the trend of NFL cities. Orchard Park is not the hub of Erie County that distinction belongs to the city of Buffalo. The current trend nationally is to strengthen the urban centers, and move large venue facilities back into the heart of the city. No longer are cities being looked at as secondary to suburban townships because if urban centers begin to flourish they begin to produce jobs, and opportunities for the bulk of population areas. This trend leads to a natural reduction of poverty because government action has triggered private sector job creation. There has been very little if any private sector job creation related to Ralph Wilson stadium because it is not part of the western New York convention space, and is only used a mere ten times per year. I find this fact alone as being fiscally irresponsible to even consider investing $200 million into a facility that would take ten years to break even in tax revenues. If the stadium was located in downtown Buffalo, and with its construction a better and more expanded convention space the stadium would pay for itself within three- five years. The project would also attract more hotel investors, new businesses, and existing businesses would move quickly to reap the benefits of the remodeling of one of the most beautiful areas on earth. The third problem with remodeling Ralph Wilson stadium is that it’s only a temporary band aid to the eventual sale of the team to a new owner. It also opens the door to the team leaving western New

York. Sorry elected officials I’ve covered the NFL for 18 years which includes play offs, and 12 Super Bowls. There has never been an owner relocate a team from a city that just built a new stadium. The relocation of franchises from cities usually involves areas that can’t agree on building a modern Multi use structure for an NFL team. So elected officials in other areas that have the same problems of western New York are building multi use facilities to provide NFL teams with modern state of the art facilities, but to also produce revenues outside of football which include conventions, entertainment, and trade shows. Why here in western New York we can’t see the writing that is on the wall that there will be a new owner of our NFL team that will first make a demand for a new NFL stadium located in downtown Buffalo. Writer Alice Walker Supports The Palestinian People JERUSALEM — American writer Alice Walker won’t let an Israeli publisher release a new Hebrew edition of her Pulitzer Prize-winning novel, “The Color Purple,” saying she objects to Israel’s treatment of the Palestinian people. Walker, an ardent proPalestinian activist, said in a letter to Yediot Books that Israel practices “apartheid” against the Palestinians and must change its policies before her works can be published there. “Last Fall in South Africa the Russell Tribunal on Palestine met and determined that Israel is guilty of apartheid and persecution of the Palestinian people, both inside Israel and also in the Occupied Territories.” As a jurist she said it “was devastating.”
