Carlton Wilcox has a passion for music that I have NEVER seen. A criminal justice graduate from Monroe Community College, he is literally his own worst critic. A Deputy Sheriff when not gracing the stage, the humble musician, who is the middle son of five children, describes himself as a "decent" musician. His playing says something else. Most Rochesterians are used to seeing him sit behind MARSHA the scenes playing his bass. Wilcox has finally decided to step forward into the spotlight. "I discovered that I could play in high school. I wasn't terrible even though there were times when I was bad," explains the singer, who is now stepping out in front of the mike. "I do have musicality." He got his initial start at 15 playing in church, but also has played with The Jimmie Highsmith Experience, Breezin', and Uneek. Wilcox lists his musical influences as: James Brown, Michael Jackson, Stevie Wonder, and Smooth Jazz. That musicality encompasses his singing passion. "I see joy on people's faces," Wilcox, a 20-year music veteran, continues. "I'm engaging more with my audience. Singing on stage is a a real challenge. My voice is an instrument and I try to manipulate the tones, the rifts and runs. I just love music. It's a big part of my life and I couldn't imagine living in a world without it." He's not kidding. The father of two, Wilcox owns five bass guitars and he cares for them, in his words, he says, "I treat them like women. You treat them right and they will treat you right." The Arab-American Businessmen’s Association is offering a $5,000 reward to anyone who has information that leads to the arrest and conviction of two suspects in a May 6 robbery of the Union Super Market at Riley and Masten Avenue that left Ali Hababi 48, shot to death. Hababi, of Yemen, was the father of seven. The store remains closed. In a related development, Ellicott District Council Member Darius G. Pridgen introduced a plan that would require all food stores in the Ellicott District to have surveillance cameras inside and outside their businesses to win renewal of their annual licenses. The plan is aimed at improving security in the stores. The store where Habibi was killed, had a camera.

Poll Shows Williams Has Inner City Support Although the recent headlines blared “Disapproval of Williams Widespread,” citing “53% in poll unhappy with his performance as city’s school chief,” further reading of a Buffalo News report revealed that Buffalo School Superintendent Dr. James Williams maintained support in the African American community. In the Fillmore and Masten districts the percentage of people approving of Williams’ performance was higher than those disapproving. The poll indicated a significant split along racial lines. Among whites, 76 percent said they disapprove of the job Williams is doing, compared with 18 percent who said they approve. Among African-Americans. Fifty percent said they approved of the job Williams is doing, and 44 percent said they disapprove. Among white respondents, 33 percent said they would fire Williams immediately, compared with 15 percent of African-Americans. Thirty-three percent of African-Americans said they would extend the superintendent’s contract or reward him, compared with 6 percent of whites. The majority of whites, 52 percent, and 38 percent of African-Americans said they would allow Williams to finish his contract, but would not

Democrat Hochul wins special election for 26th Congressional District Seat BUFFALO, N.Y. — Democrats picked off a heavily Republican upstate New York congressional seat Tuesday night in a special election that became a referendum on Medicare. Erie County Clerk Kathy Hochul edged past Republican state Assemblywoman Jane Corwin to win the seat in New York’s 26th Congressional District. The rural-suburban district between Buffalo and Rochester is one of the state’s most conservative. But Corwin saw her early lead dissolve after coming out in favor of a Republican budget plan that would cut billions from Medicare, the government health plan for seniors. With 83 percent of precincts reporting, Hochul had 48 percent of the vote, compared with 42 percent for Corwin. A third candidate, tea party contender Jack Davis, also siphoned votes away from Corwin. The seat became vacant in February when Republican Rep. Chris Lee resigned after shirtless photos he sent to a woman surfaced online. The 26th Congressional District, which covers a swath of rural and suburban towns between Buffalo and Rochester, was one of only four districts in the state — out of 29 — that favored Republican John McCain over President Barack Obama in 2008. But Corwin, a multimillionaire state assemblywoman, watched her lead evaporate after expressing support for a plan crafted by House Budget Chairman Paul Ryan, R-Wis., to strip billions from Medicare and recast it as a voucher program. Hochul quickly seized on Corwin’s position and cast herself as the protector of Medicare in a district with a large population of voters over 55.

She was charged with disorderly conduct and taken into custody until a family member could pick her up.

UTG commemorates African Liberation Day The University of the Gambia over the weekend celebrated African liberation day, a day set aside to celebrate the progress of the liberation movement that symbolizes the willpower of African people to liberate themselves from the foreign domination and exploitation in collaboration with the Venezuelan republic in the Gambia.

Police arrested CODEPINK peace activist Rae Abileah at the George Washington University Hospital in Washington DC. Abileah was taken to the hospital after having been assaulted and tackled to the ground by AIPAC members of the audience in the House Gallery during Israel Prime Minister Netanyahu’s speech to Congress. Abileah interrupted Netanyahu with a banner that said “Occupying Land Is Indefensible” and shouting, “No more occupation, stop Israel war crimes, equal rights for Palestinians, occupation is indefensible.” She rose up to speak out just after the Prime Minister talked about the youth around the world rising up for more democracy. As this 28-year-old Jewish American woman spoke out for the human rights of Palestinians, other members of the audience—wearing badges from the conference of the American-Israel Public Affairs Committee—brutally attacked her. The police then dragged her out of the Gallery and took her to the George Washington University Hospital, where she was being treating for neck and shoulder injuries. “I am in great pain, but this is nothing compared to the pain and suffering that Palestinians go through on a regular basis,” said Abileah.

Herman Cain, ,Black Tea Party Favorite, Announces Bid for Presidency Herman Cain has run a pizza chain, hosted a talk radio show and sparred with Bill Clinton over health care. He’s never held elected office. Now the tea party favorite wants to be president. “In case you accidentally listen to a skeptic or doubting Thomas out there, just to be clear ... I’m running for president of the United States, and I’m not running for second,” he told a crowd at Centennial Olympic Park on Saturday. Chants of “Herman” erupted from the crowd of thousands in downtown Atlanta. The announcement by the businessman, author and radio talk show host that he was joining the expanding Republican field came after months of traveling around the country to introduce himself to voters. Now the 65-year-old will see if he can use that grass-roots enthusiasm to turn a long-shot campaign into a credible bid. Cain supports a strong national defense, opposes abortion, backs replacing the federal income tax with a national sales tax and favors a return to the gold standard. He said President Barack Obama “threw Israel under the bus” because he sought to base Mideast border talks partly on the pre-1967 war lines, and criticized the Justice Department for challenging Arizona’s tough crackdown on illegal immigration. “We shouldn’t be suing Arizona,” he said to cheers. “We ought to send them a prize.” Cain lost a three-way Republican U.S. Senate primary bid in Georgia in 2004 with one-quarter of the vote. His “Hermanator” political action committee has taken in just over $16,000 this year. He said he’s running “a bottoms-up, outside-the-box campaign.” Supporters say he taps into the tea party-fueled desire for plain-speaking citizen candidates. Born in Memphis, Tenn., and raised in Atlanta, Cain is the son of a chauffeur and a maid. He attended historically black Morehouse College, earned a master’s degree from Purdue University and worked as a mathematician for the Navy before beginning to scale the corporate ladder. He worked at Coca-Cola, Pillsbury and Burger King before taking the helm of the failing Godfather’s Pizza franchise, which he rescued by shuttering hundreds of restaurants. The late Jack Kemp, the GOP vice presidential nominee in 1996, once described Cain as having “the voice of Othello, the looks of a football player, the English of Oxfordian quality and the courage of a lion.” In 2006, Cain was diagnosed with liver and colon cancer. He says he’s been cancer-free since 2007 and credits the nation’s health care system with

keeping him alive. He says it’s one reason he’s so opposed to the health overhaul championed by Obama. At the speech, Cain tried to build a foundation for his run for the White House. He said the American dream is under attack from runaway debt, a stagnant economy, a muddled foreign policy and an influx of illegal immigrants. He said Americans should be infuriated because the Obama administration’s $787 billion stimulus program “didn’t stimulate diddly.”

4Play Bar Update: Was the Issue Money or Pure Racism? Investigation Continues

hris Battagllia, the owner of the Chippewa Street nightclub 4Play, claimed during a public hearing of the Buffalo Common Council’s Legislation Committee May 10 , that the entire incident was over money and had nothing to do with race. However according to Buffalo’s Commission on Citizens’ Rights and Community Relations Director Crystal J. Rodriguez-Lane, the incident is being investigated by her office, as well as by the State Liquor Authority, said David L. Edmunds Jr., a deputy commissioner with the Authority. On April 23 approximately 40 to 50 well dressed members of a private party were kicked out after, according to party planners and other witnesses, management and security at the club was overheard saying there were too many African Americans and not enough Whites there. The doors were shut at 11 but reportedly reopened about a half hour later and the group was allowed to continue its event until 4 a.m. One of the promoters, DeVaughn Jones, said they approached some Whites outside and got them to come in. “I am a patron who heard one of the staff members actually say 'we have way too many Black people in here' and then witnessed the place get shut down at 11pm on the dot. Nobody was refunded their $10 admission and we heard from the promoters that it was ended early due to 'not enough White people inside',” Giovanni Centurione stated to The Challenger. Videographer Chris O’Riley told Channel 4 News shortly after the incident, that following a successful fashion show and event at the Christian Center around the corner on Pearl Street, “spirits were high..” and everyone was looking forward to having a good time at the club only to be “turned away and kicked out just because of our complexion...”

African Liberation Day and the legacy of Black resistance BY DR. CONRAD WORRILL

(The month of May is very important in the worldwide African LiberationMovement. During this month, throughout the African world community, African Liberation Day (ALD) is celebrated.) It is important that African Liberation Day be a vehicle to continue to highlight the problems, challenges and the future of African people everywhere. The challenges facing Africa and Black people worldwide require that we remain dedicated to the cause of Africa's redemption and liberation. One way we can continue to showcase that dedication is to actively participate in all of the African Liberation Day activities throughout the world. The colonial period in Africa, as well as the enslavement of African people who were captured and brought to North America, had a devastating impact on Africa and Black people. African people did not sit idly by. Just as we resisted our slave circumstances in America, Black people resisted their colonial condition. Pan African meetings were called to plot strategy to end colonial rule. The Garvey Movement and the Universal Negro Improvement Association (UNIA) galvanized Black people worldwide to embrace the idea of African independence under “One God, One Aim, and One Destiny.” The Garvey period in our history, more than any other era, laid the foundation for what we now call African Liberation Day. African people began waging a battle to reclaim their lands. This has been a long and bitter struggle. Resistance to White supremacy and colonial domination took many shapes and forms. The Pan African meetings (1900-1945) provided a mechanism for a small group of African leaders to plan and plot strategy for African freedom. The Garvey Movement of the 1920s brought the idea of African freedom and independence to the masses of our people around the world. “Africa for the Africans – At Home and Abroad,” was a slogan that captured the spirit of Black people. This slogan gave a clear understanding of who we are as a people and what we should be struggling for. It was not until the early 1950s that the first African country gained political independence in the movement to reclaim Africa. That country was Ghana, under the leadership of Kwame Nkrumah, who led the Ghanaian people to their fight against British colonialism. Shortly after this successful defeat of the British, Sekou Toure led the people of Guinea towards their independence from French colonialism. Right on the heels of this victory was the victory of Patrice Lumumba and the people of the Congo, who won the battle, for a brief moment, against Belgium. This independence movement sparked an onslaught of African people reclaiming their territories and led to the formation of the Organization of African Unity (OAU) in May 1963. (This is why we celebrate ALD in May.) It was during this period that Malcolm X linked the struggle of Black people in this country Nkrumah on the cover with the struggle of African people worldwide. of Time Magazine Feb. It is interesting to note that the Civil Rights Movement 9, 1953. in this country was sparked in Montgomery (1955) at approximately the same time the independence movement in Africa began (1956-57). The call for Black Power (1966) sparked a discussion in the Black Liberation Movement in America that placed the re-identification with Africa and African people on the Movement's agenda, once again. This renewed a new phase of the Pan African Movement. The call for support of our brothers and sisters fighting against the Portuguese in Angola, Mozambique, and Guinea Bissau led to the formation of the African Liberation Day held in the country on May 27, 1972 that attracted over 60,000 African people. African Liberation Day has become an institution in America since that time. African Liberation Day is a day when all Black people should come together. As I have emphasized many times before, whether you were born in Ghana, Nigeria, Kenya, Ethiopia, South Africa, Mozambique, Zimbabwe, Jamaica, Belize, Bahia, Germany, England, France, Alabama, Georgia, or on 47th Street in Chicago, as long as you are Black, you are an African with a common heritage and a common set of conditions. We must continue to fight against racism and White supremacy as we demand reparations for Black people in America and worldwide. We Must Demand More From Our Children ! Dear Editor: Education is the great equalizer in America and yet we are debating its value and the quality that our children are receiving. Two years ago while visiting New York City I had the opportunity to meet with administrators and teachers at the Harlem Children’s Zone concerning the educational needs of African Americans and Hispanic students primarily. During this visit I noticed that parents were vital to the educational needs of their children. Parents were encouraged to send their children to school understanding the goals of the institution and creating a home environment that would encourage academic success. Furthermore,

Approximately 180,000 AfricanAmericans comprising 163 units served in the Union Army during the Civil War, and many more AfricanAmericans served in the Union Navy. Both free Africans-Americans and runaway slaves joined the fight. On July 17, 1862, Congress passed two acts allowing the enlistment of AfricanAmericans, but official enrollment occurred only after the September, 1862 issuance of the Emancipation Proclamation. In general, White soldiers and officers believed that Black men lacked the courage to fight and fight well. In October, 1862, AfricanAmerican soldiers of the 1st Kansas Colored Volunteers silenced their critics by repulsing attacking Confederates at the battle of Island Mound, Missouri. By August, 1863, 14 Negro Regiments were in the field and ready for service. At the battle of Port Hudson, Louisiana, May 27, 1863, the African-American soldiers bravely advanced over open ground in the face of deadly artillery fire. Although the attack failed, the Black soldiers proved their capability to withstand the heat of battle. The bombardment of Fort Sumter on April 12-14th, 1861 was the opening engagement of the American Civil War. This year the 150th anniversary of that bloody four-year war (mostly within the Southern states), is being commemorated.

during this visit I noticed that parents were encouraged to read and reduce the influence of electric games and television in the life of their children. Parents are expected to lead and give direction to their children because it is a shared responsibility t hat requires a collective effort from administrators, teachers and parents. Parents must send their children to school and insist that they come to school to learn and encourage their educational development, not merely with just words, but also by their actions! Our children should begin school knowing their parents names, having knowledge of their home address, phone number and the basic requirements for a solid educational foundation. We are sending our children to school not prepared. There is an enormous preparation gap affecting or children if we continue to wait for our children to start pre-school and kindergarten unable to read and count it will be too late! Our children are coming to school not understanding the historical significance and values associated with the struggle to obtain access to equal education thus resulting in negative implications for our community. African American students are being out-worked and are spending too much time on game systems and cell phones! Parents appear to be more concerned with what our children wear on their bodies than what is in their heads. I attended a high school graduation at one of the local schools. There was a young man that immigrated along with his parents to the United States. According to the principle, upon the students arrival he could not speak English, but four years later he received scholarship offers from Yale and Harvard Universities while the African American students were happy just to get a high school diploma! We, as parents, teachers and administrators, must demand more from our children! -James E. Payne

Why We Celebrate JUNETEENTH!

uneteenth is considered by many to be the African American Independence Day. On July 5, 1852, Frederick Douglass gave a speech at an event commemorating the signing of the Declaration of Independence, held at Rochester New York’s Corinthian Hall. In this speech Douglass tells his audience, “This Fourth of July is yours, not mine. You may rejoice, I must mourn.” And he asked them, “Do you mean, citizens, to mock me, by asking me to speak today?” “What, to the American slave, is your 4th of July? I answer; a day that reveals to him, more than all other days in the year, the gross injustice and cruelty to which he is the constant victim. To him, your celebration is a sham; your boasted liberty, an unholy license; your national greatness, swelling vanity; your sound of rejoicing are empty and heartless; your denunciation of tyrants brass fronted impudence; your shout of liberty and equality, hollow mockery; your prayers and hymns, your sermons and thanksgivings, with all your religious parade and solemnity, are to him, mere bombast, fraud, deception, impiety, and hypocrisy -- a thin veil to cover up crimes which would disgrace a nation of savages. There is not a nation on the earth guilty of practices more shocking and bloody than are the people of the United States, at this very hour.” In this speech Frederick Douglass spoke truth to power and really put the meaning of Juneteenth, why many consider it to be African American’s independence day and why we take time out to celebrate into perspective. The History Behind Juneteenth On January 1, 1863, President Abraham Lincoln issued his official Emancipation Proclamation, which contrary to popular belief did not immediately free a single enslaved African. Though Abraham Lincoln issued the Emancipation Proclamation on September 22, 1862, with an effective date of January 1, 1863, it had minimal immediate effect on most enslaved Africans’ day-to-day lives, particularly in Texas, which was almost entirely under Confederate control. Juneteenth commemorates June 18 and 19, 1865. June 18 is the day Union General Gordon Granger and 2,000 federal troops arrived in Galveston, Texas, to take possession of the state and enforce the emancipation of its enslaved. Inept "Defense" Against Devout Muslim Alleged Victim

Strauss-Kahn's lawyer Benjamin Brafman contends that the forensic evidence won't show that there was "forcible" action.
Translation: Since there are no scratch marks on Strauss-Kahn's body, he could not have committed rape. So, if there was sex, it must have been consensual. Of course the implication here is that a "mere" African woman, a "mere" hotel room cleaner, a "mere" Muslim, who had never met this White man, Strauss-Kahn, would IMF Chief Straussbe so enamored by his power, his European-ness, his Kahn wealth and elevated social status --certainly it could not have been his looks judging by photographs-- that she would throw herself at StraussKahn in order to be sodomized.

If the newspaper had any respect for the alleged victim's "confidentiality" then why even print the story, especially when it could not confirm her status? Meanwhile, in France, where people drink a lot of wine, Strauss-Kahn's followers see hidden forces behind the alleged sexual assault and rape. According to a report on the BBC, "An opinion poll for RMC radio, BDM television and the 20Minutes website found 57% of those who replied believed Mr Strauss-Kahn was the victim of a conspiracy."

A conspiracy that was able to plan for a total stranger, an African woman who had been working in the hotel for years, to walk in and willingly offer herself up to be ravished by the aged French Lothario, who, moreover, had no control over where his genitalia guided him.

Even the French "philosopher" Bernard-Henri Levy, a friend of Strauss-Kahn, and fresh from helping to launch a destructive war on Libya, believes the "conspiracy" approach, writing on his blog. "Nothing in the world can authorize the way this man has been thrown to the dogs..." as if he knows the details of what happened in the hotel room. What he's suggesting is that even if everything the alleged victim says is true, Strauss-Khan should not have suffered the indignity of being arrested for allegedly raping a "mere" African woman hotel room cleaner. 

Henry Levy also writes, as quoted on the BBC's website: "I do not know... how a chambermaid could enter on her own the room of one of the most watched people on the planet, against the normal practice in most big New York hotels, which provide for 'cleaning brigades' of at least two people."

 Strauss-Khan may be regarded as a "special" human being entitled to the "Strauss-Kahn exception" in the world inhabited by people like Henri Levy. Here in the United States, here in New York City, the minute Strauss-Khan was accused of the serious crime, he was, thankfully, not treated by police as some sort of royalty.

Strauss-Kahn was, appropriately, treated like the alleged perp that he had become.

On Wednesday, May 25 the general public is invited to comment on the two county redistricting Local Law and map that have been clocked in to the Erie County Legislature. The hearing will be held at the Erie County Legislature, 92 Franklin Street, Fourth Floor at 5 p.m. One of the Local Laws and accompanying map has been submitted the seven members of the Democratic majority. The other Local Law and map was submitted by Erie County Chairwoman, Barbara Miller-Williams. A map that was submitted by county reapportionment chairman, Adam Perry was not considered by the legislative body due to lack of sufficient support. That map drew particular outrage from the Hispanic community which was divided in multiple districts. The public is invited to share dialogue on the reapportionment maps that will determine the political representation for Erie County over the next ten years. Of special concern is whether the African American community can retain its two minority representation or will the effort to ‘push’ for two majorityminority legislative districts somehow undermine the efforts to guarantee at least one minority district? The meeting will start on time and everyone who wants to speak at the hearing will be allowed an opportunity to do so. On June 1 the Legislature will then vote to approve a local law and a redistricting map at a special legislative meeting in County Hall at 2 p.m. The public is invited and urged to view that session.

A New Map

everal months ago, I wrote about the downsizing and redistricting of the Erie County Legislature. I stated then that if we are not careful and the lines are not drawn in our best interest; there could be a scenario where the African American community could potentially left with no representatives of color! Well I have to say that that day is now here and that I was absolutely correct in my prediction. With two of the maps to be voted on this week, both the 3rd and the 7th Legislative Districts; currently represented by Miller-Williams and Grant (this writer) could be lost to a candidate running from Cheektowaga or the far north side of Buffalo! The Erie County Redistricting Advisory Commission, under the leadership of Mr. Adam Perry, esteemed lawyer and the appointee of Erie County Chairman Barbara Miller-Williams, has approved a plan or a map that would hurt Democratic legislators (including the 3rd and 7th Districts currently represented by Miller-Williams and this writer) and guarantees that no Republican Legislators would have an incumbent legislator running against them. The fact that this map was approved by seven Republicans and Miller-Williams’ appointee, Adam Perry, speaks volumes about whom the commission were serving and protecting. Also, the Legislator Grant fact that Ms. Miller-Williams was heard loudly boasting in early April, “that we have the votes!” shows where she was at and with whom she was or is with; and it is clearly not with the Democratic majority, or the Democratic Party, of which she is a card carrying member. More importantly, it should be duly recorded that Chairman Perry called for the vote for approval without prior notification; and that a vote was called even though several future community meetings had been scheduled to be held and that several commission members (unaware that a vote would be taken that night) were not in attendance! The ‘Perry Map was approved 8-5. Two members, appointed by Democratic Legislator Maria Whyte, had other obligations that night and were not in attendance. These two members stated that they were not aware that a vote would be called-and taken, at that specific meeting. They said that if they had known about the pending vote, they would rearranged their schedules; but I guess all is fair in love, war, and the back- stabbing nature of politics! In direct opposition to her hand-picked redistricting commission chairman, Adam Perry, Ms. Miller-Williams has filed yet another Local Law and redistricting plan. This map and local Law , called the Miller Williams Map, was probably submitted because the Latino community felt that the map approved by Adam Perry and the Republicans disenfranchised them by dividing their community and ethnic base among four different legislative districts (Districts 2, 3, 7, and 11). The Latino community leaders believed that under four different legislators, their ability to elect a person of Latina descent was severely and fatally compromised. I believe they are absolutely correct in that analysis. The Voting Rights Act of 1965 not only protects African Americans from being politically disenfranchised; it protects all ethnic, racially and language- specific groups from being politically isolated. The Miller-Williams

ast fall I voted against downsizing the Erie County Legislature because I knew it would hurt the minority communities of Buffalo. When it was on the ballot in November I spoke out about it and urged residents to vote against reducing the number of Legislators from 15 to 11. But the residents of Erie County voted overwhelmingly to reduce the number of districts to 11. As an elected official I am obligated to follow the will of the people. 
 Now we are seeing the impact that reducing the number of Legislative districts to 11 has on the minority communities in the City. Because each district must increase by almost 20,000 voters it is difficult to assure we retain 2 districts that have a majority minority population. 
 The 1965 Voting Rights Act clearly dictates that we must do our best to maximize the ability for the greatest representation for the minority community. It is easy to draw one district where a person of color can be elected. But with careful choices that bring together Legislative Chair African Americans and other minority populations Miller-Williams we can also draw a second minority district. 
So that is why I was proud to see that the Advisory Committee on Reapportionment was able to suggest a map that created two viable majority minority districts. That map also achieved the federal requirement of one person, one vote by creating 11 districts equal in size. 
I attended the public hearing of the Committee and realized that the legal strengths of the proposed map had not been clearly explained to the public. The confusion is understandable, these are complex issues that are not easy to relate in a few simple bullet points. But the representatives from the UB Law School spoke at the Hearing of the legal dictate to create 2 majority minority districts confirming that the map the Committee recommended was fulfilling the directives of the Voting Rights Act. Also at that meeting the Hispanic community came out to express their desire to not be divided into multiple districts. The proposed map had the Hispanic Community in 3 districts (with a small number of Hispanics in a fourth district). A few days later I met with members of the Hispanic community and they told me that they would like to see changes so that they could also maximize their voice as a community. So I went to work with others to see if we could make a few small changes that would not only strengthen the voice of the minority population in the two City districts, but would also concentrate the Hispanic community in, at most, 2 districts. 
 The map I have introduced to the Legislature still holds true to the Constitutional directive of one person, one vote – there is less than a 1% deviation in size between districts. 
 It increases the African American population in the 7th district, and adds more minority voices so that it is even more clearly defined under the law as a majority minority district. It serves to strengthen the case for this map

But most importantly the map I am proposing is a fair and ethical map that preserves the representation and strong voice of the minority communities I belong to and represent in the Erie County Legislature.

continued map puts the Latino community into two legislative districts but at the same time, it takes away from Buffalo, the ability to have any urban based legislators. The 7th and 3rd legislative Districts will extend into Cheektowaga and the 2nd Legislative District would go into Lackawanna, and Hamburg. Currently, today, the legislators of the 3rd, 6th and 7th Districts represent only the city of Buffalo in the Erie County legislature. At the close of county business, on Friday, May 20th, seven members of the Democratic Majority submitted a map that will put the majority of the Latino community into one district: the 3rd Legislative District. The map would also puts the 3rd Legislative District entirely in the city of Buffalo as well as keeping the 7th Legislative District largely intact as it is currently configured. The only addition to the 7th district would be adding the area of Cheektowaga that is near Pine Ridge and the Harlem-Kensington area; an area that is heavily populated by African Americans and other minorities. Another positive component of the map is that it does not divide towns and villages such as Hamburg, Town of Tonawanda, Cheektowaga and Amherst as much as the ‘Perry Map’ or the map that was submitted by Miller-Williams. This is a legal component of the redistricting process that must be adhered to or lawsuits will surely follow. This latest map is supported by Democratic Legislators Betty Jean Grant, Maria Whyte, Lynn Marinelli, Tom Mazur, Tom Loughran, Dan Kozub, and Tim Whalen. Another outstanding redistricting map was proposed by University of Buffalo professor, Michael Halbestram and his law student, Patrick Fitzgerald. In their proposed map, Buffalo would retain three legislative districts totally inside the city of Buffalo! Those districts are currently represented by Legislators Whelan (2nd), Miller-Williams (3rd) and Grant (7th). This map and redistricting proposal did not get the attention for consideration from the legislative body that it deserved. So much for the call for and the respect for, community participation.

The Erie County Legislature will vote on one of the proposed maps on Wednesday, June 1 at 2 p.m. in the legislative chambers in Old County Hall, Fourth Floor, 92 Franklin Street. The Democratic majority map that was clocked in last week, needs the support of at least 8 legislators. Either Democrat Miller-Williams or Democrat Christina Bove or the two of them, together, can provided those crucial 8th and 9th votes. Community leaders , please attend this meeting to see if your legislative representatives are working for your best interests; or if they are merely ensuring that Republicans Legislators will be largely opposed and thusly win the majority in the legislature this November. Open Letter to the Students of East High... By Benjamin F. Willis

O

ur school is a microcosm of our society. What I am seeing more closely now is how bad of a condition our society is in. We have so much pain, hurt, and disorder...it’s a wonder how we get up in the morning and have the determination to try again. That thought alone energized me with enough pride to forge forward with God’s mission. There are forces that never wanted us to make it! But God had other plans. All we have to do now is respect ourselves and have an intense desire for change. We can no longer blame others for our condition, for the time has come for us to embrace the challenge. Recognize the plan to destroy us, and elevate His plan to anoint us. WE ARE HIS PEOPLE! To see us limit ourselves to the meager potential that the system delegates as our destiny, is both an atrocity and an unacceptable occurrence. IT’S OUR TIME AND IT’S OUR TURN ONCE AGAIN! We must turn the tables of mediocrity over and stand up for our own existence. For we were not meant to live like this. Our true history teaches us that we are descendants of a great race of people. Why are we choosing to degrade ourselves and minimize our potential? We have the right to succeed and the ability to achieve! No longer can I accept our children being reduced to a slothful, disrespectful, generation; destined to die young while living an abbreviation of true life. This was not part of the dream of a King! We are more than cuss words and saggin’ pants; more than the majority of the prison system, special education students, and more than a vote less, voiceless race of people. We are more than food stamps, athletes, and entertainers or criminals! We are the original intellect of the world’s civilization. A mighty people comprised of power and strength! Those of us in America have an ancestry of the greatest bloodline known to man...and that’s not superiority theory, it’s just fact! Walk with me. I write because I can, and because He (God) said so! Walk with me...on a journey of possibility and potential for an...existence filled with the best we have to offer! (Benjamin F. Willis is the Assistant Principal at East High School in Buffalo.
