In 2019, Chandler Unified School District (CUSD) received overwhelming support from the community to pass a bond aimed at improving the quality of education and facilities for students. This bond has been used to improve the district’s schools, enhance safety measures, and provide students with access to modern, energy-efficient, and cost-effective resources.

A significant portion of the bond has been allocated to the rebuilding of Galveston Elementary School, one of the oldest schools in the district. As with any older building, maintenance costs can quickly add up, and it is the opinion of the Governing Board that the school’s infrastructure needed a comprehensive update. By rebuilding Galveston with energyefficient systems and materials, CUSD attempted to minimize future operating costs which is expected to provide long-term savings for taxpayers.

As the district looks ahead, the CUSD Governing Board has called for a bond election this November. This bond will focus on maintaining, modernizing, and maximizing school facilities so that students have access to safe and updated learning environments. From preventative maintenance including security updates on school buildings and updating transportation fleets to modernizing classroom spaces and enhancing technology, the 2024 bond is expected to address areas that impact every student in the district.

Projects tied to the 2024 bond include but are not limited to the rebuilding Hartford Sylvia Encinas Elementary School, CUSD’s oldest elementary. The Hartford rebuild, like Galveston, is more cost effective than maintaining the existing space as building materials used now last longer and are more energy efficient. Knox Gifted Academy, Arizona’s number one public school, will have its front office moved and secured. This addition will be funded through the 2024 bond, demonstrating CUSD’s continued commitment to improving its facilities and that all schools benefit from enhanced security measures. The estimated average tax rate for the proposed bond authorization is $0.4065 per $100 of assessed valuation.

October 7, 2024, is the last day to register to vote in the November 5 General Election. For more information on the 2024 bond and its impact on CUSD, visit the district’s website at CUSD80.com/BondFacts.

October is Domestic Violence Awareness Month

During the month of October, we take time to bring awareness to Domestic Violence situations. This month is used to raise awareness to the 10 million people physically abused by a partner every year. The color purple is commonly associated with (Domestic Violence Awareness Month) DVAM and is nationally recognized as the awareness color. Public Policy Corner

2024 Legislative Session & Fiscal Year 2025 Budget

On Saturday, June 15th, the Legislature passed a state budget and adjourned Sine Die at 9:55pm Unsurprisingly, it was a struggle for lawmakers to agree on an acceptable budget, as the State General Fund saw a revenue shortfall The enacted Fiscal Year 2025 budget comes in at $161 billion, a slight decrease from Fiscal Year 2024 The budget includes both adjustments to right-size last year’s numbers, and new allocations to fund this year’s priorities

• State agencies received an average cut of 35%, with the exceptions of the Department of Corrections and the Department of Public Safety

• $333 million was cut from the Department of Water Resources and the Water Infrastructure Finance Authority (WIFA), a state authority responsible for awarding grants to finance new construction and rehabilitation of water infrastructure

• Increases the Housing Trust Fund by $15 million

• $54 million cut from community colleges

• 2% inflation adjustment for K-12 public schools

• $23 million cut to state universities

• Arizona border communities receive $5 million dedicated to law enforcement

• $4 million is earmarked for the (SAFE) initiative to combat the fentanyl crisis

• Maintains a commitment to no tax increases

• Continues to Arizona Department of Transportation (ADOT) for eight (8) years

• Continues the Arizona Commerce Authority (ACA) for five (5) years

These changes to the budget reflect the state’s attempt to reign in previous overspending, and adjust for the Fiscal year 2024 budget deficit

In addition to the budget, the Legislature passed a handful of bills impacting the business community, showcasing victories for the Chandler Chamber The Chandler Chamber supported a wide range of issues, from forestry management to entrepreneurial tax incentives, to strengthen the business community and support the regional economy

Among those signed into law, and perhaps the most important, House Bill 2379 aligns Arizona’s tax code with federal standards This annual modification simplifies compliance for businesses while enhancing overall economic stability

After a tumultuous battle, the Legislature reauthorized the Arizona Commerce Authority (ACA) for five (5) years As the state’s leading economic development organization, the continuation of the agency is critical for the continued growth of Arizona’s global economy

After longstanding grievances among the business community and event attendees, the Legislature passed House Bill 2040 and House Bill 2194 protect consumers and curbs exploitative practices The measures impose stringent limitations on the resale of event tickets to prevent price gouging to ensure fair access to cultural and entertainment events

Perhaps the Chandler Chamber’s most enthusiastic win was a measure to benefit youth entrepreneurship Senate Bill 1370 establishes a tax exemption for young business owners earning less than $10,000 annually, encouraging the entrepreneurial spirit and small business development among Arizona’s young innovators

However, not all bills supported by the Chandler Chamber were met with success Senate Bill 1058 proposed a comprehensive personal finance education program for Arizona’s public schools, but failed to garner sufficient support The Chandler Chamber fully understands the critical need for financial literacy in students as they enter the workforce and become future leaders

Furthermore, Senate Bill 1495 aimed to increase the business personal property tax exemption threshold from $250,000 to $500,000 Arizona’s business personal property tax is outdated and burdensome to business The measure would have created additional capacity for businesses to reinvest into their business and local economy

As retail theft continues to rise nationwide, the Legislature introduced Senate Bill 1412 to establish harsher penalties for repeat shoplifting offenders, but the measure was vetoed later by the Governor In an effort to continue to work towards a solution, the Governor signed Senate Bill 1411, which establishes an Organized Retail Theft Task Force

As the Chandler Chamber reflects on the past legislative session, the mixed results of successes and frustrations highlight the dynamic process of policymaking, and the importance of advocacy

Chandler Chamber Candidate Endorsements Announced

After a rigorous and impartial deliberation process, where each candidate’s platform, experience, and dedication to promoting a thriving business environment were thoroughly assessed, the Chandler Chamber of Commerce has endorsed 15 candidates.

Each candidate filled out a questionnaire, completed a video interview, and, for CUSD Governing Board and Chandler City Council Candidate, attended a candidate forum. After this, the Chandler Chamber Good Government Committee discussed candidate evaluations and made an official endorsement recommendation to the Chandler Chamber Executive Committee for review.

The Executive Committee presented the final recommendations to the Board of Directors for final approval and an official Chandler Chamber endorsement.

Prop. 479 vital for Chandler’s future

I want to emphasize how critical the passage of Proposition 479 is for Chandler and our business community. The passage of Prop 479 in the general election would extend an existing half-cent sales tax dedicated to transportation for another 20 years. This tax, which has been in place since 1985, is crucial for maintaining and expanding the infrastructure that supports Chandler’s economic growth and regional competitiveness.

For Chandler businesses, the benefits of Prop 479 are immense. It will boost our economy by creating and supporting 31,600 jobs annually, with over 70% of those jobs being medium- to high-wage positions. It will save local businesses an estimated $1.6 billion annually in reduced travel times and logistics costs, helping businesses operate more efficiently. The transportation projects funded through Prop 479 are projected to generate $2.4 billion in new economic activity every year.

The Chandler Chamber of Commerce has been a steadfast advocate for Chandler and its businesses for over 100 years, advocating for the infrastructure we need to thrive. Your efforts create a competitive edge for local and international businesses. Prop 479 helps fulfill that goal by keeping our infrastructure modern and responsive to the needs of both businesses and residents.

Regionally, the extension of the half-cent sales tax will provide $24 billion for transportation projects across Maricopa County. This includes building new freeways, expanding existing ones, improving streets and intersections, and making enhancements to transportation systems and technology. These improvements will benefit Chandler by reducing freeway congestion, keeping commute times low and ensuring seamless connections to business and commercial hubs in the region.

This measure will bring approximately $872 million in direct transportation investments to Chandler over the next two decades. These investments will directly improve our ability to transport people and goods efficiently, reduce traffic congestion and connect a regional workforce to employment areas in Chandler.

In a growing city like Chandler, it’s vital to have a transportation system that matches our pace of development. Prop 479 represents a long-term investment in Chandler’s future, ensuring that businesses and their employees, plus our residents and families have the infrastructure they need to succeed. Please visit azmag.gov/Prop479 as you consider how to vote in the general election.

Seton Catholic Preparatory celebrates its 70th Anniversary

Since its humble beginnings in 1954, Seton Catholic Preparatory has been dedicated to providing students with a strong Catholic, high-achieving education, serving the many communities of the East Valley and beyond.

And it is a mission that the institution continues today as it celebrates its 70th anniversary of opening on Friday, September 13, 2024, known as Seton Catholic Prep Day in the City of Chandler.

Seton Catholic began as a Parish school under the leadership of Fr. Joseph Patterson in 1954, serving the farming and migrant communities of Chandler at the original location near downtown.

The institution has continued to grow and evolve ever since then, moving to its new location in 1983 after a fire tragically burned down the original location and growing its enrollment to its current level of around 550 students today, all while keeping the mission that Fr. Joseph Patterson founded Seton Catholic alive and well, weaving it into all aspects of campus life.
