Let’s jump right into September with our Annual Golf Tournament! That is right, Friday the 13th out at Ocotillo Golf Club. Registration and breakfast starts at 6am, and the shotgun format starts at 7:30 am. We still have a few tee times open. Back to Chamber business, Thursday the 5th at The Chandler Center for the Arts we are hosting the East Valley Chambers of Commerce Alliance “Ballot Issues Forum”. This is a great opportunity to learn about all the issues you will be voting on this Fall. The event is from 8:30 - 10:30 am, and registration is required. Don’t forget our monthly morning and evening business mixers. This month’s Wake Up Chandler! will be held on Wednesday the 11th at AZ Elite Properties from 8-9 am. Our evening Business After Business will be held on Thursday the 19th at The Uncommon from 4 - 5:30 pm. Come out, mingle with fellow business owners in Chandler, and have a great time! Registration for both is recommended and can be done on our website.

Born and raised in Chicago, Jerry moved to Chandler in 1981 and in 1995, opened an auto glass wholesaling business. Within five years he sold the $5M enterprise to a national glass company. The Role of Non-Traditional Education Pathways in Workforce Development

In an age of rapid technological advancements and shifting economic landscapes, traditional education pathways are gradually being supplemented and, in some instances, replaced by nontraditional alternatives.

One of the primary benefits of non-traditional education pathways is their ability to bridge the skills gap that often exists between graduates of traditional educational institutions and the needs of employers. Many industries need more workers with the specific skills necessary to meet the expectations and demands of new technologies and processes. Non-traditional pathways, such as skill-based training and certification programs, are developed to address the workforce gap by providing learners with practical, job-specific skills that can be applied immediately in the workplace.

Non-traditional education pathways offer flexibility and accessibility that traditional education often cannot match. Online learning platforms, for instance, enable individuals to learn at their own pace and on their own schedule, making it possible for those with work or family commitments to further their education without disrupting their daily lives. The flexibility of non-traditional education is particularly beneficial for all learners, such as working adults, parents, and those seeking to change careers.

Additionally, non-traditional pathways often have lower financial barriers compared to traditional higher education. Many online courses and certification programs are more affordable than four-year degree programs, with no or little financial burden on students and making education more accessible to a broader audience. This accessibility is essential in creating a more inclusive workforce, allowing individuals from diverse backgrounds to participate in the modern economy.

The rapid pace of technological changes and evolution means that the skills required in many industries constantly evolve, and non-traditional education pathways are uniquely positioned to respond to the changes due to their agility and responsiveness. Unlike traditional education institutions, which can take years to update curricula, non-traditional programs can quickly adapt to industry trends and emerging technologies.

As the world continues to evolve, non-traditional education will definitely play a vital role in upskilling individuals for the jobs of the future, ensuring that they have the skills and knowledge needed to thrive in a competitive and ever-changing economy.

Preserving Our Past, Shaping the Future Together

The national theme for this year’s Hispanic Heritage Month is “Pioneers of Change: Shaping the Future Together.” Chandler’s founding roots date back to the important contributions made by Hispanic pioneering families who helped establish the agricultural, engineering, entrepreneurial, and cultural spirit that helped propel it into a sprawling city.

One way to tell the story of Chandler’s pioneering Hispanic families is through the concept of querencia. Querencia is defined as, “that which gives us a sense of place, that which anchors us to the land, that which makes us a unique people,” by Hispanic scholar Juan Esteban Arellano. Hispanic communities began carving space and love for their barrios such as the Southside and Hightown/Pueblo Alto neighborhoods.

Storytelling is a form of preserving culture, knowledge, and traditions passed down across generations. It is this generational storytelling that has kept these historical neighborhoods thriving till today. Families like the Vidal family in the Southside neighborhood that included Miguel Vidal Sr. who migrated to Chandler around 1906. Miguel Vidal Sr. was among a collective front of Hispanic pioneering families who petitioned for the Winn School to be built and opened in 1929 in the Southside neighborhood.

Chandler was historically an agricultural business economy. Hispanic families labored in the fields to produce much of Chandler’s early economic success. Families like the dynamic sister-duo - Beatrice Burciaga Martinez and Juanita Encinas - who advocated for labor and workers rights by establishing a United Farm Workers (UFW) center in downtown Chandler during the Civil Rights movements. Leadership by Hispanic families like that of the Encinas continues today at the neighborhood level and in City Council.

And yet, these are only a handful of stories that tell the story of the history of the Hispanic community in Chandler. Stories have the power to convey querencia - a community’s love to place. The “Querencia Chandler,” is an oral history project created in collaboration between ASU professor Dr. Rafael A. Martínez, Chandler Museum, and in collaboration with the Hispanic community in Chandler. The aim of the project is to conduct indepth interviews with community members to share the historical contributions of the Latinx community in Chandler.

The story of growth and development in the Latinx community in Chandler mirrors national trends. According to the Pew Research Center, the Hispanic population reached 62.1 million in 2020 which represents 19% of the overall U.S. population. Chandler’s Hispanic population reached 22.6% in 2020, making it the largest minority ethnic group.

Federal Beneficial Ownership Information (BOI) Reporting Requirements

The Corporate Transparency Act (CTA) went into effect on January 1st, 2024 which aims to make it more difficult for bad actors to skirt the system or benefit from their ill-gotten gains through shell companies by creating a Beneficial Ownership Information (BOI) reporting requirement. Beneficial owners will have to report the required information to the Financial Crimes Enforcement Network (FinCEN).

The companies required to report are defined as “(1) a corporation, (2) an LLC, or (3) any other entity created by filing a document with the secretary of state or similar office under the law of a state or Indian Tribe. The Arizona Corporation Commission (ACC) outlines the requirements and exemptions on their website. The BOI reporting requirement applies to most businesses registered with the ACC.

Coffee with Congressman Andy Biggs

Congress, notorious for its cumbersome nature, finds itself at a standstill as the November General Election approaches. In August, Congressman Andy Biggs spoke to the Chandler business community, and shed some light on the most recent session, and what he hopes to accomplish, as we look ahead to November.

As the national debt reaches nearly $36 trillion, Congressman Biggs stressed the importance of passing a balanced budget, and beginning to turn the spending arch down. Among his fiscal priorities, Congressman Biggs gave insight into Congress’ current gridlock, and shared his position on various policy issues important to the business community.

Border Security

As a boarder state, Arizona knows all too well the policy challenges that coincide with that reality. Congressman Biggs emphasized that border security continues to be a top priority, and expressed his support for H.R.2, Secure the Border Act of 2023, which would impose limits on asylum eligibility and establish employment verification requirements for employers. However, the bill continues to sit idly in the Senate after passing the House in May 2023. Congressman Biggs spoke about the current laws that can be enforced to slow or limit immigration at the southern border, and expressed support for finishing former President Trump’s border wall.

Inflation

Inflation continues to be a concern as voters look to November. In an effort to explain the rise in inflation, Congressman Biggs pointed to harsh regulatory policies, soaring national debt, and the U.S.’s dependency on China. Congressman Biggs continues to work alongside a taskforce to identify opportunities to reduce spending and cut unnecessary government programs.

Taxation

The Trump Administration’s Tax Cuts and Jobs Act of 2017 is set to expire after 2025. The current law includes lower tax brackets and a higher standard deduction, among other provisions. Congressman Biggs supports the extension of the measure, but in a very candid conversation explained the reality of partisan politics on Capitol Hill. However, Congressman Biggs does not believe Congress will be able to pass an extension before the new Congress takes office in January. The continuation of the Tax Cuts and Jobs Act of 2017 remains uncertain.

Wellness Check for Chandler’s Economy

Recently, I asked our economic development team to update the City Council on the health of our local economy given news of layoffs at Northrup Grumman and Intel. Fortunately, our local economy is diversified and proving to be robust. Financial Times-Nikkei Investing in America ranks Chandler the #16 Best City for Foreign Direct Investment in the nation and #1 location in the State of Arizona.

This type of accolade speaks highly of the community we’ve built and the resiliency of our economy. 27% of Chandler’s workforce are in high-tech industries, compared to 15% in the East Valley and 10% nationwide. We’ve seen major expansions and investments from technology companies, including Intel, Insight and Comtech. Chandler’s 49% higher education attainment rate ranks higher than both the state and national average. As we grow and attract more employers in the innovation economy, we are seeing education attainment rates increasing. This direction positively impacts residents’ household income and our community’s quality of life. Chandler’s unemployment rate is 3%, which from an economist’s standpoint is virtually none. Workforce development programs are essential to preparing people with the skillsets needed to support our innovation economy and local employers.

Chandler has the potential for future development with existing space for retail, office and industrial projects. Our industrial vacancy rate is 5.7%. This type of building is essential to cater to the needs of the manufacturing and technology industries. We’re continuing to see tremendous growth in these types of uses. Chandler’s office vacancy rate is currently at 19.6%, but our medical office vacancy rate is 4.6%. These rates present an opportunity for the development community to reposition spaces for healthcare and medical office uses. Doing so will meet demand for more medical services in Chandler as our population grows and ages. Residents are thrilled about recent retail additions, including SCHEELS, Trader Joe’s and Andretti Indoor Racing & Games. Our retail space vacancy rate is currently at 4.7%, well below our five-year average. We expect this vacancy rate to drop below 4% as additional redevelopment projects are completed.

We continue to market Chandler as a premier community destination for young families and professionals, highlighting our educational excellence, cultural and recreational amenities, public safety and infrastructure. This includes globally positioning Chandler as a top-of-mind destination for business attraction opportunities beyond the U.S. and considering opportunities to target new industries. Relationships with the Chandler Chamber and its members are an essential part of sharing that story.
