LETTER FROM THE PRESIDENT Greetings All, May ushers in mild spring weather and beautiful flowers, coupled with a lot of activity up in Church Hill! The Shockoe Valley Streets Improvement project continues it’s meetings, in an effort to create a small area plan for future development in the region. As a Section 106 consulting party, CHA is very well represented at these meetings. Updates from the April 15 meeting to come. Thanks to the continued efforts of concerned neighbors, the situation regarding the Wills Store on 27th Street has been brought to the attention of Channel 12 news. Twelve on Your Side’s Alex Whittler recently featured the crumbling structure, highlighting it’s safety concerns and historic significance. The owners of the building are due in court on May 7 to respond to several violations. I will be there and encourage any interested parties to attend. A small group of CHA board and HPLU committee members have been meeting with city officials and prominent area developers, in an effort to establish a TOD-h (historic) designation along the Main Street corridor. The group is working to create a city ordinance to develop restrictions on building heights, set backs and materials along this historic road. They are also collaborating to determine the “sacred spot” at Libby Hill Park, from which to create a permanent view shed protection designation. CHA is fortunate to have some really great neighbors in our midst. Richmond Hill opened their doors to our board recently, for an evening of food and fellowship and I am excited to see what type of collaboration we will have with them, especially with regard to our Community Outreach committee and their plans for an event surrounding racial reconciliation. Another neighbor, Stone Brewery has also been instrumental as our plans for Hogtober 2019 (we need to come up with a new name!) are moving forward. Please consider volunteering to help with this major fundraising event for Church Hill. I hope for it to be the best one yet, so that we can give back even more to our area charities. Enjoy the beautiful Richmond spring season and celebrate Memorial Day with family and friends!

WHEN MORE IS LESS By: Kristen Blalock We say that hard work pays off, but sometimes it doesn’t feel like it. If we prove ourselves to be reliable employees committed to growing in a position, we hope that our commitment will result in a pay increase. But what if making more is actually LESS? This adverse situation is referred to as the “Cliff Effect,” a circumstance where earning a higher wage actually results in a more challenging financial situation. Consider someone who is actively employed, making progress to move out of poverty. They want to work, can work, and have a vision for their future career, but can they afford to accept a raise? After all, a raise can potentially generate a domino effect of lost benefits for someone previously reliant upon support of government assistance programs. The loss of benefits such as Medicaid, housing assistance, and childcare subsidies can be a greater financial loss than the financial gain of securing a pay increase. This is a significant barrier to economic stability. The goal of Circles RVA is to move people securely out of poverty and into a place of self-sufficiency. Circles is a community-driven, relationship-based, high-impact model for breaking the cycle of poverty. Families who are surviving, not yet thriving, participate in weekly meetings that begin as an initial set of life skills classes and transition into individual goal setting. Participants, referred to as Leaders, are paired with specific Allies who walk with them over an 18-month period to encourage them along the path to financial security. The Circles approach is not a 4-week class, and it’s not your typical structured human service organization. It is a lot of work for everyone involved, but it directly addresses social isolation, a common denominator for those working their way out of poverty. Circles engages the strengths, goodwill, and existing resources of the community. Circles Leaders, Allies, and volunteers meet every Tuesday night from 6-8pm. Dinner and childcare are provided at no cost, with transportation available if needed. As Leaders move towards their goals, Circle Allies play the vital role of encouragers, acting as a security net to prevent setbacks. Many programs manage poverty, but Circles is unique in that it is about actually moving people out of poverty. Data shows that it works! A 2017 impact report by Circles USA shows that Circle Leaders had an 88% pay increase over their 18 months with the program. In addition, full time employment went up by 44%, self employment grew by 60%, and home ownership increased by 38%. You can help replicate these positive changes in RVA. Circles is actively recruiting Allies to be matched with our current Leaders. There are many other opportunities to volunteer and/or support the program financially, as well. GARDEN SWAP MEET by Melissa, Pomona Plants and Coffee Having a business in and near Church Hill has led me to understand just how generous our neighbors are. When my shop was on Marshall Street, plant enthusiasts were dropping by to share a clipping, a bundle of seeds, a retired pot, some bulbs. It occurred to me that I must find a way to share the wealth! Last year we held our first “Garden Swap Meet” and raised money for the Enrichmond Foundation to purchase tools for their efforts to clean up Evergreen Cemetery. It was so much fun to see neighbors trading dug up shrubs for a bird bath, or a gardening book for seeds,that we decided to do it again. On May 5th we will host our second “Garden Swap Meet” and donate raised monies towards efforts to revitalize lower Chimborazo Park. So while you clean your sheds and yards between now and then, save any plants, bulbs, pots, or tools that no longer serve you. We will give each item a $2, $5, $10, or $20 value. You will receive a coupon that will allow you to “purchase” items that equal your donation value. Other shoppers without donations can purchase items at assigned value and the proceeds go to the cause! It is a great way to trade plants and tips, meet neighbors, and give new life to useful items. LIBBY HILL PARK MULCHING DAY A HUGE SUCCESS By: Trish Bernal, Richmond Tree Steward, CHA of RVA Parks Committee member

The Church Hill Parks and Beautification Committee led by Barbara Cotter, in collaboration with the Friends of Libby Hill Park and The Church Hill Planters led by Coqui MacDonald and Tom Layman, sponsored another successful mulching day in Libby Hill Park. The committee received grants from the Church Hill Association of RVA and The Church Hill Planter to pay for the mulch. The City of Richmond Parks and Recreation staff picked up and delivered several dump trucks of mulch. Richmond Tree Stewards, organized by Trish Bernal, also turned out to prune and otherwise help care for the trees; including cleaning out some bamboo and honeysuckle that had almost totally covered one of the Serviceberry trees along the lower end of the westernmost sidewalk leading down to Main Street and Poe’s Pub. Check out the picture of the large debris pile of tree trimmings along with bamboo and honeysuckle. Over 50 volunteers showed up to show the park some love. Everyone pitched in to mulch over 100 trees and to prune at least 40 trees. Tom Layman provided the wonderful flyer to promote the event. Beauchamp Payne coordinated the food with the help of several neighbors and a food donation from The Hill CafÊ. There was plenty of nourishment to be shared; including breakfast items, coffee and juice, several delicious soups, fruit and veggie trays, a hummus platter, and wonderful small sandwiches. Many thanks to all who participated; there were too many to mention them all by name.

CHA HISTORIC PRESERVATION AND LAND USE COMMITTEE (HPLUC) March Meeting Report: 4/2/2019 Charles MacFarlane provided an update on the new building under construction at 25th & E Main Street. He also shared his thoughts on the future of E Main (heights, etc.): Enoch Pou, Jr., developer, presented two projects. The first had been presented at an earlier meeting and included new information from the City. 1. 3629 & 3631 East Broad Street – Special Use Permit (SUP) Application. The owner has the eastern duplex -- 3629 E Broad St -- and its adjoining land is where this new property will be built, the last lot on East Broad Street (south side, with deep drops east and south to Government Road). The plan is to divide (by right) 3629’s property so that a new home (infill) can be constructed on the proposed 3631 site that will model the architectural details of 3629 (the east side of an attached duplex) which is being renovated. The SUP request has several components: • A zoning variance on the width of the front property line that is needed as the split of the lot results in the front property line being wider than allowed by zoning. – Recommended for approval. • Approval to have two parking spots on the property in front of the residence given the tight parking on the street and its end location on the block. CAR has reviewed the project and approved it with some conditions; specifically, CAR did not approve a parking spot on the property in front of the home and porch stairs on the side, but recommended seeking a waiver on the parking requirement or reassignment of the parking spot to 3631 that exists between 3629 and 3631. Mr. Pou is ask[ing] CHA of RVA for a letter of support to include the front parking [on the property in front of the porch]. (Note: This was not supported, but was recommended to be forwarded to CHA.) 2. 411 N 22nd Street – He is asking for our support for the BZA application: request for a setback variance to build a new, detached, single-family home on the vacant lot at the referenced address. The lot rests at the alley between East Marshall St and Jefferson Avenue. The double house at 413/415 North 22nd Street is directly across the alley from the lot. CAR has scheduled the conceptual review for 3/26, with final review tentatively planned for 4/23. BZA has tentatively scheduled this for the May meeting. – Recommended for approval though about half of members opposed or abstained. The committee recommended that all be presented to CHA’s full membership for final action. Architect Bill Laffoon discussed the proposal for 2516 E. Marshall Street that had been submitted to CAR and then withdrawn for further work. This is an infill project and a build by-right options (no zoning changes are being sought). He was seeking input prior to a new submission to CAR; however, there was limited information. He will be returning to HPLUC probably in June. [ 30 ] May 2019


Martha Broughton and Karen Jones presented information on CAR. Many projects in the Greater Church Hill area were on the agenda. & Planning Commission. Margaret Freund submitted changes to her previously approved plan for 101 N. 29th Street that included items previously not approved that had been opposed by CHA. The Committee plans to recommend to CHA that we reaffirm our previously stated opposition and submit that to the City. Zimmer Project has been submitted to the City and the traffic study for Henrico has been completed. One will be done for Richmond. Havis Wright agreed to track this project and keep the Committee updated on this. David Herring and Genni Sasnett updated the group on the Wills Store (401 N. 27th Street). The building is at risk of collapse and the owner has not taken action needed to address the conditions, including the cracking wall (south side, facing Marshall). The City is seeking court action. Updates were provided on collaboration with other groups regarding Shockoe Bottom and Viewshed protection. Submitted by, Barbara Cotter

PARKS AND BEAUTIFICATION COMMITTEE – March 2019 report Our Committee collaborated with Planters and Friends of Libby Hill Park and held our Libby Hill Park mulching date on April 6th. We had a fantastic turnout (50 plus). Many residents and the Hill CafÊ contributed a great spread of breakfast and lunch foods for the hard-working volunteers. On April 3rd we also had one day dedicated to clean up along the stairs of Taylor Hill Park. Many other projects are underway and will be shared in future newsletters. Submitted by, Barbara Cotter

TAYLOR’S HILL PARK UPDATE By: Trish Bernal, CHA of RVA Parks Committee Church Hill Parks and Beautification Committee, in collaboration with Richmond Hill, sponsored a park clean up day the morning of April 3rd in Taylor’s Hill Park. The park, which occupies the hill behind Richmond Hill all the way around to behind ChildSavers, is named after William Taylor who enlarged the Palmer house in 1859 (now part of Richmond Hill). A small group of volunteers including Richmond Hill’s facilities manager David Vinson and volunteer Tim Holtz, along with Church Hill neighbors Trish Bernal, Jerry McGuire, Chris McQuale, and Cassie worked hard to clean out the gutters and clean up the sidewalk at the top of 23rd Street along the eastern wall of Richmond Hill. We then removed debris, overgrowth and other brush from along the path on the far western edge of the park which runs from the Grace Street overlook to the steps leading down to 21st and East Franklin Street. Also, check out the new park signs recently installed by the City of Richmond Parks and Recreation Department along Franklin Street. We are hoping to increase the visibility of this park and look forward to partnering with the City to make improvements to the sidewalks, add trash cans, and improve maintenance.
