Le er from the President Debra Melisi President, CHA of RVA 2019
Hi Everybody! It has been yet another incredibly busy month in Church Hill! e CHA Transportation Commi ee has conducted 2 “walking meetings” with Councilwoman Dr. Cynthia Newbille in recent weeks, to highlight the safety and connectivity concerns between Church Hill and the Capital Trail. In addition to Dr. Newbille and representatives from the CHA, the groups included individuals from Capital Trees and Bike RVA, RPD officers, a DPW engineer and a rep from the Richmond Department of Parks and Recreation. Dr. Newbille is commi ed to helping our association with this project and will keep us posted. e Friends of Chimborazo Park and the Parks & Beautification Commi ee of CHA, together with other concerned citizens have brought a ention to the recent spraying of pesticides near Chimborazo Park. I reached out to the Mayor and the Deputy Director of Operations at DPW for information, and was directed to the Virginia Department of Agriculture and Consumer Services. I filed a Freedom of Information Act request regarding the spraying, but was denied information because the investigation is still active. I did obtain the names of the chemicals used (Super Trimec and Garlon 4E). I will update the community as the information becomes available. e CHA Community Outreach Commi ee recently sponsored a moderated dialogue between a variety of community leaders including CHA representatives, Richmond Hill staff and local neighborhood and church leaders. e group was organized to explore issues related to gentrification and racial reconciliation within the greater Church Hill community. e group will hopefully establish a foundation for an increased understanding and respect for the history of the Church Hill neighborhoods and lay the framework for improved community relationships. Finally, a group of Church Hill representatives have been meeting with the Department of Planning and Zoning’s Mark Olinger for several months in an effort to formalize the “sacred spot” from Libby Hill Park from which we can establish a permanent viewshed protection. A few weeks ago, Mr. Olinger met the team at Libby Hill Park and the recognized site is now moving towards being protected by a city ordinance. More information will be coming as it becomes available. As you can see, the summer has started out busy for the CHA! Enjoy the 4th of July!

What is the Maggie Walker Community Land Trust? A new way to help families afford homeownership now and in the future
A Community Land Trust...
Reduces the cost of homeownership and
Keeps the home affordable for future buyers
Community Land Trusts modify the normal process of homebuying to make housing permanently affordable.
Why CLTs Matter: Pay It Forward
Time of Resale
Initial Purchase
CLTs remove the price of the land from the initial purchase price, resulting in a smaller down payment and lower monthly payments. This creates an affordable alternative to renting and allows families to build wealth through their monthly mortgage payments. In exchange for buying the house at a lower price, a CLT homeowner agrees to “pay it forward and recieves half of the appreciation value of the home. The rest stays with the house and keeps the home affordable for the next buyer.
Example:
A new buyer purchases the house, but leases the land underneath from the CLT.
They pay a minimal lease fee to the CLT...
With the cost of the land removed, the home is more affordable.
...and the CLT retains permanent ownership of the land.
Lower mortgage amount Lower monthly payments Lower down payment
An income-qualified buyer purchases the house at an affordable price...
Example (5 Years Later):*
The current resident sells their house and earns 50% of the increase in value as equity.
...and agrees to the same requirements around resale.
$185,000 Land + House - $ 25,000 Cost of Land _____________ $160,000 Cost of House
$192,000 Appreciated Value - $160,000 Original Value _____________ $ 32,000 Increase in Value
$ 32,000 x 0.5 = $16,000 (Owner Share of Appreciation)
*Please note that this is a projection that assumes a 4% annual rate of appreciation and may not reflect actual returns on equity from appreciation for CLT homeowners

Church Hill Real Estate Market Report 10 Year Trends in Church Hill - Sale Price and Days on Market We always seem to get a lot of good feedback when we deep dive into some numbers, so we thought we’d share some more long-term trends. See below for your ten year trends of median sale price and median days on market. We’ve split it up between single family and condo/townhome properties since their trends tend to differ. What can we read from this? Well, besides the obvious “prices have gone up”... 2019 has seen days on market go up from the last year or two, but that is likely due to home sellers pushing up prices and being more patient when they list. Also, it is interesting to note that condos are just now reaching the price points of 2011.

Richmonds of the World & A Piece of Peace: Creating the Global Community of Richmond
Richmond called Richmond Hill in Galle. I quickly realized we must expand our peace project to include a response to Sri Lanka as well. A Piece of Peace Project Description: e A Piece of Peace project focuses a global Richmonds of the World supportive response to the tragic terror a acks in New Zealand and Sri Lanka, home to 3 of the 91 communities of Richmond around the world >> Richmond, Christchurch & Richmond, Nelson in New Zealand and Richmond Hill, Galle, Sri Lanka. Physically, the project involves the creation of two very large banners (10 feet X 36 feet) featuring the word P E A C E surrounded by an artistic mural promoting peace and unity. Spiritually, the project involves thousands and thousands of Richmonders from many of the Richmonds around the world becoming a piece of peace by signing the banners and participating in this global cooperative effort.
By: Rick Tatnall
As almost everyone reading the CHA newsle er is quite aware, Richmond Virginia is named for Richmond upon ames, a borough of London, because of the distinct similarity of the views from Libby Hill of the James River and from Richmond Hill of the River ames. Studying and facilitating this Richmond to Richmond connection for more than 20 years I have come to learn that Richmond is the most named place on the planet, with at least 90 other communities of Richmond around the world. For almost as long I have been championing an effort called Richmonds of the World, working to create a global collaboration between the 91 communities of Richmond - with Richmond Virginia and Richmond upon ames leading the way. One of the 91 Richmonds is in Christchurch, New Zealand, about 1.5 miles from the Linwood Mosque, which was the second mosque a acked in the March 15th terror a acks in Christchurch. Within days of that event I developed a Richmonds of the World (ROTW) response with a project called A Piece of Peace (see description below). A«er several weeks of considering the project scope and reaching out to Richmonders in New Zealand, on April 21st there was a retaliatory terror a ack in Sri Lanka, also home to a community of
Richmond Virginia, led by students and teachers from Richmond Public Schools working with Richmond Mayor Levar Stoney, will collaborate with many other communities of Richmond around the world to complete the two banners. Richmond Community High School and Armstrong High School student artists will work with RVA mural artists to design and paint each banner’s background mural. Current plans involve multiple signing events in Richmonds around the world on Saturday August 31st, with the RVA signing event planned to occur in Libby Hill Park.

Meeting Reports CHA Viewshed Advocacy Commi ee June 3, 2019 Submi ed by: Eugenia Anderson-Ellis, Chair
CITY MEETING: Eugenia reported for Debra a positive reaction from Mark Olinger re the photo of the viewshed to the East as what needs our preservation a ention. at reasoning was revisited and accepted once again by the commi ee. (see May summary in CHA Newsle er for full understanding.) 180RVA WEBSITE: A query from John Whitworth (via text) as to whether or not we wanted to keep the 180RVA website led to a full discussion about the role of the CHA website. We would prefer not to confuse information seekers with two entities, nor do we want to lose what we currently have as an important repository of our complex history and preservation struggle, without another place for it. To date, nothing has been posted on CHA regarding the history - importance - of the Viewshed at Named Richmond, so it does not appear to be a safe place yet to which all the history can be transferred – although that does remain the goal. Many questions must be resolved first re the intent and quality of the CHA website. PHOTO DISPLAY: In another direction for spreading the word, Tom Layman presented the professional photo of the view that is proposed for display at the Market@25th to inform that population of what is theirs – just at the other end of the Hill. We’ll need about $350 of the viewshed reserve to pay for the printing. e actual mounting of the photo will be done by us, VAC volunteers, without whom it would cost $600. e Market may not be a permanent display location, but it will start spreading the view! e old Captain Buzzy’s Beanery will open under new owners and name: Riverbend Coffee Shop, offering another possibility for display. STUDY OF THE VIEW: e suggestions from Chris McNamara’s thesis on the economic value of a viewshed, and how to preserve it, were presented, including highlighting the number of jobs created through tourism, and suggesting interaction with the local schools, directional signage, maps, etc… SISTER CITY: Leighton will be in London the week of June 9, promoting e View at Named Richmond, and our photo will be part of her JPG presentation. She’ll be seeking local publicity as a follow-up to the Scenic Virginia trip. INDIVIDUAL TOURS: Contacts are being followed to develop a short history guide/ tour of the Viewshed that can be accessed by cell phone with the Quick Response bu on.

Meeting Reports Parks And Beautification Commi ee June 17, 2019 Submi ed by: Barbara Co er
e Commi ee met on June 17th and continued work on compiling a list of needs for Libby Hill Park, Chimborazo Playground, Taylor’s Hill Park, and Patrick Henry Park. Chimborazo Park and possibly Jefferson Park will be included as well. (Karen Jones is contacting leaders for Jefferson Park.) e plan identifies actions to be sought from the City’s Parks and Recreation and Public Works Departments, as well as activities by the community. Some are maintenance items while others fall under capital improvements. Our plan is to meet with City representatives at the beginning of the new fiscal year, probably July. For Libby Hill Park, the Clean City commission has offered pick-up tools for trash collection that will help us recruit more people to keep the park clean. Coqui Macdonald reported that final arrangements have been made with the City to place two more benches in the park that are funded from the Be y Moore Fund. Cathy Hayden and Trish Bernal will put together the phase 2 plan for addressing ailanthus on the slopes of Libby Hill as late August and early September are critical months for eliminating this tree by “cu ing and painting” the trunks. Cathy also reported that next March is the month for removing kudzu; meanwhile she is testing some methods to remove this vine. Friends of Taylor’s Hill Park is in place, as Trish Bernal has filed needed documents. Planning is now underway to eliminate the ailanthus at the Grace Street Overlook going down to 21st Street, and most funds have been raised to cover the cost. Our Commi ee continues to support CHA’s fundraising campaign for the removal of the massive graffiti on Richmond Hill’s brick walls facing the park. Chris McQuale will check with the Richmond police for their suggestions and help for deterring this spraying and identifying culprits. Our Commi ee will be seeking CHA approval (July) for removing restrictions on $1000 held by EnRichmond for Chimborazo Playground so funds can go toward its current needs. Chris has been successful in ge ing the old construction material out of the playground and now will focus on removal of gravel to expand the playground’s grassy area.

Carl O o’s mission continues for a third dog park, ge ing the old streetlights on all night (most have now been repaired), and uncovering more of the old pavers. On June 18, Dominion in collaboration with the Richmond police is leading another volunteer effort in Lower Chimborazo Park to uncover more cobbled walkways and help unclog drainage systems. Concerns remain on the extensive herbicide spraying in Chimborazo Park (mostly on slopes) and the potential adverse impact on the stability of hillsides and spread across trees and to the James; CHA President Debra Melisi is seeking more information on this ma er. Youth offenders help clean up Chimborazo Park By NBC12 Newsroom | June 18, 2019 at 1:17 PM EDT - Updated June 18 at 1:18 PM RICHMOND, Va. (WWBT) - A program through the Richmond Juvenile Justice Center called “Second Chance” brought first offender youth to Chimborazo Park on Tuesday morning to help beautify the park and rehabilitate their past behavior at the same time. ey were joined by volunteers from Dominion Energy and the Richmond Police Department. In addition to unearthing historic cobblestone pathways and water drainage systems, they removed invasive species to improve the health of the trees. “ e idea was to engage our youth and to engage our first responders in a way that made this a ractive so that we could see a meaningful difference when we got done a«er a few hard hours today,” volunteer program manager Tara Richardson, of Dominion Energy, said.
