LETTER FROM THE PRESIDENT Greetings All, With my first Board and Membership meeting behind me, we move into February with a distinct feeling of community spirit and energy. I am excited with the enthusiasm by which all of our committee chairs have tackled the new year and their community responsibilities. Please consider volunteering to help these dedicated neighbors better serve all of greater Church Hill. I am also happy to report that Blanchard’s Coffee has recently opened in the Farm Fresh Market on 25th and Main Street. As promised, Neighborhood Grocery Holdings LLC got us our morning brew back! Other grocery news in our area, The Market @ 25th is slated to open in March 2019 and will be offering fresh produce and flowers, a butcher shop and seafood department to include fresh sushi and a pharmacy. The Market @ 25th will be partnering with local farms as well as offering Ukrop’s products and Mamma J’s specialty food items! The Market has also joined forces with Lyft to offer free rides to our neighbors in need of transportation. An intensive employee training program is already underway which has helped many residents in our area find employment. Please come out and support this great neighborhood focused market when it opens in the Spring! Development and growth, a constant up here in Church Hill lately, continues to march forward. Thanks to the dedication and diligence of the Historic Preservation and Land Use Committee and our Past President, these projects are being examined and recommendations are being made to assist in the preservation of the historic charm and beauty of Church Hill while propelling us towards the creation of a world class capitol city. From Fulton Yard to Navy Hill, and everything in between, the residents of Church Hill provide a voice for respectful development and growth in our community. Adding to the overall beauty and charm of our neighborhood are the efforts of Capitol Tree and Light Up Libbie Hill. Capitol Tree volunteers are currently working on Phase II of the Low Line garden project along the Capitol Trail, heading towards the flood wall. This group is presently raising funds for the expansion. And a big thanks to Brian and Stacy Loos for organizing the 2nd Annual Light Up Libbie Hill. It was a stunning display!

TRANSPORTATION COMMITTEE UPDATE With the endorsement of Church Hill Association members, the CHA Transportation Committee is advocating for three new neighborhood safety improvements: •At South 21st Street & East Dock Street, street and crosswalk improvements to reduce risks to people going to or from the Virginia Capital Trail. •Street and sidewalk improvement along East Franklin Street east of North 29th Street. •Repair, cleanup, and re-opening of the historic staircase between East Main Street and North 27th Street & Franklin Street. Committee members will also continue to monitor and engage with city staff on city-planned improvement projects for: Williamsburg Road at East Main Street, Jefferson Avenue, East Broad Street by Chimborazo Park, and North 29th Street. In addition, the Committee is considering issues related to Richmond Hill, on-street parking, transit routes, and sidewalk maintenance. Interested in these or other potential street and sidewalk improvements? Join us! The next meeting of the transportation committee will be Thursday, March 21 at 7:00 p.m. at Patrick Henry Pub. CHA HISTORIC PRESERVATION AND LAND USE COMMITTEE (HPLUC) JANUARY 2 & 15, 2019 MEETINGS JANUARY 2, 2019: The meeting included a discussion with Matt Jarreau on his different projects in the Church Hill Area. Work is proceeding on the new houses and “cinderblock” structure on the 30th block of East Franklin Street, as well as the building on Jefferson & 25th which will be only two stories, lower than originally planned. He also shared information on two SUP applications. One is at 30th and M Street that the Planning Commission is currently reviewing and then will go to City Council for final action. The other is at 700 N. 31st Street that will likely be reviewed by the Planning Commission spring 2019; Matt will be returning to HPLUC and CHA for review of this project. Alli Allgood gave an update on her plan for construction of an accessory building on residential property at 2711 E Broad Street. After the Commission for Architectural Review gives Final Approval on the design, Alli will submit an SUP application for a variance and will return to HPLUC and CHA for review and support of this project. JANUARY 15, 2019: HPLUC held a special meeting to learn about the Zimmer Development Company’s Proposed Fulton Hill Development on 20+ acres at Fulton Yard at Nicholson and Orleans. The property under proposed development is owned by CSX and includes three parcels—one in Richmond, one in Henrico, and a third divided between the two. The Zimmer group is proceeding with the planning (architecture from 3North and representation from McGuire Woods) and will [8] FEBRUARY 2019
seek conversion of M-1 and M-2 industrial zoning status to B-7 through an SUP. The height will be five stories with multi-family residential, retail and office uses. The design includes upgrades to the pedestrian network, access to the Pulse and Capital Trail, and upgrades to the existing train trestle. The Viewshed from Libby Hill Park appears not to be impacted, according to the presentation. Both HPLUC and CHA will be involved as the planning proceeds. Submitted by, Barbara Cotter
PARKS AND BEAUTIFICATION COMMITTEE – January 2019 report The Committee meets January 21, 2019 and will be covering getting volunteers for the Chimborazo Park improvements; preparing an action plan to destroy ailanthus trees on Libby Hill and other parks; planning the mulching of Libby Hill Park; developing guidelines for protecting and maintaining parks; compiling a “go to” directory of City staff for parks; and compiling a list of Libby Hill projects that volunteer groups could work on. Our wonderful City gardener has added spring bulbs to the Libby Hill overlook so look for new color in the coming months. Submitted by, Barbara Cotter
