uan Siam amusement park yesterday asked Bangkok’s Min Buri Court to allow negotiations over a lawsuit filed by the family of a woman killed on its “Indiana Log” ride last October. P a c h a d a p o r n Khongkrarian died when the water-sluice passenger boat she was riding on collided violently with another. Before the case went to court, the family initially demanded Bt600,000 compensation but raised it to Bt5million. The park’s lawyer, Anek Khamchum, told the court that the defendants wished to pay the family about Bt700,000 in compensation as well as shoulder the cost of the victim’s two daughters’ schooling until they complete a university degree. The plaintiff ’s lawyer agreed to drop the lawsuit if such a compensation package was agreed upon. The court postponed the trial to April 21.

he Energy Ministry is Xraying land plots nationwide to find the right development sites for four nuclear power plants, as most of the potential plots have already been developed into resorts. Deputy Energy permanent secretary Norkhun Sittipong said yesterday that the ministry is still searching for locations as nearly all of the 40 potential sites suggested by Electricity Generating Authority of Thailand in 1977 now have resorts built on them. Energy Minister Poonpirom Liptapanlop said separately at a seminar that the local administration of Tha Tako, a village in

Nakhon Sawan, is ready to embrace the idea of a nuclear power plant as they expect to receive financial contributions from the plant for community development, she said. The community at the site of the gas-fired power plant in Chana, Songkhla, is earmarked to earn Bt30 million-Bt50 million a year through the community development fund.

he Public Health Ministry has warned members of the public to be aware of the dangers of illnesses and diseases such as diarrhoea, food poisoning, typhoid fever, cholera and rabies, which can cause severe symptoms during the summer season. “The hot weather and drought are perfect conditions for germs and bacteria, particularly in a places where hygiene and sanitation are inadequate. If people eat or drink contaminated food and water, they can easily suffer from severe symptoms,” said Health Minister Chaiya Sasomsab. Between January and March 15, 271,676 people were reported sick from eating and drinking contaminated food and water, with 37 deaths. People are advised to eat only food that has been cooked well and to avoid uncooked food and unpasteurised food products. Mysterious deaths prompt warning about touching cats The Public Health Ministry has warned people to wash their hands after touching cats and to avoid contact with strays following the deaths of hundreds of cats in Angthong province since the start of the year. The Department of Livestock Development is investigating the cause of the deaths, which it suspects to be feline panleukpenia, or feline distemper. Laboratory test results are expected today. hick smog caused by local forest fires and others in Malaysia and Indonesia has severely hit Chiang Mai and Lampang, causing breathing problems for the residents. Authorities have called on residents to always wear a mask and to not start bonfires in forested areas. The smog is also affecting Chiang Rai, Tak and Phetchabun provinces. No injuries or hospital treatment sought by local residents has been reported

since the smog began covering the northern provinces over the weekend. The region experienced a similar problem in early February. Meteorological officials said rainfall anticipated over the next few days in the North was expected to reduce the smog and wash out airborne particles and dust. Krittika Pomphuek, a technician with Regional Environment Office 2 in Lampang, said so-called “hot spots” captured from aerial photographs had been detect-

ed throughout the region. Such forest fires usually occur during the hot season, when farmers and land encroachers burn down trees.

vast majority of respondents in an online poll say they are against the proposed criteria for university admission. “Of the 2,009 responses, 66.85 per cent say no to the proposed criteria,” director of National Institute of

Educational Testing Service (NIETS), Utumporn Jamornmann said yesterday. The poll, conducted by the NIETS from February 19 to March 21, asked for responses about the removal of the second foreign-language test and replace it with a Professional Aptitude Test. This criteria is

expected to go into effect in 2010. According to the poll, many respondents said that removing the language test would give science students an advantage over those studying languages. Some also said that the new criteria looked far too complicated.

Utumporn said the University Presidents Council of Thailand (UPCT) would be informed of the poll’s findings. UPCT chairman Dr Monthol Sa-nguansermsri said the findings would be taken into account while deciding on the new university admission criteria. “We may reconsider the re-

moval of the language tests.” However, he added the poll only reflected the opinions of a limited group of people. “All decisions we make will be in the children’s best interest,” Monthol said, adding that UPCT hopes to give more weight to students’ academic performance.

hannel 11, known for being the government’s mouthpiece, will turn into a public-television channel from April 1, PM’s Office Minister Jakrapob Penkair said yesterday. “Channel 11 will become one of Thailand’s most valuable public television stations,” Jakrapob said during the launch of the new channel called National Broadcasting of Thailand (NBT). NBT will bring in former iTV staff members known for their sympathetic view of ousted premier Thaksin Shinawatra. These include Chom Petchpradab, a former iTV news editor who interviewed Thaksin after he was ousted in a coup, only to have the military junta ban the interview. Despite its history as a government mouthpiece, Jakrapob insists the new channel will be impartial and deliver news quickly and transparently. “It’s a television channel that serves the people,” he said. However, even though Jakrapob vowed to keep the NBT impartial, he

At 9.30am, as the hearing was about to begin, Kanpithak appeared under severe stress and was unable to answer the judge. The 20-year-old son of Kan-anek Patchimsawat and Sawinee Pakaranang, a former Thai beauty queen, denies murder and attempted murder charges but admits to the charge of physical assault. One woman was killed and a number of others were injured in the incident. Public prosecutors said there were 19 witnesses to give testimony in court, while the defendant had only two witnesses. The court set the first testimony hearing for November 18.

usit Zoo, or Khao Din as the locals call it, is a popular place for families at the weekend. It’s in central Bangkok between Chitralada Palace and the Ananda Samakhom Throne Hall. It was originally a private garden with wild deer from Java, established by King Rama V, however, the Royal Family later donated it to the government to be operated as a private zoo and garden. It was first opened to the public in March 1938 and

named Dusit Zoo. Now it has more than 2,000 animals from both Thailand and overseas. It covers an area of 47 acres, which includes 12 acres of lakes. People go to the zoo not just for the animals, but also to rent boats and to have picnics in the shade of the trees. It can get very crowded at the weekends and long holidays, so if you wish to avoid the crowds visit during the week. While Dusit Zoo isn’t as big and comprehensive as, say, Safari World, there is a large variety of animals that will keep any child amused. And it’s cheap. The entry fee

With police now enforcing another crackdown on opening hours, bars across the country are having to shut their doors around 1am. So, people wanting to kick on find themselves out on the streets, looking for any fly-bynight bar that will sell them a drink. The tables on lower Sukhumvit are doing a roaring trade, much to legitimate bar owners’ disgust. As during the era of “Mullah Pu” – former Interior Minister Purachai Piumsomboon, Sukhumvit has become one of the longest bars in Thailand. The sad part is, back alleys such as those off Soi 7, have become open toilets that stink of urine. This strip is, like Patpong, a popular haunt for katoeys, as this great photo by Roland Neveu illustrates. Bars in Phuket’s Bangla Road and in Pattaya have also faced the same dilemma with the new government out to make an impression ... and probably a bundle.

ast week was a time of highs and lows for photographers in Bangkok. It started with a birthday celebration for James Nachtwey, one of the biggest names in the business, who had reached 60 – a fair feat considering he has covered most of the major wars and disasters of recent decades. Nachtwey and half a dozen colleagues put on a showing of their recent work at ‘Rain

Dogs’ in Rama IV. Later, they aired a documentary on the American’s extraordinary career. Shortly after, came the news that acclaimed British war photographer Philip Jones Griffiths had passed away – after a long battle with cancer. Griffiths, who was 72, lived in Bangkok for many years and did his most famous work in this region. His book ‘Vietnam Inc’ was hailed by Time as “the best work of photo reportage of war ever published” and became an anti-war classic.

Some of the world’s top photographers have made Bangkok their home. Last week another legend and lover of Thailand passed away.

Philip Jones Griffiths was acclaimed for his work. recent interview he still loved Krungthep. “It’s a place I’ve Loved Bangkok The Welshman first came to always been enchanted by. I Thailand in 1967 and said in a lived here until 1980.”

Griffiths moved to New York to head the highly rated Magnum photo agency. He was a regular visitor to Bangkok, but shifted back to London a few years ago. He put out another haunting classic on ‘Agent Orange’, the defoliant blamed for a horrific legacy of child deformities in Vietnam. And there were other books on Cambodia, ‘Vietnam at Peace’, and Bangkok. Griffiths knew his time was running out. “I have cancer and it’s on the move, spreading,” he told The Nation two years ago. he Himalayan kingdom of Bhutan was on its way to becoming the world’s newest democracy yesterday as voters cast ballots to select a parliament and end more than a century of absolute monarchy. But like much else in the mountainous land – long known as a quirky holdout from modernity, allowing television and the Internet only in 1999 – Monday’s vote came with a twist: It was the king,

not the people, who pressed for democracy. “His Majesty is like our father. We all prefer our father,” said Karma Tsheweng, a 35year-old mechanic. But Tsheweng and hundreds of thousands of others nonetheless lined-up at polling stations across Bhutan to vote, excited at getting to try something new but nervous about what may happen in the aftermath of the elections. The election commission

said about 70 per cent of the about 320,000 voters had cast ballots when voting closed at 5pm (6pm Bangkok time). Even in remote corners of the largely rural country – in tiny hamlets where voting machines were delivered by yak – elections were going smoothly. The two political parties both hew closely to the king’s vision. Both say they will follow the government’s latest five-year plan and promote Gross National Happiness, a political philosophy that seeks to balance material progress with spiritual well-being.

e may all be getting tattoos in the future – tattooed vaccinations against disease, that is. German researchers have shown that tattooing is a more effective way of delivering DNA vaccines than intramuscular injection. Dr Martin Mueller’s team at the German Cancer Research Centre published their findings in the online journal Genetic Vaccines and Therapy. They compared delivery by tattooing the skin of mice with standard intramuscular injection. The tattoo method gave a stronger antibody response and cellular response than injection, even when immune response-boosting adjuvants were included in the latter. Doses of vaccine given by tattooing produced at least 16 times higher antibody levels than intramuscular injections with adjuvant. Tattooing is an invasive procedure done with a solid vibrating needle, causing a wound and sufficient inflammation to “prime” the immune system. It also covers a bigger area, so the vaccine can enter more cells.

he United States military death toll in Iraq hit 4,000 after the slaying of four soldiers in a Baghdad bomb attack which the White House said yesterday had left President George W Bush grieving. The four troops died when their vehicle was hit by a roadside bomb while on patrol in south Baghdad late on Sunday, a US military statement said. Another soldier was wounded in the attack. The chaotic and brutal conflict, now in its sixth year, has killed 4,000 US soldiers and wounded more than 29,000, according to a tally based on website www.icasualties.org. White House spokeswoman Dana Perino said Bush “mourns the loss of every single life from the very first that was lost in this conflict to the ones that are lost today and he bears the responsibility for the decisions that he made and he also bears the responsibility to continue to focus on succeeding”. Vice President Dick Cheney said every casualty was a “loss” to be regretted. “It may have a psychological effect on the public but it’s a tragedy that we

The Washington Post on Sunday published internal documents from the interior department showing that officials have frequently overruled recommendations from scientists. The lack of recent designations could be motivated by various interests such as a desire not to see oil exploration or housing development shackled by a need to protect habitats that are home to threatened species. The bureaucratic obstruction may also reflect a tightening in spending because of the billions being spent on the Iraq war. Placing species on the list often needs to be followed up with federal spending.

Visitors to the temple look on with curiosity. “It’s so funny that he does it,” said Kazuko Oshiro, 71, who has frequented the temple for more than 25 years. “He gets angry when somebody else sits on his favourite spot. He must be thinking that it’s his special place,” Oshiro said. Conan, originally a temple pet, has become so popular that people come in to click pictures almost every week, the priest said. Oshiro estimated that the temple has seen at least 30 per cent more visitors, especially young tourists, than it would otherwise. “I’m glad that people feel more comfortable visiting the temple because of Conan,” Yoshikuni said as he jokingly joined his hands and bowed to the dog.

KEEP IT STRICTLY CLEAN, OR ELSE WE’LL ALL SUFFER It’s all very well for health authorities to issue warnings each summer about the greater risk of disease, but they also need to enforce higher standards of hygiene in public places

W

ith the hot season now upon us, the Public Health Ministry has sounded its customary alarm about possible outbreaks of diseases like diarrhoea, food poisoning and cholera, which usually peak during the hot and humid months between March and June. If the official statistics so far are any indication, the situation will be particularly bad this year. More than 271,000 people reported falling sick from consuming contaminated food or water since the beginning of this year, of which 37 died. The standard advice is to eat hot, freshly prepared, or well-cooked food, and drink only clean water. This is all very well for people who have control over the hygiene of their surroundings, food preparation and easy access to clean water, such as people who stay at home, cook their own meals, consume food and drink from sanitised utensils, and have access to clean bathroom. It is less useful for people working outside the home or travelling, since they do not have as much control over what they put in their mouths. People must also always wash their hands after using the toilet and before meals. Again, the problem is the hygiene standards in toilets at most workplaces or public places leave a lot to be desired. You could scrub your hands squeaky clean in a public toilet, but they will remain clean only if you can avoid touching things like the tap or the restroom doorknob afterwards. You can never be certain either whether the plates and glasses in which you are served food and beverages are absolutely clean.

Comprehensive action needed This is why any campaign to control contagious diseases has to be comprehensive, not piecemeal. Our rules and regulations on food safety and public hygiene have been kept up-to-date so that the standards set are high. The only problem is that very few of these standards are diligently or consistently enforced. Whatever happened to the government campaign initiated a few years ago to improve food safety in this country? When the ambitious programme was launched, the government aimed to ensure that food would be free from biological and chemical contamination, from market to kitchen to dining table. Until the authorities impose stringent hygiene standards and ensure farmers, fresh-food markets, restaurants and even street vendors understand that they must observe these rules and regulations or face legal action, food-borne diseases will continue to be a problem.

hen Marvin Ho cofounded a Chinese language school in Taiwan in 1957, his only students were a handful of Western missionaries. Five decades later, it is a different story. Ho’s classrooms are packed with scores of people clamouring to learn what they believe is the next global language: Mandarin Chinese. For a new generation of students, business people and even artists, the land of opportunity now lies to the East, not the West. Drawn to its promise, many are seeking ways to navigate the often rough-and-tumble Wild West atmosphere of working in China. The clear-

est barometer of this trend is a booming appetite for learning Chinese. Worldwide, about 40 million people are learning Mandarin, China’s official spoken language and its most common dialect. Nearly 100,000 foreigners went to China to study Mandarin in 2006, more than twice the number five years earlier. The rise of the Middle Kingdom has clear parallels with America in the last century, when it became a magnet for people from around the world, said James McGregor, author of the best-selling book, “One Billion Customers: Lessons from the Front Lines of Doing Business in China”. McGregor, a former journalist who runs a business consulting firm in Beijing, advises those who want to head to

he coup of ’06 looms large among entries in the fifth Bangkok Experimental Film Festival, which starts today with the apt theme “The More Thing Change...” Curator David Teh says most of this year’s films – there are more than 380 from around the globe – are tough and critical. They range in length from a couple of minutes to a couple of hours, and more than 140 originated in Thailand. “Experimental film can highlight the connections between the ordinary and the extraordinary, between public and private, between everyday life and the big picture of society,” Teh says. The core programme deals directly with Thailand’s cultural and political realities, with the 2006 coup, and life thereafter serving as the subject matter for many filmmakers. Other entrants – such as Thunska Pansittivorakul with “Middle Earth” – have made films related to the controversial censoring of festival cofounder Apichatpong Weerasethakul’s “Syndromes and a Century”. The movies are being screened at a range of venues. In our finest pre-ripped jeans, Soopsip set out to investigate the other night when Sermkhun Kunawong, chief executive of CM Organiser, officially opened The Glitz, the luxury-lifestyle exhibition at Siam Paragon. The event is billing itself as “the most elegant of world-class showcases for exclusively selected people”, and we were exclusively told to be there at 6.30pm. That means 7.30, of course, and that’s when we showed up and started poking Sermkhun in the ribs with our umbrella to get things rolling. But he insisted on waiting until a decently fat crowd showed up, and by 8 o’clock our hair was almost dry and Chulita “Phi Charlie” Areepipatkul, the editor of Ploy Gam Petch magazine, was getting hungry. Charlie had a booth full of her personal expensive stuff in the collectors’ zone, and none of the booths could be opened for browsing until Khun Sermkhun gave the signal, and that wasn’t going to happen until there were enough exclusive butts in the seats. Finally Phi Charlie just gave up and went to get something to eat. Then came the gong, Sermkhun made his speech, and it was time to open all the booths, one by one. Charlie’s name was called out, but there was no Charlie. Scott Fitzgerald updated: The rich do whatever the hell they want, and that’s the best lifestyle of all.

he flame for the August 8-24 Beijing Olympics was lit yesterday using the sun’s rays at a ceremony in Ancient Olympia. IOC president Jacques Rogge attended the ceremony at the site in southern Greece where the ancient Olympics were born. From Olympia, the flame started on its 137,000-kilometre journey across five continents, ending at the Beijing stadium on August 8. High priestess Maria Nafpliotou handed the torch to Alexandros Nikolaidis, who won a silver medal in taekwondo at the 2004 Athens Games. He was to hand the flame to Luo Xuejuan, who won China’s only swimming gold medal in Athens. A total of 645 torchbearers will carry the flame through Greece for a week. It will make a stopover at the Acropolis before being handed over to Chinese officials.

he Thailand women’s volleyball team will need at least three victories, including two over Asian teams, to make it to the Olympics when the final qualifying tournament gets under way in Tokyo from May 17-25. Shanrit Wongprasert, sports events council member of the International Volleyball Federation and former secretary-general of the Volleyball Association of Thailand, said

that though the girls missed the cut at the Athens Games, their chances are brighter this time. “They have been training intensively. However, I admit that the qualifier meet will not be easy,” Shanrit said. “If our girls maintain the form they displayed in last year’s Asian Championships, where they beat Kazakhstan and South Korea, I think they stand a chance.” Hosts Japan, South Korea, Kazakhstan, Thailand, Dominican Republic, Poland,

Puerto Rico and Serbia will feature in the nine-day roundrobin competition. Only the top three teams and the bestranked Asian side will make the trip to Beijing. Thailand take on the Dominican Republic on May 17. Their final tussle will be against Kazakhstan on the 25th. Twelve teams will make it to Beijing. China, Brazil, Italy, USA, Algeria, Russia, Cuba and Venezuela have already qualified for the Games.
