Drivers of LPG-powered vehicles are resorting to the risky, and illegal, use of household gas as a way to beat higher prices after subsidies for LPG were removed on Tuesday. They can fill up using a special device that has until recently been used secretly and illegally, but has now become popular. The numbers resorting to this practice may be in the hundreds of thousands across the country. It’s expected to become even more widespread now the price of a kilogram of LPG will rise much higher following the removal of government subsidies on the automotive gas. LPG used for vehicles and for cooking is physically identical here in Thailand. State price support remains in place for cooking gas only.

he police say the People’s Alliance for Democracy must completely clear Rama V and Phitsanulok roads around the clock. Deputy spokesman MajGeneral Surapol Thuanthong says the court order stipulates these roads must be kept open to traffic at all times. He says the PAD is complying only between 7.30am and 4.30pm. “We won’t negotiate anymore. Police will take photographic evidence of the protest, its stage and possessions for a court submission,” adds Metropolitan Police deputy chief Maj-General Phanu Kerdlapphol.

Studying at the Rajabhat Chiang Rai University, A-mee’s confident she can inspire younger hilltribe girls to follow her path and guard against

becoming victims of human traffickers. “We have the same background. We can communicate well,” A-mee says. “I wear hilltribe clothes when meeting the children”. A-mee says her group campaigns against human trafficking and domestic violence. “When the children confide in us, we alert community

leaders,” A-mee says. Her group includes young people of the Akha, Yao, Lisu and Lahu hilltribes. Yesterday it staged a performance at a mobile seminar in Chiang Rai. The Social Development and Human Security Ministry event is designed to illustrate how everyone can prevent human trafficking. “We use art to communicate our message. Just delivering a speech can bore people,” says Chatchai Wittayabamrung, an adviser to the art group.

Songs that teach Chatchai composes songs for the campaign. “I show the lyrics to the children and listen to what they say. We then make adjustments and include the songs in plays.”

One of his songs, Pla aam pla khao, talks about how a hilltribe girl is lured into the flesh trade by a man she loves. After a life of misery, she returns to find her family and community still welcome her.

Up-to-date news The group publishes a journal that details different forms of human trafficking, too. “We provide up-to-date news,” Yuwatida Yerser, an Akha girl on the editorial team, says. After graduating from high school, she’s now hoping to pursue a mass communications degree. Her goal is to introduce hilltribe people to more news media. Although hilltribes are considered a minority, they number in the hundreds of thousands.

Patchara sae Fung – a fourthyear university student who plays a key role in the WeLove-Hilltribe-Art Youth Group – says her group tries to promote sufficiency among its audience, too. Otherwise girls will be tempted to enter the flesh trade for expensive, unnecessary items like cellphones or televisions. Mae Sai Immigration Police superintendent Colonel Jessada Yairun says some women agree to enter the flesh trade because they want to buy their parents new homes. “They risk being sold and resold to brothel after brothel,” a Chiang Rai policeman says. Records show that 130 hilltribe people have been rescued from human traffickers since 2003.

lone gunman robbed a Siam City Bank in Bangkok’s Sam Yan area of Bt350,000 yesterday afternoon. A few hours later, another gunman held up staff at a Kasikorn Bank in Ayutthaya’s Uthai district and made off with nearly Bt300,000. At about 1pm yesterday, police in Bangkok’s Pathumwan district were alerted that a longhaired gunman in his 30s had held two clerks at the Siam City Bank at gunpoint and demanded that they hand over Bt350,000, before he headed toward the Saphan Leaung area. Deputy Metropolitan Police commander Maj-General Suchart Muankaew said the branch in question had no security guard but that its security

Bank’s Sam Yan branch. The robber has not been arrested. Meanwhile, in Ayutthaya, 20 policemen rushed into the Kasikorn Bank branch at about 3pm after the robbery was reported. Clerk Warawuth Laoparsert said that a man, about 170-centimetres tall and with a scar on his face, came into the nearly empty bank, hopped behind the counter and, pointing a pistol at the clerk, demanded that cash be put in a bag. Before fleeing the scene, the robber said, “I have to do this because of our society. I’m taking this money to help an ill person,” Warawuth recounted. Ayutthaya police chief Nares Nanthachote said police investigation showed that the robber had fled on an old Honda Wave motorcycle without a licence plate, and was heading towards the Asia Highway. Nares vowed to arrest the man, whose image may have been captured by the security camera on the highway, within seven days.

Corruption Commission will investigate the Ubon Ratchathani University lecturer accused of demanding sex for grades. NCCC spokesman Klanarong Chanthik says the organisation took on the case after the initial fact-finding was completed. Asst Prof Chakkrit Utharo, 41, allegedly abused his authority by insisting a female student have sex with him in exchange for a better grade. His action is a criminal abuse of authority, Klanarong says. University president Prakob Wirojanagud says confusion caused by alleged misquotes in newspapers means it will refrain from commenting on the matter until inquiry results are published next week. Bt6.6-million renovation of Doi Suthep Pagoda has begun, after the historic structure was found to be severely impaired and at risk of collapse. The renovation, funded by the central government, began on June 4 and is expected to be completed in six months.

Copper-plated chedi Wallop Namwongprom, a committee member of Doi Suthep Foundation, said the copperplated chedi was at risk of falling down because of its high location – if there was an earthquake or a massive downpour. “Chiang Mai is located on active earthquake faults. The base of the temple could possibly

slide down in the event of heavy rain or an earthquake, since it has been suspending the whole temple for many decades,” Wallop said. The Fine Arts Department of Chiang Mai was appointed to oversee the restoration of the temple with Rung Juntabun, a Lanna-style architect. The team kicked off the project early last month by removing the sacred apex of the pagoda so it could be stored elsewhere during the reconstruction. Workers have continued drilling and installing pipes to decrease the moisture level around the chedi, as well as re-tiling the floors. Wallop said visitors were still allowed to enter and pay respect at the Doi Suthep temple, as the renovation team had not found any major cracks in the construction.

Neil sentencing next month A Canadian teacher who pleaded guilty to sexually abusing a 13-year-old Thai boy and photographing the offence will be sentenced next month, a Bangkok court has ruled. Christopher Paul Neil, who taught in several Asian countries, was arrested last year following an international manhunt after photos of him allegedly engaging in sex acts with young boys were discovered on the Internet. The 32-year-old Neil will be sentenced on August 15. He pleaded guilty on May 12 and faces up to 10 years in jail. The victim who is now 18 and his father testified the youngster went to Neil’s apartment in Bangkok where the crime was committed. Photos allegedly showing Neil engaging in sexual acts and playing with naked or partially clothed boys were also presented. Neil has pleaded not guilty to similar charges in a second case, that goes to trial on October 7. – A P

he Ministry of Labour is considering issuing work permits valid for two years, Janya Yingyong, chief of the Work Permit Section at the Phuket Provincial Labour Office (PPLO), has confirmed. Under the current system, work permits are valid only as long as the holder’s “permit to stay”, which is issued by Immigration. “The visa and work permit will be based on the type of business of the applicant’s employer. However, the work permit will be independent from the permit to stay. “For example, even though you have been issued a permit to stay valid for three months,

A lot to be considered Janya said the move would help bring work permits in Thailand closer to those used in other countries. “It would be much better than it is today.” But she said the concept was still in its infancy and much had to be considered before longer work permits were approved. “Even if the Ministry of

Labour intends to issue longer work permits, we would not expect to see them being issued for about two years,” she said.

How much it costs Under the current proposal a two-year work permit would cost Bt20,000, Janya said. Current fees for renewal work permits are Bt750 for periods up to three months; Bt1,500 for three to six months; Bt3,000 for six months to a year; and any combination of these for periods longer than one year. Another officer at the PPLO said: “We have received good feedback from hotels on this, as they hire many foreigners.”

The French-Colombian politician was rescued in a dramatic and bloodless operation mounted by Colombian spies who tricked FARC rebels into handing her over along with 14 other hostages. Betancourt’s 22-year-old

daughter Melanie, son Lorenzo, 19, and sister Astrid joined Sarkozy at the Elysee presidential palace to welcome the news after more than six years of tireless campaigning for her freedom.

eenage girls born in Britain are being trafficked for sexual exploitation within the United Kingdom, police said yesterday adding that children are being “groomed” by men acting as boyfriends who carry out the abuse and then take the youngsters to other towns for further exploitation. Officers fear that as many as 33 girls between the ages of 12 and 15 could have been involved in a case uncovered in Sheffield last year. Only one, a 15-year-old, was willing to give evidence in court, but following that a 23-year-old man was jailed for 10 years for serious sexual offences which included rape of a child. Five other men faced deportation procedures. The victims were living in local authority care or with their families. Officers at the UK Human Trafficking Centre (UKHTC) said they had heard reports of girls as young as 12 being forced to perform sexual acts up to 20 times a night. The Home Office Minister Vernon Coaker said it was dif-

ficult to establish the scale of the internal trafficking. “It is something that increasingly people are raising and we are trying to get a better understanding of what exactly is taking place. People groom them, get their trust and then betray that trust.” Police have adopted terms like “lover boy” to describe the way older men at first act like an indulgent boyfriend, showering the young girls with drugs and gifts including money and jewellery. The UKHTC said, the girls are encouraged to “go missing” from home and to spend more and more time with their “boyfriends”, who eventually

start controlling them with threats and violence. At this stage the children are taken to other locations in the UK, introduced to other groups of men and asked by the boyfriend to give the others sexual favours, because they are his “friends”. Terrified and dominated by the boyfriend, they feel unable to refuse. Some victims have described being subjected to extreme violence, including rape, while others have alleged they were used to transport and deal in drugs.

Major crackdown The details on internal trafficking emerged as the government revealed the biggest crackdown yet on traffickers bringing people into the UK to work in the sex industry. Latest estimates by police suggest there could be as many 18,000 trafficking victims being forced to work as prostitutes in the UK. About 167 victims, including 13 children aged between 14 and 17, were rescued across Britain and Ireland, and 528 suspected traffickers were arrested during the six months of Operation Pentametre 2, which ended earlier this year.

MAINTAINING THE BEAUTY OF MOTHER EARTH Controlling the number of visitors to national parks is just one way of protecting the country’s natural resources. People should also be educated about what they will be missing when it’s all gone

T

he National Park Committee’s decision to maintain visitors according to each park’s capacity, which went into effect this week, has been a long time coming. The idea is to achieve a balance between giving access to as many people as possible so they can appreciate flora and fauna in their natural habitat and protecting the delicate ecosystem as well. While it is important to protect animals and plants in national parks and wildlife sanctuaries, which are well shielded against illegal loggers, wildlife poachers and land grabbers, it is also crucial to open them to the public and instil a love of nature as well as promote conservation. Effective management of national parks and wildlife sanctuaries requires detailed guidelines based on thorough analyses of ecological conditions, types of flora and fauna in specific areas, availability of lodging for overnight visitors as well as adequate amenities, such as toilets and other necessary facilities, including waste treatment and disposal.

Respect the environment Controlling the number of visitors is only one of the factors in protecting nature. Park officials should also understand the importance of educating visitors on how to behave in the environment and observe rules so as not to disturb or cause damage to wildlife. The level of visitor intake may also vary at different times of the year, because some wild animals and plants may be particularly vulnerable during certain seasons. These measures are necessary to let nature repair itself. Some of the national parks and wildlife sanctuaries should be closed to the public for a few months each year if that’s what it takes to keep them in a good condition. Let’s hope that administrators of national parks and wildlife sanctuaries stick with these guidelines so that ecotourism can be run in a sustainable fashion. If restricting the number of visitors affects the revenue, perhaps the entrance fees could be raised substantially to make up for the shortfall. Or maybe the government should spend more on the upkeep of national parks and wildlife sanctuaries. The whole idea of conservation is to let people see for themselves how wonderful Mother Earth can be and that we all should play a constructive role in preserving her unique biodiversity. When it comes to wildlife conservation, seeing is believing.

ERA OF THE DISPOSABLE VOLUME With so many ‘mulchable’ books on the shelves, publishers will hopefully come to their senses and publish good stuff By Jonathan Karp SPECIAL TO THE WASHINGTON POST

any years ago, as an editorial assistant at a publishing house, I was warned by a senior colleague to never to use a certain word when telling authors what would happen to their unsold books. The forbidden word was: mulched. My colleague, a compassionate sort, worried that the word might shatter the fragile psyches of authors. Amazingly, authors rarely ask what happens to their unsold books. But what seems true to me, after almost 20 years in the business, is that an increasing number of their books should be – mulched. We are living in

the age of the disposable book. Visit a store and you will be overwhelmed with ephemera: self-aggrandising memoirs; poignant portraits of pets; hyperbolic tracts by insufferable TV pundits; guides to staying wrinkle-free; and novels about love-starved shoppers.

Hoping for the best Hopefully, though, the age of disposable books won’t last longer than the books themselves. Here’s one scenario: The barriers to entry in the business get lower each year. There are thousands of independent publishers and even more self-publishers. They will have the same access to readers as publishers do. When that happens, publishers will lose their competitive ad-

Those who publish generic books for expedient purposes will face new competitors and some of these publishers may shrink or die. Consequently, publishers will be forced to invest in works of quality to maintain their niche. These books will be the one product that only they can deliver. Those executives who dictate annual returns may begin to proclaim the virtues of research and development, which means giving authors the resources to write works that will last, because the lasting books will, ultimately, be where the money is. s you enter the new Pridi Banomyong Museum at Thammasat University, a statue of the former prime minister and senior statesman – widely revered and yet often maligned – stands before artworks representing the five pillars of his ideology.

The five white poles with depictions of social issues and class divisions are separated by gaps that symbolise inequality in Thailand. “His thoughts and ideology have not been realised,” says Siriporn Poncheewin of Rak Luk Edutex, which has established the museum. here’s something else you notice at Sangkhla Buri when the tide is low, besides the Mon Bridge and the golden Buddhakaya. From the bank of the Sam Sop River you can see the top of Wat Wang Wiwekaram. The rest is underwater. You can pick out the spired tip of the bell tower and other parts of the monastery. The temple was submerged – along with all the surrounding homes and farms – when the Khao Laem Dam was completed and a reservoir created in 1984. The large Mon community moved on, splitting in half and resettling in two new villages – Upper and Lower Wanga. Wat Wang Wiwekaram was built six decades ago by the revered Burmese monk Utama. It was he who led Burmese and Mon refugees into Thailand and to their new home in Sangkhla Buri, and he

involved in the death of King Rama VIII in 1946. On the walls are drawings featuring barbed wire and the abusive words hurled at Pridi, who was forced into exile. On display is a letter he wrote from China to his wife in Paris, Than Khunying Poonsuk, who died last year. It outlines his difficulties.

Pridi was to be exiled three times and experience five coups in his lifetime. He died in France in 1983 at the age of 82, having been there for 34 years. About a thousand passportsize photos from the Thammasat archives line another wall. These are the students who were targeted in the military crackdowns at the university in the bleak Octobers of 1973 and 1976. The museum stresses that Pridi made great contributions to the country, and that his views continue to be relevant in Thai politics.

hangra’s most prolific artist, Punjabi MC, is set to debut in Bangkok, celebrating the marriage of Western and Eastern tunes that defines his musicality. British-Indian turntablist and remixer Punjabi MC, whose real name is Rajinder Singh Rai, earned global fame as one of the first to combine bhangra and electronic music. After starting out as a producer of underground bhangra hits, he made it globally in 1998 collaborating with American rapper Jay-Z in the bhangra-inspired club hit “Mundian to Bach Ke” (“Beware of the Boys”). Before his show in the Big Mango tomorrow night, PMC shared some thoughts with Daily Xpress.

What are you up to now?

I’m in the final stages of finishing a new album. Would you work with Jay-Z again?

“Mundian To Bach Ke” took bhangra to another level. Another collaboration would be good. I have so many idols, from James Brown to the legends of Desi music such as Kuldip Manak. I would love to work with Dr Dre – he’s a phat producer and rapper.

Why has it taken so long for bhangra-inspired music to reach the masses?

In the past only small, independent-run labels distributed bhangra to shops in Indian areas. The mainstream didn’t recognise that bhangra would sell to a wider audience. How do you see the scene’s development so far?

New technology is so readily available that it’s easier to produce music now. It seems that Eastern beats have influenced everything. It definitely helped bhangra develop – so many people are aware that it exists now. More and more non-Asians are listening to it, and this is evident in the shows I do.

hai theatre’s funniest queer performance artist, Wannasak “Kuck” Sirilar, is back onstage following a month in the monkhood, and he has a new story to tell – with some twists, of course. “Apiniharn Ched Dao Luk Kai” (“Journey to the End”) has its base in the Isaan legend that the Seven Sisters of the Pleiades star cluster are the seven chicks of a hen sacrificed to feed a wandering monk. Rather than live as orphans, the chicks jumped into the cooking fire, and angels saw to it that they were reborn as the seven stars – klum dao luk kai. “I was wondering why all seven chicks made that decision. Wouldn’t they be better able to repay the farmer if they’d lived?”

T

he Sahaja Yoga Foundation of Thailand has Indian classical dancer Sandeep Bodhanker in town tonight. Based in Birmingham, England, the master of kuchipudi has garnered numerous awards and is the only Indian artist to have been honoured by Unesco nine times. Kuchipudi is a millennia-old dance-drama tradition named for the village of its origin. Using themes from Hindu scripture and mythology, it’s known for fast, rhythmic footwork, dynamic expression and graceful body movements and hand gestures. It was originally performed by troupes, but solo performances

began about a century ago. “All types of classical dance are essentially the same,” says Bodhanker, who started training at age three and was performing solo at nine. “Their main aim is in praising the divine, with the same basic components of rhythm and expression, just as all human beings have two eyes, one nose, one heart and the same rhythm of heartbeats.” As well as tonight’s show, “Rhythm of Life”, the young master will conduct workshops tomorrow and Sunday. They’ll include a brief historical background, stretching exercises derived from yoga, some steps, rhythmic patterns with singing, and hand gestures and the use of imagination.

The inspiration came from 28-year-old Rose Venkatesan who – not wanting to go through the trauma of studying in an allmale college where transgenders are routinely harassed – spent her adolescence immersed in books and eventually received a master’s degree in biomedical engineering from a US university. However, many transvestites think it should be called the “suffering room” because of the ordeal they have to undergo when using one. happy experiences before graduating. So, the government came up with a widely publicised “solution”: the “pink toilet”, “angel toilet” or even the “eunuch toilet”. This news was met with newspaper headlines and hordes of camera-toting Thai tourists. Imagine an “Amazing Thailand” campaign with katoey models showing off katoey toilets. Most Thais seem to believe that providing such space for the third gender represents an “evolved” society. However, it’s quite the opposite. Creating segregated toilets is a signal that the

only way people can coexist is by building more walls. This is not scratching where it itches. So before building these so-called “mercy toilets”, the Ministry of Education should try and encourage an open discussion and create opportunities for understanding and compassion among students. Unless our educational system can stop the discrimination against diverse gender identities, Thailand might as well establish a Katoey Special Administrative Zone or a Trans Island to send them all off to.

CREATING SEGREGATED TOILETS IS A SIGNAL THAT THE ONLY WAY PEOPLE CAN COEXIST IS BY BUILDING MORE WALLS.

For the first time in a single year, more than 1 million people around the world have gained certification in the world’s most popular English language test for immigration and higher education: the International English Language Testing System. Topping the results table were those whose first language was Tagalog – spoken in the Philippines – with an overall score of 6.571 across the four papers (listening, reading, writing and speaking). They were closely followed by speakers of Spanish, Malay, Hindi and Tamil, the last two being spoken widely in southern India and Sri Lanka. From a country perspective Germany topped the list. German students scored an average of 7.16, followed by Malaysia, the Philippines, Russia and Hong Kong. Thai candidates scored an average of 5.5 to 6, ranking 18th in the world. Results also showed that female candidates had the slight edge over their male counterparts with an overall score of 5.94 across the papers, compared with 5.74 for men.

anchester City presented their £19 million record signing, the Brazilian striker Jo, with a promise of more major signings to come and manager Mark Hughes declaring himself “very encouraged” about the chances of Ronaldinho joining the Thaksin Shinawatra revolution. Months of negotiations have led to City provisionally agreeing a fee with Barcelona for Ronaldinho but they are still fighting through the enormous complexities of trying to sign one of football’s authentic superstars and dealing with the resultant commercial baggage and sponsorship issues. The process has no foreseeable conclusion and, worryingly for City, Ronaldinho was quoted as saying that he would

A prolific goal machine The signing of Jo, the scorer of 30 goals in 53 appearances for CSKA Moscow, is another measure of Thaksin’s ambition and the negotiating skills of the club’s impressive new executive chairman, Garry Cook. Thailand boxing boss Thana Chaiprasit believes the country’s hopes of winning a gold medal at the Beijing Olympics rely on those who have been successful in previous editions. The amateur boxing team claimed one gold, one silver, and one bronze medal at the 2004 Games in Athens. “I’m optimistic that one of the boxers will bring home a gold medal. I believe that our female weightlifters will do a good job in Beijing, too, and should bring home a medal in these Games,” Thana added. Meanwhile, telecom service provider AIS announced that it will award every gold medallist Bt100,000. Silver and bronze winners will get Bt50,000 and Bt30,000 respectively. In addition, AIS is giving mobile telephones and SIM cards worth Bt1,500 to all medal winners and their coaches. AIS promises further incentives for athletes by handing them SIM cards as well as cards for officials and the local news media participating at Beijing. t the 2004 Athens Olympics, American swimmer Michael Phelps succeeded Aussie Ian Thorpe by becoming the most successful athlete of the Games, winning six gold and two bronze medals. Phelps had arrived in the openair arena in Athens with the aim of emulating Mark Spitz, who had won seven gold medals in 1972. However, his hopes of achieving such a feat, for which a sponsor had offered a reward of US$1 million, were dashed after the third event: Thorpe won the ‘Race of the Century’, beating Pieter van den Hoogenbrand and Phelps in the 200m freestyle final. Since the USA had only finished third in the 4x100m freestyle relay, Phelps managed to get his hands on six gold medals only.

No miracle for Pistorius in Milan race Double-amputee sprinter Oscar Pistorius slowed on the final straight in his first able-bodied race in nearly a year, finishing fourth and well outside the Olympic qualifying time. The South African finished with a time of 47.78 seconds in the 400 metre B race at the Milan Notturna meet. The time he needs to qualify for the Olympics is 45.55s. “I’m disappointed with my time. I’ve only had a month and a half to train, but I didn’t expect it to be this bad. I let myself down. I’ve got to be realistic. It’s starting to look impossible,” he said.
