he Cabinet has approved new regulations that will strip karaoke parlours of their business licences if they provide drinking or singing partners to customers. Deputy government spokesman Phumin Leetheeraprasert said the Cabinet also assigned the Office of the Council of State to adjust some of the wording before the regulations are implemented.

lowed to use the service from 2pm to 8pm from Monday to Friday and from 10am to 8pm during holidays and school breaks, while those aged 15 to 18 can play games until 10pm, Teera says. The Cabinet also agreed that an IT system to keep kids under 18 from playing computer games for more than three hours a day should be ready before a ministerial regulation amendment is proposed later, he added.

Other regulations approved concern film ratings. The minister said there were seven categories: educational films people are encouraged to see; films suitable for the general audience; films suitable for those over 13; films suitable for those over 15; films suitable for those

over 18; films restricted for persons under 20, and films banned from being screened in the Kingdom. Teera also said that the ministry has finished making the six rating symbols and would submit them to the National Committee on Film and Video in mid-August before they are implemented.

Movie-rating symbols The symbols are: “Sor” (from the Thai word song serm that means “promoted”) for educational films people are encouraged to see; “Thor” (from thua pai meaning “general”) for films suitable for the general audience; “Nor 13+” (Nor is from naenam meaning “advisory”) for films suitable for those over 13; “Nor 15+”; “Nor 18+”, and “Chor 20+” (Chor is from chapor that means “specific”) for films restricted for persons under 20. The two regulations should take effect in mid-August.

Thai students bagged one gold and five silver medals in the International Mathematical Olympiad (IMO) in Germany last week, ranking Thailand seventh among 104 countries. Gold medallist Suthee Ruengwiset, the oldest at 17, won one silver in the IMO competition held in Vietnam two years ago and another silver in last year’s event in Spain. He said mathematics could be made fun for students through the right teaching methods, and that he would pursue studies in advanced mathematics. Suthee is from Triam Udom Suksa School, like three other students who have won silvers – Thanart Khuruthat, Phongphak Phoomiwat and Suphanat Khamtue. Phakhawut Jiradilok is from Assumption Bang Rak School, and Nipun Pitimana-aree from Pathumwan Demonstration School. The 50th IMO was held in Bremen, Germany, from July 10 to 22. The top three countries ranked above Thailand are China, Japan and Russia. Nipun said students with good grades in mathematics had a tendency to be interested in chemistry and physics. Phakhawut attributed his success to frequently tackling math problems, while Thanart said his parents encouraged him to achieve success. Phongphak said he became good in mathematics because of his mother’s help in supplying exercise books throughout his childhood. Suphanat said his parents gave him freedom to choose his future. He wants to serve his country as a scientist or mathematician.

The Bangkok Metropolitan Administration will ask city residents whether they want the BMA or any other agency to construct the electric-train system between Morchit station and Saphan Mai. “We will pop the question to Skytrain passengers at various stations including Morchit,” Deputy Bangkok Governor Thirachon Manomaipiboon said yesterday. Thirachon dismissed a report that the BMA would conduct the survey because it was unhappy that the Office of Transport and Traffic Policy and Planning had planned to take charge of train systems on similar routes. Bangkok Governor MR Sukhumbhand Paribatra, meanwhile, said he would consult Transport Minister Sophon Saram about another duplicate route between the National Stadium and Yos Se soon.

Worker registration Fisheries operators can register their Cambodian, Lao and Burmese workers until September 30. The deadline has been extended from July 30. Following the registration, the workers will be allowed to stay in Thailand till February 28 next year. The Cabinet yesterday agreed to extend the registration deadline after a committee on the management of illegal alien workers pointed out that a large number of fishing trawlers had been out at sea, thus making it impossible for many aliens to get registered.

CNN: Doctor gave Jackson drug that killed him Report comes just days after police raid Conrad Murray’s Houston office A F P , Los Angeles

M

ichael Jackson’s doctor administered the powerful drug police believed killed the music superstar, reported CNN, quoting a source with knowledge of the investigation. Doctor Conrad Murray has become the focus of the probe into Jackson’s death amid reports that bottles of the potent anaesthetic propofol were found at the star’s mansion after his tragic June 25 demise. A report on CNN’s website

did not give further information, and a spokeswoman for Murray’s legal team refused to comment. Murray Ja c k s o n’s cause of death has been deferred pending the outcome of toxicology tests. Those test results could be released later this week. The report comes just days

after federal agents and detectives swooped without warning on Murray’s Houston office, revealing for the first time in a search warrant that Jackson’s death was being treated as possible manslaughter. Propofol is used in hospitals to induce unconsciousness in patients ahead of major surgery. Experts say there could be no reason for it to be in Jackson’s home. Murray’s lawyers said in a statement last week the doctor was keen to assist authorities in their investigation and was preparing for a third meeting with police.

In the immediate aftermath of Jackson’s death, friends of the singer’s family said the clan had “unanswered questions” regarding Murray. “They are suspicious of this doctor and they have real reason to be because any other doctor would say ‘Here’s what happened in the last hour of his life and I was there. I gave him some medicine’,” family friend and civil-rights activist Jesse Jackson said. “[Murray] owes it to the family and to the public to say, ‘These were the last hours of Michael’s life and here’s what happened’.”

Texting while driving increases the risk of a crash much more than previous studies have concluded, with motorists taking their eyes off the road longer than they do when talking or listening on their cellphones. The Virginia Tech Transportation Institute used cameras to continuously observe light vehicle drivers and truckers for more than 9.6 million kilometres. It found that when drivers of heavy trucks texted, their collision risk was 23 times greater than when not texting. Dialling a cellphone and using or reaching for an electronic device increased risk of collision about six times in cars and trucks. Right before a crash or near collision, drivers spent nearly five seconds looking at their devices, which was enough time at 88.5 kph to cover more than the length of a football field. – AP

Trapped in a toilet An Australian woman was stuck in her toilet for a week before a neighbour heard her cries for help. The 67-year-old Queensland woman was found on Sunday, seven days after she became trapped, the state community safety department said yesterday. A spokeswoman said the rescuers had trouble reaching the woman because she was so tightly wedged by the lavatory, with a foot stuck on either side. “She was very dehydrated but she was conscious.” Michael Hibberd, the neighbour who heard her cries for help, said it was a reminder for people to check up on the elderly. – AFP

The Ministry of Culture has issued a notice prohibiting such games, which have thrived on the Internet recently, said the People’s Daily, the Communist Party’s mouthpiece. The games “highlight the anti-social gangster behaviour of beating, killing, looting, raping and cheating, and they promote bloodshed and violence”, the ministry said in a statement. They must be banned because they “gravely threaten

Some companies have already started internal investigations and removed some games from their websites. Oak Pacific Interactive, which runs popular websites such as mop.com and kaixin.com, said it had scrapped several games including “Godfather” and “All Corners of the Country”, the latter featuring black-market deals, vendettas and street fights. China has the world’s largest online population, with 338 million Internet users, making the Communist Party nervous about the impact that cyberspace may have on them.

Cool elegance by the spoonful Frozen souffle is a little tricky to make, but delectably worth it

By Russ Parsons LOS ANGELES TIMES

I

ce cream is homey and simple, but a frozen souffle is sheer as chiffon and drop-dead elegant. There are two slightly different styles of frozen souffle, and both are relatively easy to make. One is light and airy with direct, clean flavours. It’s based on an “Italian meringue” – essential-

ly beaten egg whites cooked by slowly pouring in a very hot sugar syrup while the mixer is still running. The other is creamier, with a rich, egg flavour. It’s technically a Bavarian cream on a kind of custard – egg yolks cooked gently with sugar until they’re thick. Neither of these processes is for the kitchen newbie, but here

are recipes that come together easily and the results certainly outweigh the slightly higher degree of difficulty. Have the fruit cooked, strained and cooled, the egg whites at room temperature and the whipping cream chilled. Attach the collar to the souffle dish, and you’re ready to go. To make the custard base, whisk egg yolks and sugar in a mixing bowl propped over a bowl of simmering water. Cook them over gentle heat, so don’t let the bowl touch the water and lift the edge of the bowl from time to time to let some steam escape. You’ll know the mixture is ready when it is thick enough to coat the back of a spoon. Now fold the pureed fruit into the custard, fold the custard into the egg whites and fold the egg whites into the whipped cream. Fold gently, but mix thoroughly. Remember that egg whites and whipped cream are mainly masses of air bubbles that will make the souffle light and delicate if you keep them intact. Use a spatula to cut straight down into the centre of the mixture and then gently scoop and fold over the top. Gently pour the mixture into the souffle dish and freeze for at least four hours. Bring it out to warm slightly before serving. The Italian meringue souffle begins by bringing sugar, water and corn syrup to a boil. Cook it to “the soft-ball stage” – if you drop a little of the syrup into a glass of water it will form a soft, pliable ball. Once the mixture becomes clear, stop stirring. Brush the sides of the pan down with a little water if you see crystals forming. Meanwhile beat the egg whites to stiff peaks. Then, leaving the mixer running, slowly pour the syrup down the side of the mixing bowl. The egg whites will billow and swell enormously and turn snowy white. Keep beating another three to five minutes. Then fold in the fruit base and the whipped cream. Freeze. That’s it.

HAVE THE FRUIT COOKED, STRAINED AND COOLED,THE EGG WHITES AT ROOM TEMPERATURE AND THE WHIPPING CREAM CHILLED.ATTACH THE COLLAR TO THE SOUFFLE DISH, AND YOU’RE READY TO GO.

Prepare the souffle dish by folding waxed paper into thirds deep enough to hold the souffle, top. Wrap the waxed paper around the souffle dish and trim to the right length, centre. Secure the paper to the souffle dish using tape or a rubber band.

SPURS SEAL CROUCH DEAL Defoe looks to renew partnership after Portsmouth sell striker for 9m pounds T H E G U A R D I A N , London

J

AFP

Tottenham manager Harry Redknapp says Peter Crouch will give him more options.

ermain Defoe has welcomed the chance to renew his successful strike partnership with Peter Crouch after Tottenham concluded a 9 million pounds deal with Portsmouth for the 6ft 7in striker. Crouch’s arrival at White Hart Lane paves the way for the departure of Darren Bent, who looks set to sign for Sunderland. Bent yesterday boarded Tottenham’s flight to China for a pre-season tournament but disembarked after receiving a phone call. Crouch was not on the plane either, his transfer going through after the squad had departed, but he is expected to join his new team-mates in China, where Tottenham will play West Ham United today in the Asia Cup. He will be welcomed not least by Defoe, who formed a prolific pairing with him at Portsmouth before returning to Spurs in January. “If you bring someone like that into the club, it is only going to help,” Defoe said. “I have always said that Crouchy is a great player and is someone

who will score goals. I’ve played with him for a number of years and love playing with him. We’ve a lot of fantastic players at the club and I’m sure everyone will look forward to him coming in.” Defoe, who was wrongfully arrested yesterday and spent several hours in custody erroneously suspected of driving while disqualified, believes Crouch’s aerial threat offers a different dimension. “We play a bit differently away from home and bringing Crouchy will help us.” Tottenham sealed a deal for Crouch after a day of intense negotiations with Portsmouth. The fee Spurs will pay for Crouch is significantly less than the 12 million Portsmouth accepted this month from Sunderland. Tottenham, aware of Pompey’s precarious finances, had sought to drive down the price. Tottenham manager Harry Redknapp said: “He gives us a bit of a different option. He’s different to almost anyone else in the league in terms of his size and the way he plays the game.”

Obama makes strong pitch for World Cup

CHELSEA ABOVE ALL It took only a call from Abramovich to convince Terry to stay at the club THE GUARDIAN, London

ohn Terry has insisted he intends to see out the rest of his career with Chelsea, and even potentially return as manager in the future, after an exceptional telephone call from Roman Abramovich convinced him he should remain at the club despite Manchester City’s ambitious attempts to lure him to Eastlands. The England captain returned with his team-mates from their pre-season tour of the US yesterday and is now expected to open talks over an improved contract having pledged his future publicly to Chelsea. The 28-year-old has three years to run on his current contract, with his weekly wage likely to be increased from 135,000 pounds to nearer 150,000 when new terms are signed, and he has not ruled out the possibility of either coaching or managing the club once his playing days are over. “I’ve said before that’s a possibility, but I’ve still got a good few years ahead of me playingwise,” he said. “The managers seem to get under quite a bit of stress in the game, so I’ll let them manage and I’ll concentrate on my football for now.” Terry was first informed that City had lodged a 30-million-pound bid for his services

,,

England captain John Terry has publicly pledged his future to Chelsea with the prospects of a pay hike when new terms are signed. this month by the chief executive, Peter Kenyon, while on holiday with his family in Tenerife. Yet, offering an intriguing insight into Abramovich’s dealings at Chelsea, it was a call from the owner that effectively served to wreck City’s hopes. “I was very flattered by the fact that City wanted to sign me,” said Terry. “It’s the first time in my career someone has come in with an official bid for me. But, as a player, when you get a phone call from your own club saying that, no matter what money, they won’t sell you ... it’s unbelievable to just sit down there and listen to it from the owner. That’s the

kind of relationship you can’t buy. You can’t put a price on things like that when he’s saying: ‘Listen, you’re the heartbeat of the team. You’ve been here for many years and we want you to stay’. That’s all that matters.” Terry subsequently met Abramovich, first in Surrey and then in Los Angeles, to gain a better insight into the Russian’s vision for the future of the club. “I did sit down with Roman on a couple of occasions to go through everything,” said Terry. “It was clear from day one that they didn’t want to sell me and I’ve been at the club for 14 years and never wanted to leave.”

WHEN YOU GET A CALL FROM YOUR CLUB THAT NO MATTER WHAT MONEY,THEY WON’T SELL YOU...IT’S UNBELIEVABLE TO LISTEN TO IT FROM THE OWNER.

President Barack Obama on Monday said he hoped the international football association that organises the World Cup would “give strong consideration” to the US bid to host it in 2018 or 2022. The US president hosted Fifa chief Joseph Blatter at the White House as the United States seeks to host football’s biggest competition. Joseph Blatter told Obama that as Fifa president he has to stay “neutral” on the issue of bids – there are 11 contenders so far for the 2018 host country – though he added that Obama appealed to him “to make another move toward United States soccer”. According to Blatter, Obama said that being able to host the competition might boost the US profile of the sport, which is called soccer in the US and is much less popular than American football. Blatter, who brought Obama a gift of several footballs for his two daughters, who both play the sport at school, said that he encouraged the US president to attend either the opening or closing match at next year’s World Cup, which is being held in South Africa. The White House said Obama thanked Blatter for the invitation to attend and “hoped his schedule would allow him to do so”. Blatter said he even played a little football with the president, who is better known for his basketball skills than his football talent. But the Fifa chief said the US president managed to control the ball, kicking it twice with his feet and once with his head, adding that he was ‘impressed” AFP, Washington

Swimming legend fumes over records

RIVALS ON DETOUR Armstrong reacts on Twitter to Tour winner Contador’s scathing remarks A F P , Madrid

our de France winner Alberto Contador on Monday launched a stinging attack on team-mate Lance Armstrong, saying relations between the two were tense throughout the race. “My relationship with Lance is non-existent. Even if he is a great champion, I have never had admiration for him and I never will,” the Spaniard told a news conference in Madrid. Contador won the Tour on Sunday with a comfortable lead over his rivals. His Astana team-mate Armstrong, a seven-time Tour de France champion who came out of retirement for the 2009 event, came third. “It was a delicate situation, tense, the two riders who had most weight on the team did not have an easy relationship and that puts the rest of the technical staff and the riders in an uncomfortable position,” said the 26-year-old, who also won the Tour in 2007. But “we knew that if kept cool heads, there would be no big problem”. He compared their relationship to that of Formula One drivers Fernando Alonso and Lewis Hamilton during their contentious season at McLaren in 2007. He also described as an “enormous blunder” the playing of the Danish national an-

Hundreds of wellwishers greet Tour de France winner Alberto Contador as he rides through his home village in Pinto near Madrid on Monday. Contador won his second Tour on Sunday. them when the Spaniard stepped up to the podium on the Champs Elysees on Sunday. The animosity between Contador and Armstrong continues to smoulder after Armstrong used Twitter to warn Contador to “drop this drivel”. Armstrong was responding to his Astana team-mate’s comments during a press conference yesterday, at which the

Spaniard told reporters his relationship with Armstrong was “non-existent”. ‘Even if he is a great champion,” said Contador, “I have never had admiration for him and I never will. “It was a delicate situation, tense, the two riders who had most weight on the team did not have an easy relationship and that puts the rest of the technical staff and the riders in an uncomfortable position,’

said the 26-year-old, who also won the Tour in 2007. Yesterday Armstrong responded via his Twitter account. “Seeing these comments from AC. If I were him I’d drop this drivel and start thanking his team. w/o them, he doesn’t win.” He added: “A champion is also measured on how much he respects his team-mates and opponents. You can win a race on your own, not a grand tour.”

Australian swimming legend Grant Hackett has branded the sport's governing body an “absolute disgrace” after its decision to allow bodysuits at the World Championships triggered a glut of new records. Hackett called for Fina's leadership to be sacked after seeing fellow Australian Ian Thorpe’s seven-year 400m freestyle world mark erased by supersuit-wearing Paul Biedermann. “I hate saying this because I sound like a bad sport, but that world record would not have gone without that suit,” Hackett said, according to The Australian yesterday. Hackett's 800m and 1,500m freestyle times are the last pre-bodysuit world records still standing after 11 marks fell in just two days at Rome, the newspaper said. “What Fina’s top officials have done to the sport, what they have allowed to happen, is an absolute disgrace,” Hackett said. “New leadership is needed to look after the sport. I’m furious at Fina. I don’t know who’s running the show at the moment but they’ve shown an absolute lack of leadership that has undermined and compromised the sport.” Fina has announced a ban on the polyurethane-based swim suits which does not take effect until next year. Massa responding to questions A P , Budapest

Luca Di Montezemolo, Italian businessman and chairman of Ferrari and Fiat, returns to his car from the Honved Hospital, Budapest, where Formula One driver Felipe Massa is being treated.

Formula One driver Felipe Massa was awake and talking to family members on Monday, making significant improvement after his high-speed crash two days earlier. Lajos Zsiros, the chief surgeon at AEK hospital, said Massa is now breathing unassisted and moving his limbs. In addition, a drain from his skull wound has been removed. The 28-year-old Brazilian is groggy but able to answer

questions. Zsiros says further improvement can be expected. “[Massa is] sleepy but he gives adequate answers to questions we ask him and he gives spontaneous answers to questions we ask him,” Zsiros said. “Further improvement of his condition can be expected.” Zsiros said Massa didn’t have a fever and remained in stable condition in the military AEK hospital’s intensive care unit. Massa crashed into a protec-

tive tyre barrier at 190 kilometres per hour (120 mph) on Saturday during qualifying at the Hungarian Grand Prix and was near death for two days. Raffaela, Massa's wife who is six months pregnant with their first child, doesn't think he will have any long-term physical injuries and hopes he can return to racing. “He is doing good,” she told Brazil's Globo TV. “Soon he will be giving joy to all in his little red car on the speedway.”
