Council Meeting Highlights - April 9, 2019

Submitted by Village of Chase Thanks again to those who attended the meeting on April 16, 2019, to consider April 9, 2019 Council meeting. further readings of the Financial Plan Council held a public hearing regarding Bylaw and consider first, second and the proposed zoning amendment of lands third readings of the 2019 Tax Rates located on MacPherson Street and Hillside Bylaw. That meeting was scheduled for Avenue. The proponent wishes to change 4 p.m. on Tuesday, April 16, 2019. (Notes the zoning from R-1 to R-3 in order that he from that meeting at end of this article)

can develop the lands to allow for a multifamily residential development project. One written submission was received regarding the proposed rezoning. Council adopted an amendment to the Building Regulations which incorporates provisions due to changes in the BC Building Code and includes an increase to building permit fees. Council discussed the Expense Reimbursement policy and what mechanism should be utilized to obtain approval for either the Mayor or a Councillor to attend Village related meetings or events if pre-approval by Council as a whole cannot be obtained due to timing constraints. Council passed a resolution to include in the policy that if the Mayor needs to attend a meeting and cannot obtain Council approval at a Council meeting, he or she must liaise with two Councillors to obtain their support, and if a Councillor needs to attend a meeting and cannot obtain Council approval at a Council meeting, he or she must liaise with the Mayor to obtain his or her support. Council gave first and second readings to the 2019-2023 Financial Plan Bylaw. They also received a report from the Chief Financial Officer regarding proposed tax rates for 2019, and passed a resolution that the tax rates in 2019 remain at the same levels as they were in 2018. Council approved holding a special budget

Council discussed the Sanitary Sewer Regulations as there are several properties in Chase who are eligible to hook into the sewer system. Council’s bylaw requires that anyone who has a sewer main adjacent to their property must hook into the system within 18 months of the availability to do so. Council discussed their concerns regarding financial hardship for some homeowners and referred the issue back to Administration for further information. Council considered signage at both water access points to Little Shuswap Lake, one being off Hysop Road between 724 and 802 and the other being between 1016 and 1026 Arbutus Place. In 2018, Council passed a resolution to place signage at both locations that stated ‘No Overnight Camping’ – after some queries and concerns posed to Council and Administration, Council passed a resolution at their April 9, 2019 meeting to have Parks Bylaw regulations apply to both the Hysop and Arbutus water access points, that they be closed 11:00 p.m. to 6:00 a.m. Council discussed the costs associated with live-streaming Council meetings – discussions have taken place on a number of occasions as to how to promote more access to Council meetings. Quotes were obtained from 3 different video/audio streaming services and the costs would be approximately $7000/ year. Council passed a resolution not to proceed with the project. Cont'd on pg 4..

Council Meeting Highlights

Council received a letter from MP Mel Arnold requesting input into upcoming parliamentary study on Fisheries and Ocean’s national aquatic invasive species program. Council referred the item back to Administration to draft a brief that will be reviewed by Council and then forwarded to the House of Commons Standing Committee on Fisheries and Oceans. The meeting wrapped up at 5:24 p.m.

Pin Chatter - News from the Bowling Alley

Helen bowled exceptional, placing first out of all the competitors and earning herself a spot in the Master Bowlers National Championships in Gatineau, Quebec this Summer! We have another 3 teams, and a single headed to Surrey for a Provincial Championship at the end of April, and if they bowl well enough, they could be off to a National Championship as well! I can’t express how proud we are as proprietors that all of these people will be representing Village Lanes, Chase, and British Columbia at the highest level of bowling. Best of luck to ALL bowlers! In local tournament news, we held our Annual High Rollers tournaments this past Saturday.

A big congratulations to Lois Malberg who was the High Roller of the year in the Club 55 division! Darcy Munday was the High Roller of the year in the Mixed League division, just edging out Lyle Coates by seven pins. Nice bowling guys! The 2019 Bowler of the Year tournament was held on Sunday, and this year’s Bowler of the Year is Derek Vigue from our Monday night league! Derek averaged a whopping 280 in Sunday’s tournament to win the title! Way to go Derek! We are happy to say that Spring Leagues are almost all filled up. We do have space for a few singles here and there – so if you’re interested, make sure you swing by the lanes! Cheers everyone!

We all wear our vivid yellow shirts and/or blue vests and/or yellow jackets emblazoned with the Citizens Patrol Network Logo or the RCMP Logo. We all wear photo ID with the RCMP Logo, a commander’s signature, and an ID badge number. We also carry information cards which we are happy to give to anyone we meet which will refer you to our supervising RCMP officer should you have any questions or complaints. We encourage more residents of Chase to become involved in the Citizens Patrol Program. Membership is open to anyone over the age of 19 who successfully completes a standard Criminal Records Check. Application forms may be picked up at the RCMP detachment, the Chase Chamber of Commerce Office (Visitors’ Centre) or the Village of Chase.
