Mayor Rod Crowe had a hard time judging them all. We served up 275 hotdogs and the Village served up cake for dessert. Good food, good times were had by all. Planning for bigger and better next year. Thank you to all the wonderful volunteers.

Village of Chase Council Meeting Highlights - April 23, 2019 submitted by Village of Chase

Council’s meeting April 23, 2019 started at 7:00 p.m. and saw approximately 40 people out to attend the meeting. Many of those in attendance were supporting the speakers in relation to the Turtle Valley Biosolids issue, and others attended to hear about the Active Transportation Plan and the Village’s 2018 Financial Statements. Council heard from Blaine Wiggins, Manager, First Responder Program and Indigenous Health Strategy and Transformation, BC Emergency Health Services regarding the First Responder Program. Mr. Wiggins stated that there have been discussions between him and the Village’s Fire Chief regarding the program, that entering into an agreement to provide First Responder services does not mean Provincial downloading but rather a partnership to support better health care for all our citizens. Equipment and training would be provided wherever possible and an agreement is not legally binding and could be cancelled if the terms are not working for the municipality. There are approximately 400 agencies across the Province of BC that provide First Responder services including Fire Departments, Search and Rescue Societies and Road Rescue Societies. First Responders means that a fire department or other agency/society that has signed on to be a First Responder can respond to ambulance calls if an ambulance is not available, and there are varying levels of call types to which a First Responder agency can agree to respond. Issues such as liability responsibilities, paying for call-outs and area in which calls would be included in such an agreement were discussed. Connie Seaward, spokesperson for the residents of Turtle Valley, spoke to

Council regarding their community’s concerns about the spreading of Class “B” biosolids from the City of Kamloops sewer treatment facility onto agricultural lands in Turtle Valley, specifically on lands that will eventually allow for the grazing of meat bison. She referred to the biosolids being spread close to various water sources in the area which all empty into the Little Shuswap River, concerns about who would be responsible to fix something that went wrong with the spreading of the material, the fact that there are multiple land identifications in one Land Application Plan, that no contingency plan exists if the local water becomes contaminated, the required consultation process was not undertaken properly with the local residents, and this particular type of biosolid material should not be placed on any agricultural lands in British Columbia. Other concerns that were raised included the poor condition of the roads in and out of the Turtle Valley area, and the significant slope of the land on which the biosolids are proposed to be placed. Council then heard from Brent Ashby, CPA, CA, CBV, Partner, KPMG LLP, regarding the Village’s 2018 Financial Statements. He provided an overview of various areas of the statements including the confirmation that the Village’s management maintains a system of internal controls designed to provide reasonable assurance that assets are safeguarded, transactions are properly authorized and recorded in compliance with legislative and regulatory requirements, and reliable financial information is available on a timely basis for preparation of the financial statements. Council Meeting Highlights He highlighted the fact that the Village’s financial assets are significantly higher in 2018 versus 2017, and the financial liabilities are lower. Council provided reports of their activities on behalf of the Village since the last Council meeting. Council passed a resolution to send a letter of congratulations to the new Citizens on Patrol executive, and to express Council’s sentiment that it looks forward to working positively with COP. Council passed a resolution to adopt the 2018 Financial Statements. Council adopted the 20192023 Financial Plan Bylaw. Council adopted the 2019 Tax Rates Bylaw. Council heard from Tony Adshead, Chair of the Village’s Active Transportation Committee. Mr. Adshead presented the final version of the Village’s Active Transportation Plan, explaining how it is a guide for the improvement and development of walking, biking and hiking pathways in the Village of Chase. Council approved the brief prepared by Administration to be sent to the House of Commons Standing Committee of Fisheries and Oceans regarding the study of Department of Fisheries and Oceans’ National Aquatic Invasive Species (AIS) program which will be sent to the committee by April 26, 2019. Council considered a report from Administration regarding a previous request from the Chase Hamper Society for free use of the Community Hall for

preparation of 2018 Christmas Hampers and the operation of the Toy Shop. Council approved a grant-in-aid of $2,280 to cover the costs associated with the rental room for the Toy Shop. Council accepted the application for a Zoning amendment at 609 3rd Avenue and read the proposed Zoning Amendment bylaw a first and second time, and referred the bylaw to a public hearing. Council gave first and second readings to Subdivision and Development Bylaw No. 8702019, and Servicing Standards Manual and referred both the bylaw and the manual to local development community consultation. Council approved the road closure on Shuswap Avenue between Willson Street and the Royal Canadian Legion on May 10, 2019 from 7-8 p.m. for a short parade to commemorate Vimy Ridge. Council was also invited to attend the event. Council approved a grantin-aid of $250 to the Working Together Pow-Wow society for their Pow-Wow June 28, 29 and 30, 2019 at the Neskonlith Powwow Grounds. Council received a letter from Cheryl Gallant, MP Renfrew-Nipissing-Pembroke regarding changes to the Fisheries Act. Questions from the gallery included a query about a back yard burn permit, a comment about the Community Hall Rates for not-for-profit groups being reasonable, and a suggestion that all traffic speeds in Chase be reduced to 30 km/hr. The meeting concluded at 8:34 p.m. The next regular meeting will be held on Tuesday, May 14, 2019 starting at 4:00 p.m.

Mayor, Council and representatives from the Chase RCMP, Chase Fire Department and BC Ambulance Service-Chase supporting the challenge. Honour House Society launched the Honour Toque Challenge on February 1, 2018 to raise awareness to the services that Honour House provides for people in uniform and their families during times of illness and injury. Honour House is an independent registered charity that provides a temporary home for serving and retired military personnel, police officers, firefighters, paramedics and other law enforcement agencies and their immediate family members while they are

receiving medical treatment in the Metro Vancouver area. In addition, the Society provides a location south of Ashcroft that helps serving and retired uniformed personnel and their families to learn healthy strategies for coping with operational stress injuries such as post traumatic stress disorder. The Honour House Toque Challenge is a major fundraising effort for this society to ensure it can continue providing the services to those who need it. #honourtoquechallenge

Roasted Broccoli Ingredients: • 1 bunch broccoli (about 1 1/2 pounds), cut into florets, stems peeled and sliced or diced • 2 tablespoons extra-virgin olive oil • 3 cloves garlic, sliced • Kosher salt and freshly ground pepper

Directions: Preheat oven to 450 degrees F. Toss the broccoli florets with the olive oil, garlic, salt, and pepper on a baking sheet. Spread them out and then roast, without stirring, until the edges are crispy and the stems are crisp tender, about 20 minutes. Serve warm.

TRAFFIC On April 1st, 2019 the Chase RCMP Detachment received a report of an erratic driver west bound on the Trans Canada Highway leaving Chase toward Kamloops. Patrols were made for the vehicle reported to be a white truck with no rear licence plate. A short while later a vehicle matching that reported passed an unmarked police vehicle travelling in excess of 130 kms/hr. Police stopped the vehicle and found the driver, a 43-yearold Kamloops area man, was driving while prohibited. The man was issued an Appearance Notice to appear in Court for Driving while Prohibited and issued Violation Tickets for driving without vehicle insurance and speeding. On April 5th, 2019 at approximately 1:00 pm, the Chase RCMP Detachment received a report of near miss between a train and a vehicle. A vehicle travelling southbound on Aylmer Street in Chase, BC, was observed driving through the rail crossing while the lights were activated. The driver was later located by police. After taking responsibility for his dangerous decision that day he was issued a warning for failing to stop at railway crossing, which could be a $109.00 fine. On the evening of April 22nd, 2019, Chase RCMP Detachment members were on patrol when they observed a black Dodge Ram truck squealing its tires as it conducted a U-turn at the intersection on Shuswap Avenue. Police conducted a traffic stop with the vehicle. The driver, a 32-year-old man from Alberta, was issued a demand for a sample of his breath to determine if he was impaired by alcohol. The man refused to provide a sample and was arrested for Failing to Provide a Breath Sample. He was released on a Promise to Appear in Court. PROPERTY The Chase RCMP Detachment is investigating five incidents of Break Enter and Theft occurring at the Pritchard Transfer Station during the month of April. Suspects entered the property during the night and stole various items

from within. On April 12th, 2019 at 4:30am, the Chase RCMP Detachment responded to a report of a vehicle in the ditch of the Trans Canada Highway near Squilax Anglemont Road. Police attended and located a 1999 Mitsubishi Eclipse had left the road and struck a tree. The occupants had left the scene. Police found that the vehicle had been stolen from a business in Chase earlier that night The Chase RCMP Detachment received a report of a theft from vehicle occurring between 4:00pm and 5:00pm on April 23rd, 2019 at the Sorrento Blind Bay Park. Suspects damaged a door entering the vehicle to steal a purse from within. The purse is described as a large black and tan in colour with shoulder straps. Anyone with any information regarding these investigations, or any other crime, is asked to contact the Chase Detachment at (250) 679-3221 or Crime Stoppers at 1-800-222-8477. OTHER On April 10th, 2019 the Chase RCMP Detachment received a report from a homeowner in Lee Creek, BC, that they had located a large amount of explosive detonating cord. The cord was secured on the property until the arrival of the RCMP ‘E’ Division Explosives Disposal Unit. The Disposal Unit properly disposed of the detonating cord. On April 13th, 2019 at 12:30 pm, the Chase RCMP Detachment received a report of two males brandishing firearms in a vehicle parked at the Art Holding Memorial Arena, Chase, BC. Police responded to find two youths had just purchased cap guns and were eager to try them. On April 17th, 2019 the Chase RCMP Detachment received a report that a male, driving a vehicle in the Pine Street area of Chase BC, pointed a firearm at another male before driving away. Police responded immediately, making efforts to locate the suspect but he was not found. Police continue to investigate this occurrence.
