Roots & Blues: Fun for Everyone The 25th anniversary Salmon Arm ROOTS AND BLUES Festival lineup set for Aug 17 – Aug 20, 2017, is proving to be one of the most anticipated; from the sounds of Ricky Skaggs to the beats of our House Band and from the great vibes by artists like the Alex Cuba to the sweet stylings of groups like Five Alarm Funk. No matter the age the whole family will be grooving to this summer soundtrack. Music festivals might not be the first thing parents think of when planning a family activity but this annual event is geared at music-lovers of all ages. From sandboxes t o practicing the drums the littlest members of the family will have a blast while parents take in the sights and sounds of an all-star roots and blues lineup. The Festival features the Family Fun Zone packed full of activities to keep everyone in the family happy. Sleepless Nights 3:00pm Sleepless Nights have been together for 6 years now, and they love to play bluegrass, classic country, and a bit of old classic rock. With band members Doug, Amanda, John, and Dan they’re some of the greatest bluegrass musicians in BC.

Kamloops Rivertown Players 4:00pm and 5:30pm in the Interior Savings Little Kernels Zone The Rivertown Players are a troupe of post-secondary theatre students who, under the mentorship of a local theatre professional, create full-scale productions from scratch every summer. This is their second time in Chase this summer as they delighted crowds in at Music on the Lake earlier in July.

DJ Brownie Girl 9:00pm Kristi has always had a passion for music at a very young age. After moving into the Soul Eclipse party house with 4 other DJ’s, she quickly learned the tricks of the trade. COUNCIL HIGHLIGHTS – AUGUST 8, 2017 Submitted by Joni Heinrich, Village of Chase CAO

A full gallery of 12 people were in attendance for the August 8, 2017 Council meeting. As Mayor Berrigan was absent, Councilor David Lepsoe chaired the meeting as Acting Mayor. Council agreed to hear from a delegation regarding the 2017 Wild Salmon Caravan – a letter from Councilor Greg Witzky of the Adams Lake Indian Band was read out to Council by Patricia White, a member of the organizing committee. The plan is to have a parade in Chase on October 12, 2017 and host a community salmon BBQ in Memorial Park to raise awareness of the importance of salmon to food security, and to the environment and to raise awareness of the decline of the salmon stocks due to overfishing, climate change and human development. Council was requested to consider providing a $1000 donation to the group to help with the costs of their events. Council discussed the request and deferred the matter to a separate special council meeting, asking Administration to obtain additional information from the organizing committee. A development variance permit to vary the height of an accessory building at 939 First Avenue was approved. A memorandum was received regarding Nuance Dance – previously they had asked for the not-for-profit rate for their weekly rental of the community hall for their dance and ballet lessons – Council has requested additional information which was supplied, however the organizer of the classes has decided to rent space elsewhere in Chase. Council received an application for a zoning amendment at 426 Pine Street – the applicant wishes to be permitted to have a secondary suite and possibly a vacation rental. As was explained by Administration during the meeting, these are two very different uses. The draft bylaw that provides for a zoning change to allow for a secondary suite was given first and second reading and referred to a public hearing. The Splatsin Indian Band requested a contribution to the 35th Annual Secwepemc Gathering – Council

received the request as information. While invited every year, the Mayor nor any members of Council are able to attend the City of Armstrong’s Interior Provincial Exhibition and Stampede this year. The Thompson Nicola Regional District is celebrating its 50th anniversary and is creating a time capsule. Ideas for the capsule from Chase include an edition of the Sunflower with a picture of Mayor, Council and staff on the front, pins and other Chase related mementos. A report was received from the Director of Financial Services regarding proposed 2018 permissive tax exemptions for various service and religious organizations. Council passed a resolution to proceed with the same permissive tax exemptions as had been granted in 2017. A bylaw will be prepared and brought to Council to provide for these exemptions. A notice of intent was received by Deepwater Growth Enterprises Ltd. indicating an intention to become a licensed producer of medical cannabis at 650 SquilaxTurtle Valley Road. Mayor Berrigan will be available to address those in attendance at the upcoming CornStock Festival and will also be the judge for the inaugural A-MAIZE-ing cook-off challenge. A request was put forward for a street to be named in one of the new proposed residential developments along Aylmer Road to honour the family of Claude Carlin. Administration will contact the developer to ask that they consider the request. Continued on page 7....

Council Meeting Highlights

It was released to the public that Jack Blair has been hired as a consultant for the Village of Chase Fire Rescue department with the title of Interim Director of Fire Operations. Mr. Blair has 30 years’ experience in fire operations and management has been retained to provide guidance and support to the Chase Fire

department while they complete their exterior operations training, review their procedures and ensure they have the necessary equipment and apparatus to continue providing fire suppression services to the Village of Chase and outlying areas with whom the Village has contracts for service.

Hazel Slape has been a shining star in the community of Chase. For over 20 years she has provided support, direction and friendship to Chase moms. Her playgroup has given so many of us an outlet, a social connection we otherwise would not know. Hazel retired in late July and we will all miss her terribly- we take this opportunity to attempt to convey all she has given us... As moms- young, old, new or seasonedfinding other women you can truly connect with is near impossible. Hazel gave us a safe and comfortable place to meet, talk and find ourselves free from judgments and cliques. She always i nt ro du c e d to each other, made us feel special. Hazel made you feel like ever ything you had to say was vital to her. She remembered everything you ever told her. She followed up with you if you had problems or concerns- no matter what they were. She made sure all of us "girls" felt like a little family. Being a mom is the hardest job in the world and Hazel always reassured us that we could do it. I am sure I speak for all of us when I say... Friday morning playgroup was a highlight of our week. Hazel's welcoming

smile, kind words, expert advice and delicious snacks were just what we all needed after a tough week of mom'ing! Hazel helped to shape many generations of children: mothers with babies who now have babies of their own... the lessons, wisdom and kindness she bestowed will continue to be passed on. We sincerely hope she knows what a true blessing she has been in this community. As we go forward without Hazel at the, we will continue to be a community of moms who support and care for each other- the way she taught us to, the way she would want us to be. Hazel has left a very personal and individual on mark each of us and we are better all mothers and women for it. Thank Ms. you for Hazel, your many years of selfless service and friendship to all of us. You have touched each of us in countless ways. You are irreplaceable and will be tremendously missed. Beyond being the School-yard Bully I am concerned about an ongoing incident which involves a local business manager and a small group of selfstyled ‘guardians’ of our democratic process. The incident appears to hinge on belief that this individual is in a conflict of interest situation. The ‘guardians’ objective appears to be to remove this person from their present employment and their position in our civic government. The methods employed have been a smear campaign via social media, telephone calls to the employer(s), efforts to photograph the individual and workplace from parked vehicles and other conduct of a general offensive and humiliating nature. These are acts of stalking or harassment and are designed to cause as much discomfort or disruption as possible. This is not appropriate behavior under any circumstances, however what makes the incidents more distasteful the person being targeted is one of our duly elected member of Council. The ‘guardian’s group or supporters apparently have never bothered to determine if this is legitimately a conflict situation but based on their own interpretation have undertaken this remedy, which in itself is offensive not only on a moral level but in a legal context as well. I am by no means an expert on municipal affairs, but I have attended a significant number of Council meetings. I have witnessed this Councillor dutifully recuse themselves from any issues (I am aware of) related to their employment as is their duty to do so. This information is readily available to any interested person by a simple request of the Village Administration. If there were some basis for this perception of conflict, the logical appropriate action should be to refer the concern to the Village Administration

for some remedy. It happens that this group of individuals however have enjoyed very limited exposure to regular Council meetings. We have some fairly high expectation of our Mayor and Council. They participate in regular and in-camera meetings, liaise with groups, conduct research on issues, spend time at the Village office, meet with lobbyists, volunteer in the community, hold workshops, town-hall and inter-municipal meetings and handle impromptu or special requests often on their own time. The princely stipend we pay them elevates their financial status to somewhere well below poverty level so if they aren’t independently wealthy they are still working class people themselves. We elect them to do a job, and I believe this Councillor has done exactly what is required and much more through voluntary efforts on behalf of the Community. A fair minded person would understand that fact, so if we are interested in the principles of good government and good citizenship and the moral welfare of our community I believe we cannot afford to overlook this vigilante type behavior. The Criminal Code of Canada Sec 264(2) defines the conduct of criminal harassment as including: following, communicating, and/or besetting or watching the dwelling-house or place where another person resides, works, carries on a business or happens to be. In my opinion acts of this nature and attacks through social media under the guise of ‘freedom of speech’ are cowardly and certainly below the standards and dignity of most of our citizens. Hey Everyone! Hope you’re all having a great week and that you aren’t too bothered by this nasty smoke that is lurking around our beautiful little Village! It’s been a busy week for Kelly and I as we try to get organized for our reopening! Leagues are filling up FAST this year! Which is excellent! Having said that, if you’re interested in joining us for a day or night out once a week, we will make room for you! One thing that I would like to mention is our brand new “Snowbird League” this season! This league is specifically geared towards people that travel in the Winter and can’t commit to bowling a full Fall/Winter season! The league will

start next Friday (August 18th) and will finish September 29th! So only a month and a bit of bowling! But it will allow you get enough games in to establish an average and to meet some great people! If you’re a Winter traveller, call me and we will get you all signed up! Give it a try! You never know, you might just love it! Upcoming Musician Bio: brad Saunders submitted by Chase and District Festival Society

From his blue collar roots working at the age of 8 years old in a fish plant in Newfoundland, to roughing it on the oil rigs, the experience live by Brad Saunders are the scenes and life stories from which his music is derived. Once you’ve exp er ience d the unique sound and style that he brings to the table m u s i c a l l y, it is immediately apparent that he was born to be a musician. He proudly credits his father for passing on music to him at a young age. In face, some of Brand’s earlier memories are of his father strumming his guitar to put Brand and his brothers to sleep at night. In this act, the stage was set early on and would become the foundation of Brad’s musical pursuits. Over the last year, Brad has spent a lot of his time working in Nashville working with some of the town’s most reputable songwriters. Brad is currently in development with Jeff

Ojeda of Chief Music Management, Florida Georgia Line, Chris Lane, Dallas Smith. Brad has also sparked the interest of award-winning producer Jeff johnson (Wes Mach, Madeline Merlo, Dallas Smith). They are currently working on Brad’s f u t u r e album. Not only does Brad connect w i t h country m u s i c l o v e r s , he uses his music to raise money and awareness for a variety of charitable causes. Much of his time and the proceeds from his music career go directly to helping those in need, and supporting the charitable organizations with which he is associated.
