Roots and Blues: Something for Everyone by Kelsey Snelgrove
I took in two days of the 27th annual Roots and Blues festival in Salmon Arm over the weekend with my kids, and a friend and her kids, to test how familyfriendly the event really was. Off the top, kids under the age of 12 receive free admission, which is great. The bouncy castles and climbing wall in the "Family Fun Zone" were a huge hit with the kids, as were sand pits spread throughout the fairgrounds. I took the opportunity to let my baby crawl around too and he chowed down on as much sand as his little hands could cram in his mouth. The battle to drag the kids away from the youth activities and sit through comparability boring (from their perspectives) live music proved to be a challenge. Surrounded by world class music but stuck near the bouncy castle, we explained to the kids that attending a festival with a group means making compromises so everybody can have fun. We managed to dance along to the music of Garifuna Collective, a world group from

lives, donated and dedicated so much of her abilities, her time and her love of community to so many and for so many years; and then don’t forget the Food she always seemed to have. Smiles and tears, laughs and memories punctuated the short Celebration of Life Service and the refreshments, finger foods and snacks, prepared by the Legion Ladies Auxiliary, ensured everyone shared a story, reminisced and watched the family slide show of Bea, with a few more chuckles. Although Chase has lost Bea, her legacy, her work ethic, her example and generous personality lives on in the many Community Service Clubs. The special bond that Bea and her husband Bob had with the Chase Legion Br. #107 and The Chase Legion Ladies Auxiliary will be missed, especially the Colour Party. For decades this one woman has played such a large important role in providing Community Service in our Village of Chase. Village of Chase Council Meeting Highlights - August 20, 2019 Our meeting was attended by 8 members of the public. Councillor Maki was absent. Public Hearing – 130 Aylmer Road After call to order and adoption of previous meeting minutes, Council held a public hearing for the proposed change to the Official Community Plan for a piece of property at 130 Aylmer Road. The proponent wishes to change the community plan designation of a portion of the lands to ultimately extend the light industrial usage through a proposed zoning change. Adjacent property owners were in the gallery to speak to the change, noting that if the zoning is ultimately changed to allow for more industrial activities, these activities will affect their quality of life as the property is very close to their home and they have small children. The Corporate Officer explained that while the Official Community Plan designation could change Council would still hold the Kristen R. Official Community Plan Bylaw – 130 Aylmer Road Council gave third reading and adopted the Official Community Plan Amendment Bylaw that was the subject of the public hearing earlier in the meeting – the change the designation of usage for a portion of 130 Aylmer Road from ‘General Residential’ to ‘Combined Light Industrial/Service Commercial’.
• Bev Iglesias asked if a $60,000 cost for an Official Community Plan includes the Village’s staff time and advertising costs. The Corporate Officer responded that Administration’s wages are not included as they are already allocated in the annual budget as are printing and advertising costs. • Ms. Iglesias stated that the current Official Community Plan appears to cover all that the Village needs, that projections for population in the current document are very inaccurate, and asked why the Village needs to event update/rewrite the Official Community Plan.

• Ms. Iglesias stated that she had done a significant amount of research regarding fire trucks and wants to know who would be writing the proposal to procure a new truck. She added that Mr. Jack Blair who worked with the Fire Department for a time did a good job and the Village should consider hiring Mr. Blair as a consultant for the procurement of a new Fire Truck. • The Chief Financial Officer stated that a consultant will be engaged to help procure a new fire

Letter regarding Future Use of Property at 950 Hysop Road Council received a letter from Janelle Iglesias suggesting that the property located at 950 Hysop Road, should be used for community greenspace. Delegation of Street Closures for Events/ Parades Council gave first three readings to Streets and Parking Bylaw Amendment 875 to delegate street closures to Administration if the closures had been previously granted by Council. Dog Park Council passed a resolution to include a dog park in the 2020 Budget discussions. Official Community Plan RevisionRecommendation to Award Contract Discussion was held and a number of issues were raised: • The cost of revising the Official Community Plan seems excessive and the necessity of this exercise was questioned • Could the process not be done in-house, our Corporate Officer already knows what is missing from the existing plan • While the existing plan contains inaccurate information and does not include a number of provisions that are requirements of the Local Government Act, there is so little land available for development in Chase so it seems a waste of time and money to revise the current plan Continued on next page...

Housing Needs Report Council passed a resolution for Administration to apply for a grant to conduct a housing needs assessment in Chase.
Rainbow Crosswalk – this item was deferred to the next Council meeting.
Zoning Variance Application – 316 MacPherson Street Council passed a resolution to accept the application and that Administration completes the referral process. Meal Allowances and Mileage Council passed a resolution to amend the existing rates for meal allowances while at conferences and meetings to remove the ‘two tier’ system of meal costs in larger versus smaller communities, and just have a reimbursement cost of $15 for breakfast, $18 for lunch and $40 for dinner. Council also resolved to tie the mileage reimbursement amount to the CRA mileage rates. Fire Truck Purchasing Options Council passed a resolution authorizing the purchase of a new firetruck for the Village for an amount not to exceed $450,000, with up to $250,000 being borrowed through Municipal Finance Authority and the remaining funds to a maximum of $200,000 coming from general surplus/ reserves.

Shuswap Trail Alliance – Support for Grant Application Council ratified a letter of support to the Shuswap Trail Alliance for a funding application under BC’s Rural Dividend Program.

Obituary Valery Reid 1943 - 2019 It is with great sadness we announce the passing of Valery Reid (Carate, Spafford), beloved mother, Nana, cousin and friend. She passed peacefully in her sleep on August 3rd with her daughters by her side. She was 76. Val was born on May 11, 1943, in Winnipeg, Manitoba. She left Winnipeg very young with her foster parents, Mildred and Bruce Spafford, settling in Prince Rupert.. On March 28, 1962, she married Terrence Morley Reid. They raised three daughters, Marjorie, Robin, and Teresa. Val was an avid gardener her whole life. She loved animals, and always had a cat or two (or three) around. She was an active member of the Royal Canadian Legion for most of her adult life. A Celebration of Life will be held for Val on Saturday, September 7th at 4pm in the Chase Legion, downstairs. All are welcome to attend. In lieu of flowers, we would appreciate your support of Pawprints Animal Rescue Foundation of Chase - a memorial fundraiser was created in Val’s name after this generous pet rescue took in her longtime feline friend, Tabitha, after her passing.

Page 9 • August 23rd, 2019 • Chase Sunflower Obituary Alan John McKenzie Pineo November 8, 1944 – August 16, 2019 It is with great sadness that we announce the passing of Alan John McKenzie Pineo on August 16, 2019. Alan passed away at home surrounded by his family and dear friends at the age of 74 after a lengthy battle with cancer. He is survived by Dorothy, his loving wife of 57 years. His 99 year old father, Bill Pineo and predeceased by his mother, Pamela Pineo. Also survived by his son Todd (Carolyn) Pineo of Kamloops and daughter Deanna (Steve) Hadada of Gabriola Island. Alan also had 5 grandchildren Darcie (Tim), Miranda (Richard), Scott, Allison, Brett and step granddaughter Laina (David) and great grandchildren Mari, Finlee and step great grandchildren Benjamin and Brody. Also his sister Linda (Paul) Lawry, nephew Paul Lawry great nephews, Paul and Ryan . Alan was born in Oxford, England in 1944. At the age of 6 months, Alan and his mother landed at Pier 21 in Halifax and boarded a train heading for Port Alberni where they anxiously awaited the return of his father from war. When Alan was 11, his family moved to Nanaimo where he met his childhood sweetheart. They married at the age of 15 and 17, and their journey together began. There just isn’t enough that can be said about the life Alan has led. From sea to land to sky, his life travels and adventures are what some of us can only dream of. Alan’s number one love and priority was his family and we are all very grateful for that. The memories we all share will soothe us in the years to come. His last words of wisdom to his beloved grandchildren were “Be compassionate”. Something he had shown to everyone throughout his life and for that we are very grateful. A Celebration of Life will be held at a later date. Should friends desire donations to the SPCA would be appreciated. Soar high Dad and watch over us. Tropical Grilled Pork Chops 1 teaspoon chili powder 1/4 teaspoon cayenne pepper 1 pod cardamom seeds 1/2 teaspoon water, or as needed 1 teaspoon vegetable oil 1/4 cup rice wine vinegar 1/2 cup sugar 1 mango - peeled, seeded, and chopped 1/4 teaspoon salt 1/2 teaspoon cilantro 2 teaspoons lemon juice 1 fresh jalapeno pepper, minced 1 1/2 cups unsweetened applesauce 3 pineapple rings, chopped 1 pinch white pepper 1/3 cup soy sauce 1/3 cup rice wine vinegar 6 pork chops

in vinegar; cook without boiling for 2 minutes. Stir in sugar until it dissolves. Mix in mango, salt, cilantro, lemon juice, and jalapeno; simmer 20 minutes. Stir in applesauce and pineapple; simmer 10 minutes more. Season with white pepper. Place in a bowl, cover, and refrigerate until ready to use. To prepare marinade, mix 2/3 cup of the salsa with soy sauce and 1/3 cup vinegar. Place pork chops in a large resealable plastic bag, and pour marinade over chops. Seal tightly, and place in the refrigerator for 1 hour. Prepare grill for medium-high heat. Drain marinade from bag, and heat in a saucepan until boiling. Lightly oil grill grate. Place pork chops on the hot grill. Cook 10 minutes, or to desired doneness, turning once and basting occasionally with the boiled marinade. Warm remaining salsa over mediumlow heat. Serve pork chops topped with the salsa.
