t was great to see an almost ‘full house’ in the gallery for this special council meeting! The meeting began with Dave Underwood, Project Engineer with TRUE Consulting providing an overview of the Water Supply Options feasibility study for the Sunshore Golf Course. Dave introduced Rob Wall from TRUE who did most of the information gathering for the study. The study reviewed several
areas from which water or treated effluent could be obtained to water the golf course grounds. Currently the golf course irrigates with treated municipal water. Conclusions that were reached were that while the golf course would like to be independent of the Village for its irrigation water, the development of any other water source would be cost prohibitive for the Sunshore Golf Club unless grant funding were available. Council Meeting Highlights The Chief Financial Officer provided an overview to Council of the permissive tax exemption options and indicated that the only major discrepancy at the moment is that the Golf Course residence, which presumably is not part of the golf course business activities, have been given a permissive tax exemption in the past. Council agreed that the residence should not be exempt from taxes, and that all other tax exemptions remain as they have in past years. Council approved the policy that will guide Administration as to how controlled substance sales will be dealt with in Chase, including liquor and cannabis. Council also gave two readings to a Zoning Amendment Bylaw which will permit the sales of cannabis in the C-2 zones in Chase, once the bylaw has had a public hearing and is given third
reading and adoption by Council. Council also gave three readings to the bylaw which will impose a $500 annual fee for a business license for cannabis retail businesses in Chase. Council passed a resolution to officially declare the Neighbourhood Golf Cart Program permanent in the Village of Chase. Council resolved to send a letter to the TNRD opposing the imposition of additional charges for recycling materials handling between September and December, 2018. Council approved a request from Administration to allow Public Works to close a laneway when required to install servicing for a new house being built on Okanagan Avenue. Council members are attending the Union of BC Municipalities the week of September 10 through 14. The next meeting of Council will be held Tuesday, September 25, 2018 starting at 4 p.m.

Obituary Robert George Mason Mr. Robert George Mason passed away peacefully at Royal Inland Hospital, Kamloops on August 25, 2018 at the age of 90 years. He will be lovingly remembered by his loving wife Bea, daughters Cyndy of Sooke BC, step daughters Joyce (Fred) of Ashcroft, BC and Judy of Campbell River, BC, and sons Greg (April) of Edmonton, AB and step sons Marty (Shannon) of Ft St James, David of Edmonton, AB, and many grandchildren. He is predeceased by his mother, father, brother Jack, his first wife Adele, stepgranddaughter Lindsey, stepgrandson Randy and stepgrandson Brendon. There will be no formal service by request, but there will be a family gathering. Bob was born in Victoria, also lived in Duncan and Prince George. He worked for E & N and then BC Rail railroad for 50 years. He was a life member of the Chase Fish and Game Club, a life member of the Chase Legion 107, and was a past member of the Chase Lions. RCMP Report submitted by RCMP, Chase Detachment
TRAFFIC • On August 2nd, 2018 at 7:05 pm, Chase RCMP received a report of a motor vehicle collision on Buckley Rd, Sorrento, BC. Police attended and found a 1994 white Ford Pickup had left the road, driving through a fence continuing through the front yard of a residence before coming to a stop when hitting a second fence. The driver and sole occupant of the truck, a 37-yearold man from Sorrento, was determined to have been driving while impaired by drug. He was issued a Driving Prohibition and Violation Tickets for the incident. The truck was impounded. • On August, 18th, 2018 at 8:15 pm, Chase RCMP received a report of a three vehicle MVI occurring on Squilax Anglemont Rd in Scotch Creek, BC. Police determined the driver of a southbound 2007 Mazda 5 lost control of his vehicle. The Mazda crossed the centerline sideswiping the rear tire of a North bound Ford F450 before colliding with a northbound Mercedes GLE. No injuries were sustained in the collision. The driver of the Mazda, a 31-year-old man from Scotch Creek was arrested for Impaired Driving. He was later released on a Promise to Appear in court. PROPERTY • On August 2nd, 2018 at 1:00am, Chase RCMP received a report of a suspicious vehicle in the 4900 block of Squilax Anglemont Rd, Celista, BC. It was reported a male and a female were with a red 1992 Mazda B2200 truck on the side of the road. Upon police arrival the occupants were gone. The truck was found to be stolen and was towed to the Chase Detachment. • On August 12th, 2018 at 4:10 am, Chase RCMP received a report of a structure fire at the Royal Bank located 746 Shuswap Ave in Chase, BC. The Chase Fire Department attended to extinguish the fire. Police investigation has determined the fire is suspicious in nature. A grey or silver hatchback, similar in style to a
newer model Honda Civic, was observed leaving the area immediately after the blaze was set. Chase RCMP would like to speak with the occupants of the vehicle or anyone who may have information regarding this vehicle. (Photo on left). • On August 12th, 2018 at 4:30 pm, Chase RCMP received a report of a break and enter and theft at two seasonal residences in the 4700 block of Squilax Anglemont Rd in Celista, BC. The owners reported finding that both cabins had been broken into and it appeared the suspects had stayed for a period of time in one of the cabins. People in the area report a male driving a red Toyota pickup had been at the residences for several days. The truck, a 1990 red Toyota pick-up bearing BC licence plate KN8982, was found to have been stolen. This vehicle has not yet been recovered.
• On August 16th, 2018 at 10:50pm, Chase RCMP detachment members were on patrol in Chase, BC, when they noted an unlicensed off road motorcycle on Aylmer Rd. Police conducted a traffic stop with the motorcycle and found the motorcycle had been reported stolen several months earlier. The motorcycle was seized and later returned to the owner. • Anyone with any information regarding these investigations, or any other crime, is asked to contact the Chase Detachment at (250) 679-3221 or Crime Stoppers at 1-800-222-8477. OTHER • On August 16th, 2018 Chase RCMP received a request for assistance. A 42-year-old male, requested police speak with his ex-girlfriend about not attending his residence anymore. Police spoke with the woman who was unaware the relationship had ended. The woman advised that she understood the relationship is now over and will no longer contact the man.

Project Snapshot The Chase West to Jade Mountain Project involves four-laning a 4.2 km section of highway east of Chase including a new interchange at Brooke Drive and access improvements at Mattey’s Road and Shuswap Avenue East. The project will improve safety, reliability, traffic flow, access to local roads and will support the movement of goods throughout the province.
About this Newsletter Welcome to the first edition of the Chase West to Jade Mountain Project Newsletter. The Ministry of Transportation and Infrastructure project team created this newsletter to provide updates on key project activities, design details and construction updates to keep Chase residents and highway users informed as the project progresses. This quarterly newsletter will be distributed to the Chase community and posted to the project website.

Current Activities Project Liaison Committee In May 2018, a Project Liaison Committee (PLC) was established. This committee was created to keep the lines of communication open between ministry staff, local government staff, community leaders, first responders and affected stakeholders as the project design moves forward. The first meeting discussed an engineering review process to evaluate preliminary designs, and to create new or alter existing concepts that consider history, constraints, objectives, budget and timelines. The PLC will meet again in fall 2018 to provide feedback on the functional design.
Archaeological Survey Archaeological sites are protected in British Columbia by the Heritage Conservation Act. The project is working closely with the Little Shuswap Lake Band to conduct an archaeological assessment on the Chase West to Jade Mountain footprint to identify the presence and size of archaeological sites and identify options to preserve these sites. Survey crews, including Indigenous team members trained in archaeological fieldwork, walk the project area to look for evidence of archaeological sites. Evidence could include tools or items that indicate activities in the project area prior to Euopean settlement. If evidence is found, the location is mapped with GPS and documented. It is important to note that this work only takes place within the defined project area and with the permission of local Indigenous communities.
Pedestrian survey to identify surface artifacts and archaeological sites Following the walking survey, crews try to identify where and how big the archaeological site is. This is conducted through a shovel survey, or a mechanical excavation if ground conditions are too tough. The area is mapped, archaeological resources are removed and the excavated soils are replaced.
Shovel testing and screening sediments Once field work is complete, archaeologists work with the ministry to consider potential mitigation measures in relation to any identified archaeological sites, in advance of project construction. This work is underway and will continue through the fall. During this time you may see survey crews completing this work within the ministry and Village of Chase property boundaries. No archaeological work will take place on private land without prior consent from the landowner. The archaeological survey is one of the first steps in finalizing the design as we work towards construction.
Ground Survey Survey teams are currently on site picking up ground features that will fine tune the next stage of design.
