Chase Fire Rescue Update by Carolyn Parks-Mintz, Author, Journalist & Freelance Writer
Despite COVID-caused changes and restrictions, Chase Fire Rescue (CFR) has been busy adding and upgrading services to further protect local property and citizens. First Responders As part of a six-month trial agreed to by Village Council, and with BC Emergency Health Services (BCEHS) assistance, ten CFR members are now certified as First Responders, having completed a 40-hour course. Bi-weekly training is ongoing to enhance their skills and to review past calls. CFR life-stabilization capabilities include automated external defibrillation (AED), cardio-pulmonary resuscitation (CPR), and oxygen therapy. While fire emergencies take precedence and with sufficient staff on call for them, CFR First Responders are able to assist BCEHS as needed, with crises that are immediately life-threatening or time-critical, such as chest pain, as well as highest priority lifethreatening incidents, such as cardiac arrest. With eleven call-outs in its eight weeks of operation, it’s obvious that First Responder service is a necessary addition to local emergency measures. An additional benefit is that trained and dedicated responders on scene are able to support relatives dealing with a loved one’s medical crisis, rather than family members being alone during a difficult time. It is hoped that future continuation of First Responder assistance for Chase will be confirmed, which will expedite the training for additional firefighters as well as for interested local citizens. Structure Protection Unit The CFR Association recently acquired a cargo trailer which will be outfitted as a Structure Protection Unit. The Structure Fire Protection programme is a wildfire or wildland-urban interface established to safeguard homes and buildings. Local fire departments are assisted with training and deployment by the Office of the Fire Commissioner and the BC Wildfire Service, thereby facilitating the provision of additional fire-rescue
personnel and resources to protect communities from wildfire. Area Inter-Departmental Support Talks are underway concerning assistance between Chase Fire Rescue, the Adams Lake Fire Department, the Little Shuswap Lake Department and the Pritchard Fire Department, all of which have supported each other in the past. Interior Operations While their current Exterior training does not allow Interior Operations, it is hoped that CFR personnel will commence interior accreditation in the near future. Such certification allows qualified members to enter a structure as a team when there is Immediate Danger to Life & Health inside a structure. And there must be a Rapid Intervention Team (RIT) on standby when firefighters enter a building to fight fire, to conduct a primary or secondary search, or to rescue occupants when necessary. Interior Operations training, which includes RIT, Live Fire, Command, and Team Leader instruction, also allows fighting a fire from within, possibly extinguishing it faster while using less water. As Fire Chief Brian Lauzon says, “Although going interior is more dangerous, we train very hard, and safety is always our number one priority.” Out-of-District Emergencies With regard to Out-of-District Response, Chief Lauzon states that there are numerous parameters which must be in place in order for this to happen. “Before an engine can leave our Fire Protection area, the emergency must be justifiable, a phone call must be made to the mayor for permission, and a standby crew of six firefighters must be at the fire hall in the event of an emergency inside our jurisdiction. With all the foregoing in place and if CFR written procedures are met, our back-up engine can leave our Fire Protection boundary with a crew.” He also advises that this happens only about twice a year.

Fire Smart Tips With regard to the current heightened threat of wildfire, Chief Lauzon offers the following information at this time of soaring temperatures and little or no rainfall. The highest risks to communities are the sparks and embers generated from smoke plumes generated by a blaze. This is also why wildfires spread so quickly. All coniferous (resinous, cone-bearing) trees and shrubs, which ignite rapidly, are highly flammable greenery and dangerous if located within ten metres of any structure. Deciduous trees however, which have a high moisture content, limit fire spread. When embers from a tree burn, leaves, bark and twigs can travel many kilometres on the wind to homes and to other combustible materials, even over rivers and across deliberate firebreaks. It is also recommended that flammable debris or materials be kept at least 1.5 metres from residences, outbuildings, vehicles, and equipment. Recruitment Chase Fire Rescue always welcomes new male or female recruits and is currently accepting firefighter applications. Applications are available at the Village of Chase Municipal Office during business hours or at the Chase fire hall Tuesday evenings from 6:00 pm to 8:00 pm. VLA Water Restrictions
The Trustees of the Chase Irrigation District would like to provide some history and clarify issues related to irrigation on VLA Road. Contrary to some of the disinformation that has been made public, restrictions for watering were put in place July 5, 2021 to all users of the Chase Irrigation water system. This was in anticipation of a dry hot summer. These water restrictions result in a reduction of up to 50% water consumption. Chase Irrigation District holds a water license on Chase Creek which dates
back to 1865 and has a water license on Pillar Lake. The lake is dammed with the purpose to elevate the water level on the lake five feet above its natural level. This allows Chase Irrigation District a buffer for periods when water levels are seasonably low. Chase Irrigation District is in contact with the appropriate government agencies. Shuswap Watershed Council releases 2020 water quality summary report submitted by Erin Vieira, Shuswap Watershed Council

The Shuswap Watershed Council (SWC) has just released a summary report about recent water quality monitoring throughout the watershed.

“I’m very pleased to announce that our fifth annual water quality summary report is available,” says Paul Demenok, SWC Chair and CSRD Director for Area C South Shuswap. “We know that residents and visitors to the Shuswap are very interested in water quality, and appreciate receiving these reports.”
The report also draws attention to another year of monitoring the Shuswap watershed for invasive Zebra and Quagga Mussels, a program carried out by the Columbia Shuswap Invasive Species Society with financial support from the SWC. The Shuswap continues to be free of invasive mussels. However, invasive freshwater clams were found at Sunnybrae and Canoe, and the report offers several recommendations to prevent furthering the spread of the clams; these same preventative measures will also help keep invasive mussels out of BC.
The report covers water quality in the large lakes and at swimming beaches. It also explains water quality concerns in the region such as algal blooms and the threat that aquatic invasive species pose to the Shuswap. “From a human perspective and our enjoyment of the lakes for swimming, the water quality in the Shuswap is very good,” explains Erin Vieira, SWC program manager. “This is demonstrated by the beach monitoring programs overseen by Interior Health and First Nations Health Authority. Out of 196 water quality samples collected from nine beaches in 2020, 195 had acceptable results.” The report also summarizes results of the SWC’s inaugural grant program to support improved nutrient management on Shuswaparea farms. By implementing new farm practices to retain
