Council Meeting of November 9, 2021 - Highlights submitted by Village of Chase
Village of Chase Council held a regular meeting on November 9, 2021 at the Community Hall, with three persons present and 2 persons attending virtually via Zoom.
Christina Lutterman. Christina has extensive experience in tourism promotion and will serve the community well as the Manger of the Chamber/ Visitor Information Centre for Chase.
A letter will be sent to the newly elected Chief of Little Shuswap Lake Indian Band congratulating him on being elected in the recent election, looking forward to working together in the future on issues of mutual interest.
The destruction of old finance files was approved.
The lease agreement amendment to provide for shared use of Room A at the Community Hall for the Chase Hamper Society and the Chase Lions Club was approved. Both groups who provide important services to the community will utilize the shared space for various fundraising and food bank uses.
Council passed a resolution to provide a letter of support and in-kind supports for a Regional Centre to Support Healthy Aging in Place.
The zoning bylaw to allow for a secondary suite at 1162 Shuswap Avenue was given third reading – the bylaw will now be referred to the Ministry of Transportation for their review and approval before coming back to Council for adoption. A letter from Chase Community Services Society thanking the Village for its donation toward the purchase of a second transport vehicle was received. Council approved the expenditure of $250 to create a podcast about Chase’s history and current amenities. Council received the quarterly update from the Chase Chamber of Commerce and welcomed the new Chamber/ Visitor Information Services manager,
The remuneration for Mayor and Council was discussed and a 2% increase was approved effective December 1, 2021.

CP Rail is holding an Emergency Training Event at Tobiano on November 17, 2021. Council approved the Mayor and CAO to attend as observers to the event. 2021 Liaison appointments were renewed for 2022. An additional proposed liaison appointment will be brought back to Council for consideration regarding the Provincial Nominee Program, Entrepreneur Immigration Regional Pilot program when more information is available. Village of Chase
Infrastructure Meeting Ever wonder about the Village’s physical assets (roads, bridges, water pipes) and how the Village plans for their replacement? As with any amenity, be it a roof or a hot water tank, the Village of Chase owns infrastructure like buildings, sewer pump stations, water treatment facility, park washrooms…and like any piece of equipment, infrastructure must be readily maintained and ultimately replaced at some point in time. Village Council is holding a special meeting on Tuesday, November 30, 2021 at the Community Hall at 4:00 p.m. to hear about the management of the Village’s physical assets. Experts in Asset Management will explain to Council and those from the public who are interested, what asset management is and why it is important. The Council and the public will then hear about various Village’s assets and their condition. We urge anyone interested in your community’s publicly owed infrastructure to attend the meeting either in person or via Zoom.

COLD WEEKEND FOR THE HEAT by Scott Koch
Your Chase HEAT played a pair of home and away games this past weekend with to say the least mixed results. Friday the 5th of November they travelled to Armstrong to face off versus the North Okanagan Knights. Brayden Baustad got the locals on the scoresheet with the only twine bender of the 1st period. In the 2nd after the HEAT suffered a pair of injuries in the 1st, our boys took over with a trio of counters. Garrett Martin from Jarod Sigouin and Dylan Handel, followed by Handel from Sigouin and Malachi Franklin. Handel then finished off the period with his Corson Nordick second goal and third point of the period with some help from Franklin. 3-1 and it appeared the HEAT were in control, but there was at least 20 more minutes to go. The KNIGHTS got within a goal prior Jarod Sigouin to Sigouin going it alone for his third point of the night. Armstrong came on strong like pungent cheese and regulation time concluded with the foes tied at 4-4. Off to overtime and Roderic May the hosts stuck the dagger in early to give the Chase side it’s third overtime loss early in this season. Roderic May between the pipes stopped 32 of 37. Saturday night the Sicamous EAGLES flew into the Art Holding Memorial Arena, for the next installment of the Shuswap Rivalry between the East and West. One of the teams came to play
executing what the coaches needed the boys to accomplish. For approximately 10 minutes into the game and the last 5 minutes of play the HEAT roster played with a semblance of drive. Otherwise, they let their coaches and the fans in attendance down with a disheartening effort. No overtime in this one as the EAGLES trounced the HEAT 6-0. The local star in this contest was Roderic May in goal who came to play and received very little if any support from his teammates. The EAGLES star Jordan Lott enjoyed the view while stopping 32/32. The HEAT’s lost weekend has dropped them to 3rd in the Division standings, and the weekend’s accumulated injuries aren’t going to help in the future. The next bit of chaos is Wednesday the 10th once more against the EAGLES (game report next week). Trade winds are blowing of course and one old timer from the past has joined the HEAT. Corson Nordick a “Loops Lad” brings size, strength and a want to win. Someone with a lack of that will be leaving. Lest We Forget, the most important day of the year, November 11th is a time of remembrance in respect of the fallen and scarred who in the past and present fight for our freedom, so that we can enjoy so much that so many take for granted. Please take a quiet moment to recognize, remember and respect the efforts of true heroes.

Unfortunately, as we know, Covid has prevented events such as Canada Day, Music on the Lake, and CornStock from happening. The Society is hopeful that these events can return in summer 2022, however, in order to make this happen, more volunteers are needed. Ground Beef Stuffed Peppers Ingredients 6 large bell peppers 1 teaspoon salt 1/2 teaspoon ground black pepper For the beef filling: 1 tablespoon olive oil 1 lb. ground beef 1/2 cup yellow onion, diced 1 tablespoon garlic, minced 1 medium zucchini, diced 1/4 cup fresh parsley, finely chopped 1 teaspoon salt 1/2 teaspoon ground black pepper 1 tablespoon soy sauce 1/2 cup tomato sauce 2 cups cooked white rice 1 + 1/2 cups cheddar cheese, divided Instructions Preheat oven to 375 F. Prepare the bell peppers by cutting the tops off. Remove and discard the seeds. Place the peppers on a lightly greased baking pan and lightly season with salt and pepper. Set aside. Heat oil in a large skillet or shallow saucepan for 2 minutes over mediumhigh heat until the hot oil sizzles. Add
ground beef and stir well to cook for 6-8 minutes until browned on all sides. Make sure to break up beef into small pieces to help even browning. Stir in onion, garlic, zucchini and parsley and sauté for 1-2 minutes until tender. Season the beef mixture with salt and pepper and stir in soy sauce and tomato sauce. Stir occasionally and bring the mixture to a simmer to help soak up the flavors, about 3 minutes. Add in rice and 1/2 cup cheese and stir well to mix all evenly. Turn off heat and set the beef rice mixture aside. Fill up each pepper with beef mixture and sprinkle remaining cheddar cheese on top. Bake the stuffed peppers for 40-45 minutes until the pepper softens and the melted cheese turns golden brown. Let the stuffed peppers rest for 5 minutes before serving. Garnish with fresh parsley on top and serve.

What is Zoning Amendment Bylaw No. 2754, 2021? This Bylaw will rescind Land Use Contract Agreement Bylaw No. 162, 1974 and amend Bylaw 2400 by rezoning 3973 Highway No. 97 (legal: Lot 1, Sec 2, Township 18, Range 14, W6M, KDYD Plan EPP40190) from AF-1: Agricultural/Forestry to RVP-1: Recreational Vehicle Park. The application also contemplates a site-specific amendment to allow for one additional dwelling unit on the property. The applicant wishes to abandon the Land Use Contract and permit development of seasonal recreational residential opportunities in recreational vehicles. The applicant also wishes to replace a second dwelling unit that was completely lost in the 2021 White Rock Lake wildfire in August 2021.

In mid-October Christina Lutterman was hired as the new Manager of the Chase Chamber & Visitor Information Center. Born and raised in Sweden, Christina got bit by the travel bug early in life and has spent most of her life working in various aspects of the tourism industry. Prior to arriving in Canada, work took her around the world with many years spent in and around the Mediterranean, the Middle East and Central Europe. Christina looks forward to meeting all the Chamber members as well as potential new members in and around Chase. For a n y o n e n e e d i n g information, brochures and maps the Visitor Centre is currently open weekdays from 10 am to 2 pm.

National Aboriginal Veterans Day November 8th commemorates the more than 12,000 Indigenous veterans who volunteered to fight in World Wars I and II, as well as the Korean War. National Aboriginal Veterans Day began in Winnipeg, Manitoba in 1994 to recognize their civic contributions by serving Canada in those significant battles. Indigenous Women and Girls Speak The report “Sacred and Strong: Upholding our Matriarchal Roles” gives voice to over 120 First Nations women and girls who’ve shared their stories and lived experiences to represent, to connect, and to speak as the females behind the data. Grounded in Indigenous perspectives of wholistic wellness, this collaboration between the First Nations Health Authority and the Provincial Health Officer aims to celebrate the many ways that BC First Nations women and girls are flourishing and also to shed light on where systemic barriers continue to negatively impact their health and selfdetermination.

The Secwepemc Foodlands Conservation and Healing Region includes prime agricultural land and traditional harvesting areas in an extended network of forests, fields, and waterways. It also includes migration corridors for culturally important animals and plants, as well as being home to endangered species and an internationally recognized critical bird migration zone. The need to protect, conserve, and restore stems from the climate crisis, increasing encroachment, loss of biodiversity, as well as colonial policies, planning, and governance. It has become readily apparent that colonization has led to traumatic challenges from which we must recover through land-based healing and learning. An Initial Site Assessment Report has been compiled by nature-based conservation planning consultant Herb Hammond of the Silva Forest Foundation. “We Are Well” and “Food & Freedom” workshops and healing activities are being planned by the project team, whose members are Dawn Morrison, Shawn Billy, and Aimie Robinson. ....Continued on page 11

Climate Emergency Action An October letter sent from the First Nations Leadership Council (FNLC), comprised of representatives from the BC Assembly of First Nations, the First Nations Summit, and the Union of BC Indian Chiefs, has been sent to BC Premier John Horgan and Minister of Environment & Climate Change George Heyman. It outlined in detail the FNLC concerns around climate change and the urgent overhaul needed of the CleanBC initiative. 2021’s heat wave and devastating fire season, as well as the future welfare of children and grandchildren were the
prime motivators of this call for action. The letter pointed out that the signatory organizations and First Nations in general have much knowledge to share and are committed to doing so, in order that humans and wildlife survive the worsening climate crisis.

Christmas a Crucial Time at Food Bank submitted by Chase Hamper Society
The Chase Hamper Society, which operates the Chase Food Bank is once again planning for Christmas Hampers with all the fixin's, along with regular Food Bank days when we offer food to everyone who needs a little help putting nutritious food on the table for their family! The last half of 2021 has proven particularly difficult in keeping up with the need for good food to give. Without the use of our refrigerated Food Bank Van, which was stolen last summer, we have missed out on many opportunities to help stock our shelves. We have been unable to make regular trips to the Kamloops Food Bank, which is the hub for National Food Share shipments, and Lake Country Food Bank, where we could
share in their abundance of fruit, and vegetables! Rotary Club food drives, and the Christmas Holiday Train, have also been missing, and our food stores reflect the loss! Our next regular Hamper Day is Monday, November 15, 5-7PM. If you or someone you know is in need of some extra food, please phone ahead to 250-682-6155 so we can be ready. If you able to donate and help us build up our food supply, we have donation bins generously provided by both Safety Mart, and Pharmachoice where you can drop off non-perishable food!. Thank you to all of you who help provide much-needed food to those who may be in a difficult position this Christmas, whether it be through job
loss, family issues, or just not able to make dollars stretch far enough! We also provide toys for Christmas to our younger clients through our Toy Shop. Parents/Guardians can pick up some toys for the little ones so there is something under the tree from Santa on Christmas morning! You can donate directly to the Toy Shop fund if you wish, and join the Chabelos RV Owners who have supported this so important project through their annual 'Christmas in July' event every year! Watch for the Second Annual Christmas Food Drive coming in December! This incredible group collected a record 4000 plus pounds of food last year, and made Christmas happen for many families!
