Village of Chase Council Meeting February 22, 2022 - Highlights submitted by Village of Chase
Council’s regular meeting of February 22, 2022 was held at the Community Hall and via Zoom. Three community members of the public attended in person. One person attended virtually. Mayor Crowe proclaimed that March 20 – 26, 2022 as Gambling Awareness Week in the Village of Chase. Mayor Crowe proclaimed that March 26, 2022 as Purple Day in the Village of Chase to increase the knowledge and understanding of epilepsy. A Public Hearing was held regarding a Zoning amendment bylaw that would allow the property at 909 Foothills Road to change the zoning to “Service Commercial” for the purpose of an online auction. Council heard from Sgt. Barry Kennedy of the RCMP who provided a report that included data up until December 31, 2021. The majority of calls received by the Detachment in Chase were for property crimes, followed by traffic complaints. Calls for service have increased from last year, however, are on par with 2019 statistics. So far this year, the Detachment has seen some offenders leave the area due to police attention. The Detachment has also been successful in removing 18 impaired drivers from our Village streets. Summer months tend to be busier than winter, which is expected to continue as we transition into the warmer weather.

Sgt. Kennedy was happy to report that the Detachment is currently operating at full strength with the addition of an extra officer who graduated from the First Nations Policing program. Victim Services assisted with 18 files in 2021, which allowed victims to receive a much-needed service while Members focused on the investigations. He also communicated much appreciation for the support of volunteers and the
community assistance received on a regular basis. The Citizens on Patrol continue to be strong in the Village area; and Guards and Matrons make themselves available at all hours to provide for clients. Community engagement includes two officers taking on the role of basketball coaches at the Chase Secondary School as well as officers attending Chase Heat home games to cheer on the team and connect with youth throughout the school. Council members shared their municipal activity reports since the last Council meeting and received reports from Administration. Council deferred the Grant-in-Aid Application for the Shuswap Skating Club until the next Council meeting on March 8, 2022. Council passed a resolution in support of Chase’s inclusion in the RNIP – Vernon Program. Council passed a resolution to support the City of Victoria in the legal challenge against Quebec’s Bill-21. Council passed a resolution to endorse Private Member’s Bill C-229 Banning Symbols of Hate. Council agreed to send a letter to Minister of Health, Adrian Dix to strengthen support for ongoing funding for the Farmer’s Market Nutrition Coupon Program. Council passed a resolution to arrange meetings with local First Nations communities regarding a reconciliation forum. Council recessed to an In Camera meeting at 5:13pm. The regular Council meeting concluded at 6:04 p.m. The next meeting is scheduled for Tuesday, March 8, 2022 at 4:00 p.m.

Girls Hockey Day Chase Minor Hockey Association hosted Esso Fun Day for Girls this past Saturday at Art Holding Memorial Arena in Chase. The event was an introduction for girls and women that have never played hockey before and are interested in learning about the game. For the first part of the day participants gathered upstairs in the arena mezzanine to learn about the game of hockey, followed by some hockey trivia, and then some active games. Anita Redel was the main instructor and Lori Armstrong, Margaret Spencer and Courtni Nielsen were helpers on and off the ice. After snacks and a beverage
it was time to hit the locker room to get ready to go on the ice. The girls and ladies did a few drills and followed up with a scrimmage game at the end. All the participants received an Esso Fun Day jersey to take home at the end of the day. Hockey Canada and Esso continue to promote women’s hockey recruitment through the Esso Fun Day program, which originated in 1998 and has grown to become one of Hockey Canada’s largest recruitment tool for girls and women. Jolene Barkman, one of the organizers said, “It was a great day for everyone involved”.

RCMP REPORT submitted by Chase RCMP
UPDATE: Criminal Charges Sworn On December 25th, 2021, Chase RCMP members and the Emergency Response Team responded to a ‘weapon’ complaint at a residence in Anglemont. After a lengthy standoff, one male was taken into custody. On February 4th, 2022, charges were sworn against Neil John CRONIN for two counts of Uttering Threats to Cause Death or Bodily Harm and one count of Public Mischief with Intent to Mislead Investigation. ARSON On February 7th, 2022 at 5:31 pm, Chase RCMP were advised that a person was trying to light a truck on fire in a parking lot on Shuswap Ave. Police attended and arrested a female for Arson. The female initially resisted arrest and struggled with Police but was ultimately taken into custody without further incident or injury. She was held in cells overnight and released in the morning with a future court date. Quick action by the witness prevented the fire from spreading and there was minimal damage to the truck. There was also minimal damage to the witness, in that she burned her hand putting out the fire. If the fire had been permitted to spread, it could have destroyed the truck as well as the apartment building it was parked next to. Police interviewed witnesses, obtained photographs and seized evidence from the scene. No one could explain why the suspect lit the fire however alcohol was believed to be a factor. EMERGENCY BEACON On February 6th, 2022 at 10:43 am, Chase RCMP were advised of an emergency SOS beacon activation on Lichen Mountain. The International Emergency Response Coordination Centre in Texas received the signal and provided Police with the GPS coordinates. The beacon was registered with emergency contact information. Police used this information to contact a family member who explained that the beacon was with a group of snowmobilers which included children. There was no cell service in that area and therefore no way to contact the group. Avalanche conditions were described as ‘considerable’. There was concern that the group had been caught in an avalanche or had a serious accident. Shuswap Search and Rescue deployed 10 members in two teams. The first team travelled from Salmon Arm
by helicopter. The second team followed by vehicle, in case a more extensive recovery was required. Approximately three hours after the initial beacon activation was received, the helicopter team managed to locate the group. It turned out that the beacon activation was accidental, and all was well. LOST DOG On February 4th, 2022 at 10:40 pm, Chase RCMP received a complaint from CP Police Dispatch. Train crews had reported two people walking along the train tracks. They were so close to the rails that the train crew conducted a controlled emergency stop of the train. Police attended and located one person who was looking for a lost dog. No harm had been intended however it is an offence, under the Railway Safety Act, to trespass on railway property and can result in a significant fine. WEAPON COMPLAINT On February 10th, 2022 at approximately 4:45 pm, Chase RCMP received a weapon report. The complainant was convinced that he saw a male pedestrian drop a pistol from his waistband then pick it back up. Police attended and located the male based on the description provided by the complainant. The male was detained for possession of a weapon and was placed in handcuffs for Police and public safety. The male denied having a gun. Police located a revolver in his pocket. The male then claimed that the revolver was a family heirloom which had been passed down from generation to generation. Police records indicate the firearm was stolen in Nova Scotia in 2005. The male will be facing multiple charges including possession of stolen property and firearms offences. DISTURBANCE On February 12th, 2022 at 9:14 pm, Chase RCMP were advised of a disturbance at a residence. The complainant reported that his adult daughter was intoxicated, yelling and screaming and making a mess in the family home. Police attended and located the daughter nearby. She was found to have outstanding warrants and was arrested without further incident. She was lodged in cells for the night and released in the morning with future court dates.

CBC Covers Local’s Shipwreck Story
Blind Bay resident, Don Cavers, received media coverage this week regarding his experience getting stranded on the Caribbean Sea in December. The CBC covered Cavers’ story on the Radio, TV and with an article online. The details of how he spent 5 1/2 days on a life raft are harrowing and worth a read. Google “Don Cavers CBC” to read the full story. Cavers also dropped in to regale the kids at EverWild Explorers outdoor education program with his story.

BITS AND PIECES AFTER 42 GAME REG SEASON
submitted by Scott Koch Well the KIJHL and our Chase Heat 26 goals, 27 assists for 53 points with only made it through Delta and Omicron 12 penalty minutes!). This result has him and the scheduled 42 games. There were being the leading scorer in the Division. hiccups and screwups and rescheduled 25th overall was Jarod Sigouin with 11games, but the next chapter is right 25 for 36, 29th spot for Dylan Handel around the corner, Playoffs. 17-18 for 35, 39th was Lucas Ouellette Before we go there the bits and pieces, 14-19 for 33, and 46th Brayden Haskell facts and fiction, and status and statistics 9 – 23 for 32. Five fine fellows in the top are worth a review. The KIJHL played 50 in the League. Matthew Poole on the this 2021-22 season with 19 teams as the backend finished 4th overall with 7 -22 for Spokane Braves sat out due to pandemic 29 points and 59th in the overall KIJHL travel restrictions. All team games were scoring. The Heat were 11th overall in the held within their Conference, so our Heat standings, with 7th in goals scored being played the majority within the Doug of note as well as being relatively low in Birks Division (Revelstoke, Sicamous, penalty minutes. Kamloops, 100 Mile House) and met up Two meaningless games were played home and away versus the Bill Ohlhausen this past weekend with a number of Division (North Okanagan, Kelowna, players receiving a break to prepare Summerland, Osooyoos and Princeton). for post season play. Friday the North To get to play against a Kootenay Okanagan Knights paid a visit to the local Conference team you must get all the Chaos Castle. Brayden Haskell scored way to the League final.
