Local Indigenous activist and author dies at 66

he Shuswap area lost a well -known Indigenous leader and rights activist last week, but the legacy of Arthur Manuel will continue to have an impact on our society where his footsteps have been engraved. Manuel’s passing at the age of 66-yearsold, made international news last week, as many sent their condolences to someone they considered to be a hero. Continued on page 3...

Golf Cart Changes

At town hall meeting Wednesday, January 18th, residents heard changes to the proposed Neighbourhood Golf Cart pilot project, and had the chance to provide feedback to Chase’s Mayor and Council, as well as MLA Todd Stone. The major change to the Neighbourhood Golf Cart proposal which is currently out for public input, is that the speed limit in Chase would NOT be reduced to 30 km/ hour all the time. In the new proposal the current speed limits would remain, except when there is a golf cart on the road, drivers must slow to 30 km/hour. ... More on page 5

‘Unsettling Canada’ Author’s Legacy

Manuel had a resume full of accomplishments that includes being a former chief of Neskonlith Indian Band, a former elected head of the North Shuswap Tribal Council, and being a published author of a book supporting Indigenous rights called “Unsettling Canada: A National Wake Up Call”. He was also the founder of the Indigenous Network on Economies and Trade, a leading critic of Canada’s policies towards First Nations, and was one of the many who recently stood at the Standing Rock Sioux encampment in the U.S. where water canons and rubber bullets were used against peaceful protesters. Manuel was a spokesman for Defenders of the Land, and acted as an advocate for Indigenous rights and struggles at the United Nations. He was a son to another great leader and former Grand Chief, George Manuel. A brother to Doreen Manuel a renowned Indigenous filmmaker. He was the father of five children, all whom have grown up to accomplish amazing things and follow in his footsteps in some way. Manuel was also a loving grandfather, a friend, a neighbor and a modern day warrior. The Union of B.C Indian Chiefs made a statement following his passing, stating “Arthur Manuel was, without question, one of Canada’s strongest and most outspoken Indigenous leaders in the defense of our Indigenous land and human rights. We are so profoundly grateful for

Arthur’s many sacrifices and contributions to our ongoing struggles to seek a full measure of justice for our Indigenous peoples.” A n n i t a M c P h e e , another well known figure within the fight for Indigenous rights and former threeterm elected Tahltan Nation president, expressed her thoughts on Manuel’s passing through social media, stating, “You were a true warrior of our rights and title and I was so blessed to have known you,” she wrote. “You were so inspirational, humble and so strong. I was so proud listening to you. You didn’t act like we had rights and title, you lived it.” Political leaders have also come out, releasing statements acknowledging the powerful force and remarkable being Manuel had been. Premier Christy Clark said “Arthur Manuel was a steadfast, courageous champion for Indigenous people across Canada.“History will remember Arthur as Chief of the Neskonlith Indian Band, but also as one of the first and most-effective advocates of lasting reconciliation, working tirelessly and patiently through organizations such as the World Trade Organization and the United Nations. She went on to say “throughout his life, Arthur wore many hats: activist, leader, author, and perhaps most importantly, proud father,” before noting how his presence would be missed.

Fire Rescue With Important Message by Cavelle Layes

Over the holiday break, members of Chase Fire Rescue decided to use one of their training nights to remind drivers the importance of having a sober driver. Using a vehicle provided by Adrenaline Auto, the members conducted a roof flap, common rescue technique used when a person is entrapped in a vehicle. The members then prepped the car, and displayed it throughout the holidays with a sign reminding drivers not to drink and drive, The members would like to thank the Village staff for allowing them to have the display during this time. The members of Chase Fire Rescue were able to take part in a much needed night out and crew bonding thanks to the Chase Heat. The team invited the department members to watch Tuesday nights game against Revelstoke, and the members of Chase Fire Rescue happily filled the stands. Department members would like to thank the team as well as the members of the Chase community for their ongoing support. Now that the holidays are over, the members are focusing their attention on winter drivers, especially with the resent downfalls of snow. Chase residents are reminded to give themselves extra time when planning a drive, especially along the highways. Be sure to clear all the snow off your vehicle before leaving your driveway. Failing to do so could result in the snow being blown onto your windshield as soon as you hit highways speeds, or that of someone else's, possible causing a collision.

Also be sure to fully remove Ice from your windshield. Only scraping a section is still obstructing your view, which could prevent you from seeing other traffic on the road as well as pedestrians. Make sure you have the proper tires on. While some all seasons are legal, winter tires are highly recommended on our icy winter roads. Before driving long distances, you should ensure you have an emergency roadside kit in your vehicle. Other items that are good to have are a well charged cell phone, a flash light, and some form of wearable high-vis. If you are stuck along a highway at night, having high-vis clothing available to put on will help you be seen along the side of the road. Those who have sandbags in the back of their vehicles are advised to have them tied down or otherwise secured. It is not uncommon for a sandbag to go through the back window during an accident, possibly causing extremely serious injuries. witness and accident, as well as how to prepare for winter driving among other things, what to do if you smell gas, and more. The website will continue to be updated regularly with information on calls, department announcements , more educational information for all ages, photos and more. The website also features a store that will allow users to purchase items such as tickets to the Lobsterfest, or even allow you to make a cash donation to the fire department. If you wish to make a donation in the name of someone, this will also be possible. The department's twitter page also has regular updates regarding calls in the area, upcoming events and safety tips. Golf Cart Pilot Project for Chase? The Village wants your input! Submitted by Village of Chase Administration

Thanks to everyone who took the time to come out to the Town Hall meeting held on Wednesday, January 18, 2017 at the Community Hall to hear from the Minister of Highways, the Honourable Todd Stone, and the Mayor of the Village of Chase, Rick Berrigan, regarding the changes the Province will be able to make regarding golf carts driving on Village roads if the project moves ahead. The Province has listened to its constituents and is able to support the feedback they received by updating the legislation so that there will be no change to the posted 50km/hr speeds throughout the Village, except when a regular vehicle encounters a golf cart. When a regular vehicle encounters a golf cart from any direction they will need slow down while negotiating its way past the golf cart. Once past the golf cart, the regular motorist can resume to 50km/hr. The Village of Chase is requesting your input, whether or not you attended the Town Hall meeting on January 18, 2017. “Would you be in favour of proceeding with the golf cart project with the proposed new rule that will allow you to continue driving the regular speed limits except when you encounter a golf cart on the road?” This is a 2 year pilot project (although it could be longer or shorter depending

Page 6 January 20th, 2017 • Chase Sunflower 2017 Proposed Budget, Village of Chase Council held its first budget meeting on January 16, 2017 at 10:00 a.m. in the Council Chamber at the Village office. 8 members of the public were in the gallery – more than we expected! Council heard from the Director of Financial Services about the overall financial picture of the Village’s finances including: For 2017 a 3% tax increase has been utilized to determine the 2017 budget estimates, and a 2% increase has been utilized for the 2018 to 2021 budget estimates This increase is needed to ensure the Village can maintain the level of services it currently provides, and to fund some important capital projects. This increment is based upon past guidelines for staff Some costs have increased in 2017 that are out of our control including the cost of employee benefits – these are dictated to us by other levels of government and other authorities and cannot be reduced Costs for the purchase of supplies needed to maintain roads and other infrastructure continually increase and we have to increase the budget to cover those costs Some areas of the operating budget are unchanged, including costs for keeping the wharf safe and usable, costs for bylaw enforcement, and costs for building inspection – these items still cost money every year, but we are not needing to increase costs over the previous year in these budget areas Some areas of the operating budget are reduced, including the need for some computer support as we have some staff members who are able to handle some of the issues ‘in-house’, and repairs to the garbage truck will be reduced from last year as we have a new truck Capital Items (Costs over $5000 that also add value/increase lifetime of a building, infrastructure or amenity) The Village is embarking on an important upgrade to the sewer treatment facility to reduce odours

and to increase effectiveness of the facility. While the Village has received funding from the Federal and Provincial Governments, the Village must fund a third of the project from its own revenue sources. The total budget is approximately $1,500,000, of which one third is $500,000. The Village has been asked by many users of Memorial Park to upgrade the electrical services so that more vendors can be invited to participate in our public events. This work has a cost associated with it of approximately $7500. There are various areas in the Village that require repairs including the Community Hall (there is water leaking into the building), the Fire Hall (the windows in the older portion of the hall are very old and held shut by screws), and some fire hydrants need to be rebuilt. As with anything from operating a vehicle to keeping your house warm and maintaining it from deterioration, all aspects of municipal services cost money, including planning, service delivery, making improvements, providing for upgrades. Everything endures wear and tear, and must be maintained in order to work effectively for everyone- all of which costs money. The full proposed budget that was discussed on January 16, 2017 is available to the public. In addition, changes will be made to the actual expenditure column of that document to reflect transactions that have occurred between October 2016 and the end of December 2016 which is the Village’s year end. Hello again everyone! Sorry it’s been a while! Kelly and I went on a little trip to Las Vegas. We had to come back to work, so clearly we didn’t win the big bucks! Hope that you’ve all had a great start to 2017! We have been go, go, go, since we’ve gotten back! Interior Trials took place this past Saturday at Village Lanes! We had 32 bowlers competing for a chance to be a part of the 2017 Chase Interior Teams! At the end of the day, Bill Pacholok, Gene Popadynetz, Kelly Collins, Derek Vigue, Alec Deneault, and Heinz Torbohm made up the Chase Men’s A Team. For the Ladies A Team we have Rita Carlson, Kaitlyn Deleeuw, Sam Steil, Jessy Buchanan, Helen Dalin, and Tina Smith! This group will be bowling in Kamloops in March for a chance to take home the title of The Interior Championship Winners! On the Men’s B Team we have

Ronnie Jules, Fred Torbohm, Lyle Coates, Tom Horner, John Mosimann, and Guy Alden! And last but not least the Ladies B Team who will be representing Chase at the B Championships in Salmon Arm are Gwen Sokal, Shirley Danyluk, Patsy McKinnon, Terry Vandevosse, Sandra Coates, and Yours Truly! Good luck and congratulations to all competitors who are officially a part of Team Chase! We also hosted the zone finals for the Hawaiian Pick A Partner this past Sunday. The teams who will be moving on to the Provincial Finals are Kelly Collins, and partner Myriah Lea Tucker, Gwen Sokal and Shirley Danyluk, and Don and Jean Holt. At the provincials there will be 19 teams competing for a spot to win a trip for four people to Hawaii! Best of luck everyone! Until next time…cheers!

The Museum will be hosting a series of 8 watercolour classes led by Ginny Barkman. These classes will appeal to both beginners and experienced artists. Various techniques and types of watercolour will be touched upon at the beginning of each class, with the remainder of the class allowing to practice the technique or work on individual pieces. Interior Savings Grant provides Curling Club Support The Curling Club has been involving the schools in a three lesson introduction to curling as part of their school curriculum and also offers an after school junior curling program. The Club has been looking to introduce curling to even the youngest grades through a floor curl program within the schools. The support from Interior Savings will allow the Club to purchase a floor curl package and new equipment to meet the goals and demands of the existing and additional programs, keeping youth involved with our community. “Many thanks to Interior Savings and the Interior Savings Community Investment Fund for supporting our goal of providing a fun experience in the sport of curling that

can now be enjoyed from kindergarten well into one’s senior years”. A former curler herself, Kathy Conway, Interior Savings’ CEO said “the intent of the Fund is to help build local programs that will have a lasting impact in our communities. Spinach Mushroom Quiche Ingredients: 1 prepared 9-inch single pie crust 4 eggs 3/4 cup milk 1 tbsp chopped fresh parsley 1 tsp minced garlic 1/2 tsp salt 1/2 tsp ground black pepper 1/8 teaspoon ground nutmeg 10 ounce bag fresh spinach 8 ounce sliced fresh mushrooms 1/2 yellow onion, sliced 4 ounce crumbled feta cheese 8 ounce shredded Swiss cheese Preheat oven to 350 degrees F (175 degrees C). In a large bowl, combine the beef, egg, onion, milk and bread OR cracker crumbs. Season with salt and pepper to taste and place in a lightly greased 5x9 inch loaf pan, OR form into a loaf and place in a lightly greased 9x13 inch baking dish. In a separate small bowl, combine the brown sugar, mustard and ketchup. Mix

well and pour over the meatloaf. Bake at 350 degrees F (175 degrees C) for 1 hour. Directions: Preheat oven to 400 degrees F (200 degrees C). Fit pie crust into a 9-inch pie dish. Whisk eggs, milk, parsley, garlic, salt, black pepper, and nutmeg in a bowl. Gently combine spinach, mushrooms, onion, and feta cheese in a separate bowl. Spread spinach-mushroom mixture in the prepared pie dish; top with half the Swiss cheese. Pour egg mixture evenly over the filling, swirling egg mixture in bowl to spread seasonings through the eggs; top the quiche with remaining Swiss cheese. Place quiche on a baking sheet. Bake in preheated oven until the quiche is lightly puffed and browned, 45 to 50 minutes. A toothpick inserted into the center of the filling should come out clean. Cool for 30 minutes before serving.

Atoms Hosting Hockey Tourney

The Chase Atom team (the Chase IceBreakers) would like to invite you out for a weekend of exciting hockey. The team will be hosting their tournament Friday, Saturday and Sunday at the Art Holding Arena. With teams from Logan Lake, Armstrong, K e l o w n a , Kam l o op s and more, the weekend will be a fun way to take in some of the future stars of hockey. Prize baskets

will be raffled off , and 50/50 draw will be held at each game. T-shirt will be sold in support of the home team for $15 and the canteen will also be opened throughout the day. Money raised during the tournament will help cover the costs of the atom hockey team's upcoming tournaments and other exp ens es relating to the game. Come out and enjoy a fun weekend.

Next up, Cam Watson with his 1st KIJHL goal, on the powerplay from Palaga and Fidanza. Then a pair from Fidanza, the 1st from Pat Brady and Hodges, the 2nd from Hodges and Beaubien. Fidanza after the weekend sits 4 points out of the KIJHL scoring lead! Nic Bruyere stops 38 of 40 to backstop the victory 6-2. The second game of the weekend takes place on Shea Weber Drive in the Houseboat Capital of Canada. This contest right off the get go is a horse of a different colour. The EAGLES score the lone goal of the 1st from Spencer Selby, in the 2nd they get a powerplay goal from Jordan Bautista. The Chase Heat soared against the Kamloops Storm and then were stormed out of town by the Sicamous Eagles. It was a weekend of contrary actions and confusing results. Friday night the 13th, under a huge full moon the STORM and HEAT converged at the Art Holding Memorial Arena. Attendance was at 248 and the Heat Volunteers were thankful for the faith shown in the efforts they make to provide great entertainment all winter long. In the 1st the Loops Lads get scoring started with a powerplay counter from John Ludvig. That is followed by Kaden Black notching the match at 1-1, from Spencer Farstad and Mason Palaga. In the 2nd the big fellow from Williams Lake, Cory Loring unassisted gives the Chasers the lead. The 3rd is the Michael Fidanza show assisted by Cody Hodges and Travis Beaubien. Next home action is on Saturday the 28th versus the North Okanagan KNIGHTS The HEAT continue their overall success, remaining atop their Division with a 3 point lead over 100 Mile House. They are currently 6th overall in the KIJHL Standings.
