n addition to start-ups and business acquisitions, the past year saw Chase welcome new attractions and improvements. Spear-headed by the Chase & District Skatepark Society, the purpose-built facility on Pine Street is very popular with kids on wheels and has been a busy place from its opening day. With s k ate b o ard s , bikes, and scooters, they enjoy its challenge, ride a designated and safe course, and have fun, w h e t h e r residents of the area or visitors. The village’s Memorial Park welcomed a new type of play area this past summer too. Chase Lions Club past members former president, Bev Iglesias, Lorna Douglas, Willy Gosse, Patsy McKinnon and the late Rob Simpson were the driving force behind bringing the multi-faceted

splash pad project to fruition. Years of work and $348,658 in fundraising went into providing this entertainment for locals and tourists, with $3,049.73 turned over to the Village for extra accessories to the under-budget development. The kids love this exciting watery playground and parents do too. Chase Fire & Rescue’s a n n u a l L obsterfest was again a successful and fun evening in June of 2018—and is booked for June 1st this ye ar—wit h funds raised returning to the community either through improvements within the department or supportive donations to local organizations. Their 2019 calendar featuring the Women of Chase Fire & Rescue was a sell-out with half the proceeds donated to a local charity and half going to fire and rescue projects. Continued on page 3...

Community Successes

The Chase Heat Junior Hockey Society, team members and their fans put together an initiative that involved auctioning off players’ jerseys and raised $5,000 which was donated to the Royal Canadian Legion Branch 107 in town for its Transition Programme, providing assistance to discharged armed forces veterans in BC. The Chase Hamper Society had a stellar couple of years, applying for and being granted $107,516 by the provincial government through Food Banks BC to establish their local perishable food recovery programme. As reported by Food Manager Maureen MacDonald, clients are now able to access fresh produce, eggs, meats and dairy products all year round. The grants have facilitated

purchase of tables, a double sink and shelving (all stainless steel), as well as two commercial refrigerators, two freezers, trollies, shopping carts, a scale, food recovery containers, and the big bonus, a GMC refrigerated van. In addition, the funding covered electrical and plumbing renovations needed for the new and improved cold storage. A huge win all ‘round. Congratulations to all those who spearheaded and assisted with these amazing projects. You and your generous volunteer efforts make the Village of Chase an even better place to live, grow and play. Obituary Violet Isabelle Trudell (Boss) Aug 18, 1920-Dec 30, 2018 It is with great sorrow that we announce the passing of Violet Isabelle Trudell, a long time resident of Chase. Vi passed peacefully on Dec 30, 2018 after a short illness. Vi was predeceased by her husband Irwin and is survived by her son Bob and her daughter Pat, 5 grandchildren, 9 great grandchildren and 4 great-great grandchildren. She will be lovingly remembered by the many people she worked with over the years in Chase and by family, friends, neighbors and her “stitch group” for her quick wit, loyalty and sense of fun!! You are neither too old nor too young to receive your first library card. I received my first library card with the public library when I was 25. Up until then, I frequented school and academic libraries, and of course used bookstores. We had a summer tradition in our family. My Mom let us fill a small box with books at the used bookstore, to last the whole summer at the cabin. Of course, this was back in a time when cabins didn’t have phones or TVs and the Internet didn’t exist yet. We read. Archie comics. Beverly Cleary. Charlotte’s Web. Garfield. The librarian who registered me for my first card, ended up becoming a friend and colleague years later. She loved to remind me of the day when I received my card. The memory would come up whenever my child’s birthday rolled around because when she registered me

that day, I was very, very pregnant. My children weren’t raised with the whole used bookstore-fill-a-boxof-books-for-the-summer tradition (which, by the way, I fully encourage) but they were raised at the public library. Storytimes, Summer Reading Clubs, author readings, a bond with the librarian - who knew their reading preferences and a n endless source o f free books to supplement their school library choices. Library cards are linked to so many wonderful things. Community. Freedom of choice. Educational. Fun. Resources. Music. Entertainment. Stories. Responsibility. Free programming. Creamy Cauliflower Soup Ingredients: 1 head of cauliflower 2 tablespoons olive oil 1 medium white onion, peeled and diced5 cloves garlic, peeled and minced 3 cups Vegetable Stock 2 sprigs fresh thyme 3 cups milk 1/2 cup freshly-grated Parmesan cheese Kosher salt and freshly-craked black pepper Directions: Begin by prepping your cauliflower. Remove and discard the outer leaves and trim off the stem. Quarter the cauliflower by using a knife to slice it down the middle of the stem, separating it into four sections. Separate the core from the florets. Roughly chop the florets, and then thinly slice the core. Set aside. (Also, if you’d like to garnish the soup with a bit of sautéed cauliflower, set aside 1 cup of florets for later use. See instructions below.) Heat oil in a large stockpot over mediumhigh heat. Add the onion and sauté for 5 minutes, until soft and translucent, stirring

occasionally. Stir in the garlic and continue to sauté for 1-2 more minutes, until fragrant. Add in the chopped cauliflower, vegetable stock, and thyme, and stir to combine. Continue cooking until the mixture reaches a simmer. Then reduce heat to medium-low, cover, and continue simmering for about 2025 minutes, or until the cauliflower is tender. Remove the thyme sprigs. Using either an immersion blender, or transferring the soup in batches to a traditional blender (be careful not to fill it very full when working with hot soups), puree the soup until smooth. Stir in the milk and Parmesan, and season the soup to taste with salt and black pepper. Serve immediately, topped with your desired garnishes if desired. If you would like to garnish the soup with sauteed cauliflower, heat 1 tablespoon of butter (or oil) in a medium saute pan over medium-high heat. Add the cauliflower florets and sauté for 3-4 minutes, or until the are tender and slightly golden on the outside

An Open Letter to the Taxpayers of Chase Re: Budget Discussions for 2019 The Village of Chase is going through some depressing discussions in connection with solid waste, sewer and water funding. We (the taxpayers) are trying to recover from a 2017 Deficit

of $415,465.00 in these three accounts and we are scrambling to overcome 2018’s Deficit which was budgeted at $334,400.00 (and presently in excess of $242,385.00). These three funds have to be self-sufficient – that is, they have to pay for themselves, and the Water Fund is the sole proud owner of the deficit title. Early in 2019 the Village will begin discussions on what we need to do to achieve a balanced Operational Budget for the current year, estimated to be in the area of $5,537,031.00. The information is not yet complete as of this date, but discussions on both the solid waste, sewer and water funds, and the Villages Operational Budget for 2019 are critical to the financial wellbeing of this c o m m u n i t y. T h e s e discussions are open to the Public and are well advertised in advance. From an observer’s point of view, we taxpayers don’t display a great concern with the operations or finances of our Village until we find an increase in our taxes or utilities. Then we fly into a righteous indignation at what we see as overspending or abusive spending of our tax dollars. But in

Letters may be sent to info@chasesunflower.ca and must include a name to be published. general we are ill informed as to the facts of the financial operation of this corporation, and take little interest in educating ourselves in this matter. A classic example is attendance by taxpayers/interested parties at budget discussions or Council meetings. On Tuesday December 18th at a Special Budget Meeting at the Village Council Chambers there were 5 staff members, 5 Council members and 4 members of the public (which includes one couple). According to my calculations, out of approx. 1700 taxpayers our public participation was approximately .23% [less than 3 tenths of 1 percent] at that meeting. There is an old saying in politics that we get the kind of representation that we deserve and sadly I think this is going to apply in this instance. If you as a taxpayer have no personal concern about what happens with our tax dollars, perhaps you should consider the impact it has or will have on your family or your neighbours, or this community itself. We are going to face an increase in the cost of delivery of our water and it needs to go up from $0.50/cubic metre to around $0.87/ cubic metre to break even. We need to stop bypassing capital expenditures and infrastructure spending and also get some assets into our reserves and our operating budgets, and there’s only two feasible means of doing that – increase revenue or decrease services. The only way you are going to help alleviate this situation is to become informed and more importantly to become involved in the process. Len McLean

Council Meeting Highlights January 8, 2019 submitted by the Village of Chase

Happy New Year and thanks to all those folks who attended the January 8, 2019 Council meeting. Robyn Cyr, Economic Development Officer for the Columbia Shuswap Regional District and Shuswap Tourism presented an update to Council of Shuswap Tourism's work in 2018 and plans for 2019. She explained various marketing projects, funding opportunities, partnerships and events attended. Council members gave their reports as to their activities over the past few weeks including meetings with various community groups in their roles as liaisons and Council meetings that took place before the end of 2018. Council heard from the Fire Chief regarding

activities over the past month for the Fire Department, and the Manager of Public Works explained what staff is doing to mitigate odours from the sewer lagoons when winter transitions into Spring. Council passed a resolution for Administration to apply for grant funding to engage in a Chase Creek remediation project that will focus on several areas of Chase Creek within the Village boundaries where banks have been significantly eroded. Council received calls for nominations from the Southern Interior Local Government Association for executive positions for the upcoming term, and a call for any resolutions that would be submitted to SILGA and if confirmed at SILGA's conference, be forwarded to

UBCM for consideration by the delegates at the 2019 convention. Council passed a resolution to submit the Neighbourhood Golf Cart Program for consideration for a SILGA Community Excellence Award. Council received a congratulatory letter from E-Comm 911 congratulating Mayor and Council on being elected to serve the community for this term of office. Council's next meeting takes place on Tuesday, January 22, 2019, starting at 4 p.m. We look forward to seeing more folks at Council's upcoming meetings.

Tech Talk: Streaming Services by Stefan Schielke, inTechrity

Many people ask about streaming TV and movies. With so many choices, what is the ‘best’ option? Below are three of the most popular ways to either download or stream content. Torrent sites use files that are broken up into small pieces of information and shared over a peer-to-peer (P2P) network. Users download an entire file composed of small parts shared from multiple computers in the ‘swarm’. As a user downloads a piece of the file, make it available for someone to download it from them. Torrent sites share movies, TV, books, music, software… the possibilities are endless. Depending on the content being shared, users can violate copyright infringement laws. In 1999 a small P2P company, called Napster, created a program that enabled people to share music. A court order shut down Napster in 2001 due to copyright infringement. Since then, many websites that have provided the same service. One of the most notable P2P sites is “The Pirate Bay,” which was started in 2003. The founders were all imprisoned in 2009 for copyright infringement. While the site still exists, it keeps getting moved to countries where laws are more relaxed. Android Kodi boxes – A Kodi box is a

standalone device that runs the Kodi software and plugs into your TV or computer monitor. The software allows users to play and view most streaming media, such as videos, music, podcasts, and videos, from the internet. The Kodi boxes and software themselves are not illegal. However, third-party software can be loaded onto the boxes allowing users to download pirated movies and TV shows that do violate copyright infringement laws. People ask me why I do not program and sell the Kodi boxes. Canadian companies have been told to cease selling them with the software preinstalled. I believe that providing these units to people (even without the additional software) contributes to illegal downloading. Netflix - is a streaming service that allows people to watch a wide variety of awardwinning TV shows, movies, documentaries and more on thousands of Internet-connected devices. While not all movies or TV shows are available to stream, there is a huge catalogue of entertainment available. Netflix operates on a subscription based model with plans for 1 screen, 2 screens or 4 screens, allowing you to share one account with family or friends. While there are other methods for streaming

or downloading content, if you want to stay on the legal side of things, one is better off utilizing a service like Netflix. HEAT WIN 4 OF LAST 5 by Scott Koch, Chase Heat

The end of 2018 and the beginning of 2019 have been fairly good for the young men on the Chase HEAT. It started with the KIJHL College Showcase where the HEAT won both their games. That was followed by a one goal 3-2 loss to the Kamloops STORM on New Years Eve day in Chase. In that one Gavin Mattey popped one in assisted by Evan Vinterlik and Marino Bordin. The final tally of the game went to Vinterlik with Brandon Gremaud and Mattey getting the assists. Friday night the 4th of January, the team travelled to Princeton to meet the POSSE. In the 1st Princeton got on the board, followed by no scoring in the 2nd. In the 3rd Evan Hughes tallied an unassisted goal, and then Cam Watson on the powerplay from Vinterlik and Mattey scored the game winner. A 2-1 road warrior win to make the late night arrival back in town just a little nicer. On the 5th of the new month at the Art Holding Memorial Arena the HEAT stumbled out of the gate before the flood gates opened. In the 1st the Osoyoos COYOTES tallied a trio of goals for a commanding 3-0 lead. In the 2nd the HEAT bookended an Osoyoos goal with a pair of their own. Newly signed 20 year old Tony Dennis from Chase, slapped one home from the blueline assisted by Hayden Wiebe and Hughes. Then Hughes got in the picture from Breckin Erichuk and

Wiebe. In the 3rd period the locals completely dominated scoring 5 of the 6 goals in the final 20 minutes. The new guy in town from Moose Jaw Saskatchewan Hayden Wiebe popped in his 1st from Hughes and Erichuk. Mr. Dennis slapped in his 2nd of the season from Wiebe and Hughes, before Brock Marple scored his hat trick goal for the COYOTES. But the celebration ended there for the visitors. Wiebe scored his 2nd of the contest from Erichuk and Caleb Biensch, followed by Garrick Ward from Brett Alexander. The thriller in this match came when Captain Cam Watson defending on a 5 on 3 penalty kill, stole the puck and marched down the ice on a breakaway to score a razzle dazzle goal. 49 shots were fired at the Osoyoos tandem in net, with 7 slipping past, the HEAT taking 40 minutes to get up to speed and earning a 7-5 win. Hayden Wiebe garnered star recognition on the basis of 2 goals and 3 assists. Next up on Friday the 11th at 7 pm are the 100 Mile House WRANGLERS, always a nail biting night of entertainment at the local Chaos Castle. That’s followed by a 3 game road trip week versus Kamloops, Revelstoke and Kelowna before returning to face Sicamous on the 19th. A serious test to determine how much the HEAT have improved.
