Tow Truck Incident submitted by Barry Kennedy, Chase RCMP
On January 3, 2024, at 0500 hrs, Chase RCMP were advised of a theft of a tow truck and the pick up truck which was still on the truck from a previous towing incident earlier in the night. The 2 suspects were unable to remove the pick up truck from the tow truck, so they decided to steal the tow truck with the pick up still on it. The suspect drove the tow truck through the locked metal gate, destroying the gate. This alerted a neighbour, who then jumped into their personal vehicle and began following the stolen tow truck. When the tow truck attempted to smash in to the witnesses’ vehicle, the witness stopped following and alerted police to the last known location of the tow truck. Police were able to track the tow truck by following the tire marks left in the freshly fallen snow as they travelled through Turtle Valley, but lost the tracks once they hit wet pavement on Squilax Anglemont Rd. Police conducted patrols in the area and were provided information that the tow truck was seen driving up the 670 Forest Service Rd near Scotch Creek. After conducting more patrols, police received further information that the tow truck had turned on to the 690 Forest Service Rd, which was not plowed and had received a lot of recent snow fall. Police were able to follow the tire impressions in the snow for approximately 30 kms when they located the stolen tow truck stopped on the road. Police
approached the vehicle and attempted to apprehend the occupants, but they fled in the tow truck. Police followed the tow truck until they reached the Seymour Arm Forest Service Rd, where the tow truck turned west and started to head back toward Anglemont. During this trek, the tow truck attempted, on two occasions, to reverse into the police vehicle to disable it but police were able to avoid a collision. Police continued to follow the tow truck while officers set up a position to deploy a spike belt near Scotch Creek. Police followed the tow truck for approximately 45 kms, back to Scotch Creek, and attempted to stop the tow truck by activating their emergency equipment but the tow truck refused to stop. The spike belt was successful deployed near Talana Bay on Squilax Anglemont Rd, deflating all 6 of the tow truck tires. The tow truck slowed to a stop and drove into the ditch, where 2 males fled from the tow truck. Police were able to contain the suspects in a gravel pit area and one male was taken into custody while the second male managed to flee. 44 yr old William Davis COPPING of Chase has been charged with Theft Over $5000, Possession of Stolen Property Over $5000 and Evading Police. Further charges are expected. COPPING was released from Custody following a Bail Hearing, with numerous conditions and is to appear in court in Kamloops on January 8, 2024.

Hamper Society: Holiday Season Wrap Up submitted by Brenda Patterson, Chase Hamper Society
Thank you to all the people, businesses, done, including the last minute add-ons organizations, and the many, volunteers and emergencies. Approximately 55 went in Chase and area who pulled together to families of 3 or more, with the rest to and helped make Christmas merry, for couples and singles. In addition to food so many of their friends and neighbours items there were many little extras to who would have done with a lot share amongst the less, if not for all of you special boxes. up themselves! Over 100 people started arriving just before 9AM to pick up their Christmas hampers! There was a lot of extra last minute produce and foodstuffs to choose from also, and everyone went home with smiles on their faces and an extra bag or two under their arm! The elves weren't all done just yet though! There were still some Senior Gifts left after the Christmas hampers had been delivered, and a Drop off had been made to Parkside, so off we went in search of those who might be on their own at Christmas or not able to visit with their families. By 6:15PM on Christmas Eve, all 250 Senior Gifts (yes, there were 250!) which had been donated to the Senior Tree, were in the hands, or nestled under the tree of, a Senior who would open it on Christmas! We are thankful for all the generous people who step up to help others where they can, donating their time, energy and resources with no thought of getting anything in return, other than the satisfaction of knowing they made a difference!

Obituary Delores Agnes Christy June 22, 1934 -December 21, 2023
Our loving mother, wife, grandmother, great grandmother, auntie and friend, passed away peacefully December 21st in hospice with her family by her side. Delores was born to Jack and Joan Pringle June 22, 1934, in Victoria British Columbia. The family moved to Kamloops, as younger sister Kathleen had asthma, it was too damp at the coast. Delores remained in North Vancouver with her very English grandmother, Renee Pringle, for a duration, then joined her family in Kamloops. The family resided in Kamloops until Delores, at the age of 13 years, moved to Chase, BC. Here she met Tom Christy in her late teens marrying October 21, 1951. Tom and Delores were so fortunate to have had four children: Patrick (predeceased), daughter Jean (Allan); daughter Janet (Tom); and son Mitchell (Deanna). These marriages were blessed with eight grandchildren: Reeve (Dayna), Justin (Marlyse), Suzanne, Lisa (Jory), Jillian, Kyla, Brianna (Matt) and Brandon. Delores also leaves to cherish and honour her life with nine great grandchildren. Izabel, Aliza, Gwen, Liv, Sawyer, Daya, Maya, Macy, Maverick and Millie. Delores was a very busy mother, with four children. She loved being a mother, sewing clothes for all the children for special occasions. Delores was a very caring, kind, compassionate mother teaching all of us children the secret to life. Delores attended every special function each and everyone of the children had growing up, with such pride and love. Delores, as the children became independent and left home, had time for further passions. Delores with her love of dogs always have a pair of puppies to nurture. Delores and Tom moved to 38 acres at Lee Creek with their empty nest, tending to beautiful flower gardens, vegetable gardens and cows for dad. Delores was extremely busy out at their new property and continued to work at the Chase post office. Delores curled at the chase curling club, a very huge passion of hers. Delores always helping in the kitchen at the curling rink, hoping to ensure the enjoyment of all. Delores and Tom moved back to Chase as the farm became quite a challenge as they were ageing, moving to a large property down by the river. Of course, along came the puppies and all their talent to beautify this new home, beautiful flower gardens, vegetable gardens and fruit trees. The golf course was nearby and mom quickly became
a very active golfer, driving to Kamloops weekly to golf with daughter Jean. Delores always brought along her sister Kathleen, for this golfing event and lunch weekly. Those two sisters annually holidayed at a Mexican destination, routinely getting in the real trouble. They always enjoyed the entertainment around the pool, Kathleen loving her margaritas, and Delores participating in all the activities including singing up on stage. Delores’s love of music led her to guitar lessons and singing, which she shared her talent at the senior center weekly. Delores loved the town of Chase, with all her friends and entertainment for all. Delores and Tom moved to Kamloops as ageing and being close to children seemed like a good decision. And yes, along came puppies and a flower garden and vegetable garden to their small new residence. Recently on October 21, 2023 Delores and Tom celebrated their 71st anniversary, of course with mom’s baby shorky puppy. Delores was always so grateful, appreciative, and compassionate in life as her mobility became difficult with her amyloid heart disease. She had the blessed insight to enjoy every single day. At the age of 89, mom quietly, peacefully passed away. What a joyful life you lived Mom. You loved and were loved, you had a life fulfilled. Mom you will live on forever through all of your family. Mom we will honour your life always showing kindness and compassion. Special thanks to Dr. Dickenson, always showing kindness and compassion to Mom. Chase Fire Rescue talks Wildfires and Protection 2023 was the most dangerous wildfire season on record. This past year’s temperatures were the hottest recorded globally, and resulted in the worst forest fires in Canadian history. What will 2024 bring? As Chase Fire Rescue Fire Chief Brian Lauzon reports, “The disastrous outcome of the Adams East complex wildfire that swept the Shuswap area could have impacted our community and been even worse for our community. If the winds had turned west, rather than east, Chase and its surrounding area could have sustained the devastation which occurred in the Adams & North Shuswap area.” In British Columbia, drought conditions and warmer-thanusual temperatures helped fuel a long and unrelenting wildfire season that burned just under three million hectares (28,000 square kilometers or 10,810.9 square miles) – approximately the size of Belgium – and representing a 700% increase over the 10-year average. More than 400 structures and homes were lost, with over half the losses in the Shuswap region. Sadly, six firefighters lost their lives and tens of thousands of residents were forced to flee in BC. There were enormous threats to safety, and the fires’ flames were notably visible to the public. Recent data had prompted the federal and provincial governments to predict the worst wildfire season in 100 years— and they were correct. Officials are concerned about longterm drought conditions, with potential impacts being forecast for the 2024 wildfire season. 2023 brought with it 2,245 wildfires to British Columbia, with an average size 84% larger than in 2018. In addition,
BC’s drought bulletin shows 18 of the province’s 34 water basins are at drought Level 4, threatening harm to ecosystems and communities alike. A further four water basins are at the highest drought Level of 5, resulting in measures needed to conserve water. During these winter months, it’s important to take action, preparing and educating ourselves for the next wildfire season, which will soon arrive. It’s important to Fire Smart our homes and properties. Officials are now examining the prospect of drought-driven conditions during 2024, setting the stage for a similarly disastrous fire season unless there is “significant precipitation” this winter. The road ahead is long, complex and challenging. What we do and learn is important. Reducing risk to homes and properties is essential. It’s not about being perfect—it’s about being ready. Fire Smart can educate and prepare us for what’s undoubtedly to come. The Regular Meeting of Council was held on January 9, 2024 at the Village office and via Zoom. 19 people attended in-person and 7 people attended virtually. Public Hearing – 607 3rd Avenue. Council held a public hearing regarding Zoning Amendment Bylaw No. 933-2023 for 607 3rd Avenue, which would amend Zoning Bylaw No. 683-2006 by adding the zoning designation of R-1, Low Density Residential. Comments from members of the public included concerns about riparian areas, setbacks, and the existing density of houses in the area.

Public Input On Agenda Items. Members of the public expressed their thoughts on agenda items, including highway noise and a proposed cannabis retail store. Highway noise was cited as an issue for residents who requested that the Village seek potential barriers to mitigate disturbances. Residents also expressed concerns about the proposed cannabis retail store, including issues relating to

Council Meeting Highlights
Mr. Mataseje described previous efforts to contact provincial authorities to advocate for lowered speed limits and the construction of a noise-reduction barrier and asked Council for support in seeking a solution.
Barriere Budz Cannabis located at 560 Shuswap Avenue. The proposed licence location is zoned C-2, Downtown Commercial and cannabis retail is a permitted use in this zone. Councillor Connett voted against the resolution.
Sandeep Mahal, Barriere Budz Cannabis – Cannabis Retail Store. Sandeep Mahal, of Barriere Budz Cannabis, addressed Council regarding a proposed cannabis retail store to be located at 560 Shuswap Avenue and asked for a positive recommendation in his application to the Liquor and Cannabis Regulation Branch (LCCRB), which is required to proceed. Mr. Mahal highlighted the discrete nature of the business, the requirements to cover the windows of the store, and the benefits of a product supply that is provincially regulated and discourages illegal sales.
Zoning Amendment Bylaw No. 9332023 (607 3rd Avenue). Council passed third reading of Zoning Amendment Bylaw No. 933-2023, which would facilitate the sale of the Village-owned property with the proceeds from the sale earmarked to pay for the acquisition of lands needed to complete the Shepherd Road thoroughfare.
Cannabis Retail Store. Council passed a resolution in support of an application for a provincial primary licence for
Development Variance Permit – 515 Pine Street. Council issued Development Variance #4-2023, which allows the owner of the property at 515 Pine Street to vary the front parcel line setback for an accessory building by one metre. The variance results in a five-metre setback rather than a six-metre setback. Development Variance Permit – 607 3rd Avenue. Council issued Development Variance #5-2023, which allows a principal building to be built closer to the front parcel line than Zoning Bylaw No. 683-2006 permits. Due to the irregular configuration of the Village-owned property, a relaxation of the front parcel line setback is necessary to optimize the building envelope.

Building Regulations Amendment Bylaw No. 929-2024. Council passed the first three readings of Building Regulations Amendment Bylaw No. 929-2024, which would amend Building Regulations Bylaw No. 803-2014 to allow builders the option of using a prescriptive alternative in meeting Step 3 of the provincially mandated Energy Conservation Step Code. Amendments also include various text changes to the bylaw and its appendices that
reflect current processes and practices while others ease administration and streamline enforcement of the permitting and construction process. Shuswap Trail Alliance – Financial Support – Working Group/Annual Roundtable. Council committed contributions to the Shuswap Trail Alliance (STA) of $1605 per year towards operations for a period of four years and $500 per year towards the organization’s Roundtable initiative for three years. One of the STA’s main projects in 2024 is the Chase Creek Falls Trail Upgrade which will include a trail from the old rest area on the south side of Highway 1 and address drainage issues. SILGA – Call for Nominat ions/Res olut ions. Council recognized the call for nominations for the Southern Interior Local Government Association (SILGA) executive and acknowledged the upcoming deadline for submissions of resolutions on February 29, 2024. Mill Park Boat Launch Preliminary Design. Council reviewed preliminary designs and conceptual renderings for the Mill Park Boat Launch. 2024 to 2025 Strategic Plan. Council noted that its 2024-2025 Strategic Plan has been adopted and is hereby released to the public.
