Foundation Stocks up Chase’s Health Centre
T
he staff at the Chase Medical Clinic and Chase Health Centre would like to extend a sincere thank you to the Chase & District Health Services Foundation for its generous donations over the last two years. The Health Centre is now equipped with a state of the art wall mounted cardiac monitor, as well as a mobile cardiac monitor and tonometry device. The Clinic has a new exam bed, liquid nitrogen dispenser, infant measuring mat and fetal Doppler with read out and a hand-held Oxymetry device. • The Spacelab wall mounted cardiac monitor and mobile cardiac monitor ($53,410) will greatly benefit the emergency department by allowing us to properly monitor sick patients in the emergency department. These devices also communicate with Kelowna so we can live consult with cardiologist if there is a concern with a rhythm on the monitor. The Foundation also paid ($15,512) for the renovations of the trauma room needed to accommodate the Spacelab. • The tonometry device ($4300 ) measures

CHASE SECONDARY SCHOOL NEWS Principal’s Message – January, 2017
Tyéncwem re tmicw (Happy New Year)! We had a marvelous wrap up to 2016. Two events highlighted the month. The first was the third annual Community Christmas Meal hosted by Chase Secondary. We cooked up seven turkeys with all the fixings and fed roughly 170 people a turkey dinner at lunch time on December 8th. Thanks to all of the staff and students who helped to make the day such a great success. Also, an enormous thank you is extended to the many community groups and individuals who helped to support our efforts. We couldn’t do it without you! There were rave reviews on the meal and the entertainment. The second event to end the month was the first ever Christmas Cup Volleyball
Challenge. Student teams competed in a round robin tournament from December 12-15 for the right to take on the vaunted staff team. The final was played last period on December 16th where the students eked out a four sets to one victory over the staff. Much fun was had by all! As we move into the New Year the intensity picks up. Teachers are wrapping up their courses in anticipation of the semester end on January 25th. The final day of regularly scheduled classes is Wednesday, January 25th. Students will be busier than ever preparing for final exams or presentations of learning in their classes.

The Chase Trojans Jr Girls Basketball season is full under way. They competed in the highly regarded Fulton Cup tournament before Christmas, which features all of the top ranked high schools from Kamloops. Although they were unable to pull off a win, they were able to reinforce Coach Steve Lemon and Coach Justin Leonard’s confidence in their young team. This year they will be led by Grade 10 Tynisha Selluski, who returns to the Junior team after playing last year with the strong Trojans Sr. Girls team. In addition to Tynisha, Grade 10's Mizuki Ona, Haylee Nakazawa and Brianna Kelly return to supply veteran leadership. Grade 9's Gianna Badesso, Josie Smith, Hannah Penner and Alii Parker are
returning sophomores who the coaching staff is looking at to provide some scoring punch, whether from the starting rotation or coming off the bench. Newcomers, such as Marya Wood, Willow Nolin and Danieka Boivin have all showed promise and potential on both the offensive and defensive ends of the court. With intense effort, quality coaching and maybe even a little luck the Trojan girls are hoping to secure a home playoff berth so all of Chase can come out and cheer them on. Village of Chase Annual Reports Annual Reports provide an overview of the major achievements and significant projects completed during the past year, as well as providing each department’s objectives, accomplishments and initiatives for the upcoming year. The report includes financial statements and serves as a form of accountability to the public. As per Section 99 of the Community Charter, a Council must annually consider at a public meeting the annual report. The Village of Chase 2015 annual report will be considered by Council at the January 24, 2017 Regular Meeting at 4:00 p.m. at the Village Office. A copy of the report has been posted on the Village’s website at www.chasebc.ca

Fees and Charges Council adopted an amendment to the Village Fees and Charges Bylaw which increases the fees charged for development applications including Official Community Plan and Zoning amendments, as well as Development Permits and Temporary Use Permits. In addition, the fees for water connections, sewer connections and storm drainage connections have been increased to reflect the actual costs for the work to be performed. For more information regarding these increases, please contact our office at 250.679.3238. Council Liaison Appointments for 2017 Council adopted the Council Liaison Appointment for 2017 – any organization that has a Council liaison will be receiving a letter confirming which member of Council has been designated as the liaison for that organization. The appointments also provide for the Acting Mayor rotation for 2017, so that each Councilor is provided with a three month period to step in for the Mayor if the Mayor is not available for various events and functions. The list will be available soon on the Village’s website, www.chasebc.ca Rocky Road Trail Initiative – Scatchard Mountain For those of you hiking enthusiasts out there, you will know there are some hiking trails on the Northwest facing slope of Scatchard Mountain – the trails start just above the Village cemetery. Village Council has put its support behind the creation of a new trail along what used to be an old road made out of stones – the “Rocky Road Trail”. The Village of Chase will be partnering with the Shuswap Trail Alliance and the local First Nations communities to develop that trail. Adams Lake Indian Band and Neskonlith Indian Band have both put their support behind the initiative – the Village will be approaching Little Shuswap Lake Indian Band to request their support as well. We hope the new trail construction can start in 2017. Stay tuned! Proposed Splash Park – Memorial Park The Chase Lions Club is hoping to build a Splash Park in Memorial Park-Council has passed a resolution to allow for a location. As with any amenity or park, there are always three components of the initiative: 1. Find
the money to build it; 2. Spend money on building it; 3. Spend money on maintaining it. Council received an Administrative report that outlines various components of the proposed project that need to be addressed before such an amenity can go forward: Can the Village’s sewer system handle the additional water? Who pays for the water that the splash park needs to operate? What hours should the splash park be open? What electrical and other costs might there be in relation to the operation of a splash park? Village staff is working with the Lions to ensure that all pertinent information is known and analyzed before the project can proceed. Stay tuned for more on this one! Zoning Amendment Application – 315 Lakeshore Drive The property owner at 315 Lakeshore Drive has applied for a zoning amendment to his property to allow for a secondary suite above an existing two-car garage. Council approved receipt of the application, gave the proposed bylaw first and second readings, and referred the proposed bylaw to a public hearing. Advertising will be forthcoming as well as letters to nearby property owners. CP Rail Crossing Agreements for Municipal Infrastructure Council entered into an agreement with CP Rail to allow utility works (water and sewer) to be installed under CP Rail’s line that crosses Aylmer Road. These utility works are needed in conjunction with the future development of residential properties along Aylmer Road. Utility Charge Adjustments – Properties that were sold in 2016 Council authorized the adjustments of some property owners’ utility charges in 2016 if the properties were sold to new owners and utility chargers were incorrectly applied to either the seller or the purchaser. In 2016 the Village’s water and sewer billing structures changed, and some property owners were charged for utility costs that were attributable to the previous owners. Adjustments where appropriate will be made for certain properties that were sold during the transition from tri-annual billing to quarterly billing.

• A new exam bed ($1875) replaces a broken one for a doctor’s office. This allows the bed to be able to be put up or down as needed, which the previous one could no longer do. • An infant measuring mat($158.65) and fetal Doppler with read out ($895) allow us to be more effective at prenatal and infant care. This allows for more accurate measurement of fetal heart rate during prenatal visits, and of infant’s weights and heights during regular check ups. This in turn lets us stay on top of any changes we need to monitor. “These donations have greatly benefited both emergency and office care of the people of Chase, and enhanced the work performed by the physicians, nurse practitioner, nurses, and staff of both the Health Center and Medical Clinic. We greatly appreciate all this new equipment

The Village updates its five-year financial plan each year to ensure the Village’s finances are managed responsibly and to reflect the priorities identified by Council and the community. The 2017-2021 Financial Plan provides funding requirements for 2017 and projections for 2018-2021 that indicate future requirements for the Municipality at a summary level. Within the next few weeks, Council will be reviewing its strategic plan that outlines their goals and objectives for the upcoming year. This strategic plan is used to focus limited resources, with the goal of linking work and new projects to Council’s goals and objectives. Council approves the five-year financial plan each year. The financial plan or budget, details municipal spending. Budgets affect property taxes collected. If the Village’s overall budget increases, property taxes may also increase. We encourage taxpaying residents of Chase to participate in the budget process. The next scheduled meeting is Monday, January 16, 2017 at 10:00 a.m. This particular meeting will focus on the total summary budget that became public December 10, 2016; a discussion on the capital budget; and a general overview on Chase’s financial situation. Grace Margaret Swanton (Holmes)
It is with deep sadness that we announce the passing of our mother, Grace Margaret Swanton. Mom died in her sleep on the evening of December 23, 2016. She was 93 years old. Her passing marks the end of an era; she was the last living child of Oliver and Cora Holmes family of six. She was pre-deceased by our father, Richard (Dick) Arthur Swanton. She leaves to mourn her passing her six children Margaret Carleton (Ross), Maureen Pytela (Martin), Denise Harper (John), Charles Swanton, Michael Swanton (Celina) and Brian Swanton (Joanne). Her grandchildren Stephanie, Rebecca, Connor, Ari, Susanne, Elisabeth, Karen, Brenda, Kathleen, Martin, Cheryl, Dexter, Krina, Andrew, Brendan, Keiran, Kaelan and Rhianna; plus twenty four great and great-great grandchildren. Also mourning her passing are two former daughters-in- law Ineke and Pam Swanton. Mom was born in Benson, Saskatchewan. She attended Normal School in Regina and taught for several years at small schools in south eastern Saskatchewan before moving to Mission BC. Following his return from service in WW 2 Mom met and married our father Dick Swanton. Both Dad and Mom were teachers and together with their growing family they lived and taught in many towns in BC including Mission, 100 Mile House, Squamish, Clinton, Vanderhoof, Terrace and finally Lillooet. As they travelled they met many people and gathered many friends. At the end of their teaching careers they retired to Chase BC where, as was their practice, they became very involved in the community. For their tireless hours of volunteer work Mom and Dad were named jointly Citizens of the Year. Mom enjoyed her teaching career and the people she met in each community. She was a lifelong learner and taught each of her children the importance to think critically and always do our research. Mom

is fondly remembered by many of her former students – some who still call her Miss Holmes. A teacher ahead of her time she encouraged her students to read, even if it was a comic book, believing in instilling the passion now and encouraging prescribed reading later. Mom believed in working to make life better for others and we have memories of the well-known and not so well known people who joined our dinner table while performing in our small communities. Bringing classical performances to the people of our small town was just one of mother’s many endeavours. It is only in the past few years Mom retired from organizing group trips for her friends and asking one of her daughters to provide the transportation. Mom loved attending the Kamloops Symphony and Western Canada Theatre performances and attended both when she could. Following Dad’s death in 1995 Mom stayed in Chase for another nine years before moving to Berwick on the Park in 2006 where she lived out the rest of her life. While there she was active in the many activities offered residents and gathering groups to attend choir or musical performances. As her hearing diminished so did those activities. The family would like to thank remarkable staff at Berwick on the Park for her wonderful years there and for the kind and loving care each of you showed to Mom during her recent decline in health. We would also like to thank Dr. Victor DeKock and the staff at Summit Medical Clinic. Despite her growing health issues Mom passed in comfort and without pain or fear. We are truly grateful for that. A celebration of Grace’s life will be held in Chase in the late spring.
In Tribute to Jim Philip
Jim passed away on the morning of December 22nd at home in bed. I met Jim about 31 years ago as I needed a good labourer to help build the many chimneys in houses being built on the Adams Lake Reserve. I took him with me to other Reserves, as far as Revelstoke He was the best worker I ever had. He was better than a brother. A good Dad to his kids that he loved very much. He may not have been perfect but then who is. A better friend you can never find. I’m speaking for all those who knew him. He’ll be missed very much. -Walter Marx.

Easy Meatloaf 1 1/2 pounds ground beef 1 egg 1 onion, chopped 1 cup milk 1 cup dried bread crumbs salt and pepper to taste 2 tablespoons brown sugar 2 tablespoons prepared mustard Preheat oven to 350 degrees F (175 degrees C). In a large bowl, combine the beef, egg, onion, milk and bread OR cracker crumbs. Season with salt and pepper to taste and place in a lightly greased 5x9 inch loaf pan, OR form into a loaf and place in a lightly greased 9x13 inch baking dish. In a separate small bowl, combine the brown sugar, mustard and ketchup. Mix well and pour over the meatloaf. Bake at 350 degrees F (175 degrees C) for 1 hour.
