Mandatory Mask Mandate Lifted July 1st

BC has dropped the requirement to wear masks in indoor public spaces. Starting on July 1, wearing a mask in an indoor public space will be recommended, but not mandatory, for those who are not fully vaccinated. “Some people may choose to continue

to wear a mask and that’s OK – we all need to go at our own pace,” reads a presentation from the province. “The Face Coverings Order under the Emergency Program Act will be lifted and no proof of vaccination will be needed.”

Proposed Telecommunications Cellular Tower – 530 Aylmer Road Brian Gregg, SitePath Consulting Ltd. (for Telus) gave a brief overview on their report entitled “Public Consultation Summary & Land Use Concurrence Request”, requesting land use concurrence from the Village of Chase in the form of a resolution or a letter addressing that the: - Village is satisfied with the Telus’ consultation process, - Proposed tower is a permitted use, - Proposed design and location is acceptable, - Village of Chase concurs with the tower location. Mr. Gregg responded to numerous questions from Council and did concur that Telus may look at an alternate location for the proposed

ADAMS LAKE INDIAN BAND (ALIB)

homes for residents for years to come. ALIB is planning to construct four houses at West Harbour Village this year, with the possibility of a fifth home. These will be available for sale.

Water Project Complete The successful completion of the Band’s new six-kilometre waterline and filtration system was celebrated in mid-April with a drive-thru and delivered traditional meal for the entire Adams Lake community. Clean potable water is now piped to homes where hard water with dangerous chemicals had previously existed. A congratulatory letter from the BC Assembly of First Nations noted the ‘incredible capacity commitment and coordination with Indigenous Services Canada, contractors and community members’ to bring such a project to fruition, to secure a basic human right for First Nations. New Homes Going Up A duplex residence is under construction in a new subdivision on the Sahhaltkum reserve, with four additional housing units planned. Band members, including youth trainees in carpentry, cement works and trades, have undertaken this significant work which will provide quality

ALIB Traditional Winter Pit House Project team members have been busy with planning the construction of a traditional C7iskten (winter home) for cultural community ceremonies and activities. Input has been received from band members on its location and various details of the building. Construction will begin once the location and design have been confirmed. Archives Inventory Project ALIB Title & Rights Department has received a grant from Library & Archives Canada, through the Documentary Heritage Communities Program, as Phase One of a multi-year plan. This funding will facilitate hiring a First Nations Archives Technician on contract for the project’s duration to organize and archivally describe the permanent material of significant cultural heritage in the ALIB Title & Rights Archives. The project will involve the creation of an inventory,

finding aids, and an access database. Camping Upgrades ALIB Council approved infrastructure improvements at Sandy Point and Pierre’s Point campgrounds which, while facilitating more campers, will ensure environmental protection measures are in place. New ALIB Staff Community and Council are pleased to welcome Mitch Helary to the Cultural Department, Mental Health specialist Carly McMeekin, and Jason Peters as Economic Development Manager. Their experience and understanding will be significant assets to the band’s operations and its members. Employee Recognition ALIB has developed a program to honour long term employees achieving five, ten, fifteen and twenty+ years of service to the community. 54 employees were acknowledged earlier this year with congratulations, gratitude, Certificates of Service, and gifts recognizing their years of hard work and dedication. to Village Operations & Maintenance. The Residential Property Department is pleased to welcome Sue Bleile as Housing Coordinator and Alex Stewart as Housing Maintenance Coordinator. And Grayson Bowering, the LSLB’s Human Resources Advisor, is able to assist members with employment opportunities within the Band organization. Territorial Resource Stewardship The Territorial Resource Stewardship Sector has focused on leading the development of the governance structure of the Pespesellkwe te Secwepemc (Lakes Division) and has negotiated agreements with the provincial government and secured funding to advance the interests and self-reliance of LSLB, Adams Lake, Neskonlith and Splatsin bands as follows: - jurisdiction and control over lands and resources within the Pespesellkwe area - working toward joint decision-making with provincial and federal governments - protection of Secwepemc culture and heritage sites, landscapes and watersheds - improving revenue-sharing arrangements - securing additional lands for existing reserves and negotiation of other lands to be under the control of Bands. Squilax Fire Department The department has been busy and reports that, in March, seven of the department’s members attended training as Certified First Responders, who can quickly be first on the scene of a medical emergency—a valuable resource. Territorial Resource Stewardship The Cultural Heritage Protection Department’s management of proposed development projects, which may impact cultural heritage sites and LSLB’s use, rights, and interests, involves archaeological and research assessments within LSLB homelands. Field technicians are presently working in the Kicking Horse Canyon, at the Revelstoke Mountain Resort, and at the Tappen Highway Expansion and archaeological assessments have also been conducted on Quaaout IR1 and Scotch Creek IR4. Helped a patron apply for their home owners grant online. Explained the difference in the puzzle sizes to a young patron wanting to know if I've ever made a 3000 piece puzzle before. He was curious after seeing one on our puzzle swap area. • Sold a DVD to a patron for twenty-five cents from our booksale shelf. • Packed up a bag of materials for a class for a teacher to be picked up the next day. • Called a patron back who left a message asking about some BC electrical guides. • Set up a BC OneCard with a grandparent visiting from Richmond. Used their Richmond library card and added them to our system so they can borrow books. • Helped a student access the Internet, print an assignment and make colour copies. • Requested an Inter-library loan for an obscure book we don't carry, but we can bring in from another library system in BC. • Signed up three families for Summer Reading Club. • Explained what Hoopla is and how a teen could watch movies for free, like Netflix for libraries! • Celebrated with every patron who came in excited about their second vaccination. • Showed a few folks how to use the self checkout. • Gave a couple a map of Chase. • Explained to a lady how to package up the batteries in a plastic ziploc bag for recycling and showed her where the box was to drop them off. • Offered a paper copy of our library survey to four different people. Quick Quesadillas 6 flour tortilla (8-inch), warmed 1 1/2 cups shredded Monterey Jack cheese 2 medium green onion, sliced (1/4 cup) 3/4 cup Chunky Salsa 2 tablespoons canola oil Step 1 Top half of each tortilla with 1/4 cup cheese, 2 teaspoons green onions and 1 tablespoon salsa. Brush the edges of the tortillas with water. Fold the tortillas over the filling and press to seal. Step 2 Heat the oil in a 12-inch skillet over mediumhigh heat. Add the quesadillas and cook in batches until lightly browned on both sides and the cheese is melted. Serve with the remaining salsa.

Neskonlith Council members have been involved with a number of ongoing issues and areas of interest on behalf of the band, including meetings and consultation regarding species at risk, salmon and habitat, forestry, tourism, housing, security, a national action plan on MMIWG2S, and the Path Forward sessions on violence against Indigenous women and girls. Special Ceremonies The recently held Teepee Awakening/Rising Ceremony at the arbor, the Canoe Paddle/ Solstice Ceremony, and the Young Girls Coming of Age Ceremony were especially timely. Such healing work is particularly significant given the grief, loss and trauma impacting so many over the unmarked graves discovered at residential schools. National Economic Award The Economic Developers Association of Canada awarded recognition to the Neskonlith Indian Band for its work on the TransCanada Highway project to improve safety for the community while preserving culturally and environmentally sensitive territory. Neskonlith Student News Three new bus stop shelters have been constructed on the Neskonlith reserve for school children awaiting their transportation to school. The Neskonlith Education Centre is

accepting registrations for September 2021. Programming includes core curriculum and electives as well as one-on-one teacher support and field trips. Sk’atsin Resources reports that, further to 2019 community consultation regarding design of the highway expansion, geotechnical, archeological, and environmental studies have been underway on land to be impacted by the project. During these investigations, sites are backfilled and seeded with local natural seed varieties to remediate any disturbed areas. Sk’atsin monitors will be present during all phases of the work to ensure that the land is not negatively affected, that any cultural heritage resources encountered are thoroughly examined and dealt with accordingly, and that environmental protocols are followed. Should any ancestral human remains be found during the course of construction activities, work will immediately cease and agreed-upon Protocols & Procedures will be implemented and followed. Construction Craft Worker Graduates Congratulations are extended to Colby Manuel, Kyle Johnny, Mariah (Miya) Deneault, Stefan Sampson, Tegan Manuel, and Sterling Cox on completion of the Construction Craft programme, a partnership between Thompson Rivers University and the Neskonlith Indian Band. Their apprenticeship hours are being achieved with Springline Construction and Manuel Solutions.

It is with great sorrow that we announce the passing of Scott Ross. He is survived by his parents Gordon and Donna Ross, brother Lee (Heather), and girlfriend Sarah Hanson. He was returning from work and was involved in a tragic accident. He will be deeply missed by many Saskatchewan families and many good friends. Special thanks to the individuals, Paramedics, RCMP and Fire Dept that helped at the scene.

Obituary Alan East January 1, 1936-June 14, 2021

It is with great sadness we announce the passing of Allan East. He passed peacefully with family by his side, Survived by wife Anne, children Jim (Colleen), Dianne (Roger), Rosanne (Rob), Heather & Cindy, Gordon (Dianne), Clayton (Connie), April (Dave), Kelly (Dawn) and 18 Grand children and 11 Great Grandchildren, siblings Bob and Kathy (Jim). He will be deeply missed. Predeceased by parents Birdeen and Walter, wife Earlene and eldest son Wally, siblings Norma and Nelson. Allan was the New Years Baby in Chilliwack in 1936. Allan was a very hard working man in his younger years. He ventured out to Alberta at the age of 15, worked in Calgary, but then found work at his Sister Norma’s ranch in Ponoka. He ventured back to Mission BC and met and married Earlene (Hawkins) and had 6 children. After different jobs he started on the Tug boats where he worked his way up to Captain until he retired. He met his second wife, Anne, in Mission and moved to Chase after retiring. He continued to due odd jobs, ranch hand, welding and woodworking. He made beautiful driftwood lamps. Favourite pass time 4x4ing, camping and fishing. Allan and Rosie, his (favoured companion) will be placed to rest together, date to be announced later.
