Chase Heat & KIJHL Now Junior A submitted

The Kootenay International Junior Hockey League

(KIJHL) is thrilled to announce that the league and its 20 member clubs have been reclassified as Junior A, Tier 2 beginning the 2023/24 season following a unanimous vote by BC Hockey’s Board of Directors. The decision immediately vaults the KIJHL to Junior A status and provides an avenue for its clubs to have the opportunity to compete for a National Championship in future seasons.

“This marks a tremendous day for the KIJHL and for all BC Hockey members who aspire to play junior hockey,” says KIJHL Commissioner Jeff Dubois. “We already have an outstanding

group of 20 member clubs that operate at a high level on-andoff the ice. Operating under the Junior A Tier 2 designation with the opportunity to pursue Tier 1 membership in the future will help ensure that our league becomes even more of a destination for players who want to pursue their goals as student-athletes.”

With the move, the junior hockey landscape in B.C. and Yukon will undergo a transformation that will see the KIJHL, as well as the Pacific Junior Hockey League and the Vancouver Island Junior Hockey League, each commit to an enhanced player experience and increased grassroots engagement. Supersized Plants! Giant hogweed vs Cow Parsnip

You’ve likely found yourself scratching your head, looking at an enormous plant wondering “is this the Giant Hogweed I’ve heard so much about”? Today’s article is focused on two plants that are often confused for one another: cow parsnip (native) and giant hogweed (exotic/invasive).

Both species have a large umbrella shaped ‘bouquet’ of small, white flowers. Both plants are large; however, giant hogweed is ‘supersized’, growing up to 4 m tall; cow parsnip taps out at a mere 2 m. The key defining difference between the two plant species is in their leaf shape.

Giant hogweed has enormous leaves (up to 1.5 m across) that are deeply incised with pointy tips, while cow parsnip leaves are half the size and have more rounded leaf tips. The stem of giant hogweed also has purple spots on it, while cow parsnip stems may have purple coloring, but not defined blotches.

When examining these super-sized suspects, I caution you to do so from a distance or with proper personal protective equipment. Giant hogweed is a hazardous, federally listed noxious weed.

Its sap contains phototoxic chemicals. If the sap encounters your skin and then is exposed to sunlight, it can cause severe skin irritation including painful, burning blisters and long-lasting scars. If the plant touches your skin, immediately wash the area with soap and water and protect from sunlight for 48 hours. Native cow parsnip is far less toxic, but it can still cause a rash or burn. Use caution around either plant. Both species inhabit moist meadows, forest edges and riparian zones. Fortunately, giant hogweed is not yet known to occur in the TNRD. While it is possible for it to establish in the region, the supersized plant you are likely to is our native cow parsnip.

Help keep our region free of invasive plants by being “Plant-Wise” and choosing non-invasive species for your property. If you suspect giant hogweed in our region, report it to the TNRD.

The second month of Music on the Lake starts off with a performance by Electric Religious on August 1st at Tsqúqw7e (Chase Memorial Park).

Electric Religious is the project of Métis singer-songwriter, Brandon Baker, whose guitar-driven music has been described as “bursting with inspiration, insight, and hope.” Deeply influenced by the psychedelic sounds of Jimi Hendrix, Baker took his moniker from a Hendrix quote: “When I get up on stage, that’s my whole life. That’s my religion. My music is electric church music. I am electric religion.”

Baker’s songwriting explores powerful themes, such as displacement, intergenerational trauma, hope, and healing. The new album, Tragic Lover was selected among CKUA Radio’s “Top 100 Albums of 2021”. It comes on the heels of Baker’s nomination for Métis Artist of the Year at the 2021 Summer Solstice Indigenous Music Awards.

“One More Night” rose to #1 on the Indigenous Music Countdown and earned an

Video at the International Music Video Awards. “Catherine” also rose to #1 on Sirius XM Ch.165 IPR chart, and reached #7 on the Indigenous Music Countdown. The debut Electric Religious album, Yeah, Yeah, No (2018) featured the single “Revolution,” which achieved a coveted spot in the CBC Searchlight Top 100 in 2019, and also spent multiple weeks at #1 on the Indigenous Music Countdown.

A virtuosic guitar player whose live performances are undeniably impressive, Baker has performed for audiences as large as 50,000 during the opening ceremonies for Red Bull Crashed Ice in Edmonton, which was broadcast to over 1.7 million viewers. Other accolades for Electric Religious include an “Artist to Watch’’ nomination at the Edmonton Music Awards, and a nomination for Aboriginal Artist of the Year in Baker’s home province of Saskatchewan.

ADAMS LAKE AWARD RECIPIENT

Sheri Lysons, former Fire Chief with the Adams Lake First Nation fire department, is one of three members of the Preparing Our Home organization sharing the 2022 Women, Peace & Security Civil Society Leadership Award. Sheri promotes and advances reconciliation in action through building community safety capacity across ages, genders, and race. Preparing Our Home is a community-based resilience programme that strengthens disaster response capabilities in Indigenous communities through emergency preparedness training.

NESKONLITH LEADER HONOURED

Former Neskonlith Chief, the late George Manual, was chosen as one of three people this year to be recognized and honoured with a Canadian postage stamp unveiled recently in Vancouver and Chase. Canada Post’s multi-year Indigenous Leaders series was launched in 2022 to celebrate prominent First Nations people on National Indigenous Peoples Day, June 21st. In addition to serving as Chief, George Manual was president of the North American Indian Brotherhood, president of the National Indian Brotherhood (now the Assembly of First Nations), president of the Union of British Columbia Indian Chiefs, founder of the World Council of Indigenous Peoples with United Nations Observer Status, and an Order of Canada recipient in 1986. He was a vocal opponent of the 1969 White Paper, a federal policy that proposed abolishing the Indian Act, which was widely seen as furthering the goal of assimilation of Indigenous peoples—and he fought for First Nations’ inclusion in the Canadian constitution. Daughter Doreen sums up his leadership as someone who really cared about everyone—a humble and charismatic trailblazer.

WATER SHUTTLE PROCEDURES

Adams Lake Fire Department, Skwlāx

Te Secwépemculecw Fire Department and Chase Fire Rescue conducted a four-hour water shuttle operation in late May. The information gathered from this training will be invaluable in prefire planning and response operations in future.

FEDERAL INVESTMENT IN ACTIVE TRANSPORTION PROJECTS FOR INDIGENOUS COMMUNITIES

On May 16th, the Pacific Economic Development Agency of Canada announced a federal investment of $198,946 in support of four active transportation planning projects for Indigenous communities in British Columbia. In the Village of Chase and the City of Salmon Arm, the funding will enable the completion of three projects to advance the West Bay Connector Trail plan, which will involve archeological and environmental assessments, a site survey, terrain mapping, engineering design, and other design elements—a joint project with the Adams Lake, Neskonlith and Skwlāx Te Secwépemculecw First Nations.

Municipalities in British Columbia may exempt certain properties from property taxes by passing a bylaw in accordance with Part 7-Division 7-Permissive Exemptions of the Community Charter.

A permissive tax exemption is a means for Council to support organizations within the community which further Council’s objectives of enhancing quality of life (economic, social, cultural) and delivering services economically.

There is no obligation for Council to grant a permissive tax exemption.

Part-Time Hours (Approximately 2 hours per day – times vary at different times of the year.)

The Village of Chase is inviting the submission of applications for the contracted position of a part-time Bylaw Enforcement Officer.

Under the direction of the Director of Corporate Services, the contractor Bylaw Enforcement Officer is required to:

• Attend to and investigates complaints of alleged municipal bylaw infractions

• Speak with business owners/ operators regarding business licensing requirements

• Issue notices and letters of infraction

• Issue infraction tickets

• Provide information either verbally or in writing to persuade individuals to comply with the Village’s bylaws

• Respond to public enquires while in the field

• Liaise with the Fire Chief and local RCMP on occasion

• Attend court or other adjudication with the Director of Corporate Operations proceedings to provide evidence relating to unresolved infractions

The Contractor is required to provide his/her own cell phone, his/her own vehicle, log book, invoicing forms and all other documents required to operate as a contractor to the Village of Chase.

This reclassification also ushers in an exciting structure for improved development for players within BC Hockey. Teams will be subject to an internal BC Hockey standards tiering structure, with all teams starting as Tier 2.

“We’re excited about the opportunities this new pathway will create for junior hockey players in B.C. and Yukon,” says Stephanie White, Chair of the Board of Directors at BC Hockey. “Having these teams dedicate themselves to raised standards, first to Junior A Tier 2, and eventually Junior A Tier 1 for some, will provide more of our talented players with a better player experience at the highest level in our province. BC Hockey is confident that this transformation will strengthen the development pathway immediately, and raise the overall hockey experience for players, coaches, and fans alike.”

As a new Junior A league, the KIJHL will take its place in Hockey Canada’s Canadian Development Model, which strengthens the game at elite levels, in partnership with the Western Hockey League (WHL) and the Canadian Junior Hockey League (CJHL).

“The WHL is very pleased to see the progress BC Hockey and their members are making in building a new Junior A opportunity in the province of B.C.,” stated WHL Commissioner Ron Robison. “The WHL looks forward to working closely with BC Hockey and their members as the new Junior A pathway is introduced and to the positive impact it will have in

strengthening relations with leagues at all levels in the Canadian hockey system.”

As part of its successful application to BC Hockey, the KIJHL has made a number of commitments to increase operating standards and provide an enhanced player experience, including:

Cooperation and engagement with an independent advisory board to evaluate Junior A, Tier 2 teams and determine which may be elevated to the Junior A, Tier 1 level.

A rigorous process and analysis, conducted over the next three seasons, allowing individual teams and communities to find the level of Junior hockey best suited to them.

An understanding that the advisory board will soon add other requirements aimed at optimizing the overall player experience with the intent of increasing them each season.

An enhanced dedication to engagement with grassroots hockey in B.C. and Yukon, ensuring that homegrown players receive the opportunity to compete at this level.

An ongoing structure ensuring that teams achieving the Junior A Tier 1 classification are ready to compete against the nation’s highest-level of Junior hockey competition.

As part of its efforts to provide more opportunity for homegrown players, the KIJHL has committed to a three-year plan that will increase B.C. and Yukon player representation from 44% in the 2022/23 season to 52% by 2025/26.
