Citzens on Patrol: “Thank You” submitted by Citizens on Patrol
THANK YOU CHASE! Chase Citizens on Patrol wish to thank local government and all those community businesses and groups whose very valuable support continues to make it possible for us to provide service to the Village of Chase. Our special thanks go to the Village of Chase for supporting us with a grant-in-aid, to Craig’s Bakery and Sunshore Golf for helping to offset the costs of our Training Day, to the Chase Festival Society and the Chase Country Christmas Committee for their on-going financial support, to the Chase Chamber of Commerce for sponsoring our table at the recent Trade Show, and to Stefan Schielke of inTechrity for his generous donation of a laptop computer to assist us in our patrol duties. We also wish to thank Sergeant Kennedy and all his excellent officers and office staff for their tremendous support of our group. To Constables Gien and Ford, we send a very special “thank you” for giving up so much of your time to prepare and deliver our training. Your insights and on-going help are very much appreciated. Another special thank you goes out to all the wonderful youth of Chase who treat us respectfully, who behave responsibly and who take the time to chat with us when they meet us on the street. You make our volunteer job the real joy that it so often is. Now that the busy summer months are upon us, Chase Citizens on Patrol are back out on the roads more than we were throughout the winter months. You will see us out patrolling at random hours both day and night and holding Speed and Cell Watches at critical locations throughout town. As well, you will see us assisting at community events such as parades, Music on the Lake, Canada Day, Cornstock, and Chase Country Christmas. The number of hours we are available is, however, entirely dependent on the number of trained members we have. If you appreciate having our extra eyes and ears out on the streets observing and reporting directly to the RCMP, or checking your business premises or homes for signs of unauthorized activity, then please consider becoming part of
our team. We welcome new members over the age of 19 who successfully pass a Criminal Record Check and who are willing to volunteer their time for a minimum of 4 hours per month, 6 months per year. Working with Citizens on Patrol is a very rewarding experience and gives us all an opportunity to give back to our community. My HBC Blanket by Tyler Harper

of the gifts we received was an HBC blanket (no, not a real wool one, but the smaller, softer, and cheaper fleece version). Admittedly, I have always had a soft spot for Hudson Bay’s five stripe, it always brought memories of family with historical blankets and great aunts wearing winter coast emblazoned with this subtle symbol of Canadian history. In the early years of our marriage this blanket seemed to be a perfect symbol of Canadian history and identity, certainly not brash like an aggressive bird of prey yet strong and deeply rooted. The stripes are symbol of the pragmatic nature of our country and symbols of the various groups that have been a part of it from the beginning. This blanket reminded me of the histories of fur traders and voyageurs; exploration and relationships. The various colours reminded me of the multitude of peoples that have come together to form this nation. But as the years have gone on, this symbol has taken on additional hues, this blanket continues to mean all this to me, but it also means so much more. This blanket has come to remind me of the cost of change, a cost that has not been equally born by all. Like another national corporate symbol (The Canadian Pacific Railroad) and the untold number of migrant workers, particularly of Chinese origin, who lost their lives in the march for a national carrier— this blanket is a reminder of the losses people, real people, experienced in the continued development of this Canada. This national symbol has also become a reminder of things like small pox which came with many of

A HUGE thank you to the 24 businesses that participated in the short 5-10 minute interviews. For a small group of volunteers along with member of Council, it was great to be able to have one on one communications about doing business in Chase and the strengths and weaknesses amongst the business community. The information gathered will be used to revise the Chamber’s Strategic Plan for 2019-2021 as it is coming up for renewal this fall. The information will be shared with the members at that time. RCMP REPORT: CRA FRAUD SCAM submitted by Chase RCMP PROPERTY On June 14th 2018 at 1:58 am Chase RCMP responded to a burglary alarm at the Bear’s Den Esso located at 5836 Trans Canada Hwy 1 in Chase BC. Police responded to find the building had been broken into. Suspects stole a small amount of cash and scratch lottery tickets. Anyone with any information regarding this investigation, or any other crime, is asked to contact the Chase Detachment at (250) 679-3221 or Crime Stoppers at 1-800-222-8477. REVENUE AGENCY SCAM On June 11th, 2018, Chase RCMP received a report of a Canada Revenue Agency Fraud. The victim reports receiving a phone call from a person claiming to be with the Canada Revenue Agency. The suspect told the victim they owed federal taxes and threatened the victim with arrest should they not pay the taxes immediately. The suspect directed the victim to purchase iTunes cards to pay for their overdue taxes. After purchasing approximately $3000 in iTunes cards, the victim gave the card information to the suspect allowing the suspect to the full value of the card. Due to technology allowing false phone numbers to be shown on call display, and suspects are mostly from oversees countries, there is little police can do to recover the lost money. Chase RCMP have received several similar reports of the Canada Revenue Agency Fraud over the past several weeks. Police would like to remind the public that the Canada Revenue Agency does not take iTunes cards for payment and that police do not arrest people for overdue taxes.

How Property Taxes are calculated on Residential Properties. Municipal Governments first determine whether to increase or decrease taxes based on input from administration personnel who offer advice to council members. This advice is considered when council holds budget meetings and consults with members of the public as well as considering any project that a council member might wish to have funded. Once a dollar figure has been determined then council instructs administration to adjust the tax rate, which used to be called “the mill rate”, to reflect the increase or decrease that council has agreed upon. Salmon Arm our neighbor experienced an average of 11 % increase in their BC assessment notices and after taking into consideration all of the input that council receives decided to increase their taxes by 1.5%. Kamloops assessment notices were increased in the 9% range and council increased their taxes by 2%.
Other towns and villages in BC have also adjusted their tax rate to reflect the increase or decrease in property taxes they charge their citizens. Only here in Chase do we have a council that appears not to understand this simple tax concept because they wrongly used the assessment rate increase an average of 15% to justify a very large increase in our taxes. It is true that local council does not control Assessment increases or decreases, but they do have full control on the tax rate they impose on citizens. Can you imagine what council would do if next year the assessments went down by 25% ?

Council held its Regular meeting on Tuesday, June 26, 2018. The following business items were discussed during the meeting: •

The current Chase Lions President thanked Council for their support and announced that she would no longer be the President after June 30, 2018 and would be resigning from the Club. Mayor Berrigan thanked Ms. Iglesias and all the Lions Club members for the many contributions they make to our community. Council agreed to send a letter to the Ministry of Transportation on behalf of the Village’s Active Transportation Committee to urge the Ministry to include some biking/walking pathways between Chase West and the Neskonlith Indian Band community to the West of Chase.

Council passed a resolution to take official ownership and responsibility of the Chase Lions Splash Pad in Memorial Park.

A licence of occupation was approved for a creek crossing for a water main that will service future development on Aylmer Road.
•
Council approved a Business License application for a Pawn Shop in Chase - Administration will include some conditions on the permit and will be working to include various regulations in the Village’s Business License Bylaw to ensure proper operation of pawn shops in Chase.

Council gave two readings to two OCP amendment bylaws to give

Council gave first three readings to a Procedure Bylaw amendment to change the dates for Inaugural meetings of Council (after General Local Government Elections) as this year and into the future, Local Government Elections will be held every four years in October rather than in November which was when they have been held in the past.

Council approved a service provider agreement for liability insurance coverage for the Festival Society as the Village’s agent for Canada Day and Music on the Lake events.
•
Council directed staff to review the business license and mobile vendor permit fees for mobile vendors who provide a service in Chase for a short time.
•
Council provided a $500 grant-inaid to Raise-A-Reader organized by the Chase Literacy Program.
•
A member of the public raised an issue regarding the potential need for a cleared heli-pad area for winter air ambulance emergencies.
Mayor Berrigan thanked everyone for attending and the meeting concluded at 4:45 p.m. The next meeting will take place on July 10, 2018 starting at 4 p.m. - everyone is welcome to attend!

Daylen began to pursue his solo career in 2015 and often performs with the duo, Aspen Ridge. His most recent accomplishment was the completion of the Audio Engineering Degree from the Centre for Arts and Technology in Kelowna. EARGAZM | 9:00PM Eargazm will be closing the Canada day celebrations at memorial park this year in Chase with an epic laser/light show under the fireworks! For those of you that don’t know Eagazm... Eargazm is an electronic Dj duo calibration of “Djs in love” Local Dj’s Tyler Logic and Brownie Girl from Chase, BC. Known for their euphoric sounds and samples of up lifting deep house, bassline rhythms and energetic mixing, Eargazm fits the perfect blissful vibe for the nights end fireworks.

MUSIC ON THE LAKE RETURNS!

The very popular and well attended 9 week Summer Music Series sponsored by the Village of Chase, hosted by the Chase & District Festival Society is back for a third year! Bring your chair down to Memorial Park every Tuesday in July and August, from 7:00pm - 8:30pm and enjoy the musical melodies of touring bands from BC, Alberta and Ontario! We couldn’t be more excited to start the season off with this fantastically talented duo from the Okanagan, von Reason. Canadian contemporary singersongwriter and multi-instrumentalist Lowell Friesen combines a tender hearted sensitivity, an edgy simmering angst and a dash of tongue in cheek humour to his brand of modern/folk, alt/country music. Born in Manitoba in a small mennonite farming community Lowell’s first influences ranged from the church choir harmonies he heard on Sundays to the twangy country tunes his father played when no one was around to listen. Moving to British Columbia in his adolescence he then discovered skateboarding and punk rock which inspired him to get his first guitar. Fuelled by the energetic free thinking sub culture of the West Coast, Lowell spent his teens and twenties exploring music, writing and art. From the early 90’s in East Vancouver and a stint at Emily Carr School of Art, to the contemplative quiet life on the family farm in the Okanagan to the years in the Kootenays discovering bass culture and a love of the written word, Lowell’s passion for self-knowledge and expression churned, always just beneath the surface. In 2013 Lowell recorded and released his first EP with singing partner Jayme Mckillop, as Ginger & Rose and played
extensively across BC, including a memorable slot at the Arts Wells Festival and a busy summer in the Okanagan. Galvanized by the experience of being in the studio and on the stage it was then that Lowell decided to take the plunge and pursue music as his career. In the spring of 2015 Lowell released the independent self funded 12 song record ‘Home ...and Away’ and hit the road. Spanning 3 months and over 50 dates, Lowell travelled coast to coast across Canada delivering his folk fuelled gift to new friends and fans along the way. Returning to the West in the fall and settling into the Okanagan, he immediately began pre production on the next collection of songs inspired by life on the road, the people he met upon it and new lessons learned. 2016 & 2017 were years of hard work, hitting the road, hitting the page with a pen and getting ducks in a row for there next move. 2018 will be an exciting year, a new record featuring nephew Lancen Harms is due in the Spring and Canada wide tours in support are in the works! Come on down and welcome Lowell and his band, von Reason to the Joyce Dunn Memorial Theatre for an exciting opener for our 9 weeks of summer fun, music and community gathering at Memorial Park. Don’t forget your swim trunks, the Lion’s Splash Pad will be open! The Rotary Food Truck will be on site for the entire series and the beer gardens are open again this summer!

We need Billet Homes for the 2018/2019 hockey season!! Season is September until end of February/March We need you to open your home! Please help us keep THE HEAT in Chase. Each billet home receives $600.00 per month / per player and one general admission pass. The Chase Heat will be arriving in town in August to start their 2018-2019 hockey season. Once the team has been selected the out of town players will need a place to live for the hockey season (September 2018-March 2019). The boys come from all areas of British Columbia and beyond and vary from 16 to 20 years in age. Some boys are still in school (these players attend Chase Secondary during their stay in Chase) and some have already graduated. What they all have in common is their love for the sport and their desire to provide Chase with many hours of exciting hockey. Being a billet family is a rewarding experience and adds a whole new dimension to the otherwise dreary Chase winter. It is important that you are able to welcome these boy/boys into your home and provide him/them with healthy meals and a safe environment. This ’home away from home’ is important to enable the boys to be successful on the ice and in everyday life. Providing a smoke free living area is essential.
