Canada Day Festivities Postponed

he Chase & District Festival Society and Village of Chase have made a joint decision to postpone the Canada Day celebrations this year. Most years the festivities commence with a pancake breakfast and a parade along Shuswap Avenue, followed by activities, live music, and fireworks at Memorial Park. The annual event often attracts over 1,000 people throughout the day, and offers an opportunity to showcase local performers and feature speeches from local First Nations and government representatives. The organizers of the event want to ensure that there is appropriate space
and inclusion of local Secwepemc culture and history as part of the day’s agenda, and given the current restrictions on gathering sizes for public events and the hardships of the local Indigenous community, they would like time to work with the First Nations to develop programming that can help educate and foster stronger relationships. The Chase & District Festival Society encourages all members of the community to safely spend time together on July 1st and reflect on the history of the country and our personal responsibilities to continue to make things better for all.

CHASE & DISTRICT FISH AND GAME CLUB by secretary Helen Dalin
It has been a long 6 months since the CDFGC was able to have a meeting and do an update. William Dalin with members Louis Cassman and Brian Dobson have been looking after the grounds. A big thanks to Louis and Brian for not only donating their time, but they also donate their machinery and gas to keep the range mowed, weed eated and ready for use. All the machines have been serviced. Sam Mingham generously donated his quad for use with a pull behind harrow to rake up all the shotgun wadding from the fields. C D F G C realizes we could not run without the help from our member volunteers. During our shutdown we have made some great progress on building a pistol shooting area and shed at our range. Thanks to Director Terry Bereth who has been spear heading this project and the volunteers who donated their time. 28 different members responded CDFGC's request for volunteers for this project. Special recognition needs to be given to carpenter Steve Knowlton who worked at least 11 days on starting the building structure and overseeing the carpentry work. Also special thanks to volunteers Samantha Ockowski, Rose Arcand, Paul Jackson who put in several days working at the range on the shed. Also, there are many others, too numerous to name them all. Apologies to anyone who was
missed. Everyone’s help was greatly appreciated. A huge thanks again to the Bischoffs who have gone above and beyond to help get this project finished. First Neil Bischoff generously donated all his plywood, 2 x 10 joists, and 2x4s from his tear down of his cabin for use in building the pistol shed structure. All CDFGC had to do was supply a crew to help tear down and move the lumber from his property at Scotch Creek to the range. Thank you to all the core group of volunteers that showed up and put in many hours to do this for the club, but especially to Joe Wallin who went above and beyond with his time and efforts on the tear down project. This saved CDFGC $1000s in lumber bills. Thank you to Ralph and Vickey Bischoff who worked many hours to mill the extra lumber required to finish the building and donated the majority of it to CDFGC. There was great attendance for the work bee to raise the walls of the pistol shed. 24 members showed up to help which is the most volunteers we’ve seen since for decades. Everything is now finished and only painting is left. Another work bee is planned for painting, lawn mowing, weed eating and lumber clean up and storage for the pistol shed area. Executive will be meeting July 12th to plan this event so stay tuned for a date. CDFGC news continued in next issue.

Caring—the Priority of Chase & District Health Services Foundation by Carolyn Parks-Mintz, Author and Journalist
Commenting at the outset of our conversation that all people share the same health services in this area, Foundation Chair Dave Smith also acknowledged the dreadful sadness recently revealed by the unmarked children’s graves discovered at the Kamloops Residential School site, as well as that we are thankful to live and work within the traditional lands of the Secwepemc First Nation. For nearly 25 years, since 1997 when it was registered as a non-profit federal charity, the Chase & District Health Services Foundation (CDHSF) has been serving the community and region in significant and crucial ways. “Our volunteer Board of Directors, teaming up with numerous other locals, have accomplished amazing things,” reports Smith. “Having a common goal gets things done.” In addition to Dave Smith, Board members currently are Dr. Cornel Barnard, Ellen Bovair-Jasman, Zoey Bradshaw, Amy Clowater, Ivan Hawley, Janine Noelson, Len McLean, Rollie Mockford, Sue Murray, Diane Tarry, and Chris Welch. Foundation Director Dr. Barnard is pleased to have assisted with advice regarding medical needs at the Chase & District Diagnostic & Treatment Centre, as well as on equipment selection. “The items the Foundation has acquired form important parts of the whole when it comes to health services,” he says. “Patients benefit and staff benefit.” “And it’s essential that small communities have an advocate to speak on their behalf, to have their voice heard, Sponsored by Todd
in dealing with authorities,” he goes on. “Otherwise, it can be easy to get lost amongst the many centres seeking help.” From 2006 to date, the Foundation has funded over $313,000 in projects important to the health and care of local residents. “Fundraising, donations, provincial support, and memorial bequests are our main sources of capital,” says Smith. “As well, service clubs and the Legion have contributed generously over the years. In 2007, the Lions Club and the Legion funded Chase’s senior services bus at a cost of $92,000.” An essential piece of modern technological equipment was recently acquired thanks to Royal Canadian Legion Branch 107 and its annual citizensupported Poppy Fund—a Stryker Frame Digital Weight Stretcher, valued at $10,000, which facilitates monitoring of vitals by Emergency staff as soon as a patient leaves an ambulance. Another wish list item that’s been purchased is the “Space Lab,” technological equipment that allows medical personnel to connect virtually and directly with Kelowna health specialists, such as heart and respiratory physicians. From equipment such as a low-cost infant measuring mat to temporal thermometers, a stretcher lift bed, a bariatric wheelchair and a $46,900 portable ultrasound machine, the Foundation continues to help provide apparatus and instruments vital to community health services. With the support and advocacy of
CDHSF, new x-ray equipment, at a cost of nearly $1 million, was installed at the Chase clinic, funded by the Interior Health Authority. Currently, the Foundation’s priority list comprises a Lucas Automatic chest compression CPR system ($21,000), a portable Oximeter that measures oxygenated hemoglobin in the blood ($1,600 - $4,000), and a reclining IV therapy chair ($1,600). Over the next two to three years, plans are to procure a bladder scanner ($18,000) and a vein finder ($17,000). In addition to the foregoing, a major goal of the CDHSF is to see the construction of a full care seniors’ facility within Chase. “Moving elders to long term care in a distant community results in negative financial and emotional impacts on all those involved,” reports Smith, “and in Chase, this happens more than two dozen times annually, which means spouses cannot see and visit with their husband or wife, without involving extensive travel, a vehicle, and expense.” The Foundation is in negotiations and discussions with the Village, the Interior Health Authority, and the Province about what has now become essential to comprehensive care in the area. Smith reports that there is multi-lateral support for a long term care facility in Chase, which could also house multiple and varied medical services. It is anticipated that this vital resource will be in place within the next few years. Continued on page 6...

Started as a pilot project here, Community Paramedicine currently provides essential services to seniors through home visitations providing health and medication check-ups. As well, Better at Home, a Shuswap programme funded by the United Way and the province, offers yard work, minor home maintenance, as well as meals, all of which help the elderly remain in their own home. Another significant Chase initiative is the Community Kitchen, capably and enthusiastically overseen by members of the Chase Hamper Society providing nutritious meals to residents. With the cessation of COVID restrictions and
the Community Kitchen partnership’s becoming a reality, the number of individuals requesting this service is expected to increase considerably. “Chase is indeed fortunate to have so many community-minded individuals living here and contributing their assistance to worthwhile endeavours,” says Smith. “As well, MLA Todd Stone is in regular contact with the Foundation, meets and works with people, and is very supportive.” Another project that’s being investigated by the Foundation involves Willson Park in Chase. “We’d like to see that particular green space being used more in the future,” states
Smith. “It may be a good spot for new benches, exercise equipment, a Story Book Trail programme, and community events. We hope to make a fall submission to the Village, taking into consideration the irrigation system in the park as well as nearby neighbourhood properties.” And hence, as peoples age here, they will most certainly benefit from the stalwart and conscientious efforts of the Chase & District Health Services Foundation and its volunteers—a group that cares, a group that is working on behalf of the elderly in so many ways. “Thank you” doesn’t seem enough said.

RCMP REPORT submitted by Chase RCMP
FATAL COLLISION On June 16th, 2021, just before 1:00 pm, Chase RCMP, Fire Rescue and Ambulance Services responded to a fatal motor vehicle collision on the Trans-Canada Highway, approximately 5 km East of Chase. Witness statements and evidence collected at the scene indicated that a Westbound pickup truck entered the Eastbound lane and collided head-on with a commercial delivery truck. The driver of the delivery truck was transported to hospital with serious injuries. The driver of the pickup was declared deceased at the scene. There were no passengers. Immediately after the collision, Bystanders rushed into the scene to help the injured until Emergency Services arrived. Chase RCMP would like to recognize those individuals for their courage and selfless actions. It takes a special person to stop and help. The collision was investigated by the Chase RCMP Detachment, with the assistance of Southeast District Traffic Services, Commercial Vehicle Safety and Enforcement Officers and the BC Coroner’s Service. The investigation is ongoing; however, Police do not expect to recommend any charges with regards to this collision. There were many witnesses to this traumatic event. Chase RCMP would like to offer their sincere condolences to the families affected by this tragedy. MOTORHOME FIRE On June 8th, 2021 at 5:15 pm, Chase RCMP were advised of a Motorhome fire on the Trans-Canada Highway at Hoffman's Bluff. The fire was outside the Fire Protection area and therefore no Fire Departments responded. Police attended and closed both Eastbound lanes for approximately 30 minutes. Police were told that the
1985 Motorhome had recently received extensive mechanical work. According to the driver, the Motorhome suddenly lost power and smoke started coming from the engine compartment. A Good Samaritan stopped to help and attempted to put out the fire with a fire extinguisher; but the fire was already out of control. The driver sustained minor injuries trying to extinguish the fire—i.e., burns to his hand. 911 CALL On June 6th, 2021 at 3:34 pm, Chase RCMP were advised of a dropped 911 call from a cell phone transmitting from the Pritchard area. A female asked for police, then said she wasn't going to wait and hung up without providing a name or address. With no information to the contrary, Police assumed it was an emergency and responded immediately. While conducting patrols of the area, Police were flagged down by a female who said she phoned 911 to report a drone over her house. Police spoke with the neighbours, who explained that the drone was taking photos of their backyard garden for a documentary on backyard gardening. The complainant was updated as to the results of the investigation. DISTURBANCE On June 7th, 2021 at approximately 10:30 pm, Chase RCMP were advised of a disturbance at a residence in Chase. The complainant reported that her teenage daughter came home drunk and started fighting with everyone in the house. While police were on route, the daughter ran away. A short time later, Police located the daughter nearby. She was agitated and uncooperative. She was too intoxicated to care for herself and her mother would not allow her back in the home in that condition. This left Police with no option but to take her into custody for her own safety. However, she fought with Police and had to be carried to the Police vehicle. In the police vehicle, she purposely head butted
the bars causing her head to bleed. She let the blood run into her mouth and spat all over the backseat area of the police vehicle. An ambulance was requested to assess her injuries. Police removed her from the vehicle and placed her in a recovery position. While one member was monitoring her, she twisted around and kicked the member in the head. During this commotion, the female was screaming and yelling, disrupting the neighbourhood. Neighbours—hearing a female screaming in the dark—phoned 911 believing that a serious crime was in progress. The female was eventually secured in the ambulance and transported, with the assistance of Police, to Royal Inland Hospital; there she was admitted for further treatment. DISTURBANCE On June 9th, 2021 at 2:30 pm, Chase RCMP were dispatched to a residence in Celista for a disturbance report. The complainant reported that a dog killed her chickens. She attempted to kill the dog and now the dog’s owner was furious with her. Police attended and spoke with the complainant. Initially, it appeared that the female had wounded the dog to protect the chickens. However, Police determined that the chickens had actually been killed several days previously and were already in the soup pot. The disturbance occurred when the dog’s owner refused to pay for the chickens. In retaliation the female stabbed the dog with a pair of scissors. The dog was rushed to the vet clinic for treatment of multiple stab wounds and is expected to survive. The matter is still under investigation and criminal charges are being considered.

The Best BBQ Chicken Ingredients 4 boneless skinless chicken breasts extra virgin olive oil kosher salt , to taste freshly ground black pepper , to taste 1/2 cup of your favorite BBQ sauce Instructions Prepare the grill for direct cooking at high heat (450°F). Brush the cooking grates clean. Drizzle the chicken breasts with extra virgin olive oil and rub over the breasts. Season generously with kosher salt and freshly ground black pepper. Place the chicken breasts on the hot grill. Cover and cook for 5-6 minutes or until they easily release from the grates. Flip the chicken and cook for 4-5 minutes longer. Baste the chicken breasts with BBQ sauce, flip and cook for 2 minutes on each side. Repeat on the other side. Cook until the breasts are firm to the touch and opaque all the way through, registering 160°F internal temp (the temp will rise to 165°F as the chicken rests). Transfer to a plate and cover with a piece of aluminum foil and let rest for 5 minutes. Serve with more BBQ sauce if desired.

On-Call Casual Employment Opportunity
An on-call casual employment opportunity in the Village Office for an on-call casual office assistant. The on-call casual office assistant will be required to provide coverage in the event of the absence of the existing front office for vacation, illness and at times when additional office assistance is required. Various tasks performed by the on-call casual office assistance will include: • Front counter and telephone reception • Cash receipting • Community Hall and Park Use bookings • Open and Distribute Incoming Canada Post Mail • Photocopying, filing • Providing assistance for tax and utility bill mail-outs • Providing clerical assistance to Senior Administration including contacting other municipalities and agencies to collect information • Other clerical duties as required Being a position within the Bargaining Unit, and in compliance with Article 11 of the Collective Agreement between the Village of Chase and the Canadian Union of Public Employees (CUPE) Local 900, Chase, this notice was posted internally for five (5) working days, being made available to all Village of Chase Bargaining Unit employees before being advertised externally. The successful candidate will have a minimum Grade 12 education, will have experience working in an office environment possessing knowledge of and experience with MS office software and various types of office equipment. The successful candidate will demonstrate professionalism, a good work ethic and will be able to successfully multi-task. The wage for this position is $21.03 per hour with 6% paid in lieu of annual vacation. This position will consist of primarily parttime hours with some full time hours when additional assistance is needed. There are no benefits applicable to this position. “MARKET BY THE BAY” COMING TO THE SOUTH SHUSWAP
The South Shuswap Chamber of Commerce and the Arts Council for the South Shuswap, in collaboration with several community partners, will be hosting Market by the Bay on Thursday nights by the waterfront in Blind Bay. Centennial Field is well-known as the place where the community celebrates Canada Day and takes in Music in the Bay. Although large music events are not permissible at this time, Episodic Community Markets are, and this is how Market by the Bay has emerged. “Market by the Bay is a project brought forth by the Chamber’s Economic Development Committee,” shares Karen Brown, Executive Director for the Chamber. “It has been well thought out and carefully planned to ensure the safety of our residents and visitors. Volunteer groups along with proper signage will assist with directing pedestrian traffic flow and physical distancing, and sanitization stations will be put in place to meet BC Interior Health’s protocols and guidelines.” The market will see 40 to 50 vendors and exhibitors each week on the field. There will be a mix of artists, artisans, food producers, businesses and non-profit community organizations. “Our businesses have been hard hit for the last 12 to 15 months” adds Brown. “Indoor restrictions and capacity issues have had an enormous impact on them. Hosting this market is an opportunity for the Chamber and the community-at-large to support all businesses, not just its membership.” To add ambience, live background music will be part of the evening’s offerings. “This actually gives us an opportunity to showcase some of the more local musicians,” says James Clark, Director of the Arts Council for the South Shuswap. “While we can’t present Music in the Bay as a live music event this year, we can certainly keep the music going by providing background ambience at the market each Thursday.” While there is no fee to enter the market, donations will be gratefully accepted at the gate to support local non-profit organizations that have also been impacted by the pandemic. Grab a blanket or some chairs, take in the market, grab dinner on the field or pack a picnic while enjoying the music. The market runs from 6:00 to 8:30 pm starting on June 24th and runs to August 26th, 2021.
