t Chase Secondary School (CSS) a group of students in grade 9-12 have formed a leadership class. This class allows us to become more involved with the community through volunteering and hosting events. The month of February was a busy month for the Leadership class. Starting off the month, Chase got a lovely dump of snow filling up the many driveways. Seeing how February is not only busy for us here at CSS, but also for you, some of our students got together and volunteered to help people who were unable or in need of assistance to shovel their driveways. With this dump of snow our leadership class also put together a ski trip for the
students at Chase Secondary. Through Harper we got to spend two beautiful days skiing and snowboarding down the mountain. We were lucky getting some fabulous weather the days we went and had an awesome time. Continued on page 3...

Council Highlights
Council received an application for a zoning amendment on MacPherson and Hillside Avenue, and gave the Zoning Amendment Bylaw first and second reading and referred the bylaw to a public hearing. The Zoning Amendment would allow for increased density on the lands to enable the construction of residential accommodation. Council gave first, second and third readings to an amendment to the Building Regulations Bylaw which if adopted will increase building permit fees, bring the building bylaw in line with current BC Building Code provisions, and add provisions for photo submissions for some inspection requirements. Council agreed to provide a letter of support to the Chase and District Health Services Foundation to help the Foundation obtain funding to secure a new passenger vehicle for transporting patients for medical and day program purposes. Council received correspondence from M & C Klein regarding the speed limit along 2nd Avenue and the speed of trains traveling through the Village of Chase. Council asked that Administration refer M & C Klein to the RCMP and CP Rail regarding their concerns. Council received the
letter from the Coalition of Canadian Municipalities for Energy Action and took no further action on this matter. Council supported the request for the creation of an RCMP Appreciation Day in BC. Council supported the road closure and use of Willson Park on Sunday, April 21, 2019 for an Easter Parade and Easter Egg hunt. It was also noted that the Village will be celebrating its 50th birthday that day in conjunction with the Easter events already being planned. Council agreed to reimburse Mayor Crowe for his costs to attend a meeting organized by MP Mel Arnold to discuss the impacts to various stakeholders including the forestry industry and tourism of forest and backcountry closures aimed at protecting mountain Caribou. Council further directed Administration to bring forward a report of options on how such reimbursements can be handled if the event occurs before the issue can be brought to a regularly scheduled Council meeting. Council received a letter from the Lions Club regarding Community Hall Rates and directed Administration to review the rates and bring a report back to Council for consideration. Council’s next Regular meeting is scheduled for Tuesday, April 9, 2019

Highlights of Council’s Budget Meeting - March 25, 2019 submitted by Village of Chase
Council held a budget meeting on Monday, March 25, 2019 starting at 4:30 p.m. to discuss the operational and capital budgets, including expenditures and revenues. There were 12 members of the public in the gallery, along with Council and staff members, and as our Chief Financial Officer explained the various aspects of the departmental expenditures, lots of questions were asked and answered. Members of the gallery appreciated the way in which the financial picture of the Village was explained, and with so many questions being asked and answered, Council had to recess the meeting shortly after 7:00 p.m. and reconvene the meeting the following day! Highlights of the meeting included: An explanation that the day-to-day operational budgets for all departments should be consistent over time unless there are significant changes to levels of service Any additional requirements in any given year should be realized in a capital budget Public Works is beginning to focus a lot of efforts on preventative maintenance It is recommended that Council budget to conduct assessments of municipally owned facilities in order to have sound information on which to base expenditure decisions in the future and to access grant funding
wherever possible There are several debentures that require annual interest and principal payments – these are for significant infrastructure which serve the Village with excellent water and reliable sewer treatment An explanation of the revenue sources for the Village including taxation, payment in lieu of taxes, fees, and grant funding There is a healthy list of priorities on the Village’s books for 2019 An explanation that with the increase in assessment values in 2018, the deficit the Village was experiencing in previous years has been eliminated and funds can now begin to be put into reserves for future needs Council will be considered first and second reading of the 5 year Financial Plan at its Regular meeting of April 9, 2019. Tax rates will be deliberated later in April once all the financial information from other agencies is received by the Village including TNRD, School Tax, Hospital Tax, Police Tax and Provincial property tax (rural industrial). If anyone has any questions regarding the 2019 budget, please contact our Chief Financial Officer, Joanne Molnar to make an appointment for a meeting with her. Council’s next regular meeting takes place on Tuesday, April 9, 2019 starting at 4 p.m.

The people that attended were blessed with the good presentation of the Annual Budget by Joanne Molnar, Director of Financial Services. Everyone within the Village office contributed to the presentation. Mrs. Molnar gave us a complete detailed overview profile of revenues and expenses,
showing how our tax dollars are brought in and then spent. The gallery people were able to ask questions at the end of each presentation.
