Obituary Annie May McAuley Moffat September 1, 1928 – February 22, 2019 Though she be but little, she is fierce. Our sweet Mum passed away at home. Born in Glasgow to a large Irish-Scottish family, married in 1951, Mum emigrated with her husband Jeff & 2 small children to Canada in 1957. Settled first in Deep Cove, then Lynn Valley, North Vancouver, her love of music flourished with square dancing. Moved to Mission in 1970, she became a hobby farmer & began a long career as a caregiver; a job she truly loved. Mum was a hard worker, after retirement never slowing down. She was active in her community with square-dancing, musical & singing groups; visiting retirement homes in the region. Mum loved talking with people, well let’s be honest, Mum loved talking. She could spot a Glaswegian accent in a heartbeat and another friendship would be born. Mum & Dad loved camping. We have great memories of family trips all over B.C. After Dad died, even encroaching blindness & deafness didn’t deter Mum from keeping busy with painting & crocheting. These she shared with friends & the community as always. Never one to be shy about coming forward Mum held true to her staunch belief in fairness & compassion. She cared deeply about the all vulnerable & less fortunate and adopted many canine companions. Her heart was true, and her love was strong for friends & family. Derrick’s passing hit her particularly hard. We had hoped soon she would be with my brother Jeffrey & I, but it was not to be. We are so grateful to the many people who cared for Mum over the years, particularly her wonderful friends Judy & Dolores & Rollie, the “girls” at Parkside, especially Doreen, Courtney & Nicki. Thanks also to Tina. At her request there will be no service but if you’d care to donate to the SPCA I think she would approve. She will be sorely missed by her family, friends and community.

ALIB SCHOOL EXPANSION

Delegates at the Chief Atahm School Ground Breaking Ceremony Monday, March 4, 2019

The school currently offers immersion programs that include six-month-old infants and students up to Grade 10. This expansion project is the result of years of research, planning and development. ALIB has joined with Federal government to make this development a reality. The Band has supplemented to the funding received from Indigenous Services Canada. “The school expansion will contribute to the survival of the Secwepemc Language, Traditional Values, and Secwepemc Culture. The school is a parent operated school, where staff, parents and Elders work collectively to offer culturally rich programs with an emphasis on traditional teachings, teaching resources, land and history, and community language classes.” The new building will allow CAS to expand to high school grades. It is clear the diverse language and cultural programs offered by Chief Atahm School is a big contribution to the revival of the Secwepemc language. The expansion is expected to be complete by August of this year and the building will be ready to open its doors for the start of the 2019/2020 school year.

Biscuits and Gravy Casserole Ingredients 1 (10 ounce) can refrigerated biscuit dough (such as Pillsbury Grands!(R)) 1 (1 pound) bulk pork sausage 1 1/2 cups shredded Cheddar cheese, divided 6 eggs 1/2 cup milk salt & black pepper to taste 1 1/2 cups cold water, or more as needed 1 (1.5 ounce) package pork gravy mix Directions Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13-

inch baking dish. Line the bottom of the prepared baking dish with biscuits. Heat a large skillet over mediumhigh heat. Cook and stir sausage in the hot skillet until browned and crumbly, 5 to 7 minutes; drain and discard grease. Scatter sausage over biscuit layer and top with 1 cup Cheddar cheese. Whisk eggs, milk, salt, and pepper together in a bowl and pour over cheese layer. Mix water and gravy mix together in a saucepan; bring to a boil. Reduce heat and simmer until gravy is thickened, 1 to 2 minutes, adding more water for a thinner gravy. Pour gravy over egg layer. Sprinkle remaining 1/2 cup Cheddar cheese over casserole. Bake in the preheated oven until egg is fluffy and cheese is bubbling, about 30 minutes.

Bridges on the South Thompson River submitted by Dick Herman, Chase Museum

A couple of weeks ago the bridge across the South Thompson River at Pritchard was closed for several days to permit some maintenance work to be carried out. This was considered by some to be a considerable inconvenience, requiring detours and delays to get to Chase, Kamloops and other communities along the river, depending to some extent on which side of the river at Pritchard one was starting from. If that was inconvenient, think what it was like when there was no bridge at all. We forget that it was not long ago that there were no bridges across the South Thompson, between Kamloops and Little Shuswap Lake. The original bridge at Pritchard was built in 1916, and provided the first road connection to Kamloops, by what is now considered (by me at least) to be “the old road” to Kamloops, on the north/ west side of the river. In that same year a bridge was also built across the South Thompson at Shuswap, then a thriving community just downstream from what is now Chase. I can not help but think of the men who built them— those who drove the piles, cut all the timbers to length, man-handled all the pieces into place, drove the spikes, drilled the bolt holes, and inserted the bolts that held the structure together. Study for a moment the picture of the present Pritchard bridge. Look at the hundreds

of joints on the structure, each of which had to be constructed by a crew of men who knew what they were doing, and who did it well considering the length of time that the bridges survived. And when one thinks of the men, one must also think of their families and their lives: did they enjoy their lives; did they live locally, or was there a construction camp to house them for the project; did they have children; if so, were there schools locally to provide the early education; what were their lives like away from their jobs? Those men, and their families, and many others like them, contributed a large portion of their lives to the building of this country.

The building of these bridges provided a tremendous boost to the communities along the river, providing both an outlet for local produce, and an additional source for the local people of goods and products from outside the area. The first such boost came, of course, from the 1884 completion of the railroad linking Eastern and Western Canada, which made available goods and services from outside the area and provided an outlet for produce from farms, and from the logging industry, that previously had to be shipped by the paddle wheelers that served the area. The original bridge at Pritchard was modified a relatively short time after its initial construction, by the addition of a lift span to provide clearance for the paddle wheelers that provided service

from Enderby to Savonna. The original bridge was replaced in 1985. The original bridge at Shuswap, was declared unsafe in 1938, and was replaced in that year by the first bridge across the South Thompson at Chase. That bridge was replaced by the present structure in 1990. One source of my information has been data at the Chase Museum. The prime function of the Museum is to recognize, record, and make available for the public, the events of significance in the development of this country, and the Museum has done, and continues to do that very effectively. Visit the Museum to see the items on display, view some of the many old pictures that they have on file, or do some research of your own regarding family or an event of interest. The Museum r e c e i v e s s u p p o r t from local businesses, from a number of government grants that are available, from the Village of Chase, and from the citizens of Chase through memberships and volunteer work. The support that comes from Museum memberships is very important to the continuing function of the Museum. The organizations that give grants to the Museum look closely at the numbers of local memberships when establishing the level of their grants, because they perceive the number of memberships as a measure of the local support for the Museum. Current membership is about 150. Changes have recently been made that simplify the obtaining of memberships--$10 for and individual and $15 for a family— so please take your earliest opportunity to obtain your membership.

Council Meeting Highlights - February 26, 2019 Once again, Council thanks everyone who takes time out of their busy days to attend Council meetings. We certainly welcome anyone who wishes to listen to the proceedings and hear what decisions are made. Council heard from members of the gallery regarding items on the agenda. Some individuals questioned the rationale and cost for allowing a Council member to ‘phone in’ to meetings while others stated that this is common practice and brings Chase into the present. Ms. Karen Bassett spoke to her dissatisfaction with Village staff continually trying to enforce the Village’s bylaws when the rules seem unreasonable. She stated that it is her opinion that while there are three lots (409, 421 and 425 Shuswap Avenue) being used to ‘show’ vehicles only one is really operating as a business. Council heard from Regina Sadilkova, Director of Development Services, TNRD and Patrick Luscombe, Chief Building Inspector, TNRD regarding the Provincial Government Building Act which came into effect in 2015, and new regulations that came into effect in 2018. An overview was provided of the Building Inspection Services that are provided to the Village of Chase by the TNRD, changes to the Building Code, and the need for an increase in Building Permit fees. Council adopted Council Procedures Amendment Bylaw 865-2019 to allow for one member of Council at a time to attend Council meetings electronically (by telephone). It was noted that this is permitted by the Community Charter (Provincial Legislation) and is practiced in many communities in British Columbia. It was formally announced that the proposed cell tower for 456 VLA Road will not be pursued by the property owner at this time. Mayor Crowe asked that Council consider giving direction to Administration to bring forward a Zoning Amendment Bylaw that would give Council more discretion in these types of situations. Other Council members wanted more information first and some considered this to be more appropriately discussed during the Official Community

submitted by Village of Chase Plan Review. Ultimately, Administration was given direction to bring back more information to Council about the issue and how it can best be addressed.

Council considered the request of Administration to require a business license on all three properties at which in the opinion of Administration, Chase Discount Auto Sales is conducting business. Council passed a resolution that one business license cover the conduct of business on all three lots (409, 421 and 425 Shuswap Avenue). Council passed a resolution to enter into a new lease agreement with the Chase & District Museum and Archives Society. The new lease includes the following provisions: • Term of 5 years (beginning retroactively September 2018) • The Society will pay all costs associated with the operations of the premises including paying for utilities, cleaning, clearing walkways of snow, maintaining a security system, providing for general liability insurance with the Village as additional insured • The Village will be responsible for the repair and replacement of permanent equipment of the premises Council passed a resolution to support funding the Chase and District Festival Society for organizing and managing Canada Day celebrations and Music on the Lake Events in the amount of $19,000 for 2019 which will be included in Council’s budget discussions

later in March. Council also approved the traditional road closure for the Canada Day parade. Council passed a resolution to provide a grant-in-aid to the Chase and District Museum and Archives Society in the amount of $502.54. Council denied the request from the Community Energy Association to participate in an initiative to acquire another electric vehicle charging station in Chase. Council received a letter form the Sun Valley Housing Society requesting the Village ensure that any drainage considerations for Sun Valley are included when upgrades to adjacent drainage systems are planned. Council received a letter from Minnie Kenoras and Patricia White asking for support either in principle or monetary for a future Gathering Place in Chase. No action was taken on the letter. The Wildwood Productions group and Producer Jake Jacobson are pleased to announce that they will be mounting their seventh benefit concert, a tribute to legendary folk singer Pete Seeger, in late March. Chase’s own James Mintz will be performing as a soloist and musician in this very special event. Pete began his musical career in the early 1940’s as a way to bring about social justice and equality. He felt the best way to enact change was by having people sing together. He, like others such as Woody Guthrie, travelled the world over with nothing but his voice, a five-string banjo, a guitar, and his musical message and stories. As well, for many years Pete was a member of The Weavers,

a popular folk group which included Ronnie Gilbert who lived at New Denver in BC’s Kootenay District in her later years. Troubadour Seeger also performed at a number of Canadian schools in the 1950’s and 60’s. Come join the gang and sing along with them as they celebrate Pete Seeger’s musical a c h i e v e m e nt s . Admission is by donation at the door. Proceeds of the show will be donated in support of the proposed Shuswap Performing Arts Centre. At season’s conclusion the Heat Jr. Hockey Society held the Annual Awards Banquet on Sunday, March 24th at the Adams Lake Indian Band Conference Centre. The festive evening was an opportunity to tell tale tales surrounding the players and enjoy a succulent pasta dinner prepared and served by some talented HEAT volunteers, alongside treats from the kitchen Fsome U L L Ctasty OLOU R of Colleen Patterson. Master of Ceremonies Fred Bott kept the evening on schedule with his wry humour. The evening’s Guest Speaker was Marc Mackenzie an alumni member of both the Chase CHIEFS and the HEAT. Inbetween stints in Chase, Marc also played in the Western Hockey League. He is now stationed in Kamloops as a specially trained member of the R.C.M.P. His former billet parents Dave and Janice Winfield were in attendance and duly recognized in his speech. The Rhonda Kenoras Award for Volunteer of the Year was introduced by President Scott Koch and presented by Rhonda’s The worthy 1 -mother C O L O UDoreen. R recipient was Sheryl Penttila who took on the Treasurer’s duties in the spring of 2018 while retaining her duties as the Director of Game Day Operations. Sheryl’s attention to detail, tireless work efforts, and multiple volunteer duties made the recognition an easy choice. The 200 plus in attendance watched a video presentation by Andrea Stelter which hi-lighted each players daring do during the past season. Director of Hockey Operations/ Head Coach Brad Fox, assisted by Assistant Coaches Cody Inkster and Nolan Pastoor awarded recognition to the players in more then a dozen categories. Coach Fox described in each category what it takes to stand out amongst one’s peers, and how the player(s) accomplished that. The event wrapped up with a number of special presentations. The graduating 20 year olds, Tyler Collens, Cody Allen and Tony Dennis have completed their junior hockey eligibility. They received specially engraved travel bags, golf shirts and personalized commemorative wall hangings. Until next season the HEAT wish to thank and recognize the billet parents who kindly open their homes to the players, the countless hours put in by the best team of volunteers in town and the KIJHL, the staff led by the passionate Brad “Foxy” Fox and lastly the fans who faithfully support “their team” through thick and thin.
