After a call to order and adoption of minutes from the Regular meeting May 14, 2019 and the Public Hearing of May 14, 2019, two members of the gallery spoke to item 9.3 which is a proposed bylaw to change the Utility Billing Cycles such that billing will not come out at the same time as property taxes in future years. Mr. MacKenzie stated that it would be good if the bills that come out near Christmas time reflect a shorter consumption period to ease costs for people at that time of year. Ms. Iglesias suggested that the billing used to be every four months and now it is every three months, and perhaps to save costs for printing, postage and Administration’s time, that billing should go back to every four months. The Village’s CAO explained that the billing is every three months to be able to gauge people’s winter water consumption as this consumption is utilized to determine how much people are to be charged for sewer services. She also added that almost 25% of the utility bills are now emailed to customers, reducing the postage costs. Council heard from Mr. Bill Ony, Business Director for the company that operates Ebus. Mr. Ony explained that the company that operates Ebus is applying to the Passenger Transportation Board (PTB) to operate passenger bus services from Kamloops, through Chase to Salmon Arm, Enderby, and Vernon. Mayor Crowe added that letters of support from Neskonlith Indian Band, Little Shuswap Lake Indian Band and Adams Lake Indian Band have been received and forwarded to the PTB. Mr. Ony added that a letter of support from the City of Enderby was also received, that discussions are being held for the possibility of having a stop at the Visitors’ Centre building if the application for the route is approved, and that the PTB would be reviewing the application on Wednesday May 29, 2019. Council considered the issue of Electoral Reform that had been raised at
the May 14, 2019 meeting. A resolution was passed to refer the suggestions from the Advocacy Committee to Village Administration for a report to Council at an upcoming meeting. Council adopted a new Subdivision and Development Bylaw as well as a new Servicing Standards Manual. The old bylaw was very out of date, and with input from the development community, the new bylaw and manual were developed and will serve the Village well moving forward. This bylaw ensures that all development adheres to the same rules. Council passed a resolution to provide full support to the Ebus application to provide passenger bus service from Kamloops, through Chase and on to Salmon Arm, Enderby and Vernon. Council passed a resolution to apply for funding to the Community Emergency Preparedness Fund under the Volunteer & Composite Fire Department and Equipment & Training program to provide for the purchase of new radios for the Fire Department if the grant is approved. Council gave first, second and third readings to an amendment to the Fees and Charges Bylaw that will change the utility billing cycles. Currently the billing cycles are February to April, May to July, August to October and November to January. A transition period in 2019 will allow for billing to coincide with the calendar year starting at the beginning of 2020. Also, in 2020, the Utility Billing will not occur the same time as property taxes are sent out and paid. Council provided a grant-in-aid to Team Chase for $264 in support of their annual fashion show which will take place September 29, 2019. Council passed a resolution to register a speaking time at the Kamloops public hearing June 12, 2019 to submit a request to the Province of BC for funding for highway rescue services. Council also passed a resolution to submit a written submission to request funding for arts and culture and to obtain feedback from Chase constituents as well.
Page 5 • May 31st, 2019 • Chase Sunflower Continued from previous page... Council will be sending a resolution to the UBCM for consideration at its annual convention in September to ask the Provincial Government to develop and implement sustainable funding for Highway/Road rescue services delivered by small communities or societies. Council will seek support from
other communities to submit a joint resolution. Council received a letter from the President of JPW Road & Bridge Inc announcing the end of their maintenance contract for the Provincial highways in our area. The next meeting will be held on June 11, 2019 starting at 4:00 p.m.

Trail Talk There is good news for trail-lovers in the Shuswap. The Shuswap Trail Alliance received a BC Rural Dividend Program grant of $100,000 on behalf of regional partners supporting development of new recreational greenway trails this year. The BC Rural Dividend Program funds support new trail projects recently approved for hiking, bicycling, equestrian, and snowshoeing in Chase, South Shuswap, Salmon Arm, Larch Hills, and the East Shuswap. One of the trails approved for completion this season include the Scatchard Mountain Rocky Road Trail above Chase. While a trail crew has been hired to implement these projects supported by contracted trail specialists this summer, a trail building workshop was organized as an opportunity for users in the area to learn a bit more about the trails and the art of trail building. There was a theory day on Wednesday, May 29th, and the rest of the hands-on part of the workshop takes place on Thursday and Friday, May 30-31 and Sunday, June 2nd. The workshop goes from 9 am - 3 pm, meet at Scatchard Mountain Trailhead (end of Cemetary Road: Off Foothills Road, south of Highway 1 in Chase). Bring sturdy shoes, comfy clothing, a big lunch and lots of water. Contact 1425shuswaptrails@gmail.com to register for the workshop. For more information on Shuswap Trails visit www.shuswaptrails.com.
