I had a great time at the 3rd Annual Shuswap Experience Trade Show this weekend. I ended up bringing my whole living room along with me for added comfort. It was so nice catching up with readers who had so many positive things to say. I have to give a huge thank you to a local angel, Shelly Amies. Literally the night before the trade show while we were setting up I realized that it would be really nice if I had a prize to raffle off. I sheepishly asked Shelly if she had anything at home that I could raffle off. Sure enough, the next day I looked like a real pro with my sunflower themed crate of homemade jams, bath products, and other goodies, complete with cellophane wrapping and a cheerful yellow bow to give away. I know she didn’t do this to get a mention in the Sunflower, but I just can’t help myself because she really went above and beyond for me. Thank you Shelly! I am going to shift gears and talk about something that spring brings to our household; Cycle Tourists! We are on a website called Warm Showers which connects travelling cyclists with hosts who can offer accommodations from a bedroom to yard space to pitch a tent. This spring we have already had three

come through and stay at our place on their way across the country. Honestly, every time a request comes through it’s tempting to say “Sorry, we are too busy to host” because our house is always a chaotic space in the midst of one project or another. But between the tourists we’ve had this spring, and the folks we met last year, everyone has been so easy going and very fun to host. It’s actually a really feel-good thing to be a part of. If they didn’t have a welcoming host these people might just ride past on the highway. But when they have a place they know they can stay, they come to Chase, they buy some groceries or stop in at the pub for a beer. I wish I had been aware of this website when we were biking from Alberta to BC because I am a total rule follower and if we couldn’t find or afford a campground and had to stealth camp I felt like a total criminal. Plus I am scared of bears. Now to tie this back to the trade show, the Shuswap experience is multi-faceted and there is far more than just houseboats that bring people through the area. It has me thinking - what other little ways can we can each contribute to the tourism economy in Chase?

CAIRN DEDICATION submitted by Chase & District Musem and Archives

The new CANADA 150 CAIRN, at the Chase Museum, was formally dedicated on Saturday morning, May 05, 2018. The dedication was attended by our local MP (Mel Arnold), our local MLA (Todd Stone), the Village of Chase (Mayor Rick Berrigan and others), representatives from the various indigenous participants, the Chase Museum and Archives Society, and members of the general public. The dedication ceremony was opened by the President of the Chase Museum Board, (Anne Lamoureux), and continued with comments by government representatives, and comments, prayers, and blessings by indigenous representatives. Major funding for the cairn was provided by a grant from the BC Museums Association as part of the Canada 150 Lasting Legacies Program. Support was

also provided by the Village of Chase, the Little Shuswap (Skw’lax) Indian Band, the Neskonlith (Sk’atsin te Secwepémc) Indian Band, and the Adams Lake (Cstélec te Secwepémc) Indian Band. The support of all parties is recognized by individual plaques mounted on the cairn. The brass bell mounted on the top of the cairn was originally donated by the CPR, to the Church that was the original occupant of the building that now houses the Chase Museum. The cairn contains a time capsule, to be opened at a distant future date. The cairn commemorates the history of the development of the area, and will stand through the future as a reminder to all, of the importance of contributions made by the many individuals whose efforts have brought us to where we are.

Village of Chase Summer Day Camp Recreation Program Employment Opportunities The Village of Chase provides a Summer Day Camp Recreation Program in July and August, for children between the ages of 4 and 11 years. The Summer Program consists of weekday ‘day camps’, full of a wide variety of activities and fun! The Village of Chase is accepting applications from mature and responsible individuals who have been enrolled in full time schooling in 2017/2018 and intend to return to full-time studies in September 2018. The Summer Day Camp Recreation Program requires one Program Leader and one Assistant Program Leader. In addition the program requires 5 play leaders and one wading pool supervisor. The Program Leader plays an integral role in the supervision of the other Summer Program staff members, being responsible for:

Developing and providing games and other events for children at the Canada Day celebrations

Assisting in the evaluation of applications and ultimate selection of an assistant program leader as well as play leaders and wading pool supervisor Developing programs (day camp activities) for children between the ages of 4 and 11, to include literacy, sports, culture and arts Assist members of the Skatepark Society in the development of activities and learning opportunities for the Chase Skatepark Provide guidance to the Assistant program leader and the play leaders and pool supervisor

The Assistant Program Leader provides support to the Program Leader and assists with the development of the various activities for the ‘camp days’ during July and August, under the guidance and with the support of the Village staff. Play Leaders work directly with the Program Leader and the Assistant Program Leader, helping to organize and manage both children’s events at Canada Day and leading various activities that have been developed for the children enrolled in the Day Camps. And this is not only happening nationally. It’s alive and well right here in our beloved Chase. My recent attendance at budget and council meetings was an enlightening experience—and also a chance for input and discussion. I came away feeling that Council and administration are diligent in working for the betterment of where we live. In addition, they are open to recommendations and to change where warranted. It was interesting and encouraging to learn that the community’s five year plan includes surpluses and therefore, replenishment of reserve accounts while also covering operational costs, capital investments, equipment maintenance, structure repair, and an Asset Management initiative to look after what the Village owns, something needed to meet future grant request parameters. Recently revised accounting methods are clearly laid out and easy to understand. Just as with household budgets—village operations involve money coming in and money going out. And it’s what happens in between that determines the financial health of both. Although Council and administrative staff have a tight deadline for submitting their budgeted five year plan, they are working toward holding another public budget hearing in the near future. Such meetings offer the chance to learn how your community “works,” to question where tax dollars go, and to offer advice. Watch for a notice of this meeting— which it is hoped will be scheduled at a time that allows those with “9-5” workdays to attend. Your scribbler has suggested that Council meetings be held when more citizens can attend, perhaps from 6:00 to 8:00 pm for one of their two monthly meetings. This is under consideration. Stay tuned. Get Involved in Town Politics

An informative multi-year presentation was made by Sgt. Barry Kennedy of the Chase RCMP detachment, which included news that more boat patrols on local waterways will be soon be in place. And a detailed report was submitted by Fire Chief Brian Lauzon, who advised that ten of our fire fighters recently completed the Wild Land Forest Fire Fighting & Safety course. Makes one especially grateful for the topnotch service we receive from the brave men and women of those organizations. Another topic was that of the excellent Rescue service provided by our community, costing a mere $31 per household annually, and which serves us all— plus our visitors, relatives and friends—who travel the racetrack known as the TransCanada Highway and beyond. While Chase Rescue can be considered a responsible aspect of civic consciousness, it was pointed out that soliciting financial support from the region and the province should be pursued. Such lobbying has happened in the past, the meeting was told. However, it’s a fact that the squeaky wheel that squeaks long enough and loud enough usually gets the oil. I intend to write a letter to various levels of governance about this issue. And perhaps a petition signed by a majority of the good citizens of Chase just might elicit funding results. Quaint Never Goes Out of Style – the history of Chase revived through David Lepsoe’s Historic Tours

The very first lot in the township of Chase was sold to William Price – surveyor at the Adams River Lumber Company on May 5th, 1908. 110 years ago life in the area was very different. At first Chase had only 4 cars; most residents had a variety of skills supplementing their income, however they had the train & daily e nt e r t ai n m e nt c on s i s t e d of meeting passengers arriving at the train station twice a day - at 9 am and 9 pm. A world very different from today. On May 5th, 2018 local historian and Village Councillor David Lepsoe put two historic tours of Chase. The tours were sold out, over 60 people attended, showing a great interest in learning about the history of this picturesque village. David has been putting these tours since 2004. He wanted to share his passion for history with likeminded individuals and anyone interested in the culture and history of the area. David dedicated many volunteer hours and personal funds to develop the historic tours. “It is always work in progress” – he says, the booklet was a very important step. This year he added a slideshow of historic photographs revealing even more fascinating facts from the past. His partnership with history enthusiast Vic Skijie and a professional event planner Elena Markin have brought up the tours to the next level. During his tour David encouraged people to touch the historic artefacts – the old power pole and the façade of the Underwood Hotel. Involving the sense

of touch is really valuable when exploring history, as you can feel the tangible objects generations before have touched. Sensing how important exploring history with the sense of touch and as a token of appreciation of David’s d e d i c at i on to the history of the community, Vic Skijie gifted two antique c h a i r s used by the general manager of the Adams R i v e r Lumber Company Walter Lammers and Mr. Mason – the treasurer. The chairs date from the beginning of the century and David was delighted and honoured to receive them. “When the Adams River Lumber Company closed, the town turned to tourism.” – says David. “It is now time once again to turn to tourism - the village has a wonderful opportunity to showcase both - its history and its close connection with the Secwepemc communities . This, along with some new historic hiking trails, will not only show case our history, it will create a form of sustainable cultural history injecting much needed tourist dollars into the area. Every year it seems another potential Heritage house is torn down. Last year we lost the original fire hall. HISTORIC TOURS A high ranked tourism professional from Ontario attending David’s tour spoke to the beauty and the historic treasures of Chase, saying “Quaint will never go out of style, and it will always attract tourists and newcomers”. We are all hoping that we can preserve the “gold mine” we have in Chase. We welcome suggestions for funding, grants and donations to further develop the historic tours and continue this educational initiative. David’s tours were attended

by MLA Todd Stone and his parents and MP Mel Arnold and his wife who were celebrating their wedding anniversary on May 5th. There was a strong Shuswap Tourism presence on the second tour. All of the attendees enjoyed a beautiful sunny day, immersed in fascinating history, laughs and good time. RCMP Report submitted by RCMP Chase Detachment

Motorcycle Collision, Lee Creek, BC On May 6th, 2018 at approximately 9:10 pm, Chase RCMP responded to a report of a motor vehicle collision on the Trans-Canada Highway in Lee Creek, BC. Police investigation determined a motorcycle was travelling eastbound on the Trans-Canada Highway when it struck a concrete median at Squilax Anglemont Road. A 38 year old male riding the motorcycle sustained serious injuries and was transported to hospital by ambulance.

Traffic was reduced to single lane alternating traffic for several hours while an RCMP Collision Analyst examined the scene. Chase RCMP would like to commend the bystanders and first responders who tended to the driver, providing first aid, until ambulance arrived. The cause of the collision is under investigation. Chase RCMP is requesting anyone who may have witnessed the collision to contact the Chase RCMP Detachment at 250679-3221.

A temporary full-time employment opportunity exists at the Village of Chase in the Public Works Department for one Summer Student Labourer. The position is open to a qualified individual between the ages of 15 and 30 who was registered as a full-time student during the preceding academic year and intends to return to school on a full-time basis during the next academic year and is a student in a secondary, post-secondary, vocational or technical program. Village of Chase 2018 Budget Explained submitted by Village of Chase

Council has hosted several budget meetings in recent months, to hear from the Chief Financial Officer about the Village’s finances and the proposed 2018 budget. Highlights include: Sewer Fund * Fees charged for sewer service are covering the costs and are enabling some funds to be put aside for future upgrades Solid Waste Fund * Fees charged for this service are adequate to cover the costs and to have funds put away for truck replacement - the Village will need to ensure future costs for recycling are incorporated into subsequent years’ funds Water Fund * Fees charged at this time do not cover the costs of treatment and distribution of the water - as a result, water rates need to be reviewed, as our costs are not fully covered and no funds are being put away for any infrastructure replacement

Costs of doing business are ever increasing, the Collective Agreement includes wage increases over 2017, and costs to maintain facilities must be realistic. Regularly provided services include dust control, line painting, snow removal, street light repairs, hydro and gas costs to run pumps, lights, computers, repairs on vehicles and other equipment, landscaping supplies, dog control and bylaw enforcement services, support of the car charging station, provision of the Summer Program, Economic development gap analysis, active transportation, Music on the Lake, Canada Day celebrations, advertising, fire department call-out costs and equipment maintenance, training, conference expenses for Council members, and election expenses. Taxes in 2018 and an Increase in Property Tax Assessed Values Council is considering maintaining the 2017 tax rate for 2018. Usually Council will consider a tax rate increase to cover increases in costs, however in 2018, the values of properties in Chase have increased an average of 15% (with some increasing 3%, others increasing 20%). What this means is that the taxes generated on those property values are higher in 2018 than in 2017 with no adjustment to the tax rate - the BC Assessment property values have increased based on market values increasing throughout our region of BC. The budget for 2018 is reasonable in terms of what Council considers to be important services to provide to the members of our community. Most property owners will see an increase in their property taxes due to the increase in assessed values, not due to an increase in the tax rate set by Council. Do you have any questions? Council Meeting Highlights May 8, 2018 - Village of Chase submitted by Village of Chase

12 members of the public, as well as delegates were in attendance. Discussion was lively and the presentations were very interesting!

Development requirements to construct a road. Public notification and referrals will now be sent out regarding these variance applications.

Sgt. Barry Kennedy and Corporal Linklater of the Chase RCMP detachment were in attendance and provided Council with an update of the crime statistics for this year and previous years - property crimes are the most prevalent of crimes in Chase, with drug crimes being low according to the calls received by the RCMP. Sgt. Kennedy is promoting more police presence in the community, and is focusing on apprehending individuals who are not meeting Court imposed conditions. The gallery applauded Sgt. Kennedy’s presentation!

Council passed a resolution to provide a grant in aid to cover the cost of the lease payment for the Chase Hamper Society in the amount of $630.

Carmen Massey of the Adams River Salmon Society presented to Council regarding a Salmon Symposium being planned for the end of September 2018, to coincide with this year’s dominant Salmon run. The Symposium will be hosted at the Quaaout Lodge, and will include discussions on conservation, the science of the salmon and how much it impacts the lives and ecology of our area, and education. Council passed third reading of the 2018 Financial Plan Bylaw - the Village auditors will be in attendance in Council Chamber Monday May 14, 2018 at 3 p.m. to explain the 2017 Financial Statements. An additional public consultation session on the 2018 budget will occur May 14, 2018 starting at 6:30 p.m. in the Council Chamber. Council have first three readings to the 2018 Tax Rates Bylaw which keeps the tax rates the same as they were in 2017. Council passed a resolution to changes water meter size charges for commercial water users with 2” meters that require a smaller (1.5 inch) service. Bylaw changes will be brought forward to reflect this change soon. Council accepted the applications for 4 development variances all wishing to vary either zoning regulations regarding building setbacks or Subdivision and

One of the property owners near the Arbutus Place public lake access spoke to Council about how the public right of way area has been changed over the years by various individuals removing trees and natural vegetation and planting grass. She raised concerns about lessened habitat for birds, and reduction in privacy. Council passed a resolution to exempt all businesses participating in the Chamber of Commerce’s 2018 Trade Show from

business licensing requirements. The president of the Chamber requested that Council consider amending the appropriate bylaw to permanently exempt the Trade Show and similar events in the future. Council passed a resolution to rescind parcel tax bylaw number 846 - this bylaw was instituted earlier in 2018 to recover the Village’s costs for the lowering of the Aylmer Road sewer line that would facilitate the provision of sewer service for properties on VLA Road. Council closed Shuswap Avenue from Pine Street to Veterans Bridge on May 11, 2018 from 7 - 8 pm for the Legion’s candlelight vigil.

Born to Hungarian immigrants on July 15, 1944, and the youngest of 9 kids, Bob grew up on the farm in Fort McLeod, AB. There he met and fell in love with his childhood sweetheart, Donelda Huntley. Bob left Fort McLeod to work on the oil rigs in Fort St. John where he later became a successful owner/operator of a power tong company. He and Donelda raised their 3 kids, Lana, Warren and Cara. There wasn’t anything he wouldn’t do for his family. He worked hard in the winter and made time for great family vacations in the summer. He wanted and gave the best of everything to his family, who are forever grateful for all that he did and sacrificed for them. He is survived by his loving and devoted wife of 53yrs, Donelda, who was with him for his last breath. His daughters Lana & Cara, son Warren and his wife April, grandson Spencer and granddaughter Kendal. He was predeceased by his son-in-law Kevin, and his brothers George and Mike. Roasted Maple Cinnamon Sweet Potatoes Ingredients 2.5-3 lb. sweet potatoes (about 3-4), peeled and cut into 1-inch chunks *(see first note) 3 tbsp pure maple syrup 3 tbsp virgin coconut oil, melted (or olive oil) 2 tsp ground cinnamon 1 tsp pure vanilla extract ½ tsp sea salt ¼ tsp ground nutmeg Instructions Preheat the oven to 400 F. Line a large baking sheet with aluminum foil. In a large bowl, combine all the ingredients together making sure that the sweet potatoes are well coated. Using your hands or a slotted spoon,

scoop the potatoes onto the baking sheet, spreading them into a single layer. Reserve the excess maple syrup mixture in the bowl. Roast for 20 minutes before flipping and (optionally) brushing the excess maple syrup mixture onto the sweet potatoes. Then roast for an additional 10-15 minutes, until caramelized and tender. Check frequently to make sure the sweet potatoes don’t burn. After the potatoes are roasted, remove from the baking sheet while it is still hot onto a serving dish (if you allow it to cool, the sugars will stick to the foil making it harder to remove without breaking). Best served immediately.

Roderick Haig-Brown Park to be renamed Tsútswecw Park But should it actually be Suswéwll? by Kelsey Snelgrove

The provincial government is renaming three parks in B.C., including Roderick Haig-Brown Park in the Shuswap area. In response to a request from the Little Shuswap Indian Band, the park that is known for the annual sockeye salmon run in Adams River will now be called by the Secwepemc name Tsútswecw (pronounced choo-choo-wah) Park. It was originally named after Roderick Haig-Brown who was an avid fly-fisher, pioneering conservationist, acclaimed author and magistrate. Shuswap Artist featured at Kamloops Arts Council

Some of artist, Larry Pilcher’s pieces, “Animilia in Colour” will be featured in the in the Hallway Gallery at the Old Courthouse Cultural Centre from May 16 - June 9, 2018. The art is described as “vibrant interpretations from the wild in larger than life acrylics and oils”. Starting at an early age, the need to express nature developed more and more with me. Now it has come to this point of seeing a parallel of nature under attack, as well as with me. Wanting to hold on to the expressions seen in nature, I have felt an especial link of the mother-child relationships. As a consequence of dealing with physical pain,

and focusing it into a way to create, these paintings have been the results. Each and every intricate creature has a particular story to tell. As you see these creature gems come to life, you will see the story about them. Larry Pilcher lived in Vancouver then North Vancouver, and moved to the Shuswap in 1987. His exp er iences have gained him the name "jack of all trades". Larry is finding time to do art again now. His current attention is with painting, and working towards finishing a gas kiln, making pottery and sculpture in a new art studio he recently built.
