wo long time volunteers of the Chase Hamper Society were recognized for their years of service at an RCMP awards ceremony in Kelowna in early May. Brandi Nakazawa and Maureen MacDonald, who are both employees of the RCMP, were presented with the "RCMP Commanding Officers Commendation". This award is the highest bestowed by the

RCMP for outstanding service in our community. The Hamper Society acts as the food bank in Chase and area. MacDonald has been with the Hamper Society for 12 years and currently holds the position of Chair. Nakazawa, who recently resigned from her role as a volunteer to spend more time with her family, has put in 8 years of volunteering with the organization.

Council Meeting Highlights - May 14, 2019 submitted by Village of Chase

It was another well attended meeting on access area is respected by all who use it. May 14, 2019. H O R I Z O N T A L - N O I C O NAfter hearing from Mr. Esslinger, Council A public hearing was held regarding the zoning amendment for 609 3rd Avenue to change the zoning for the property from R-1 Low Density Residential to R-1SS, Low Density Residential Secondary Suite. There were no written or oral submissions in relation to this zoning amendment. Several people spoke to issues on the agenda including Diane Overton regarding the Sign Permit, querying who would for the cost of FULL C O Lbe O Uresponsible R the sign and installation, and the Chase Hamper Society request for reduced rental costs for Community Hall. Carolyn Parks-Mintz spoke in support of the delegation from Bev Iglesias about election process concerns. Bruce Nelson asked if the proposed development at 220 Shepherd Road would be seniors’ housing and it was confirmed that the development will be a strata that would appeal to seniors but it is not seniors’ ‘housing’. Council heard from two delegations. Kelly Esslinger raised concerns about the restriction of overnight parking on the Hysop Road water access area. He stated that the right of way allows access to the lake, and some people who utilize it have water only access cabins on other parts of the lake, and need a place to park their vehicles overnight. He also stated the water access is not a “park” and therefore park rules should not apply to the water access areas. He also added that the water

passed a resolution for Administration to develop a permit process for people who live/have water access only property on the lake and wish to park overnight on two water access areas in Chase (Hysop Road and Arbutus Place). Council also heard from Bev Iglesias who raised concerns about various processes that occurred during the October 2018 Chase local government election,1 -and her suggestions C O Lprovided OUR for rectifying the issues she identified. Council reviewed additional information that Administration provided regarding properties who are not connected to the Village’s sewer system and have the ability to connect to the sewer main adjacent to their properties. Council decided that for properties on Paquette and Aylmer Roads who have in the past few years been able to connect to the Village’s sewer system be grandfathered from the Village’s sewer bylaw provisions. These particular properties will not be forced to connect to the system unless the properties change ownership, or the septic system on those properties fails. Council gave the Zoning Amendment bylaw that had been the subject of the public hearing earlier in the meeting, third reading and adopted the bylaw. This changes the zoning of 609 3rd Avenue to allow for a secondary suite. Cont'd on page 5...

In June of 1963 U.S. President John F. Kennedy stood in West Germany and uttered the words “Ich bin ein Berliner” or “I am a Berliner. This summer will mark two years since my family moved to Chase. For two years I have identified as a Chasian, or a Chaser, or a Chasite? (as a side note, someone needs to settle this once and for all). I have known Calgarians and Vancouverites and Winnipeggers. We are so often identified by where we live. But J.F.K. wasn’t suggesting that he was a resident of Berlin. He was the president of the United States, a resident of the White House in Washington D.C. and wasn’t about to move to a foreign country. President Kennedy instead was reflecting solidarity with others who he had never met. President Kennedy was highlighting that in the midst of Cold War tension all free people share in the values of those who lived in West Berlin, a city largely surrounded by the communist East. J.F.K. was reminding the western world of the common identity that we share. But this is not a theme that we often hear these days. In the age of the internet and social media our societies are more fragmented. This is perhaps most evident in magazine racks. There are no longer just magazines for gardening and travelling and politics, there are magazines for flower gardeners and vegetable gardeners, urban gardeners and country gardeners. 20 years ago when I took up the sport of skiing there were three magazines for sale related to the sport: Ski Canada (for Canadian skiers), Ski (for wealthy skiers), and

Powder (for the more grass roots skier)— now that number is in double digits, each one directed to a particular segment of the skiing world. Our technology and our politics and our fashions have made it possible to live a life that is particularly curated for our tastes and preferences. We can spend all our free time surrounded—physically or digitally— with people who think like us, shop like us, and look like us. But this isn’t what it means to be a Berliner. This isn’t what it means to be human. We are all unique, we are all different— there is no denying this. But we are all human and this is something that is so easily forgotten in our ‘us verse them’ world. We might not be citizens of Berlin, but we are human and this means that even if we disagree with others, even if we live far away from others, even if we think differently; we are all human and should never minimize or overlook this commonality— that we are all created equal, because we are all created human. Actually what J.F.K. meant by this German phrase didn’t go far enough because we aren’t just western capitalists— we share something more than democratic values, ultimately we are created in an image, an image that makes us human, and this is true for all humans. Council Meeting Highlights Council approved a Development Permit for a proposed strata development at 220 Shepherd Road. The F.5 Residential Development Permit Area 5 guidelines in the Village’s Official Community Plan require that the development of new buildings be sympathetic to the scale, mass, materials and colours found in the existing neighbourhood, that parking and service areas are to be screened and landscaped, and that the development fits in with the existing buildings and the quality is equal to or higher than existing development. Council approved the request from Bev Iglesias to utilize Memorial Park, and to close the boat launch and portion of roadway to the Memorial Park boat launch on June 8, 2019 to host a Show and Shine. Council approved a lease agreement with the Chase Rodeo Association for lands near the Village’s wastewater lagoons for a 1 year term and payment of $125 to the Village. Council approved an application from RecMedia to place a CUPE sign in Chase for a period of 17 weeks. The sign permit and placement of sign will be at the cost of RecMedia. A suitable location will be sought by RecMedia in consultation with Village Administration. Council approved the amending of the Chase Hamper Society’s lease of rooms in the Community Hall to include the rooms they utilize during the registration of Christmas hamper recipients and the assembly of the Christmas hampers. The annual fee was increased from $630 to $750. Council also stated that this will preclude the Society from asking for any other grant-in-aid for use of the rooms in the Community Hall for the Hamper activities. Council received the 2018-2019 Annual report for the Shuswap Watershed Council. Council received information regarding an upcoming meeting of the

Local and Secwepemc Governments to be held on June 6, 2019 in Salmon Arm. Councillor Maki will be atending as acting Mayor. Councillors Lauzon and Torbohm along with the Chief Administrative Officer will attend that meeting. Council passed a resolution for the costs of attendance to be paid for by the Village of Chase. Council received a letter from the Honourable Selina Robinson, Minister of Municipal Affairs and Housing regarding opportunities for funding to provide for Affordable Housing in communities in BC. Council received information from SILGA regarding their SILGA Youth Sponsorship to UBCM program. Council asked Administration to set up a meeting with BC Assessment at UBCM to discuss how the rural industrial tax rates are set in an effort for them to reflect increased values of industrial amenities. Council endorsed the request from the District of Kitimat for support in implementing graduated licensing for motorcycles in BC. Council received a letter from the City of Burnaby regarding their request to the Province to allow municipalities more options for investing money. Council received an invitation from the Chase Firefighters’ Association to attend their annual Lobster Fest. Council received the May 2, 2019 Kamloops Fire Centre Status Report. Mayor Crowe announced that a resolution was being released from in camera: “That the closed road on 3rd Avenue not be available to the public for disposition.” The meeting concluded at 5:44 p.m. Council’s next meeting will take place on Tuesday, May 28, 2019 starting at 4:00 p.m.

What do you do with your kitchen scraps? Have you ever wondered why we really compost? Hopefully, this will explain and confirm your choice to compost. If you decide to send your scraps to the landfill, here’s what happens. In the landfill, kitchen scraps are trapped and buried in the ground with other waste, where oxygen has little opportunity to enable it to rot. It can sit in a landfill for years decomposing ever so slowly, taking up space, and potentially becoming a problem that could last for generations to come. Unfortunately, the real problem is when the organic material that’s been sitting forever becomes exposed to the air. It’s here where gas is released into the atmosphere as methane. Methane gas according to the TNRD is “21 times more powerful than CO2” when it is released into the atmosphere creating greenhouse gases. If you decide to compost your kitchen scraps in your backyard compost or at a local location in your community, you can directly reduce the methane emissions that would otherwise be created in a landfill. By stirring or mixing your kitchen scraps

periodically, along with grass clippings and dried leaves, you will have created nutrient enriched matter within 3 to 12 months, and can be used in your garden or flower beds as a fertilizer. If you have no use for the finished product, then a “green cone food digester” that uses worms instead to decompose your waste, may be something to consider purchasing. No finished compost is removed from the unit. Whichever composter you choose, remember composting saves space in your garbage bin every week and most importantly saves space in the landfill while recycling your organic material and reducing greenhouse gases. December 1, 1924 – May 13, 2019 It is with deep sadness that we announce the passing of our mom Gwen, on May 13, 2019 at the great age of 94. Mom was predeceased by her husband John in 2008, who she shared 63 years with, her son Robert in 2011, five sisters and one brother. Mom leaves behind four children, Ross Lonergan (Justin), Theresa Christy (Patrick), Margaret Stewart (Bruce), Helen Schaefers (John), six grand children and four great grandchildren. Mom was quite happy to be residing at Hillside Village in Salmon Arm. We would like to thank Dr. Heunis, the staff of Cottage 6 at Hillside and all those involved in Mom’s care. Chase Students Receive Bursaries submitted

This past week eight students from Chase received an email from Interior Savings with some very welcome news: $1000 to help with their tuition. School hallways across the BC Interior are sure to be buzzing as students share the good news. In some high schools, over 10% of their graduating class will receive an award from Interior Savings. The Million Dollar Bursary Program, now in its sixth year, offers up to $1 million in bursaries every year to Interior Savings’ young members. With this week’s announcement of $767,000 in new bursaries, the program will have surpassed $3 million in awards since inception, $40,000 of that going to students from Chase. According to Kathy Conway, CEO of Interior Savings, the bursary program is part of a commitment by the Credit Union to share profits with its members while also helping its younger members make a positive move forward with ongoing

education. “Through our Million Dollar Bursary program, we aim to help students graduate from post-secondary in a better financial position,” said Conway. “The $1,000 bursary definitely helps in this regard.” To be eligible for the bursary, students must be between 17 to 24 years old, a member of the Credit Union and have plans to attend full time studies in a recognized degree, diploma or trade certification program. Chocolate & Peanut Butter No Bake Cookies Ingredients: 1/2 cup butter (1 stick) 2 cups sugar 1/2 cup milk 4 tablespoons cocoa 1 cup creamy peanut butter 3 cups instant oats 2 teaspoons pure vanilla extract
