RCMP REPORT submitted by Chase RCMP

On October 9, 2019 Chase RCMP responded to the 4100 blk of Squilax-Anglemont Rd after receiving a complaint that a male was walking around the Scotch Creek area with a gun and was threatening to shoot ex-co-workers. Seven officers attended the area in an effort to locate the male who was located inside a residence. The male agreed to meet with police outside the residence. The male was subsequently taken into custody for further questioning and no firearm was located. The police subsequently learned that there was an original miscommunication, where the Complainant had misunderstood the information they received and there was no danger to the public in the first instance. The male was subsequently released with no charges. On October 10, 2019 Chase RCMP attended to a single vehicle rollover accident on Squilax-Anglemont Rd and Little Shuswap lake Rd. A septic pump truck had lost control after failing to negotiate the corner and crossed the intersection before rolling over twice and then down an embankment. The lone occupant, a 53 yr old male from Salmon Arm, was ejected from the vehicle. He was airlifted to Royal Inland Hospital suffering from broken ribs, a ruptured spleen and shoulder injuries. The accident is still under investigation. On October 13, 2019 at around 4:45 PM, Chase RCMP responded to the Scotch Creek water reservoir after an alarm had been trigger from that location. The Columbia Shuswap regional District had also dispatched employees to attend this site. On location, it was discovered that

one of the water tank lids had been pried open. The tank was inspected and nothing was found disturbed inside. This act, caused a disruption to water service in the Saratoga subdivision, but this was quickly restored. There was no concern with contamination of the water supply. No persons were located nearby who had witnessed anyone near the water tank. On October 22, 2019, Chase RCMP were called to a suspicious vehicle on Leopold Rd, near Scotch Creek. A license plate was provided to police and the vehicle, a red Dodge Ram pick up, had been reported stolen out of Vernon. Police patrolled the area and subsequently located the vehicle parked at a residence in the Anglemont Estates neighbourhood. The vehicle was seized and the investigation is ongoing. Police did locate a male in the vicinity of the truck and subsequently arrested Owen Scott BALGDON of no fixed address, on an outstanding warrant. Charges have been laid against a female in relation to an assault which had occurred in Scotch Creek on May 4, 2019. Chase RCMP had responded to a call from a female who contacted 911 claiming that she was being attacked by 3 males with a knife and a screw driver. Police arrived to discover that the entire incident had been captured on video and the video did not depict what the female had described in her 911 call. Crown has approved charges of Assault, Utter Threats and Public Mischief against Heather Patterson D.O.B July 3, 1969 and issued a warrant for her arrest. 2019. As usual we are always open to teaching new members how to Trap and Skeet shoot. Please contact Helen Dalin or William Dalin at 250-6798019 to set up a lesson which can be arrange ahead of time to an actual practice shoot day. This helps the new member feel much more comfortable and also allows us the time to spend to go over safety rules and procedures ahead of time. Terry Berreth is still working steadily on the new pistol pit section of the range. Cement pads will be hopefully poured soon, and target stands set up at 5, 10 and 15 meters. CDFGC is in need of some sand for a base. 30 x 60 feet 4 inches deep. If anyone can help with this could they contact Terry Berreth at 250-318-1064. Only pistols and .22 rifles may be used in the pistol pit area. All other rifles must be used in the original rifle area. Shooters using the CDFGC range please be respectful and responsible. Please remember to pick up your shell casings after you shoot. The CDFGC is a volunteer organization so if you don’t pick up your own shell casings you are leaving them for a hard-working volunteer to clean them up. Also please shoot at targets only – not the general stands and equipment. This area is used on an honour system so please help the volunteers in any way you can. Thank you from the CDFGC executive. Brian Lauzon, our president and archery coordinator, has received a letter from the BC Winter Games committee. If there are any archers out there between the ages of 15-17 please get a hold of Brian Lauzon if you want to participate in the BC Winter Games archery division for our zone. Our zone is looking for archers in this age group. Brian can give you the information of who to contact. November monthly meeting coming up is the AGM for our club. We are hoping for lots of members to come out and share their ideas and show support for the club. There is a time change for the meetings from 7:30 pm to 7 pm start time at Creekside Senior Center. Meetings take place the 3rd Monday of the month every month except July and August. This time changed will help members who live outside of town get home earlier. The CDFGC is always welcoming new members. If you like outdoor activities such as fishing, hunting, hiking and archery this may be the club for you. Lots of great people to talk to with a wealth of information and knowledge about our area.

COUNCIL MEETING HIGHLIGHTS -

October 22, 2019 submitted by Village of Chase Council held a regular meeting on Tuesday, October 22, 2019. Five members of the public were in attendance. Council’s Procedure Bylaw Council discussed its Procedure Bylaw, specifically relating to the availability for a council member to phone in to meetings if they are not available to attend in person. The current rules around this include that only one member of Council can take advantage of this provision at any one meeting, and they must ask the Mayor for permission at least 48 hours in advance of the Council meeting. Council discussed the matter and passed a resolution to amend the bylaw to allow for two members of Council to call in to a meeting provided a quorum would be present at the meeting, and to eliminate the 48 hour advance notice requirement. Elections Administration Council gave three readings to the Election Administration bylaw that will see the Provincial Voters’ List used in upcoming Local Government Elections. Permissive Tax Exemptions Council adopted its permissive tax exemption bylaw for 2020 and its permissive tax exemption bylaw for 4 years for the three church properties in Chase. Clean Air Bylaw Council adopted a Clean Air Bylaw which will restrict the smoking of tobacco and cannabis in public spaces, and will involve a public education program. Community Hall Rental Rates Council adopted new rates for the Community Hall room rentals. Cemetery Fees Council gave three readings to the Fees and Charges Bylaw to increase the Cemetery Fees. Inter-Community Business Licenses for Mobile Business Operators Council gave three readings to an InterCommunity Business License Bylaw to provide for mobile business operators to hold a license that is in effect in more than one community of those that are participating. Official Community Plan – Comprehensive Review and Re-write Council awarded a contract to Urban Systems Ltd. to conduct the Village’s Official Community Plan re-write and all associated research and public meetings. Child Care Planning Project Council awarded a contract to Terri Mindel to conduct a Child Care Planning Project, utilizing funds granted to the Village by the Provincial Government. Office Closures during the Christmas Holidays 2019 Council approved Village office closures dates for Christmas – the office will be closed noon, December 24, 2019, all day December 25 through December 27, 2019, will be open December 30 and 31st , 2019, closed January 1, 2020 and open again on January 2, 2020. CP Holiday Train Council received a letter from CP Rail that

the Holiday Train would be stopping in Chase on December 15, 2019. Internet Services in Rural Communities Council passed a resolution to support to the BC Cattlemen’s Association efforts to secure improved high-speed internet in rural communities. The Mayor as the Village’s TNRD representative will be informing the TNRD Board at an upcoming meeting of the Village’s support to the Cattlemen’s Association.

NAAAW Council supported the Mayor’s attendance at the opening events for National Aboriginal Addictions Awareness Week and Councillor Lauzon’s attendance at the closing events on behalf of the Village. Electric Vehicle Charging Stations Council passed a resolution to receive a letter from the Community Energy Association regarding the “Charge North” initiative which will see more electric vehicle charging stations installed in various communities in BC. The meeting concluded at 4:50 p.m. The next regular meeting of Council will be held on November 12, 2019 starting at 4:00 p.m.

CHASE HEAT – GAMES 13 AND 14 submitted by Scott Koch

The KIJHL Regular Season consists of 49 games, both home and away. The local shinny shimmy shake boys have just completed games 13 and 14. Last Saturday the 26th of October they travelled to Memorial Arena in Kamloops to face off versus the STORM. They came with a few tricks up their sleeves and left with a big treat for their fans. The hosts got their only goal of the game to start the scoring, but Evan Hughes the “Beast of Burden” buried the puck from Evan Vinterlik and Breckin Erichuk. After 1, the score tied at 1-1. In the 2nd Gavin Mattey assisted by Haden Nordick popped one in on the man advantage to make it 2-1. In the 3rd Vinterlik from Brandon Gremaud completed the tricking of the STORM making the score 3-1. Dylan Barton denied 24 of 25 shots to backstop his team to the win. The HEAT fans left the rink having been treated to a victory. On another Tuesday night encounter the HEAT were hosts to the Sicamous Eagles at the Art Holding Memorial Arena. With a crisp chill in the air the team faithful can now clearly enjoy “Hockey Season”. One point separated these two Shuswap teams, Sicamous in the east and Chase in the west. It was the proverbial 4 pointer in the Division standings and the first meeting of these neighbours in the Regular Season. In the 1st Hayden Wiebe scored assisted

by Erichuk and Gremaud. The EAGLES got that one back on the powerplay. Erichuk restored the lead assisted by Wiebe and Gremaud. After 20 minutes it was 2-1 HEAT. In the 2nd period the Sicamous sticks popped in a pair, after 40 it was 3-2. In the 3rd you could cut the tension with a butter knife and the excitement didn’t disappoint. Erichuk scored his 2nd of the night on the man advantage, a little tuck in to tie things up, Mattey provided the assistance. Then rookie Trevor Kennedy got his 4th of the season on a similar type play, tucking a back hander past the posts after a seeing eye hot dog of a shot from Rhys Lepine with help from their friend Vinterlik. The extra icing came from an empty net tally from Caleb Biensch, his 1st of the season. Chase fired 55 shots at Coltin Dodge in the EAGLES net who received a star for standing on his head. Vince Benedetto nabbed 28 of 31 he denied to keep his team in this one when it was needed. Erichuk earned the star with a 2 goal 1 assist evening. Chase is now 2nd in the Division 1 point up on Sicamous with 2 games in hand. The HEAT leave town this weekend to face the Grand Forks BORDER BRUINS and the Summerland STEAM. Next Tuesday they play the WRANGLERS in 100 Mile House. Next tango at the Chaos Castle in Chase is Friday November 8th versus our Okanagan friends the Kelowna

CHIEFS. Heat Beat: After the Kamloops game the local crew was pumping in 3.62 goals per game while allowing 3.15. The goaltending and defensive efforts continue to improve and that second number should decrease over the coming weeks. From recent reports Chasian Russell Hassler is enjoying hockey in Ponoka Alberta and receiving lots of ice time. If you haven’t been to a junior hockey game in Chase you should give it a try, the entertainment includes more then a game of hockey, check it out!

Grant in Aid Requests The Village of Chase provides grants-in-aid to non-profit community groups who demonstrate a funding need for a service or program that will benefit the community and local area. The deadline for application submissions is November 30th, to be considered for a grant in the following calendar year; therefore, all applications for 2020 grant in aid funding must be received by November 30th, 2019. The application form and policy are available on the Village of Chase website at at the Village office. Please submit all packages to the attention of Joanne Molnar, Chief Financial Officer.
