Village of Chase - Council Highlights November 14, 2023 Regular Meeting submitted by Village of Chase

The Regular Meeting of Council was held on November 14, 2023 at the Village office and via Zoom. 7 people attended in-person and 2 participated via Zoom. Mayor Lepsoe announced that he proclaimed Novmeber 2023 as Adoption Awareness Month in the Village of Chase. Patrick Herba, past president of the Chase Rotary Club presented a proposal to Council for playground equipment at Centennial Park. The Club wishes to apply for funds and will require a memorandum of understanding from the Village that the Village will maintain the equipment in perpetuity, as well as an agreement from the Village for the location, site preparation and installation of the equipment. 2023 Third (3rd) Quarter Financial Reporting – to end of September 2023 The Chief Financial Officer gave a presentation of the 2023 budget (operational and capital) noting that most areas are in good standing, the water and sewer operational budgets are exepected to run a deficit. Development Variance Permits Council issued Development Variance Permits for 316 MacPherson Street and 1182 Currie Avenue to vary parcel setbacks to construct accessory buildings. By-Election – Appointment of Chief and Deputy Chief Election Officers Due to the resignation of former Councillor Ron Harder, a by-election will be held. Council appointed a Chief and Deputy Chief Election officer, with the byelection being held on January 20, 2024.

Request for Immediate Action to Prevent Invasive Mussel Introduction to BC – Okanagan Basin Water Board Council passed a reoslution to write to several Federal Cabinet Ministers urging immediate action to prevent invasive mussels from coming into British Columbia. These mussels are highly dangerous and expensive for water provision systems as well as lakes and rivers. Chase Country Christmas Insurance Council passed a resolution to require Chase Country Christmas to obtain private insurance for their activities with the Village added as an insured and that the Village of Chase will cover the cost of the insurance through a grant-in-aid. Council attendance at SILGA Workshops and Reimbursement Policy Council passed a resolution to cover the costs of several members of Council attending the SILGA Local Government Budgeting 101 Workshop in November and directed staff to review the expense policy to streamline the process for Council members to attend various events and workshops that enhance their skills and knowledge in their roles as Council members. Several motions were released from In-Camera: Potential Flag Poles for the Museum “THAT staff connect with the owner of the building at 721 First Avenue to determine if they are interested in donating the 2 unused flagpoles fronting the building to the Chase & District Museum Society.”

Village owned property 607 Third Avenue - Sale “THAT staff prepare this Villageowned property at 607 Third Avenue for future sale on the open market by installing a water and sewer connection and initiating the Development Variance Permit process to reduce the front parcel line setback from 6.0m to 4.0m.” Development Cost Charge Bylaw “THAT the cost to update the Village’s 2010 Development Cost Charge Bylaw be determined by staff and presented during the 2024 budget deliberations.” Cell Tower – Service Providers to meet with Council “THAT staff invite past proponents of cellular towers in the Chase area to appear as respective delegations before Council.” Broadband Performance Test “THAT staff proceed with the Broadband Performance Test through the Shuswap Economic Development Society, with the $15,000 cost to be paid from the “Gas Tax” fund.” With no further business, the Council meeting concluded at 4:53 p.m. For more information regarding Council’s meetings, please go to the Village’s website at https://chasebc.ca/ council/minutes-agendas/. Several people have expressed interest in running for the vacant Council seat on the Village’s municipal council. The by-election will be held on January 20, 2024, and the nomination period (when you can submit nomination documents) will open December 5, 2023 and close December 15, 2023. People often have misconceptions about what it means to be a Councillor. Here are some facts and some questions and answers: 1. Municipalities are represented by elected officials (Mayor and Councillors) who exercise the powers and perform the obligations of the local government with input from staff and citizens Provincial legislation (the Community Charter) sets out the: • Roles of mayor and council • Accountability of councils through meetings and procedures • Public engagement processes • Rules to guide the deliberations of elected officials 2) Municipal Councils A municipal council is the governing body of a municipality. It has the authority to make decisions and act for the municipal corporation (the municipality), consistent with the purposes of a municipality and its authority and requirements under legislation, bylaws and policies. The purposes of a municipality include: • Providing for good government of its community • Providing for services, laws and other matters for community benefit

Votes of the Majority A municipal council makes decisions collectively, meaning that it is not individual council members but rather the council as a whole, based on a majority vote, that decides and acts for the municipality. Municipal councils are supported by municipal staff (officers and employees), often referred to as the municipal administration. While council sets the policy direction for a municipality, the municipal administration implements that direction. An analogy to this is a ship – council tells the administration where they want the ship to go and how fast, and administration makes that happen. When council wishes to change course, it informs administration who changes direction according to council’s direction. 4. What do I get to do as a Councillor? Can I reduce fees charged to residents for certain services? Can I reduce taxes? The answer is maybe – as a member of Council, you are one vote of five. Council decisions are made during duly constituted Council meetings and are made by democratic voting. And they are made with solid information provided by staff (administration) as to the costs of services, and revenues that the

municipality can legally obtain. Unless you have the support of the majority of Council for something you wish to do, you will not achieve your wish. No one member of Council decides for the municipality how much fees to charge, or how much tax should be levied. Further, fees and charges are set for certain reasons – not just because. Water and sewer rates are required to cover the costs of the services – currently the fees in Chase do not cover the costs of the services. Taxes are set based on the levels of service the municipality provides – snow removal, street sweeping, parks and roads maintenance, recreation programs and other services. All services cost money to provide. 5. How do I get things done as a member of Council? Council is a governing body – a policy setting, quasi-judicial body. Council, working as a team with the Village staff, achieve things together. As noted earlier, Council tells administration what direction they want the ‘ship’ to go, and the staff are in the engine room making the ship go where the Council wants it to go. For example, if the Council agrees by majority vote to install a walking path along Coburn street, staff works at achieving this project by working with engineers, construction designers and contractors to create the product. Food Bank Updates submitted by Brenda Patterson

As the weather gets a little colder, and the children anxiously await our first real snowfall, the dedicated volunteers at the Food Bank are busy with preparations for the upcoming Season! Our first Christmas Hamper Registration and Toy Shop was held on Monday, Nov 13 at the Community Hall. The next will be on Nov 27 from 5-7PM. If you or someone you know would like a Christmas Hamper, and/ or need toys for the little ones, please come to the Hall and register. You just need to bring ID’s for everyone, and proof of residence. Our Chase and District Hamper Society has operated our Chase Food Bank for many years, and services a large area from Chase Creek/Turtle Valley, to Squilax, Adams Lake and the North Shuswap to Seymour Arm, and west to Pritchard and area. In the past four years there has been a large increase in the number of clients our Food Bank helps. Whether that is due to layoffs, bankruptcies, injuries, high rents, high taxes, etc., we do not ask. Suffice to say that the Food Bank is here to provide a hand up to those who cannot stretch their dollars far enough. Our Food Bank depends on donations from our local Chase and area residents to keep going, and to provide for our neighbors, and this little

town and it’s friends have always exceeded all hopes and expectations! Donation bins are set up at Safety Mart and Pharmachoice all year round, and we thank those stores for their support! Monetary donations can be made at the Royal Bank and the Credit Union, with receipts given, and more thanks to those institutions as well! You can specify that your donation be for the Toy Shop at Christmas, or the Food Bank in general if you wish. If you want to bring donations directly to the Food Bank, you can reach us at 250682-6155 and meet us when someone is there, or on a Food Bank or Inclusive Cafe day! Monday, November 20 from 4-7 PM is our next Food Bank day - please call 250-682-6155 to register and arrange a time for pick up! Wednesday, Nov. 22 will be the Inclusive Cafe Christmas Lunch with turkey and all the trimmings!! 11:00 - 1:30. We are hoping for a big turnout from the Chase Community! Everyone is welcome! If you would like to take out a meal, or several meals to share or deliver to people you who are unable to join us, please phone ahead to let us know, 250-682-6155. Several days’ notice would be appreciated, so we can make sure to have lots of food for everyone!

Grant in Aid Requests The Village of Chase provides grants-in-aid to nonprofit community groups who demonstrate a funding need for a service or program that will benefit the community and local area. The deadline for application submissions for the 2024 grant in aid is November 30, 2023. The application form and policy are available on the Village of Chase website at www.chasebc.ca. or packages maybe picked up at the Village office.
