Council held a regular meeting on Tuesday, October 13, 2020 at the Community Hall in Chase – approximately 6 members of the public were in attendance. Council accepted an appraisal report and agreed to sell a portion of Village lands to the Boschers at 101 Aylmer Road in order that they may legalize their property. Council gave third reading to the 2021 1-Year Permissive Tax Exemption Bylaw. The bylaw has been advertised and will come back to Council to consider adoption at its October 27, 2020 meeting.

Council passed a resolution to move forward with a Request for Proposals to ultimately purchase a new Fire Truck. A new fire truck will cost approximately $450,000, of which $200,000 will be funded from general surplus and the remaining $250,000 to be borrowed from the Municipal Finance Authority.

Council discussed the draft partnering agreement between the Village of Chase and the Chase and District Recreation Centre Society for the operations of the Art Holding Memorial Arena. Council agreed to hold a special meeting to discuss the provisions of the agreement, citing concerns that the Recreation Centre Society may need assistance purchasing equipment. A special meeting is scheduled for 5:00 p.m. Friday October 23, 2020, location to be determined, to further discuss the agreement.

Council discussed their remuneration and agreed to maintain a 2% increase in 2021 over 2020. Council considered a request for a variance to vary the height of a fence along the Trans-Canada Highway on a property on Paquette Road. The property owner erected the fence which was discovered to be over the height limit set out in the Village’s Zoning Bylaw, and is applying to ‘legalize’ the height of the fence by way of a development variance permit.
Council considered rolling this particular variance application into a blanket change to fence heights for all properties adjacent to the Trans-Canada Highway, however after discussion it was agreed that one height on one property may not be appropriate or effective in minimizing noise on other properties along the corridor, as the grades between properties and the highway vary considerably. Council agreed to accept the variance application from the property owner in question and after required advertising and referrals to neighbours, the matter will come back before Council to consider granting the variance for the fence height. Council directed Administration to develop a bylaw that will institute fees for annual business fire inspections where there are outstanding issues that are not addressed by the business owner/ operator. Council passed a resolution to apply for funding under the Provincial Community Economic Recovery Infrastructure Program to improve vehicle and pedestrian accesses into the East end of Willson Park. Council approved the use of Room B at the Community Hall by the Lions Club, provided all Covid-19 protocols are followed. Council considered a letter from the Fire Chief asking for consideration of allowing vehicle extrication training to occur at Adrenaline Auto Recyclers’ property at 117 Aylmer Road. After discussion it was agreed that Administration would approach the Adams Lake Indian Band to see whether training space may be available in their community. Councillor Lauzon raised a Notice of Motion, indicated that at Council’s regular meeting of November 10, 2020 she would like Council to revisit its 2019 decision to put the lease of the Village owned lands at Mill Park out for Request for Proposals. The next regularly scheduled meeting of Council will be held at the Community Hall on Tuesday, October 27, 2020.

… that the Chase area was known as The Shuswap Prairie in the mid-1880’s?
… that the Kamloops Inland Sentinel of February 22, 1878, published a petition from Messrs. Chase, MacPherson, McBryant and Williams against First Nations (“Indian”) Reserve designations? … that the original wharf at Chase beach was constructed in approximately 1910, was wide enough for vehicles, and incorporated two buildings, one of which was a waiting room, in order to accommodate sternwheelers transporting passengers and goods to the Village? … that the first Chase cemetery was to be located near the community’s landfill/dump, which was seen as inappropriate by many village citizens, and that the Chase family was asked if they would grant a plot of land for burials next to their family’s burial ground, which they did? … that the Chase Tribune of August 2, 1912, reported that the heirs to the Chase estate consented to having the land adjoining their private burial ground used as a public graveyard, where the present cemetery is today? … that in 1912 the Chase Tribune reported that Captain Joe Johnston would once again be on the bridge of a government dredge, “The Pelican,” deepening the South Thompson River, in order to have the channel three feet
deep at low water, from Chase to Kamloops? … that the Interior Salish First Nation is divided into five bands: the Lillooet of the Lillooet Valley; the Thomson River band from Yale to Lillooet in the Fraser Valley and on the Thompson river as far as Ashcroft; the Okanagan of the Okanagan Lake and River; the Lake band of the Arrow Lakes and Upper Columbia River; and the Secwepemc (Shuswap) First Nation of the Fraser Valley from Ashcroft to Soda Creek and the area eastward to the summit of the Rocky Mountains? Page 9 • October 23rd, 2020 • Chase Sunflower Obituary Harry James Fast April 01, 1927-October 05, 2020 He was born in a Blacksmith Shop near Morris Manitoba and the only one of Seven Boys to be born in Canada. Started life on the Farm and became a Lineman for Manitoba Power then Saskatchewan Power. He learned to pick a Guitar with his Brother George and played many dances while travelling as a Lineman. He met and Married Vera Moffat (Sept 14, 1953) in Saskatoon. They followed the family to Vancouver in 1955 and he went to work for BC Electric which became BC Hydro. They moved to Kamloops, with kids in tow, in 1960 and bought Abs Grocery which they operated until buying Beatty’s Dept Store in Chase BC in 1967. The Store was renamed Fast’s Dept Store and kept them busy for the next seven years. They had already built a cabin in Sorrento in 1962, which they moved into and converted to a house. After the store was sold in 1974, he became a School Bus Driver for 19 years driving through Chase Creek and up to Pillar Lake every day and loved doing it. He greatly enjoyed the community of Chase and was involved from the beginning in the Curling Club and the Lions Club. He was a Proud Charter member of the Lions Club and would work the Sockeye Runs and Deal at the Casinos as well as 400 Club Tickets. Mom and Dad would host the Lions BBQ in the back yard and Dad continued this event after Mom passed. It was the scene of some great Bocci games. He also enjoyed his Canucks and BC Lions. His biggest enjoyment came from his Yard and Garden. When it was Tomato time, he would just put a Saltshaker in his shirt pocket and wander thru the rows eating his breakfast and lunch. Everything was referred to as the “Back Forty” and many of the Worlds Problems were solved while sitting in a chair with a snort gazing at the growing crops. He was able to tend his Garden and Yard by himself until he was 92. He spent the last year of his life at Parkside in Chase and enjoyed driving around town in his Scooter and visiting old friends. He was a Kind and Gentle Person and a man with Integrity and Honesty. His Word was his Word, and a Handshake was all that was required. He was predeceased by Wife, Vera (Moffat, 1995), Daughter-inLaw Anne Fast (2005) and recently Sister-in-Law Donna Booth, Parents - Jacob and Susanna, Brothers - John, Ben, Jake, Dick, Abe and George. He is survived by his two sons, Steven and Jeffrey. Also, Four Grandchildren, Thomas, Kimberly (Trevor), Stuart (Krista) and Kelsey. One Great Grandchild, Kendra. Close Relatives David Booth, Lucy Moffat and Sandra Broadbent (Moffat) as well as numerous relatives and Friends. A special thank you to Carol Mowers and Karen Leduc The Family would like to thank the Staff at Parkside Community for all their Care and Compassion (A Great Place) as well as the Nurses and Care Aides at Chase Interior, Salmon Arm Interior, Hillside Village and SLGH Level 2. Contact us for more information. Emergency Support Service teams provide a crucial service in assisting people who have been forced to leave their home in an emergency. This is typically due to fires, floods, landslides, or other events. Residents are provided accommodation, food, and other essentials to help recover after disaster. Chase is currently the only community in the TNRD without an ESS team. We hope you’ll come hear about the valuable work that ESS teams do throughout the province, and how you can help build a team here in Chase.

A PASTORAL PERSPECTIVE: Life in the midst of a Pandemic

2020 has been quite the year (and it’s not even November yet). To many of us it feels like the world is burning all around us. We are living through a global pandemic, an opioid epidemic, an ecological crisis, and a very ‘noisy’ U.S. election. Everyday it seems like there is a new fire flaring up in the world and many of us wonder what is the point of carrying on in this abnormal situation? It can seem impossible, or pointless to keep going with what is before us, whether schooling, parenting, employment, or even just the work that it takes to maintain friendships. There is a lot going on in our world, how can I keep going as if life is normal? Isn’t this just a waste of time? As I have thought about this, the words of the 20th century luminary C.S. Lewis who is probably best known for his Chronicles of Narnia book series and a sermon he gave to new students at Oxford in the midst of World War II entitled “Learning in War-Time” have come to mind. Lewis begins, much as I have, with the question. “how can we continue to take an interest in these placid occupations when the lives of our friends and the liberties of Europe are in the balance? Is it not like fiddling while Rome burns?” Many of us wonder if there isn’t something better we could do with our time, or something that wouldn’t be so hard? Shouldn’t we wait until all this passes and we can return to normal? But as Lewis points out “The war creates no absolutely new situation: it simply

aggravates the permanent human situation so that we can no longer ignore it.” And so it is with our situation, we long for the life of 2019 or 2009 or 1969, when things were ‘normal’. Speaking to an incoming class of students Lewis reminds them — and us— that “if men had postponed the search for knowledge and beauty until they were secure the search would never have begun. We are mistaken when we compare war with ‘normal life’. Life has never been normal.” Life is never simple or safe or straightforward. Life has never been normal. Lewis continues to show that in life — particularly in these crisis times— that it isn’t so much what we are doing but why we are doing what we do, what our motivation is, what our desires are, that become apparent. Life in this time is valuable not because of what we accomplish, but in the reasons for those labours and their accomplishments. If the things we desire, if our loves are worthwhile, then ‘normal things’ like education and employment, volunteering, voting, and vegetable gardening continue to be worthwhile. Instead of asking if daily life is worth it, maybe our exhaustion and our frustration should point us to ask: Do I really love the things I think I do? Potatoe Leek Soup 3 large leeks (about 3 cups, chopped) 2 tablespoons butter 4 cups chicken broth 2 lbs potatoes diced into 1/2-inch pieces 1 teaspoon sea salt, less or more to taste Pinch of dried marjoram 1/2 teaspoon dried thyme 1 bay leaf 1/4 cup chopped fresh parsley Sprinkle of Tabasco sauce Pepper to taste Cut the leeks lengthwise, fan them open under running water to dislodge any dirt or mud hiding inside. Cut off the tough dark green tops and discard. Slice the white and light green parts of the leeks crosswise into 1/4-inch thick slices. Place the slices in a bowl of cold water and agitate them with your hands to dislodge any remaining dirt. Then scoop out the leeks with a sieve or slotted spoon. Cook leeks in butter to soften: Melt butter on medium heat in a 3 to 4 quart thick-bottomed pot. Add the chopped leeks, stir to coat with the butter. Cover the pot and reduce the heat to low, cook for 10 minutes until the leeks are softened. Check to make sure the leeks are not browning.

Simmer the soup: Add the broth, diced potatoes, bay leaf, marjoram, thyme, and a teaspoon of salt to the pot. Increase the heat to high to bring to a simmer, then lower the heat to maintain a low simmer, and cook for 20 minutes, until the potatoes are cooked through.
