T

he Village of Chase has decided to include virtually the whole town in the Neighbourhood Golf Cart, reducing the speed limit everywhere in town to 30 km /hour. The change will come into effect once the signs are put up, which Village Administration is hoping will be before the end of the month. T h e Neighbourhood Golf Cart Bylaw was given its first three readings at the September 13th council meeting, and is on the agenda to be adopted at a special meeting on Friday, September 16th. The carts, which require approved modifications, a permit, and insurance would be able to travel basically everywhere in Chase, including all the way to the first entryway at A & W/ PetroCan, down to Memorial Park, and through the downtown core. The golf cart permits are only valid from April 1 to November 15th of each year, but the speed limit will be reduced year round.

“It’s hard to imagine, seeing as some people have trouble doing the posted speeds as they are now. My biggest concern is the safety of the carts themselves. Can they withstand an impact with a “normal” sized vehicle?” asked Bette Carre who works in Chase. “The overall reaction from the community has been very supportive,” said Mayor Rick Berrigan. “It is a working project,” the Mayor said, “whatever works we will continue, whatever doesn’t we will fix. Nothing is set in stone.” Berrigan noted that the point of the pilot project was to figure out what works and what doesn’t. He does not believe there would be any major issues with the use of the golf carts on the road, but with Chase being one of the first two communities to operate the program, it is all considered to be a testing period. While Chase was chosen for the pilot project, no one ever officially applied for it. Berrigan explained that years before, when Ron Anderson was Mayor, the topic came up between himself, Anderson and Stone. Anderson had commented on how great it would be to have a community that could use golf carts in such a way, however, the conversation did not go much farther than that and years passed without anything else being said. While Berrigan thought the conversation ended there, the BC government had carried on with it, and eventually decided the project wasn’t just a good idea, but that Chase would be the perfect place to pilot it. The council does encourage feedback throughout the process. If any problems do arise, they will be looked into and actions may be taken from there. The council has been pleased with the support they have received from the community in taking on the project and is grateful for the patience and consideration while things get underway.

Chase residents applauded the announcement of the crime stat drop during last week’s community meeting. As promised, Mayor Rick Berrigan had organized followup meeting to delve back into the topic of local property crime and other crime within the area. While he had announced the meeting would take place two to three months later, Berrigan wanted to hold his promise of getting MLA Todd Stone and MP North OkanaganShuswap Mel Arnold, to attend the meeting. After months of coordinating schedules, a panel featuring Stone, Arnold, Berrigan Sarah Palmer, RCMP Crime Analyst South East Division, Gary Heebner, Sgt., Chase RCMP, Scott Linklater, and Cpl., Chase RCMP, came together to offer insight and answer questions. Compared to the last, Berrigan said the community attendance wasn’t even comparable. However, the mayor believes this to be a good thing, noting that it hopefully shows crime is not at the forefront of their minds anymore, people are feeling more comfortable. Palmer presented the latest states to the community, being met with applause as she announced a drop in property crime by 42%. A general overall crime drop was also seen in the area. Palmer noted this rise and fall of crime rates has been a common one in the area, and usually maps out the arrest of individuals. RCMP had arrested three suspects in connection to the local crimes, and currently continues to have two of them in custody. Immediately upon their arrest,

local crime rates dropped substantially. Since the last meeting, the Village has been very active in looking for ways to help ensure lower crime rates in the community. They have kept a close connection with Palmer, and now receive crime stats on monthly basis. Berrigan has also been in contact with the Director of Policing and has been looking into the possibility of adding supplemental policing to the area during the summer months. “The population in Chase and surrounding areas goes from 8000 to 40,000 in the summer,” Berrigan said. “That is when we need the extra policing.” At the last meeting there had been some concerns that the local RCMP detachment was understaffed. While all the positions were filled at the time, two members had been hired but weren’t yet in Chase, and another was off on medical leave. Chase residents expressed great support in doing their part to help the RCMP get positions add to their manpower. A few months later, the Chase RCMP is in full working order once again, with an added feature. The new members have made it to the area and have taken up their roles, the position that had previously been held for the officer on medical leave has also been filled. Additionally, the officer who was on leave has returned on light duty in a newly appointed position which will allow him to take on liaison roles, as well as kickstart the D.A.R.E. program once again among other jobs. Residents at the previous community

meeting on local crime did express concern regarding the D.A.R.E. program not currently being operated. This small change within the detachment now has an extra officer ready to respond, as well as frees up tasks from other officers to do patrols rather than the liaison roles. Chase RCMP has also changed their scheduling based on the concerns they have heard. More night patrols have been added and instead of having the same set time schedule, the detachment now staggers their scheduling at more randomized times so patrols cannot be anticipated. These changes have allowed the RCMP members to have a greater presence in the community. Berrigan also noted that while the Village cannot do a lot personally to protect the area from crime, they have tried to make the proper connections to give the community more opportunities, as well as supplied more information on their website and notices on how locals can lower their risk of being targeted. Overall, Berrigan has been impressed with how RCMP, high levels of government, supporting police agencies and the community itself came together to make the Village of Chase a safer place. The mayor was encouraged by the lowered crime stats, and hopes to see the trend continue. Berrigan reminds to the community not to get too comfortable, and to continue to ensure they leave their vehicles empty, especially with Christmas shopping soon to begin.

Obituary

Martin Koppes

February 12, 1930 to September 6,2016

Martin Koppes passed away peacefully on September 6th, 2016. He was born into a large family in the Netherlands. Orphaned at a young age he struggled to survive as a teenage farmer through World War 2. Seeking a better life he came to Canada in 1951, and his life was forever changed. After farming, house building, and lumber grading on Vancouver Island, he ended up moving to Kamloops with his young family in the 1960s. He would work happily for Canada Post, being promoted to Post Master in Logan Lake and then in Chase, picking up accolades along the way. Martin knew everyone if he forgot your name he knew your box number, and was a warm smile waiting when you needed anything. He was a man of quiet resolve; busy with faith, family, friends and a little fishing. He lived a life of service and was always helping or organizing. His passion for the church and the Knights of Columbus kept him healthy and happy. He retired in 1993, and then village politics became a new pursuit. Martin was elected and served as a Councillor and then as Mayor of Chase for a combined nine years. His wife Tilly, of 56 years, and 3 children: John, Sarah, and Michael, and 5 grandchildren, had many great times together. A few years ago, he and Tilly moved to Chartwell Ridgepoint in Kamloops where a new family of friends was waiting. He loved every minute of it there - especially the cribbage games. Martin had time to reflect with family and friends in the last stages of his life with nothing being left unsaid. In lieu of flowers, donations may be made to the Marjorie Willoughby Snowden Memorial Hospice Home in Kamloops. Special thanks to the kind, caring staff and volunteers who assisted Martin and his family with his final journey. A Church Service will take place at 11:00 am on Saturday, September 17, 2016 in the Blessed Sacrament Catholic Church, 1185 Shuswap Ave, Chase, BC followed by a luncheon provided by the Knights of Columbus. The family of Martin Koppes wish to thank everyone for their condolences.

The Kitchen House by Kathleen Grissom This beautifully written historical novel is set at the turn of the nineteenth century on a tobacco plantation in Virginia. The protagonist is a young Irish orphan who becomes an indentured servant and grows up in the slave quarters alongside the slaves who work in the house and fields. The book holds a fast pace despite the many years that it spans, jumping from one dramatic scene to another. A warning to those who may choose to read this book- it is without a doubt a

serious downer. Though I flew through it in record pace, it was more in a desperate attempt to see if anything good could happen for these characters than out of any real enjoyment of the plot. By all means, give this book a go, but plan to follow it up with something lighthearted and warm.

The Chase HEAT Junior Hockey Club opened the 2016-17 regular season with a pair of games this past weekend. On Friday, September 9th, at home in front of 307 fans at the Art Holding

Memorial Arena the locals met up with the Kelowna CHIEFS. Off season rust was prevalent both on and off the ice in this contest. The HEAT opened scoring less than 3 minutes in, on the powerplay, with Michael Fidanza doing the honours assisted by Josh CALL Bourne and Mason Palaga. With 1:12 left in the 1st stanza Kolten Moore potted his first from Fidanza and Bourne. In the 2nd period it was Moore TODAY! again at 14:36 on the powerplay 250-320-5472 from Fidanza and Palaga. Less than NEW LISTING two minutes later Kelowna climbed back into this one 3-1. One night later, Saturday the 10th and the boys are in Little Montreal for a meet and greet with the Kamloops STORM at Memorial Arena. After the 1st period is over its 2-0 for Kamloops. Chase gets the only goal of the 2nd, Bourne from Fidanza and Nolan Parr. It gets ugly in the 3rd period, STORM powerplay score, then Pat Brady gets one from Spencer Meyer and Moore. Then the STORM powerplay again, followed by the first tilt of the season, Brady versus Kole Comin. Moore gets his 4th of the season on the subsequent powerplay from Fidanza and Zack Sanderson. But, the end is near as Kamloops scores 3 in a row to roll to a 7-3 win in a game that was full of bad nerves, jitters and miscues. ICE CHIPS: Back to the drawing board as the new crew and the vets meld together as a well oiled machine. Its early in the season, but there is little time to waste in getting to where the squad needs to go. Next up is a two game home stand, Friday the 16th versus the North Okanagan Knights from Armstrong and then Saturday night the 17th is alright for tussling against the Kamloops Storm. Both games start at 7:00 pm at AHMA.

Our first week of leagues have officially come to an end! We had a great first week back, and we are pleased to announce that there were even a few good games thrown throughout the week! Derek Vigue made the trip out to Chase on Monday evening from Salmon Arm, and must have eaten his Wheaties for breakfast earlier that day! The birthday boy began the league season with a 319 single, and is averaging a 245 to start the year! Happy Birthday Derek! Things only got better for our male bowlers at Village Lanes as the week

progressed! Our beloved previous owner, Gord Buresh lit up the Tuesday Club 55+ League with a 274 single, and a 717 triple! He’s still got it! Thursday Night Cash League is where the big guns came to play! Gene Popadynetz stopped in for a beer, and instead got asked to fill in! It’s a good thing he did, because he shot a 808 triple! The star of the week goes to Alec Deneault! Alec threw a whopping 852 career high triple on Thursday night, to start the season off with a monster 284 average! Way to go gentleman! The women at Village Lanes had a successful

week themselves! Rita Carlson maintains her reputation from last season, starting out with a 263 and a 661 triple to hold the high scores on lanes 1 and 2. Lee Finegan from our Tuesday Club 55+ League threw four strikes in a row to give her a 251 single! Good job girl! And star of the week goes to Wednesday Night bowler, Sarah Brown! Sarah threw the ladies high single of the week with a whopping 301! The first 300 bowled by a female in our 2016-2017 season! Way to heat up the lanes folks! Until next week… Cheers!
