Mayor and Council Attending Local Government Convention by Kelsey Snelgrove
C
hase’s Mayor and all four members of Council will be attending the UBCM convention from September 10 – 14, 2018, in Whistler this year. UBCM (Union of BC Municipalities) was formed in 1905 to provide a common voice for local governments in BC. Currently UBCM has 189 local government members. The annual UBCM convention is where delegates share information and are provided with learning opportunities related to local governance. “The business sessions include hearing of and voting on resolutions sent in from various communities in BC. Resolutions may be a request for the UBCM to lobby the Provincial government to provide a certain service that local governments feel is needed, or to ask for funding to assist with a service the local governments are providing,” explained Joni Heinrich, who is the Chief Administrative Officer for the Village of Chase. Other examples include a request to the Province to require logging companies to consult with local governments when watershed logging may impact the water

supply of a nearby community. Heinrich said the UBCM's efforts have brought about changes in legislation that governs local governance. For example, recognition of local government as an actual order of government occurred because of the efforts of UBCM. Other examples include actual value assessment/annual assessments for property taxation, the creation of the Municipal Insurance Association of BC which provides a wide variety of insurance coverage for local governments at very reasonable rates, and the creation of the twenty-year RCMP contracts for local governments that have RCMP policing. Not only are there education sessions, there are senior government politicians in attendance who can share their experiences with others who might be grappling with similar issues in their communities. “It is an opportunity for local government to meet with Provincial Government leaders and be an advocate for the best interests of our community,” said Mayor Rick Berrigan. hopes that this project will be beneficial to their municipalities and that we can provide assistance and/or mentorship to the success of their programs,” said Councillor Ali Maki. One of Maki’s favorite aspects of the convention is the resolution session. “It provides an opportunity for local governments of all sizes and from all areas of the province to express concerns, share their experiences and take a united position. It is one of the most fascinating aspects of this educational conference and a privilege to take part in,” said Maki. An article from CBC titled “10 topics at this year’s UBCM you should know about” explains that there are 205 resolutions submitted by municipal groups at this year’s convention. The UBCM will debate and vote on the resolutions and UBCM will lobby the BC government on ones that are passed at the convention. Decisions will be made regarding a wide range of topics including greyhound replacement options, fees for backcountry use, affordable housing, and cannabis regulations in municipalities, Councillor Steven Scott predicts that “this years UBCM’s major focus is going to be about recreational marijuana.”
Current events shape the resolutions on the docket. For example, there is no legal way for local governments to disqualify an elected official from council over a criminal conviction. This came to light last year when a Pitt Meadows BC Councillor was convicted of committing sexual assault but took several days to announce his resignation. Two resolutions will ask the UBCM to lobby the government to pass legislation that would disqualify local government officials from office when convicted of “a serious criminal offence.” Even members of Council who are not seeking re-election see the importance of attending, due to long term community impact of decisions made. “After four years of presiding over a community, each Councillor and Mayor have the right, and obligation, to continue their work to the end of their term. This includes the meetings with senior provincial officials who have ultimate jurisdiction over changes that will affect the community beyond our term. We do not take our role lightly, even if we are not running again,” said Councillor Nancy Egely.
Chase Museum Raffle Winner submitted by Chase Museum The lucky winner of $1850 was drawn last Tuesday, August 28th, during Music at the Lake in Chase Memorial. Adams Lake Indian Band Councillor Shelley Witzky was drawn from the ticket tumbler and received her cheque at the museum later in the week. C ongratulations Shelley! This is the Museum’s 3rd Annual 50/50 raffle to raise funds for operations and special projects.
The Chase and District Museum and Archives Society thanks everyone who purchased tickets and those local businesses that helped us to sell tickets. A special thank you to our board of directors, particularly Janie Emeny, our head of fundraising, for dedicating dozens of volunteer hours to the sale of tickets over the summer. We will be having another raffle in the new year, so be sure to watch for the announcement!

Fish and Game Club News: submitted by Helen Dalin
The Chase and District Fish and Game Club had a busy August getting ready for, and putting on their Open House on August 12 th. The event was a great success and the weather cooperated for the day, keeping it cool but no rain. Many members came out earlier in the week to mow and clean up the grounds and clubhouse. Twenty members came out on the day to give their time and teach skills in archery, rifle and Trap shooting. We had almost 70 participants come out and experience the activities during the day. We had women, men and children, as well as ages from 8 to 80 try out new outdoor activities. Some commented they had never tried any of the activities or handled any type of gun before. Others said I don’t think I have picked up a gun for over 30 years or shot a bow since I was a child. There was lots of positive feedback and many chose to sign up as members of the club. The hot dogs and drinks were a big hit. A big thank you to all those members who helped make this event a great success. If you would like to see pictures of the event you can find them on the Chase

The CDFGC would like to acknowledge Bernie and Sheila Onderwater, longtime members who ran the Trap division for many years, attended regular monthly and regional meetings, served as Executive, and worked many Work Bees. are moving to Salmon Arm, remaining members, but retiring from active duty. They will be missed. Thank you for all you have done for the club over the years. Another one of our life time members,
Bob Mason has passed away. Bob was our secretary for so many years. He was very active in our club for a lot of years and his wife Bea was the one that was at every Banquet selling our liquor tickets. Our club would not have flourished without members like Bob and the Onderwaters. The next monthly Trap and Skeet Practice is scheduled for Sunday September 9th. Practice starts at 10 am for shooting Trap and around 12 pm for Skeet Practice to about 2 or 3 pm. Bring your own lunch. Ear and eye protection are available to borrow. Members bring their own shells but there are always some 12 gauge there for emergency purchase if you run out. Each round of 25 costs $5. Minors must be accompanied by an adult. We are almost in September again, which means we will be back to regular monthly meetings. Our first one back in the fall will be Sept.17th at 7:30 pm at the Creekside Seniors Centre in Chase. Utility Operator - Public Works Full-Time Permanent Employment Opportunity Reporting to the Manager of Public Works, a full-time permanent employment opportunity exists in Public Works at the Village of Chase for a Utility Operator. The Utility Operator is primarily responsible for skilled works in the operation, repair, maintenance and installation of the Village's water distribution system, water treatment facilities, raw water pump station, water storage reservoirs, and ground water wells; and sewerage collection system, sewerage treatment facilities, lift stations, aeration ponds and rapid infiltration basins; and storm sewerage collection system. Other general public works duties will be required of the Utility Operator depending on operational needs. Quick Creamy Zucchini Soup 4 cups shredded zucchini 3/4 cup water 3/4 teaspoon salt 1/2 teaspoon basil 2 cups warm milk 3 tbsp all-purpose flour 1/2 teaspoon salt 3 tablespoons butter 2 tablespoons minced onion ground black pepper to taste Stir zucchini, water, salt, and basil together in a pot; bring to a boil, reduce heat to medium-low, and simmer until zucchini is tender, about 15 minutes. Pour zucchini mixture into

ICE CAPADES – HEAT SEASON 9 submitted by Scott Koch
As the dog days of summer wag on, and school doors reopen, it must mean only one thing... hockey season is back! The Chase HEAT have spent the past 5 months looking under rocks and shaking bushes for talent. The result the youngest roster ever iced in the brief history of the franchise in the KIJHL. They have arrived from Saskatchewan, Alberta, the Kootenays, the Lower Mainland, the Cariboo and Chase...yes Chase! A bumper crop of shinny stars locally allows for 4 locals, plus a youngster from Sorrento. Will it be exciteing...your darn tooting! Main Camp was a short two day look at 40 possibles and from that 20 will start the regular season. On the Labour Day weekend the HEAT faced the Kamloops STORM and finished on top of a 4-1 score. The following afternoon the North Okanagan Knights came from behind in a 2-2 “kiss your sister” tie. The crew for the 2018-19 Season finds 7 veterans returning alongside 13 rookies. Two are 16, 9 are 17, 6 are 18, 2 are 19 and
1 lone 20 year old completes the team. The average team age is 17.55 years, and the group are eager to prove that they are up for the task at hand! Chase kicks off this year with a home game versus the Kelowna Chiefs this Saturday, September 8th at 7:00 pm. The following weekend the boys roll down the highway to Sicamous versus the EAGLES on Friday the 14th. On Saturday the 15th they meet the Summerland Steam at home. A Shuswap Battle followed by an Okanagan Clash and the season is well underway. Fans should dig out their longjohns and woolen mittens to cheer on their favourites at the local chilly arena. Season tickets are still available that offer a discount, designated seat and free parking! The team thanks all those wonderful billet homes that provide nourishing meals and a comfy bed. Without your commitment the Village wouldn’t be able to enjoy some great Junior hockey.
