Council Meeting Highlights September 8, 2020

Council held a regular meeting on Tuesday, September 8, 2020 at the Community Hall in Chase – approximately 5 members of the public were in attendance. Council agreed to an amendment of the August 11, 2020 minutes to reflect that while the Village will not be participating in the newly forming Shuswap Economic Development Society initiative, that Council will consider participating in the future once it has received information from Administration regarding various models of economic development services that could serve the needs of the Village and associated costs.

During the public input on current agenda items, Council heard from two residents of the Old Orchard Trailer Park, asking that the Village provide assistance to remove what are considered dangerous and broken trees that have the potential to damage homes in Old Orchard Park. Council heard from Leslie Brochu, Chair of the Oncore Seniors Society Housing Development Committee regarding a proposal to construct up to 40 affordance seniors housing units in Chase. Ms. Brochu explained that she, their housing development consultant and Village staff conducted a tour of potential sites for this type of development and are proposing a 1.5 acre portion of land on the West end of the Arena parking area. The land is currently owned by the Village and leased to the Recreation Centre Society as part of the larger Art Holding Memorial Arena lands. Council gave their regular reports on various Village business conducted in their roles as Council members. Staff reports were also received.

Council adopted Volunteer Fire Department Bylaw Amendment 8862020 which extends the time limit for the training of individual members to Exterior Operations Certification, and provides for a contact chain of command for the Fire Chief in the event of a fire event outside of the existing fire boundaries. Council approved the request from the Chief Financial Officer to apply to the Inspector of Municipalities to write off unpaid taxes on a mobile home destroyed by fire in the Whispering Pines Mobile Home park in 2019. Council passed a resolution for Administration to apply for 100% grant funding to the Investing in Canada Infrastructure Program – BC Northern and Rural Communities program to upgrade piping associated with the river water intake and nearby distribution pipes. Council passed a resolution to support the proposed low income seniors housing project proposed by Oncore Seniors Housing Society and directed Administration to begin the process necessary to construct such a development. Council passed a resolution to accept the request from Laura Boscher to purchase a portion of Village owned land in order to legalize her improvements. Council gave Permissive Tax Exemption Bylaw No. 893-2020 first and second readings. The bylaw will now be advertised before it comes back to Council for third reading. Council approved a donation of $450 to the Chase Literacy program in support of the 2020 Chase Raise-aReader campaign.

Council approved the placement of 2 Secwepemc Trailhead Landmark Signs in Chase and area trails, one being at the base of the Chase Falls trail at the Northeast end of Paquette Road and one being at the Scatchard Mountain trailhead near the Chase cemetery. Council discussed fallen and broken trees along Chase creek and directed Administration to obtain further information relating to responsibility for, liability and other aspects associated with the management of trees along Chase Creek. The next regularly scheduled meeting of Council will be held at the Community Hall on Tuesday, October 13, 2020.

RCMP REPORT August 16th – 31st, 2020 Submitted by RCMP, Chase Detachment

Shot Fired On August 16th, 2020 at 1:50 am, Chase RCMP received reports of a single gun shot, in the area of a residence on Village Road in Chase. The complainant reported a dark coloured pickup truck sped away from the area shortly thereafter. Police attended and were told that two males were involved in a disagreement, during which one male pointed a firearm at the other male multiple times. The first male then discharged the firearm into the ground near the second male before departing in the green pickup. No one was injured and the matter is still under investigation. The victim has not been forthcoming with police. Hit and Run Impaired Driver On August 19th, 2020 at 5:36 pm, Chase RCMP were advised of a hit and run collision on Squilax Anglemont Road in Scotch Creek. The complainant reported that she was following a black Jeep Wrangler which struck a Subaru Impreza at the Scotch Creek Bridge. The collision was relatively minor and no one was injured. Initially, it appeared the Jeep was going to stop but it only paused momentarily and then carried on. The collision was captured by the victim’s dashcam. Police located the Jeep near Lee Creek and conducted a traffic stop. Breath samples were obtained from the driver, a 56 year old male from Delta. The results determined that he was impaired by alcohol. He was served with a 90 day prohibition from driving and a violation ticket for leaving the scene of an accident and his vehicle was impounded for 30 days. Suspicious circumstances On August 19th, 2020 at 11:18 pm, an anonymous female caller phoned the Chase RCMP Detachment nonemergency number and reported third hand information which indicated that there was a kidnapping in progress at an address on Neskonlith Reserve. Police attended and found everything calm at that address. The occupants of the home were baffled by the report. A short time later, a second call was received by the non-emergency line, apparently from the same female, reporting that people were on a rampage on the Adams Lake Reserve. Again, police attended and conducted patrols but nothing

suspicious was noted. There did not appear to be a rampage in progress. Lost Boat On August 20th, 2020, Chase RCMP were advised of a stolen boat. The complainant reported that his boat went missing from it’s buoy sometime during the night. The boat was located by a neighbour, floating adrift, several hours later. There was no evidence to indicate the boat was stolen. It likely just came loose. Suspicious Fires On August 22nd 2020 at 8:11 am Chase RCMP were dispatched to assist the Chase Fire Department with a suspicious fire behind the Highway Maintenance yard in Chase. It turned out there were four separate fires which were investigated by BC Wildfire Enforcement. The evidence on scene indicated the fires were deliberately set and human caused. COVID concerns On August 22nd, 2020 at 9:32 am, Chase RCMP were requested to attend the Scotch Creek ball diamond. The complainant reported approximately 100 people at one field playing softball, in violation of the current COVID related public health orders. Police attended and counted approximately 40 people at the ball field. The ball players who spoke with police advised that the were taking proper precautions to maintain their safety. Semi vs rock On August 26th, 2020 at 12:21 pm, Chase RCMP responded to a motor vehicle incident on the Trans Canada Highway just east of Chase. The complainant reported that he was driving a transport truck and trailer in the eastbound slow lane, when a large rock fell off the side of the cliff and struck the cab of the truck. The rock, which measured approximately a foot and a half in diameter, actually crashed right through the top of the windshield, struck the driver on his right arm and then landed in the sleeper area of the truck. The vehicle had to be towed and the driver was checked by EHS but did not appear to be seriously injured. Continued on page 7...

RCMP House Fire On August 30th, 2020 at 3:42 am, Chase RCMP were requested to assist the Chase Fire Department for a structure fire on Shuswap Avenue in Chase. The residence was fully engulfed in flames when police arrived. With strong winds fanning the flames, the Fire Department had their hands full to keep the fire from spreading. Residents were evacuated from surrounding homes as a precaution. A nearby detached garage also caught fire however the Fire Department managed to prevent the fire from spreading to any other homes. Police were told that the fire was initially discovered by the downstairs tenants. The fire became out of control almost immediately when it caught the gas line and then engulfed the stairs. The downstairs tenants put up a ladder which the upstairs tenants used to escape from their unit. One dog was evacuated with the family but sadly there was no time to save the cats. The residence was engulfed in flames so quickly that both families escaped with only the clothes they were wearing. The cause of the fire is still under investigation.

REPORT

Semi vs Pickup truck On August 31st, at midnight, Chase RCMP received a report of a head-on collision between a semi truck and a pickup truck on the Trans Canada Highway in Sorrento. Police attended and observed a red pickup truck was nearly embedded in the front of a white semi truck. The driver of the semi, a 28 year old male from Ontario, reported that he was travelling Westbound when he noticed that an oncoming vehicle appeared to be swerving over the centre line and then was fully in his lane. He applied the brakes and had nearly come to a stop when the truck struck his vehicle, head-on. The driver, a 35 year old male from Chase, was trapped in the driver’s seat of the vehicle. Chase and Shuswap Fire Rescue attended and managed to pry open the car door. The male was transported to hospital by ambulance for treatment of injuries which included a broken leg and facial lacerations. Alcohol was thought to have been a factor in this collision. Investigation is ongoing.

LETTER TO THE EDITOR Accolades to our local grocery stores, Safety Mart, Pharmachoice Food and Drugs, and Chase Groceteria! Reusable bags are now allowed in all these local businesses. COVID-19 has given Mother Nature a reprieve in many ways, for example, less air and water polluation. But single-use plastic bag use has increased substantially in the past few months.

We can all help reverse this trend by getting back in the habit of bringing our reusable bags along when buying groceries. Note: it will be necessary to do the packing yourself, but this a small chore to contribute to the health of the planet! It was an unusual summer for the community of Chase, amid COVID-19 that affected everyone’s life in so many ways. Usually Chase and surrounding areas are bustling with activities and live events, but this was not the case this summer. Music on the Lake - a well loved event, was cancelled this year. Residents of Chase were missing their weekly live entertainment, which led a community member David Lepsoe to the idea of organizing a small socialdistancing live music event for the community to enjoy. “A small event is better than no event” says David. At first he wanted to have two locations with live entertainment. Uptown Chase - outside different businesses, and Safety Mart Foods. Unfortunately planning for the Uptown location fell through. David needed few parking spots blocked off, but he was unable to get together with the Village of Chase on a short notice. Planning for the Safety Mart Foods venue however went very well! David gathered a small group of enthusiastic Chase residents: Rollie Mockford, Linda Kynoch (Safety Mart Foods), and Patrick Herba (Rotary Club of Chase). He also hired Elite Events BC to guide the group through the new Covid-19 event guidelines, and to book and coordinate the live musical acts. With a limited time and barely any funds on hand, David and his group made the impossible happen, and managed to put on a series of live music performances at Safety

Mart Foods. They called it Tuesday Night Live in Chase. The events were held throughout August, with all safety Covid-19 precautions in place, as set out by Dr. Bonnie Henry. One of the most important considerations was how to avoid the gathering of crowds outside the store. To address this, the group decided to not place announcements in newspapers or social media. It all worked out really well, as there were no more than 45 people at the event at a time. Many of the people enjoyed the music from their cars or sitting next to their vehicle. Safety Mart Foods had a dedicated sitting area as well, where groups from the same household could sit together socialdistancing from others. In a year of pandemic, community support organizations have had a hard time fundraising. It was nice to have the Rotary Club of Chase cook hot dogs and hamburgers for attendees. And since August is the start of the local corn season, on August 25th the Rotary Club served sweet corn, which was kindly donated by Safety Mart Foods to help this wonderful community organization with their fundraising. We are incredibly fortunate to have many talented musicians and singers in Chase and the Shuswap. Many thanks to Rollie Mockford and his band, Mountain Mammas, David Allan & Lorn McCausland, and James & Carolyn Mintz for the great music! A PASTORAL PERSPECTIVE:

THIS IS NOT EASY

by Tyler Harper These days are challenging. I am not sure how you are experiencing this season, but for me everything seems fine — until I think about tomorrow, or the day after that, or the week after that or the month after that. COVID has changed so much, but the thing that has probably changed the most is our certainty. Having young kids, this time last year we were certain of what school would look like, most of us were certain of what our work lives would look like, travel plans, and family gatherings seemed like a sure thing. Eight months ago, we could make plans and be sure that they would happen. Now we have to make plans knowing that our planning could be completely undone because of a faceless microbe. And so we find ourselves in a situation in which we can’t hold too tightly to our plans for the future, aware that we just don’t know what the next phase in life will look like. And this is really hard. I don’t like not knowing what is going to happen. I feel like I should be able to be sure of what I am going to do, I should have control over my own future. But maybe this is actually how life really is. Maybe COVID has just revealed the truth of life that we’ve been able to ignore. We aren’t in control. Even with all of our technology and understanding we aren’t god. Maybe what we are used to, the illusion of control is actually what psychology calls narcissism, or philosophers vanity, or theologians idolatry.

Maybe we were never in control in the first place. Maybe our contemporary lifestyle with easy transportation and easy technology has given us the illusion that we are in control, that we can fix pretty much anything. But can we? The Bible records a story that Jesus told about a rich farmer who thought he had it made. This farmer thought he had enough wealth to be in control of his life for many years, this man thought that his wealth would allow him to control his life, that he could do as he pleased. The one thing this rich man couldn’t control was that the very night that he said this, he lost his life. This farmer had enough wealth to change and control everything, but the one thing he didn’t have control over was his own life. In the midst of this challenging and changing time, who do you think is in control? Do you still think that you’re in control? I’d like to leave you with some of the very next words that Jesus said “Do not worry.” God feeds the birds of the air and cares for the flowers of the field. Ultimately, He is in control, He knows what the future holds, and in the end, He will overcome all that makes our lives hard. We aren’t god and that is a good thing because I can’t even control my life, let alone control the world around me. Weed of the Week

NEED A COOL TREAT?

Fall is nearly upon us, and that means most of the weeds will soon be setting their seeds before retreating for their winter slumber. I noticed on my walk today though, one weed standing straight and tall above the rest. It's sweet floral scent hangs on the breeze, as its feathery soft leaves dance about. Do you know who I spied? Yarrow!! One of my favourite weeds, it has so many uses.The leaves can be dried and ground to a powder to be used as a styptic anytime you need a little help to staunch minor bleeding. Yarrow is naturally antiseptic, and the aerial parts (leaves and flowers) can be used as a wound wash when made into a strong tea! The root has been used to help ease a toothache, hopefully providing relief long enough to find treatment. I have used yarrow for all manner of digestive complaints. As a bitter herb, it can help to jumpstart the digestive process, stimulating the liver. It is antispasmodic, and may help calm stomach cramping. When drunk as a hot tea it can aid in breaking fevers, and when cold, helps cool the liver. (Useful to remember for those rare times you may have imbibed a little too much alcohol the night before) As a poultice, this weed is also excellent at shortening the time it takes to heal sprains and bruises! When made into a salve,

the leaves and flowers are a useful treatment for varicose veins and hemorrhoids. Midwives have used yarrow for centuries to help stem bleeding after childbirth, and it's also been used to bring on the flow for those suffering from stubborn stuck menses. Energetically, yarrow is a plant of protection. A flower essence of white yarrow can help you to define your boundaries and shield you from invading energies! One of my favourite uses though, is simply as ground cover in lawns! Its feathery soft leaves feel so good between your toes, and the plant holds up extremely well to frequent mowing! It uses less water than a traditional lawn, and has the added benefit of producing food for local pollinators! I dream of one day having a whole lawn of yarrow instead of grass, lazing around in its pillowy softness on a warm day! Truly a plant of a million uses, it is always a welcome weed in my garden! As always, make sure you are 100% sure of your plant identification before ingesting any herb or weed.
