Chase to be a stop for EBus Service

A

fter almost one year of service in BC, Ebus is excited to announce that they are expanding to 5 additional communities in the province. Stops will be added to Chase, Sorrento, Salmon Arm, Enderby, and Armstrong. Effective Monday, October 7, afternoon schedules between Kamloops and Kelowna will extend further along Highway 97 and Highway 1 to provide daily access for people to medical, employment, recreational, tourism, and social opportunities. Residents and visitors in the area will also be able to easily connect to the rest of the Ebus

BC network, to the lower mainland and all the way to Vancouver. The stop in town will be at the Chase Visitor Information Centre at 400 Shuswap Ave. The Sorrento Eastbound Highway Stop will be in front of Subway, and the Sorrento Westbound Highway Stop is located in front of the PetroCanada station. Expanded service will begin on Monday, October 7, 2019. Reservations for this route will be available on September 23, 2019 at www.myebus.ca or by phone at 1-877-769-3287.

Obituary Edward “Eddie” Robert Albert 1921-2019

We regretfully announce that Eddie passed away peacefully on Sept. 4, in the Shuswap Lake General Hospital at the age of 98. He is survived by his loving wife Zoe; two stepsons Robert (Annie) of St Petersburg Florida and Bruce (Carol) of Surrey BC; 8 grandchildren Sean (Nicole) of Prince Rupert BC, Suzanne of Vancouver BC, Roy, Mitchell of Rossland BC, Jacqueline (Kyle) of Cumberland BC, Danielle of Chilliwack BC, Carrie (Doug) of Sardis BC and Paige of Vancouver BC; 12 great grandchildren; and 1 great great grandchild, nieces Betty (Loyal) and family of Arnprior, ON and Sharon and family of Edmonton, AB. He is predeceased by his parents August and Amelie, brother Dan, two sisters Elsie and Sarah his daughter Barbara and two nephews David and Don Wolfe. Eddie was born in Ellerslie (Edmonton) AB on a homestead. He spent his younger years in Edmonton, playing hockey and lacrosse, and falling out of trees. His family moved to Vancouver when he entered grade 10 but he dropped out shortly after, looking for more excitement which entailed riding the rails, picking berries in the Okanagan and making money wherever he could. When war broke out, he hopped the first freight back to the coast to enlist with his buddies. This got him into the dental core with the Army where he was attached to the Air Force and served out the war on the west coast. His training led to him working in the dental lab business and he ended up as a partner in Fine Arts Dental Lab. He studied gold work in Washington to perfect his trade and was later indicted into the BC Dental Hall of Fame. In his 40’s he tired of the long hours and started a new business in wholesale gifts, traveling across Canada twice a year to develop the E.R. Albert Co. Ltd. It turned out to be very successful and they left Burnaby when he was 52 to retire in the Shuswap. He and Zoe found a lovely spot on the lake and built their home in 1975; golf was his passion in retirement. Service clubs included the Vancouver Kinsman Club and Fraternal Order of the Masons and Gizeh Shriners Club of BC. Eddie must have left an impression on people as they never forgot him no matter how long since they last saw him. May he rest in peace. The family thanks the caring staff at Shuswap Lake General Hospital with a special thanks to Kristie. We would also like to thank Dr Redel, Dr Bernard and caring staff at the Medical Clinic as well as the D&T Centre in Chase. Many thanks also to Fischer’s Funeral Services. Council Meeting Highlights September 10, 2019 submitted by Village of Chase

Council held a regular meeting on Tuesday, September 10, 2019 and dealt with several matters:

Council received a letter from UBCM confirming payment of the grant for Asset Management Planning.

Council heard from the President of the Chase Lions and some members regarding Council’s decision to put the operation of the RV park to a request for proposals. The Lions Club representatives indicated they were not in favour of this approach and that Council should renew the lease with the Lions Club as they contribute a lot to our community.

Council received the rainbow crosswalk item as information, and encouraged the LGBTQ community to come forward to Council with a request to consider installing a rainbow crosswalk.

Council then deliberated on Item 8.8 which was the Request for Proposals – Council decided to defer the decision pending additional consideration of the matter.

Council directed Administration to conduct a survey to obtain feedback regarding train whistle cessation at the two crossings in Chase (Pine Street and Aylmer Road) recognizing the cost implications to the Village of train whistle cessation at the Aylmer Road crossing which does not currently have gate infrastructure in place.

Council heard from Jeff Conners, Tobacco-Reduction Coordinator for Interior Health, regarding the benefits of becoming a smoke free community. Council then passed a resolution for Administration to bring forward a public spaces smoke free bylaw for Council’s consideration.

Council gave first and second readings to the 2020 4 year permissive tax exemption bylaw which will exempt the Chase Evangelical Free Church, the Jehovah’s Witness Congregation and the Roman Catholic Church in Chase from property taxation for the years 2020, 2021, 2022, and 2023.

Council adopted the Streets and Parking Amendment Bylaw allowing Administration to approve road closures for events that have been approved by Council in past years.

Council gave first reading to the 2020 1 year permissive tax exemption bylaw which will exempt the Curing Club, Creekside Seniors, the Museum, the RV park, the Chamber of Commerce, the Arena, portions of the Golf Course and portions of the Legion from property taxation in 2020.

Council considered several reports regarding Election administration. Council resolved to utilize the Provincial voters list in future elections, to limit the number of signs for election candidates, to restrict election signage to private property and to communicate more extensively regarding the eligibility requirement for voters. Council approved a Development Variance Permit for 316 MacPherson Street permitting a reduction to the rear parcel setback to allow for an addition to the original structure, and an exterior side parcel setback reduction to allow for a carport to be constructed. Council passed a resolution for the location of the Emergency Operations Centre to be located at the Public Works offices.

Council then amended the bylaw at second reading to exempt the Golf Course restaurant and the Legion building which houses their bar and food service area from property taxes in 2020. Both the permissive tax exemption bylaws will now be advertised and then will return to a future Council meeting for third reading. Council appointed Councillor Fred Torbohm as Council’s delegate for the Municipal Insurance Association annual general meeting taking place at the annual UBCM convention later in September. Council passed a resolution to donate $500 to the 2019 Chase Raise-A-Reader campaign. Continued on page 6...

Council passed a resolution to purchase $120 worth of Canadian Liberator Tulips from the Chase Legion. Council received a letter from Tumbleweed Farms indicating that they have been issued a License under the Cannabis Regulations for their operations at 987 Chase-Falkland Road. Council received a letter from the Green Communities Committee congratulating Council in their continued efforts to reduce greenhouse gas emissions. The meeting concluded at 5:51 p.m. The next regular meeting of Council will be held on October 8, 2019 starting at 4:00 p.m.

The Chase Secondary School Automotive Class is looking for a car or two to be donated this fall. Ideally the car would start and run at least a little bit! Southwestern Casserole 2 cups uncooked elbow macaroni 2 pounds ground beef 1 large onion, chopped 2 garlic cloves, minced 2 cans (14-1/2 ounces each) diced tomatoes, undrained 1 can (16 ounces) kidney beans, rinsed and drained 1 can (6 ounces) tomato paste 1 can (4 ounces) chopped green chiles, drained 1-1/2 teaspoons salt 1 teaspoon chili powder 1/2 teaspoon ground cumin 1/2 teaspoon pepper 2 cups shredded Monterey Jack cheese 2 jalapeno peppers, seeded and chopped

Cook macaroni according to package directions. Meanwhile, in a large saucepan, cook beef and onion over medium heat, crumbling beef, until meat is no longer pink. Add garlic; cook 1 minute longer. Drain. Stir in next 8 ingredients. Bring to a boil. Reduce heat; simmer, uncovered, for 10 minutes. Drain macaroni; stir into beef mixture. Preheat oven to 375°. Transfer macaroni mixture to 2 greased 2-qt. baking dishes. Top with cheese and jalapenos. Cover and bake at 375° for 30 minutes. Farewell Donna!

submitted by The Chase Health Center Staff It is with mixed emotions that we say goodbye to our wonderful community Public Health Nurse Donna Dube. Thursday Sept 19th, will be her last day working at the Chase & District Health Center as she will be starting her new adventure in Keremeos, BC. Donna has been with the Chase Health Center since April 2010, and in that time she has helped our community stay healthy and strong. She has been an active member of the Youth Action Committee at the High School, Wellness Committee, Co-Chair of the Johsc Committee and she is well known for her Outrageous Kindergarten Fairs every June and her wonderful Flu Clinics. She will be greatly missed by all that

knew her; we do wish her great success with her new position and hope that she makes as big of an impact in her new town that she has here in Chase. Thank you for all your hard work and dedication to our little town. We all wish you the very best Donna and your loss will be greatly felt.

What a week! The first week back to Fall Bowling Leagues is said and done, and what a fun week it was! We are so happy to see all our usual bowlers, and we were lucky enough to welcome a number of new bowlers this season as well. If you have thought of joining a bowling league this season, please don’t hesitate to swing by the lanes and ask for more information. All of our leagues at Village Lanes are JUST FOR FUN! No experience necessary, and we have all the equipment that you need. It’s an excellent way to spend your cold winters, and an even better way to meet a great new group of people. We would like to remind everyone with

children and grandchildren between the ages of 6-19 that we have our Youth Leagues running now on Wednesday’s after school. If you know any youngsters who would be interested, send them our way! We would like to let everyone know that we also gained a new employee this season! If you walk into the lanes, and it’s not Kelly or myself behind the counter, it will be Amy! RCMP Investigating Scotch Creek Situation submitted by Chase RCMP

On September 7th, 2019 at 2:20pm, the Chase RCMP Detachment responded to reports of shots being fired from a residence on Hilliam Road, Scotch Creek, BC directed at another person. Investigation determined a group of individuals attended the address to confront its occupants regarding stolen property. A loud noise resembling a gun shot was heard coming from within a residence and a male yelling at the group to leave the property. A male was then seen exiting the house carrying a shotgun walking towards the group who had retreated to the roadway. The male then returned to the house. Members of the Chase and Salmon Arm RCMP Detachment responded along with the RCMP South East District Emergency Response Team. Police entered the residence to find the suspect had fled prior to police arriving. The firearm was not recovered. The investigation is continuing. Police are familiar with the residence. The Chase RCMP are always concerned when people decide to bypass law enforcement and take matters into their own hands. Not only is there a concern for their personal safety, there is a risk that investigations can be jeopardized and key evidence can be lost.

On September 10th, 2019, at approximately 8:30pm, members of the Chase RCMP Detachment attended the residence again, in response to a report of suspicious activity on the property. Police arrived to find no one present however they found a fire starting on a wall of the residence. Scotch Creek and Celista Fire departments were training in the area and quickly responded. The fire was extinguished and the structure was saved. Examination of the fire determined that it was purposely set. Police are investigating to determine who may have set the fires. The Chase RCMP Detachment is concerned the attempted burning of the building is an escalation of the conflict between a group of local residents and the previous occupants of the house. The RCMP does not condone vigilantism and would recommend the public to leave investigations to the police. The Chase RCMP Detachment is asking that anyone with any information regarding this investigation, or any other crime, to contact the Chase Detachment at (250) 6793221 or Crime Stoppers at 1-800-222-8477.

Aw…early times for the 2019-20 Chase HEAT. With the 2 game exhibition weeks behind 30 plus players, its time for the weeding out and selection of 25 athletes that will start with the team for the regular season. Head Coach Brad Fox took on the role of scientist, formulating defence pairings, mixing up trios of offensive lines and researching solutions for fighting off black puck disease from reaching deep into our own net. Analyzing talent, skills, effort, fitness, hockey IQ, strength, speed, grit, endurance and attitude, just a few of the necessities of a successful concoction that make the community happy and proud. There is no guarantee of ever achieving the perfect remedy, but the multitude of experiments and the initial roster are the first step. Going forward 175 pounds of “won’t listen” gets replaced by 200 pounds of 6’3” “power forward”. 5’9” of “defensive liability” from B.C. is exchanged for 5’9” of “stay at home d man” from Alberta. Cuts from the Junior A ranks in Western Canada are mixed in and replace veterans and rookies. The hardest part of life for the Coach is shipping out a “great kid” because “we gotta get better”. Some replacements work out, some don’t, and some traded players achieve success with other teams, potentially in other leagues. It is sometimes a teenager’s first look at how unfair things can appear, a hard knock in life, and it happens with 20 teams in the KIJHL all season long. It’s early, the leadership group of Cam Watson, Evan Hughes and Brett Alexander are back, and will be joined by a new Assistant Captain. Last year’s vast number of rookies is now part of the veteran group, the group is older, bigger and more mature. The chosen new bunch of rookies will learn and develop from the examples of the vets and the instruction of the staff. Brad Fox has outlined early that it won’t be easy, hard work, effort and consistency will be rewarded. Everything always looks good at this point before the puck drops for the regular season of the KIJHL. The HEAT open at home this Friday the 13th versus the North Okanagan KNIGHTS. Game time is 7:00 pm at the Art Holding Memorial Arena. Saturday night the 14th the team land cruises west to Kamloops to face the STORM at Memorial Arena. The proof of the early experiments will be known in the weeks ahead. A good dose of fan support will provide encouragement and add to the excitement and entertainment. See you at the rink!
