Cops for Kids Ride Through

n Friday September 17th @ Noon the soaked,wet and tired "Cops for Kids" rode into Chase arriving @ Haldane Elementary for lunch. As we all experienced, this was not the most pleasant day for a 100 km bike ride. The Chase Rotary Club sponsored the event and was supported by Haldane, Subway (sandwiches), Safety Mart Foods (fruit and veggie tray plus, bottled water) and Rotarian Jacquie Everett's beef/ barley and squash soup. The RCMP are riding to fundraise money for kids and families who are experiencing medical challenges. The

Rotary Club donated $500 to their cause and a Pritchard young man, Cody Chase donated $200 he had personally raised. On arrival @ Haldane, Cody was leading the parade of riders through the downpour. Rotarians John and Debbie Durning helped the Club serve, set up chairs and tables and finished the cleanup. Usually the "Cops" interact with the students but due to Covid-19 they were unable to meet any students. The Rotary Club would like to thank the staff and Principal Colleen Topolovec for their hospitality and especially their washrooms.

Huge Response to the Call for Beaded Baby Moccasin Tops As the daughter of a residential school survivor, her father, Velma Olsen from the Na-Cho Nyak Dun First Nation in Mayo, Yukon, struggled to comprehend news of the 215 unmarked children’s graves found at the Kamloops Residential School, and wanted to do something to mark those tragic losses. In early June, Velma posted a message on Facebook asking fellow beaders (those who design beaded items) to send her baby moccasin tops for a special memorial to recognize and honour the deaths. Within a few days, Velma received 3,500 messages and comments. Baby moccasin tops, also known as vamps or uppers, measure approximately 2 inches by 3 inches (5 cm. by 7½ cm.). Creating a pair takes about one week for beginners and a much shorter time for experienced beaders. For Velma, art and cultural practices have been a healing process in dealing with the ongoing dreadful news about residential schools. And that is why she spent the summer sewing together a blanket incorporating over 400 beautiful moccasin uppers in memory of children who never made it home from those institutions—a project she called “For the Children Lost.” Hundreds of people from around the world have responded to Velma’s call. The lovely blanket, measuring 6½ feet by 6½ feet (2 metres by 2 metres) was presented to the Tk’emlups te Secwepemc First Nation on August 9th, when the Warriors Walk for Healing Nations ended its six-week trek from the Yukon to BC, honouring lost children and residential school survivors. Moccasin tops are still arriving, and Velma is designing a second blanket which will remain in the Yukon. kinSHIFT Programming kinSHIFT is a social enterprise of IndigenEYEZ, whose proceeds are invested directly into the growth of successful Indigenous youth empowerment and leadership development programmes. kinShift workshops and webinars are designed for those who wish to start or continue their journey to cultivate relationships with Indigenous peoples and places, and to help shift how participants feel, how they relate and how they act. Two fee-based workshop offerings are available this fall and winter: “Elements of Truth: Before Reconciliation” – for anyone with limited knowledge of Indigenous history and Truth & Reconciliation who wishes to start or continue their learning

journey. Four Zoom sessions are offered; participants can take all four or fewer. “Next Steps in ReconciliaACTION” – via Zoom, for those who have committed to at least two “Elements of Truth” workshops (or equivalent learning) and are ready to take the conversation to the next level with actionable steps in their organization or community. Registration is now open at https://kinshift. ca/workshops. Fee discounts are available when registering for all four “Elements of Truth” workshops or for a group of five or more who participate from one organization. “Elements of Truth” began in early September, but with alternative dates through the fall and winter. “Next Steps” four-week programme will be offered in November and March. ADAMS LAKE INDIAN BAND (ALIB) N’we Jinan Music Video The lyrical and poignant music video “Come Home,” featuring ALIB youth has been completed and is now available at https://nwejinan.com and on Facebook. New Council Chief Lynn Kenoras Duck Chief and Councillors Brandy Chelsea, Joyce Kenoras, Howard Norquist, Cory Sampson and Shelley Witzky have been busy with Governance Training on their roles and responsibilities, Strategic Planning meetings, upcoming event planning, and informational sessions with various ALIB Departments. Health & Wellness Nurse Manon Tremblay reports that the ALIB meal programme for Home Care clients and Elders is the best she’s ever seen. Tasty meals, including desserts, are prepared from scratch with healthy ingredients and care. Homemaker Lead Debbie Williams, Betty Arnouse, and Cathy Andrew have done an amazing job with the planning as well as the cooking. An information session and specialized foot care for diabetic clients will be available for ALIB residents in the near future. LITTLE SHUSWAP LAKE BAND (LSLB) Election Update Nicole Hajash has been appointed as the Electoral Officer and will be providing future notifications regarding the upcoming October 23rd election.

Executive Director of Administration LSLB is pleased to welcome Administration Executive Director Tamara Rampanen. With 20 years of planning and operations management, Tamara is a great addition to the organization, providing strategic direction as well as support with day-to-day procedures. Secwepemc Landmarks Project Guided by The Secwepemc Lakes Elders Advisory Committee through surveys and meetings over the last ten months, the designs for the Secwepemc Landmark sculptures are now complete. The project highlights place names and personal stories on eight interpretative storyboards next to the artists’ sculptures. One hundred trailhead posts in the Shuswap Lakes region will also be replaced with new posts carved by youth from School District 83, Chief Atahm School and Shihiya School, with expert guidance from Splatsin carvers Vern Clemente and Hop You. Quaaout Lodge & Talking Rock Golf Club The Lodge was fortunate and pleased to have John Jules and Britt Bakken from the Language Programme join Gordon Tomma of the Cultural Department for the summer. The team shared the Secwepemctsin language with staff and guests throughout the season—a welcome addition to cultural

activities. Quaaout’s Jack Sam’s Restaurant & Lounge recently opened its beautiful outdoor patio. Overlooking the picturesque lake and surroundings, the patio features two pergolas, outdoor fire pits and seating for 70 diners. It is recommended that guests call in advance for information on current COVID pandemic regulations and requirements in dining spaces. Golfing continues through the shoulder season, although weather-dependent, until the mid October’s closure, and the usual tasty meals are available at the Lodge, with COVID precautions. LSLB Land Use Plan A Land Use Plan is underway for three LSLB reserves, Quaaout IR #1, Chum Creek IR #2, and North Bay IR#5 (Tappen), to identify locations for new housing, businesses, community facilities and infrastructure, as well as to facilitate land usage decisions whether residential, community-use, industrial, commercial or natural areas. The plan will also encompass the following benefits: preparation for future development; support for and celebration of Skwlax te Secwepemc culture; supporting a healthy community; preparation for infrastructure expansion; and incorporation of Highway 1 projects. ........More on next page

NESKONLITH INDIAN BAND From Chief Judy Wilson The unpredictable and unusually hot weather over the summer months led to many wildfires in the interior of BC. Emergency management teams had their hands full to prepare, to prevent, and to fulfill a coordinated attack against the wildfires. It is clear that there is a ‘permanent state of climate emergency’ that changes everything we do daily as well as our priorities. We have been putting out fires but not addressing the real issue causing them. This is essential to address. Tackling it must be dealt with at every level: individual, family, community, nation, regionally, provincially, countrywide and globally. Council extends thoughts and prayers to all those impacted by this summer’s wildfires. Secwepemc communities met in midAugust for emergency management planning and discussion of the unmarked graves discovered at the Kamloops Indian Residential School. A Nationwide plan will be developed to support survivors, families, communities, and the Nation in their healing journeys, as each community continues to be impacted by the heartbreaking truths of residential schools. Provincial Premier John Horgan has stated that the province is committed ‘to supporting the vital work by First Nations at all residential school sites in B.C.’ The Neskonlith Health & Wellness Department is reaching out to our members who attended residential schools for input and to lend support. Neskonlith residential school events or activities will be guided by

our members who attended such schools. Health & Wellness has hosted a number of cultural activities during the summer. To revitalize and capture traditional medicines, New Parallel Productions has been hired to produce a series of activities, which will share traditional ways. In early June, they produced a video featuring Elder Minnie Kenoras and others to teach the practice of picking sage. The Summer Solstice was marked on June 21st, with a teepee raising, a canoe journey, and a girls group coming-ofage ceremony. New Staff The Neskonlith Indian Band is pleased to welcome new administrative employees. Margaret Louie is now our Council Executive Assistant, bringing extensive experience and many skills. Troy Thomas, B.A., will be staffing the front desk in reception and administration roles, which will benefit from his additional talent as a storyteller-performer and writer. Community Water A Community Water meeting was held in July, attended by Neskonlith and Adams Lake members. Circle discussions centred on identifying the issues and finding solutions. A report with recommendations has been submitted to Council and will be shared with the community for further input. The Taking Care of the Water Committee will reconvene as the coordinating body and will follow up with subcommittees. Health & Wellness Neskonlith’s five-year

designed to fit within the First Nation Health Authority’s strategy, is underway. A proposal for Prevention Funding for Health for the upcoming fiscal year is also in the works, which could include healing camps, youth/ elder activities, or a spiritual centre. Congratulations! Village of Chase Truth and Reconciliation Day The Village of Chase offices will be closed Thursday, September 30, 2021 in respect of Truth and Reconciliation Day (formerly known as orange shirt day). Our staff are encouraged to acknowledge the history and ongoing trauma caused by residential schools and to honour those who were lost and the survivors, families and communities who continue to grieve. If you were on evacuation order or alert at any time this summer (and which of us wasn’t?) then you owe a debt of gratitude for the service of our fire fighters, both in combating the blazes and in keeping our homes safe from both fire and vandals, while we evacuated. There is an Open House at the Pritchard Community Hall this Sunday, September 26 between 2 and 4 pm, so that we can

honor our local fire fighter heroes! Drinks and snacks will be provided and there are more than 20 raffle prizes to be won, with all proceeds being donated to the PVFD. An “Official Community Plan” (OCP) is a long-term vision for shaping future population and employment growth; OCPs include a land use plan and policies that help to ensure appropriate housing and employment areas, transportation networks, schools, parks, community facilities, social, cultural and protective services, infrastructure and protected areas, among other items of local/regional importance, are provided as the community grows. Purpose: Bylaw No. 896 proposes to repeal Official Community Plan Bylaw No. 635 which is 20 years old, and replace it with a new Official Community Plan and its Appendices (mostly maps). Chase RCMP REPORT August – September 2021 submitted by Chase RCMP

CHAIR ASSAULT On August 20th, 2021 at 4:32 pm, Chase RCMP were advised of a possible stolen vehicle, parked on the road in front of a residence in Pritchard. The complainant was inexplicably verbally abusive to the call-taker – swearing and calling her names. Police attended and determined the vehicle was properly licensed and insured and was parked legally on the side of the road. The complainant was updated and spoken with regarding his abusive language to the civilian call-taker. The following morning, Chase RCMP received two complaints simultaneously after an incident at the same residence in Pritchard. The first complainant reported that an older male attempted to break into his house. The second complainant was the older male himself. He reported that he’d been hit in the face with a metal chair after knocking on a neighbour’s door. Police attended and observed that the older male had a gash on his face consistent with having been hit with a blunt object. The original complainant was arrested for assault with a weapon. The older male required an ambulance and was treated by paramedics. SCARY NOISE On August 24th, 2021 at 9:45 pm, Chase RCMP were dispatched to a residence on Pine Street. The complainant heard a loud noise outside and was too afraid to look. Police attended and looked. It appeared that someone had thrown a plastic stool at the front door of the house. While investigating this matter, Police located an intoxicated male sitting the driver’s seat of a vehicle parked nearby. The keys were in the ignition and the vehicle was

in gear. Breath samples were obtained from the male which indicated his ability to drive was impaired by alcohol. He was issued a 90-day prohibition from driving and his vehicle was impounded for 30 days. The male began to cause a disturbance while his vehicle was being towed. He was arrested and lodged in cells for the night. Later the complainant’s friend attended the Chase RCMP Detachment and got mad at police for doing “nothing”. DOG PROBLEMS On August 25th, 2021 Chase RCMP were advised of a harassment complaint at an apartment building in Chase. The complainant reported that the neighbours were taking photos and videos of her daughter whenever she was outside the building, making them feel very uncomfortable. Police attended and spoke to the neighbours. The neighbours said they take pictures of the dog pooping because the daughter doesn’t pick up the dog poop. They were trying to collect evidence to prove to the landlord that this is an ongoing problem. On August 25th, 2021 at approximately noon, Chase RCMP were requested to assist at Tsutswecw Provincial Park. The complainant reported hearing someone yelling “help” for 10 minutes and was obviously concerned. The person was on a different trail in the forest and was out of sight. Police attended and located a female who said she was yelling at her dog because it took off, chasing a raft down the river. The complainant was later updated that all was well. RCMP REPORT

On September 12th, 2021 at 2:00 pm, Chase RCMP were dispatched to a theft report in Pritchard. The complainant phoned 911, yelling that her two dogs were just stolen out of her back yard – by her son. The son phoned Police shortly thereafter and advised that he took the dogs because he believes the dogs were being mistreated by his mother. Police attended and the son agreed to return the dogs and pursue his concerns through the proper channels – by filing a report with the SPCA. LOST AND MISSING PEOPLE On August 20th, 2021 at approximately 9:00 pm, Chase RCMP were advised of a missing female at the Chase beach. Police were told that the female possibly jumped off the dock or off a boat and never resurfaced. Her sister was hysterical and other family members were on route in a panic. Police requested the Chase Fire Department and Search and Rescue assist in locating the female. However, shortly after Police arrived at the beach, the female was located safe and sound. She had gone for a “walk” with a friend, without telling her sister. After dealing with the family for approximately 30 minutes, Police were told that the entire family had recently tested positive for Covid.

On September 2nd, 2021 at 12:54 am, Chase RCMP were advised of a missing person in Sorrento. The complainant reported that her friend had been missing for the past 2 hours, after getting off the boat at the dock. The group of friends were staying at a cabin and were not familiar with the area. Police attended, obtained statements and conducted extensive patrols throughout the night. At approximately 4:00 am, Police were advised that the missing female had returned to the cabin. She got lost between the dock and the cabin and had accidentally walked for a long time in the wrong direction before she figured it out.

The complainant reported that her acquaintance had not returned from a trip to his cabin when expected. The cabin was in a remote area where there was no cell service. Unfortunately, the exact location of the cabin was unknown and Police were only given a general area in which to search. The RCMP helicopter was engaged and the search was conducted by air. That afternoon, Police were contacted by the missing person. He said he was not missing and had no idea why anyone would think that.
