Overseas spending scrutinized

Mediation by the Information Privacy Commissioner’s (IPC) office between the municipality and area resident John Cryderman has led to an impasse in the quest to find out the actual cost of Chatham-Kent trips overseas.

Since 2006, municipal staff have presented return on investment (ROI)

reports to council regarding overseas trips to find economic opportunities for Chatham-Kent. At issue, according to Cryderman, is that none of the reports contain any accounting of the funds spent.

On March 19, Cryderman filed a Freedom of Information (FOI) request to the municipality requesting “all costs and associated costs” of the trips.”

Knights, armour and war horses

Chatham area residents and supporters of the Acceptional Riders program at TJ Stables were taken back to the time of knights and jousting at the Knights of Valour Charity Jousting performance Friday night.

A fundraiser for the AR program, the Knights of Valour have been putting on a show in Chatham for the past eight years, according to Terry Jenkins, owner of TJ Stables. For 45 minutes Friday, the Knights put on a display of real jousting, with shattered lances, a couple of unseatings and an injury to Dame Jaclyn, a female jouster who walked off under her own steam after taking a hit to her face, causing a split lip.

TJ Stables has a great

relationship with the Knights of Valour team, who Jenkins said donated the use of the pony, Lancelot, for the program.

Before the jousting, trick riders from the Canadian Cowgirls team wowed the large audience with fast-paced riding while hanging upside down from the saddle.

The charity show included a demonstration by riders in the AR program, who with the help of volunteers, showcased the skills they have learned while being introduced

by Jenkins.

The program, started by Jenkins and equine therapist Cathy Hanson in 1992, is a charitable therapeutic riding program for children to adults with disabilities, to learn horsemanship and riding skills.

“We started with six

kids in the backyard and now we have 180 riders annually and a total of 80 volunteers – 40 in the spring and 40 in the fall sessions,” Jenkins noted.

Jenkins said the program generally is for kids up to 14 years of age, but she makes sure the program is open to anyone, including a current rider who is 79 years of age.

People can call the program and identify the needs of the rider, and Jenkins said they will customize sessions that match those needs, including any equipment that might be needed.

And that is where the importance of fundraisers and donations come in.

There is no government funding for the program to subsidize the cost of the eight-week sessions, which is why they rely on donations and generous

corporate sponsors. She said they keep the cost to riders as reasonable as possible at $225 per session, but the largest cost is insurance and specialized equipment.

People with hearing issues, mobility, PTSD and even stroke victims can benefit from therapeutic riding, Jenkins said.

“The program can benefit anyone. Anyone with a challenge - autism, Downs Syndrome, cerebral palsy, limb anomalies, attention deficit disorder, developmental delay, attention and emotional disorders. Actually, there are very few disabilities that cannot benefit from horseback riding.

Walking, with some wobbling, 45 men and their families gathered Sunday in red high heels at the Downtown Chatham Centre to raise money and awareness of the issue of violence against women, bringing in about $10,000 for the cause.

This year is the 10th anniversary for Walk A Mile in Her Shoes event and will also be the 40th anniversary coming up in October for the Chatham-Kent Women’s Centre, according to CKWC Executive Director Karen Hunter.

“It’s considered a signature event for us as not just a fundraiser but a public awareness event so we try to get as many men out here to promote the fact there’s gender-based

violence against women and we want to end that in our community,” Hunter explained. “By doing this event we are drawing some attention to what is actually happening in our community and how we need to end it.”

Hunter said each year, the shelter has approximately 2,000 women, children and men who use its services, and the effort by the men who raise the funds for Walk a Mile are much appreciated.

“We quite often have the same group of guys coming out every year and we’re getting new guys each and every year,” Hunter added.

Citizen, municipality at odds over information sharing

That includes the mayor and staff and their air fare, food, accommodations and all expenses related to overseas trips and visitors. He was quoted $1,320 for the cost of getting him that information.

That amount was later reduced to $660 (two employees’ time of 22 hours at $30/hour to compile the information).

During mediation, Cryderman said C-K gave examples that all air travel is categorized under one expense for all air travel and would have to be individually accessed. He responded, however, pointing out the municipality’s accounting system with the use of collator codes significantly simplifies and does the account editing.

“The mechanics of C-K’s coding system, having codes assigned to each transaction, simply does not take the time you are portraying,” Cryderman said in statement to the municipality. “I submit the costs displayed and attempted to be charged are based on arbitrary, rather than sound and factual evidence. You are actually telling me, the province, council and the taxpayers that C-K doesn’t know what this overseas investment project has cost and continues costing. If you do know,

that would mean you have the data already, which you should have anyway, which is only being responsible and accountable, something C-K boasts of being but thus far has not demonstrated.”

In a breakfast meeting with members of the Chatham-Kent Chamber of Commerce in May, Mayor Randy Hope stated the cost of the overseas trips since 2006 where he attended totaled $244,502.56. Hope told Cryderman his international travel costs only totaled $121,948.22 with federal funding from 2013-2017 received for the program totaling $126,009.87.

“In order for Chatham-Kent to break down the figures above to the nearest penny, same cannot be done without a true, accurate and comprehensive account of all costs anyway,” Cryderman noted. “I am requesting the province advance this matter to inquiry. Both parties, yet again, can present their arguments. The enormous amount of time, resources and expense Chatham-Kent continues to incur by not disclosing has me perplexed.”

He also doesn’t understand how council members can sit back and not want to know how much

the overseas trips are costing.

“This an ROI/Foreign Investment project as previously reported to council. Council continues to not request costs. The most recent travel update motion by Coun. (Doug) Sulman, passed last week by council, if identical to the previous council requested reports will only yield an itinerary of happenings absent of costs.

This project is budgeted by both the mayor’s office and Economic Development. Council should be aware each department works with “Financial Mangers Workshop” software or similar, compatible with, and integrated with the municipality’s JD Edwards/ERP/POS accounting system allowing for quick and easily accessible data retrieving, archiving, collating and dispatching.

public and council needs attention.”

In a letter to municipal councillors dated June 3 regarding the overseas costs, Cryderman takes issue with the lack of oversight by council of how taxpayer money is being spent.

“Do you not think your legislated role is to monitor municipal costs of our daily operations and to at least know, in this case, what our fully taxpayer funded overseas investment project is costing residents? Taxpayers don’t care about itineraries in the subject reports (Nov. 28, 2012 as an example), they want to know what it’s costing. Taxpayers need to know in order to scrutinize and have a say to how their dollars are spent.”

He added the issue isn’t the merit of chasing overseas investment, “it’s the hiding of information, and in this case, making information unaffordable for many residents to access which violates the intent of the FOI legislation.”

Open and transparent?

“A lack of transparency results in distrust and a deep sense of insecurity.” – Dalai Lama This quote may be familiar to Chatham Voice readers – it was used to begin a column on open and transparent government by Chatham-Kent municipal executive management team member and legal counsel John Norton.

He wrote the column for this paper on Nov. 24, 2016 and his words are just as true today, but it leaves us questioning the follow through.

“In Ontario, a municipal government is a specially created corporation that is owned by, and for, the people that live within its geographic boundaries.

It must be accountable to the public and so there are rules to ensure that municipal governments conduct business in public. A lack of openness and transparency can create an environment which breeds corruption and abuse.”

Those words by Norton sound good, but when a citizen, and in some cases members of council, have to file Freedom of Information requests to get access to information they should be entitled to in the first place, they lack sincerity.

Say what you want about John Cryderman, but he is a man who is determined to hold municipal council accountable for every penny of taxpayers’ money that is spent. When administration refuses to give access to costs like the full amount spent on overseas trips, without charging hundreds of dollars and wasting months of time, it makes people wonder why.

Why isn’t that information readily available when you can break out Mayor Randy Hope’s travel costs to the penny? Why does it take two staff members 22 hours to gather that info? Why is there hardly any information online regarding the 2018 budget details except one-page overviews that tell us nothing?

Why? That question leads to people thinking exactly what Norton said would happen – is there something to hide?

Lord knows municipal clerk Judy Smith deserves a medal for dealing with the number of requests for information that come her way, but if administration were more open with information and actually posted that information in an accessible format online, they could cut the number of requests in half.

Don’t just talk about being accessible and open – actually do it and give citizens a reason to have faith in their municipal government.

Dreams of future growth in C-K Sir: I was going through your newspaper I read that our Worthy Mayor, Randy Hope has a vision for the former Navistar property out on Richmond Street and Kiel Drive in Chatham (“Big ideas for Navistar property,” May 31 Chatham Voice). My response is as follows: First of all Navistar still owns the property from what I have heard. I can’t imagine that company would give it away to our municipality without getting a lucrative deal from the local government.

Second, according to

what I have heard, there are certain areas of that property that have to be cleaned up for various chemicals and oils that are in the ground from various activities that went on there when it was factory land.

These areas may take years to clean up and re-establish for some other use.

Of course, most important though, is would the federal or provincial governments provide enough money or support to make a recreational facility at this sight a

reality, without local government, businesses and the public that lives here chipping in to pay for the expenses incurred?

I might note that there are a lot of people who have had the same or similar vision of what can be done with this property. That is if and when Navistar decides what it wants to do with the property, if in fact they sell it back to the Municipality of Chatham-Kent.

Hope is not the only one in our community who has a vision for what to

do with this old factory land.

It really is a nice vision or dream to do something soon with the former Navistar property. Like all good dreams we have about improving our city and municipality, they usually come with a hefty price tag and may take longer to complete than may have been originally planned.

It’s nice to dream, but reality sometimes does not always work out as we had hoped it would.

ers, trains, boats, cars and farm equipment.

Campaign tops $6.9M goal

Mission accomplished. Well, exceeded, actually.

With five weeks to go, the Foundation of the Chatham-Kent Health Alliance was a full $1 million short of its goal; with just one week left, it sat $250,000 short of the finish line.

But the people behind the $6.9 Million Diagnostic Imaging Equipment Renewal Campaign ended with a flurry, raising more than $7 million; $7,062,761 to be exact.

The four-year campaign to replace aging diagnostic imaging equipment at CKHA’s two campuses pedaled across the finish line May 28.

Mary Lou Crowley, executive director of the foundation, said one anonymous donor stepped forward and contributed $200,000.

“Our momentum over the last few weeks has been absolutely tremendous. Between the wonderful anonymous donor who came through last week with $200,000, to the Final Push bicycle ride which raised an amazing $100,626 on its own, the energy and enthusiasm this com-

munity has displayed is more than we could ever hope for.”

Crowley credited the hard work of Dave Depencier and Greg Hetherington, co-chairs of the relaunch of the campaign beginning last August, as well as honourary campaign chair Andy Fantuz, with raising awareness and funding through hard work.

“Their passion and drive was amazing,” she said.

So too was the support from the community, Crowley added.

“All corners of Chatham-Kent replied and rallied together,” she said. “That’s what it was all about.

People recognized the need and supported us.”

Greg Aarssen, chair of the hospital board, said board members are ecstatic over the campaign’s success.

“We are so proud of the work Mary Lou and her team did in reaching their goal and exceeding it,” he said, adding success occurs “if you have a good plan with a very big need and you turn it over to a team that is expert at getting the word out.”

eration,” Lori Marshall, CKHA president and CEO said. “But that is money you can take forward and reduce your debt or purchase capital equipment.”

For the fiscal year 201617, the alliance had a balanced budget. Rob Devitt, appointed by the province to clean up the governance at the CKHA, came on board in September of 2016 and started the belt-tightening.

The previous regime had put the alliance deep in debt, as it had a line of credit that reached $10 million.

That figure is down to $8 million, a level reached a year ago. Marshall said it wouldn’t move this year, as the surplus is earmarked for the CKHA’s new health information system.

“We do want to continue to work towards reducing that line of credit,” she said. “We’re planning on another balanced budget for 2018-19, and hopefully another surplus.”

infighting between the three hospital boards, the province appointed Rob Devitt to supervise a rather extreme makeover over the governance model.

The CKHA now has one board, one administration, but two sites in Chatham and Wallaceburg.

Devitt was in Chatham-Kent for about 18 months overseeing changes and rebuilding administration, as well as developing the plan for the new governance model of one board.

Aarssen said his work is greatly appreciated.

“He made some really good hiring decisions,” he said. “Rob really cared first and foremost about the level of care provided and the health and safety of staff.”

In honour of Devitt, Aarssen said the alliance has erected bicycle racks outside both hospitals.

“Rob’s love of mountain biking lives on in Chatham-Kent,” he said.

The Wallaceburg campus recently received provincial acknowledgement for reducing wait times. Marshall said the respiratory therapy program there is running 24/7 now, and wait times for pulmonary function testing at both hospitals is down to one or two weeks, when it was once as long as six weeks.

The CKHA will see accreditation checkups this fall. Marshall said a team of experts, which includes administrative peers and even patients, would examine operations at CKHA in October.

“We’ve been assessing everything from an operations perspective,” she said. “Do we meet the standards? This will identify our strengths and areas we do well in. We’re looking forward to it.”

“They’re probably going to throw it in the garbage,” he said. “They took all my cards. There were about half a dozen decks.”

But one man’s junk in this case is a magician’s treasure.

Hopman just wants the stolen items back. He is asking the thief to leave the items at his side door, and said there would be no questions asked and no charges laid.

He said some items are irreplaceable such as the wooden cigars, tools he uses in manipulation tricks.

Chatham’s Marien Hopman can normally be seen sporting a big smile. He’s not so happy these days after someone broke into his vehicle, stealing a box of magic tricks.

“The wooden cigars, you can’t get them anymore. The guy who made them retired. They look so real,” he said.

Hopman said all items that were stolen in the box are for close-up magic. He

keeps the box in his vehicle for times when he is at a social event and someone asks for him to show a trick or two to a friend.

“If I walk into a place and someone asks if we could

do a couple of tricks, I’d walk back out to my car and get the box. There’s two hours worth of magic in there,” he said. “This stuff you can’t buy anymore.”

Classic Cruise Night suffers from burnout

The classic car enthusiasts behind RetroFest say some changes will need to be made prior to next year’s event: Fewer burnouts.

Len Langlois of the Kent Historic Auto Association, which teams up with the Historic Downtown BIA to put on RetroFest each year, said the cruise night was marred by too many people squawking their tires along the route.

“We have some concerns with people doing stupid things on the road in the cruise. We had a lot of people encourage drivers to do burnouts. We don’t need that,” he said.

Langlois said the main concern is over public safety for the spectators who come out to see the vehicles on parade.

“If a brake line ruptures or the car gets away, it could take out 10 people,” he said. “Some people were also pouring bleach on the road to help make tires spin and smoke.”

A few burnouts were issues in past years along the old cruise route out Riverview Line. This year, Bloomfield Road became home to the smell of more

burnt rubber and tire smoke.

“Bloomfield, it’s all marked up. It’s just a dangerous practice,” Langlois said.

He added there were about four points along the cruise where spectators were encouraging the burnout stunts.

Burnouts aside, he said turnout for the cruise, from a vehicle and spectator perspective, was solid.

“We had a fair number of people out watching the cars, along Indian Creek Road, Lacroix Street, and in South Buxton. I think the people really enjoy the cars,” he said.

“We just don’t need the foolishness.”

Downtown was memorable, Langlois said, for cruise night and for the RetroFest vehicle showcase on the Saturday.

As for the weather, there was “one little sprinkle, but that was about it. We called it dust control,” Langlois said. “I don’t think anybody left because of it.”

The Friday night cruise also saw club members take in donations of food and money for Outreach for Hunger food bank.

“I’d like to thank the people for supporting us.

In 2005, Pam moved back to Sarnia and reunited with Goodwill EKL. “Over the years I have had training and done many jobs within Goodwill. I was a cleaner at our Employment Action Centre at Bayside Malland. I cleaned the Sarnia This Week Building before it moved from its location on Confederation Street and I have been employed competitively as the cleaner at the Developmental Services Ontario office here in Sarnia for almost two years,” states Pam. Pam loved her job as a cleaner, but her goal was to work as a Donor Greeter for Goodwill in the Donated Goods and Retail Program. In November 2017, Pam’s dream came true. Pam secured a job as a Donor Greeter at our London Road Attended Donation Centre in Sarnia. Having the opportunity to train and begin her new job at the London Road Attended Centre was perfect for Pam. It was a smaller location and not quite so busy.

After restructuring in March of this year, Pam was eager to put her skills to work at our larger Attended Donation Centre at the Sarnia Michigan Road Retail location.

Pam continues to thrive and grow in her role at her new location and the staff have welcomed her with open arms. “This is the job I have wanted for a long time. I am so happy here. All the people are so nice and I feel like I’m helping people, every day.

Devon Hansen, Director of Music at St. Andrew’s, spearheaded the Saturdays at 7 at St. Andrew’s concert series when he came to Chatham from Windsor more than five years ago to provide a variety of music programs for the enjoyment of the community.

Raise the Roof will take the audience back through those five years with favourite artists and music numbers.

The program will feature the St. Andrew’s Chancel Choir and the St. Andrew’s Bell Choir. The Concert Choir of Chatham-Kent Secondary School will be the special guest choir.

Soloists include Chatham’s own Christine Baribeau, Xander Bechard and Nohl Egan. Bridgett Jordan from Detroit will be welcomed back to the stage.

The Occasional 5 Plus One brass quintet will perform as they have on various occasions. Some favourite organ and piano duets and Margaret Campbell on flute with a jazz combo will be included in the program.

The highlight of the evening will be a performance of Paul Haley’s Freedom Trilogy presented by all the choirs, the brass band and percussion.

The 2018-2019 concert series of Saturdays at 7 and the Windsor Symphony Orchestra will be launched.

All are welcome at St. Andrew’s, 85 William St. S, Chatham. The concert begins at 7 p.m. Doors open at 6:30 p.m. There will be a free will offering (suggested donation of $10 per adult).

Auditions June 10-12 The Chatham Voice

Theatre Kent will be celebrating its 40thanniversary during its 2018-19 season, kicking off with something a little different for the community theatre group.

The theme, 40 Years: The Sounds Of TK, will feature songs from the many musicals Theatre Kent has presented over the years.

The show is being co-directed by Christine Baribeau and Audrey Hummelen and auditions for the special revue will be held June 10, 11 and 12.

On June 10, auditions will be held from 3 p.m. to 5 p.m. for young people aged 10 and older.

Auditions for adults will be held from 5 p.m. to 7 p.m. on the same day.

On June 11 and 12, auditions will run from 7 p.m. to 9 p.m. for any-

one, aged 10 and older.

All auditions will be held in the Theatre Kent wing of Living Faith Community Church at 530 Victoria Ave., Chatham.

Those planning to audition are asked to prepare one song. A CD player and an accompanist will be on hand.

Hummelen, a long-time member of Theatre Kent, said she’s hoping to see a good mix of current, past and future members come out to audition.

Baribeau, who also directs the musicals at Chatham-Kent Secondary School said she’s looking forward to tackling her first directorial experience with Theatre Kent.

The show will be mounted at the Capitol Theatre on Nov. 16 and 17.

Sunday Evening in the Park The Chatham Voice

Local favourites “Mercy” will bookend the 2018 season of Sunday Evening in the Park.

The Dresden & District Christian Ministerial Association presents one hour of live Gospel and Christ-centred music and messages on stage at Jackson Park in Dresden starting June 24 and continuing every Sunday to the Labour Day weekend.

Since the late 1960s, Dresden-area churches have presented some form of music and message on Sunday evenings in the open air. It’s an opportunity not only to present reasons for the hope we have in Christ, but to prove that 13 congregations can work together in Christian unity.

Kids congregate, give to charity

It’s not your average 13-year-old who can research a charitable organization and write a presentation convincing her peers why it is a great choice to give money to.

Milani Savitz, a part of the 100+ Kids Who Care organization in Chatham, did just that in May, raising $205 for P.A.W. Animal Rescue with her fellow club members.

100+ Kids Who Care is an offshoot of the successful 100+ Women Who Care, a group who has raised more than $64,000 for charities in the area since it began.

According to co-chair of the group, Rachel Raspburg, the kids are asked to

commit to three meetings, where they bring $10 each time, and if they want, a charity to nominate. The kids listen to the presentations and then vote on the one they want to receive the money.

“They can keep it going if they want after three meetings,” Raspburg explained. “Kids learn the spirit of giving at a young age. They learn the importance of giving back to the community and that you don’t have to be wealthy to give. The more kids who gather together, the bigger impact you can make.”

Any member at the meeting can nominate a local charity, she added, and stressed the importance of making kids aware of what is important in their

community and what the needs are.

Savitz said she volunteers at the animal shelter and her love for animals is what made her choose P.A.W. “I love animals and don’t want them not to have a home and attention. I want to help them,” Savitz said.

The donation was the third one for the young group, which has met three times over the past year. Raspburg said the next meeting will be held in October at the Royal Canadian Legion Branch 642 at 39 William St. N. in Chatham, and while they have had a great response, they are always looking to welcome new members.

Recognize signs of stroke The Chatham Voice

June is Stroke Month and this year Chatham-Kent Health Alliance (CKHA), Chatham-Kent Emergency Medical Services (CKEMS) and Heart & Stroke are teaming up to ensure that more lives are saved from the effects of stroke.

CKHA and CKEMS will be helping to raise awareness of the signs of a stroke and the importance of acting quickly by placing decals with the acronym ‘FAST’ in CKHA’s patient waiting rooms and on CKEMS ambulances.

The FAST decal educates the community of the signs of stroke and encourages individuals to seek

emergency care right away if they encounter stroke symptoms.

FAST stands for: Face: is it drooping; Arms: can you raise both; Speech: is it slurred or jumbled; and Time: to call 9-1-1 right away.

Stroke is a medical emergency. The ability to recognize the FAST signs of stroke and act fast by calling 9-11 can mean the difference between life and death, or the difference between a full recovery and lasting disability.

It is with deep sadness that we share the news of the passing of Nancy Duffy (Roberts) on Friday, May 25, 2018 at the Chatham-Kent Hospice. Nancy’s loving husband, Ronald Morgan, predeceased her by less than a year, they were not meant to be separated for very long. Nancy is survived by her daughter Luanne Duffy of Calgary, son Alan Duffy of Wallaceburg, step-son Howard Morgan of Chatham and grand daughter Lucky Innis of Calgary. The family would like to thank Dr. Mayo and the amazing staff of the Chatham-Kent Hospice for their kindness and care for Nancy and her family during her stay at the Hospice.
