Foreword Welcome to the fifth edition of our Chemicals Management Software guide. Over the past four years we have reported on the increasingly important role software plays in supporting the chemicals management and control function within businesses. Levels of investment in software have not only been maintained but are growing again this year, despite the uncertainties businesses have faced during the global pandemic. It is clear that digital solutions are now very much seen as strategic imperatives for organisations, rather than just ‘nice-to-haves’. As companies around the globe look to transform their product safety and regulatory activities – from maintaining compliance to achieving broader and more challenging sustainability initiatives – the software they are deploying is helping to make this possible. Of course, chemicals management and control is only one part of the broader picture when it comes to the Environmental, Social and Governance programmes (ESG) we see driving leading companies. But given chemicals are complex by nature, both in terms of their regulation and in the efforts to address them at a substance level within products and the supply chain, they are also an essential part of the broader picture companies are working towards. The purpose of the guide is to connect you, our community of product safety and regulatory professionals, to the software that is being used in this space and to provide a clearer picture of investment drivers, the functionality available, the innovations to connect content and the platforms being used to deliver it. Our audience represents more than 17,500 organisations across key industry sectors and the responses we gather each year via our software survey provide us with a fantastic snapshot of activity in this marketplace. How is software helping companies with their chemicals management and control activities? Findings from the latest Chemicals Management Software Survey reveal more businesses looking to deploy a single system for all their needs, while regulatory compliance remains the top priority for software support. Global Managing Editor Kate Lowe reports. Software has a vital role to play in regulatory compliance, chemical safety assessment, hazard communication and product stewardship. In this year’s annual chemicals management software survey we aimed to understand exactly how organisations are deploying IT to meet their objectives in these areas – a goal which can only help to improve the development and implementation of effective solutions for chemicals management professionals.

This year, a record 347 companies took part in our survey – more than double the number participating last year. This dramatic increase in responses reflects the very different circumstances businesses now find themselves in compared with 12 months ago when most were still adjusting to the economic and organisational impact and ongoing uncertainties of the Covid-19 pandemic. Twelve months on, they are eager to move forwards and take advantage of the efficiencies and benefits of investment in the latest software tools – hence the heightened interest in this year’s Software Guide research. Despite the significant increase in the number of organisations taking part, the sectors from which they are drawn is very similar to previous years with the majority either chemicals producers or downstream chemicals users – with a very slight shift in the balance this year to downstream users who made up 41% of participants (up from 39% last year) compared with chemical producers who made up 33% (down from 36% last year). The remainder of participants were either service providers, law firms, regulatory agencies, trade organisations [Figure 1].

This year’s sample includes responses from enterprise scale organisations with more than 5,000 employees (25%), largescale operators with between 250 and 5,000 employees (29%), medium-sized operations with between 50 and 250 employees (16%), small-scale operators with 11 to 50 employees (21%) and micro organisations with under ten employees (9%) [Figure 2]. Highlights from this year’s survey findings include: • the number of chemical producers that report using software to support their chemical management requirements has grown significantly in the past 12 months;
• across all sectors the number reporting use of a single system to meet their needs continues to increase – up from 40% in 2020 to 48% in 2021; • a rapid increase in use of external consultants or third-party implementation services to carry out integration of new with existing software; • regulatory compliance activities remain the top priority for IT solutions among respondents; • within regulatory compliance, product compliance, regulatory management, data management and compliance assurance are the top priorities; • fewer organisations report that they have gaps in their data, nevertheless the majority (53%) continue to struggle to fulfil their data needs; and

to see this year that smaller sized organisations are now following suite of the larger players, with a rapid spike in their adoption of chemicals management software (> 70% using are now using software). Perhaps in part a result of the increasing accessibility and ease of integration, offered by the cloud based SaaS solutions we see on the market today.

Who is using software? Once again, the majority (61%) of organisations surveyed by Chemical Watch report that they have used a software system to support their chemicals management programme in the past three years. This is very slightly down from last year’s finding (64%). This includes software that has been developed in-house, solutions purchased from an external supplier as a bespoke or off-the shelf package, and/or outsourced managed IT services.
Meanwhile, following last year’s growth in the number of downstream businesses reporting using software to support their chemical management requirements, this year’s survey has revealed a significant uptick in chemical producers reporting the same, with some 78% stating they have been doing so in the past three years to help with chemicals management tasks – up from 67% in 2020.
In common with 2020’s survey, the most common users of chemicals management software in the past three years have been enterprise-scale organisations with more than 5,000 staff. Some 78% of them – up from 74% last year – report that they have used a software system in support of their chemicals management programme during this time period. Interesting

months. This year, producers took the lead with 46% – a slight increase on last year – saying they were considering doing so. By contrast, interest from downstream companies has lessened from its high of 53% last year to 37% of respondents this year. Interest among other businesses, including service providers, has gone down slightly with 43% stating they are looking to invest this year. Last year the figure for this group was 47%. Last year we identified a clear trend in the number of software applications that respondents currently use to support their chemicals management and control programme. Across all sectors, the number reporting that they use a single system to meet their needs had increased in the past 12 months – up from 33% to 42% for downstream users, from 25% to 35% for chemicals companies, and from 32% to 47% for other businesses including service providers. This year’s survey shows this trend is set to continue. Across all organisations types surveyed, we found 48% now use at least one software application to supprt their management and control function, up from 40% in 2020, as organisations throughout the suppy chain look to software solutions to support these activies. This indicates that the move towards greater systems integration flagged in last year’s survey has continued alongside greater purchasing of solutions that can tackle multiple chemicals management tasks. When asked if all of their software tools were integrated or connected with one another, 43% of respondents said this is the case – up from 32% last year.

A big change identified this time is the rapid increase in businesses turning to either external consultants or third-party implementation services in place of their own in-house teams to carry out the work of integrating new software with existing business software. from 11%. This year that number has risen to 27%. Similarly use of thirdparty implementation services is now running at 17%, up from just 4% in 2020. Meanwhile, the number of respondents that told us that they do not integrate software fell from 28% in 2020 to 18% in 2021. [Figure 4]
Meanwhile 78% cite hazard communication as ‘most important’ or ‘important’. This is followed by chemical safety assessment at 74% and product stewardship at 68% [Figure 5].
Regulatory compliance activities continue to be the number one priority for IT solutions among respondents to the survey. This year’s results show 81% of professionals regard regulatory compliance as ‘most important’ or ‘important’ to their current chemicals management programme.
Hazard communication proved to be a higher priority for chemical producers than chemical safety assessment with 87% citing the function as ‘most important’ or ‘important’ to their current chemicals management programme, while 77% saw chemical safety assessment as the ‘most important’ or ‘important’ priority.

The survey breaks these categories down further and looks at the detailed software functions that fall under each. In the case of regulatory compliance, out of 11 functions, product compliance, regulatory management, data management (regulatory lists, substance data) and compliance assurance were ranked the most important. By contrast last year’s survey saw change management, data management, reporting and substance volume tracking take the lead positions.

The SDS management function was the clear leader in the hazard communication IT solution category – with 76% reporting it as either ‘very important’ or ‘important’. In the chemical safety assessment solution category, worker safety, environmental safety and risk assessment functions were identified as the most important, with more than 74% of respondents citing each of these functions as being so.
Looking at product stewardship, out of six functions listed, respondents identified having a regulatory and chemical database as the two most important functions when investing in software, with 83% and 82% respectively. This marks a shift in emphasis from last year when respondents identified the full material declaration function as the most important within product stewardship IT solutions.

Key drivers Once again, time saving emerged in the Chemical Watch IT survey as one of the most important factors driving investment in software solutions – with 80% of respondents this year citing it as either ‘very important’ or ‘important’. Next comes regulatory compliance – cited by 78% as being so. Hazard communication and chemical safety assessment come next with 74% and 73% respectively seeing them as either ‘very important’ or ‘important’. [Figure 7]

When asked which functions (other than their own) use chemicals management data, respondents placed R&D (42%), health and safety (41%) and manufacturing/quality assurance (39%) in the top three positions. It is also notable that the number of respondents reporting their data being used by the corporate social responsibility function within their organisations has doubled since last year. But disappointing to see that its use continues to be rare at board level – just 6% of respondents say that chemicals management data is used by company leaders. [Figure 8]

How mature is your compliance function? Understanding where an organisation sits on the ‘maturity continuum’ can help identify gaps in its compliance programme and the factors that may influence it, says Chemical Watch chief analyst Nhat Nguyen The increasing pace of global regulatory change, convergence and divergence of those requirements, growing consumer awareness, technological advancement and the influence of social media have created a working environment of unprecedented complexity. However, as Amy Matsuo – a partner with Regulatory KPMG – observes, while compliance costs and inherent risks have driven significant changes in product offerings and business operations, many companies are now viewing compliance as an investment, not just a cost. Furthermore, Constance E Bagley, founder and CEO of Bagley Strategic Advisors and a Yale University senior research fellow, says: “Companies perform more effectively, create or capture more value or better manage
risk, when they comply with applicable laws, search for innovation opportunities created by regulation and deregulation, and proactively anticipate future regulation.” One way to create more value is through bringing an organisation’s compliance function up to date. The risk and financial advisory partners at Deloitte suggest that modernisation requires taking a broad view of the compliance structure, the design and execution of oversight processes, and how technology and analytics could be used to enable oversight and execution. The organisation must decide where it wants to position itself on a maturity continuum – and whether to move beyond the “reliable compliance function” to one that continually outperforms and adds value. Once a decision is made, organisations
can look to assess and improve their current structure and processes. These same concepts apply equally to the realm of product stewardship or chemical management. Product stewardship, as defined by the Product Stewardship Society, is “the responsible management of the health, safety and environmental aspects of raw materials, intermediate and products throughout their lifecycle and across the value chain in order to prevent or minimise negative impacts and maximise value.” When evaluating product stewardship through the lens of modernisation, a maturity continuum emerges. Through conversations with product stewardship professionals, business executives and organisations, and a decade of research and analysis, we observe that companies

The function engages with some, but not all, stakeholders within the business such as R&D, product development, procurement, production and logistics, marketing and sales, and senior leadership. As a minimum, regulatory requirements are communicated and shared among a wider audience within the organisation. The organisation may also engage in some activities that begin to generate tangible business benefits and value.

At the compliance foundation stage, companies at best will have a well-led, organised, managed and resourced function, capable of tracking compliance needs and responding appropriately to both regulatory and non-regulatory drivers. Many companies occupy this stage in terms of their product stewardship, compliance and/or chemical management functions. At first glance, for most this appears to perform well against the company mission. However, closer examination of such organisations reveals that these activities are often siloed from the rest of the business and expectation of their output rarely exceeds the narrow confines of “ensuring no disruption” to the business – the equivalent of regulatory ‘box-ticking’.

It has also established good communication within its supply chain (for example, with vendors and customers) to share information and insights about regulatory compliance.

It is well documented that compliance alone is insufficient and often results in unwitting violations, fines and loss of brand image. Even the most wellintentioned or ethical compliance function could be blind to company risks when this is siloed with little or no metric to measure (or celebrate) its success. In these organisations, inherent risks to the business may be hidden or simply not reported until it is too late.
Stage 2 Business integrated In this stage, compliance activities and knowledge are better connected to the parts of the business that are impacted by them – or that have an obligation relating to product stewardship or chemical management.
Stage 4 Product compliance maximisation In this stage, the compliance function is fully integrated into all parts of the business. It is able to help navigate current, and forecast upcoming, challenges, and offer solutions to meet or exceed compliance requirements while fostering new market or growth opportunities. Business executives are fully aware of the impact of current and future compliance risks and are able to use that knowledge to manage market risk or to drive investment, innovation and growth. Companies actively and seamlessly work with supply channels to share and obtain information, collaborate on processes, and avoid compliance issues that may threaten supply chain disruption. In addition, companies will have clearly defined metrics for the success of their strategic compliance actions, an assessment process for evaluating the return on investment and continually make changes or improvements to meet the needs of the organisation.
Comprehensive assessment To understand where it sits on the maturity continuum, an organisation should conduct a comprehensive assessment and build on the components of culture, people and structure – the cornerstone of any basic compliance programme. In the context of product stewardship or chemical management, the basic elements should be expanded to incorporate the following: 1. Structure and processes 2. Policy 3. Culture 4. Leadership 5. People 6. Value chain communication 7. Managing current compliance issues 8. Managing future compliance issues 9. Risk assessment 10. Risk management 11. Cost benefit analysis and ROI 12. Measurement 13. Value chain management 14. IT system 15. Data Although listed separately, no element exists in isolation and they must work together to form a complete and coherent compliance picture. For example, to have a culture of compliance, an organisation must also demonstrate that it has a clear policy, support from senior leadership (or even at board member level), guidance from the structure and process, and people to execute the programme. Likewise, there are many metrics to measure an organisation’s ability to comply with the current requirements or its ability to forecast and adapt to any future ones. However, to maximise any of these activities, it must also be able to assess and manage its risks by continually measuring against its metrics – and return on investment (ROI). Failing in any of these areas will hinder its ability to carry out its mission, maybe even make it blind to its own weaknesses.

for modernising the compliance function, or to move further along the maturity continuum, would be to first determine an organisation’s objectives and map out which of the elements may correspond to those. Those at the lower end could probably pick any area to start, but organisations further along the continuum are better off making minor changes in several related areas rather than focusing on one single element. What this suggests is that an organisation should be strategic in picking the initiatives it may undertake in order to improve the overall assessment. In other words, those capable of ticking off many related elements should be considered first. Once those initiatives are met, others may follow suit.
Benefits of the compliance maturity assessment The assessment of an organisation’s maturity can bring many benefits. These include the ability to: • identify possible gaps or flaws in the company’s compliance programme and culture; • provide a comprehensive overview on the compliance mechanism within
the company and relevant factors that may influence it, both internally and externally; • provide a comprehensive overview of how the company’s compliance function is connected with that of other stakeholders, including customers, suppliers, consumers, NGOs, the interplay and influence of each actor; and • provide results that drive performance improvements, for example, by establishing working plans to tackle identified weaknesses and measuring their effectiveness over time. In the context of chemicals management and product stewardship, it can provide a clear understanding of the importance compliance has within a company – and not only with regard to the cost savings that come from avoiding regulatory problems. Once an assessment process has taken place, the organisation can establish the baseline from which to measure itself. These data points and activities can then be used to measure its environmental, social and governance goals or its sustainable development initiatives.
Another assessment application In addition to helping an organisation assess its compliance function, the results of the assessment could be used to lower liability from an insurance perspective. Organisations with a more mature, modern process are better able to navigate change. They are also capable of minimising risk and liability. Over time, using the assessment of a trusted and reliable tool, companies manufacturing chemical and chemical products could use the data points gathered each year to evaluate their overall liability and offer as documentation in negotiation for better liability insurance terms. While there are many ways organisations may use the assessment data, the critical step is choosing to start. Thomas Nicolosi, compliance modernisation leader and Deloitte risk and financial advisory principal, said in the Wall Street Journal: “Wherever the organisation is starting and wherever it is headed, it’s imperative that the strategy include a plan to build value creation into compliance. Once that strategy is in place, executives can identify the places where critical investments are required to make progress.”

What are the latest trends in chemicals management software for professionals? Better supply chain data, circularity principles, remote working and systems integration are just a few of the factors driving the latest software developments for product safety and regulatory compliance professionals. Freelance journalist Elaine Burridge reports The sustainability agenda is driving rapid change in the chemicals industry. Not only are producers seeking to replace fossil-based products with renewable feedstocks and materials, but pressure from consumers and NGOs is forcing them, as well as distributors and retailers, to eliminate toxic chemicals from their portfolios. The UN Sustainable Development Goals and Europe’s Sustainable Products Initiative are just two strategies that are also forcing companies to think about undertaking concrete measures in meeting calls for safer chemicals that do not harm people or the planet, and drive forwards a lifestyle of repair, reuse and recycle. At the same time, there is a growing desire from companies up and down the supply chain to know more about the products they buy and their contents. “We are seeing more companies developing a restricted substances list and priority chemicals list while committing to continuous improvement. This is driving investment in product safety and compliance solutions, supply chain compliance platforms and regulatory research tools,” says Oliver Danckert, senior vice president of global strategy at Verisk 3E. He adds that the trend towards demonstrating sustainability is spurring higher demand from customers seeking help to obtain and validate data from suppliers about the raw materials used in manufactured products. Mr Danckert concedes this information is often difficult to get, and authenticating it presents another challenge.
Corporate strategy Chemicals management has also become more embedded in corporate strategy. “We are tracking the trend of chemical management moving from being a box to tick to being a bigger play for companies,” says Sphera’s Frank Arcadi, vice president, product management. “As product sustainability becomes required and most likely regulated, material information is business critical and holds the key for expansions of permissions to operate the right to sell.” Assent Compliance adds that it has seen a shift away from “niche or tactical solutions” with chemicals management becoming a major component of a business’s risk strategy. “Chemical data, supported with details on their origin, can generate information that reduces supply chain interruptions, identifies risks of human rights violations, and helps companies meet increased expectations for reporting on the sustainability and ESG-related qualities of the products they market,” says James Calder, vice
president, compliance and regulatory programmes. More than ever, customer requests are focused on social risks in the supply chain, for instance responsible minerals sourcing or anti-trafficking and slavery, and worker protection/safety. Circularity also features strongly with companies wanting suppliers to indicate the recyclability and reusability of their products in order to support circular economy principles. “There is a drive to support circularity principles in chemical management solutions,” says Sushma Kittali-Weidner, director of product management at iPoint, adding that the company’s suite of tools offers product compliance and sustainability, and recycling reports to support this trend. “These solutions already have the core data on a physical or chemical product and enriching this with additional information from integrated systems allows users to make informed decisions to design products, leveraging compliant, sustainable and closed loop principles. the foundation of a digital product/ material passport that provides all the necessary indicators from a regulatory, environmental, social, recycling and sustainability standpoint.”
Integration Along with other software providers, Kittali-Weidner says the market continues to want a single software provider with integrated data, expertise, tools and services on one common platform, with a preference towards off-theshelf solutions. “The general trend is to leverage off-the-shelf solutions and integrate them into existing solutions inhouse to enable designing for compliance and for circular/sustainable products. iPoint offers ready-to-use integrations and custom integration options to empower design and quality engineers,” Ms KittaliWeidner says. The uptake of cloud-based software has also increased, which software providers partly attribute to the coronavirus pandemic and the subsequent rise in staff working remotely. Increasingly companies want to have a cloud solution that can be reached from anywhere in the world, both for sites and employees, says Tomas Riegels-Jorgensen, sales manager and business developer sustainability at Bureau Veritas, adding that people are moving away from big, desk-bound computers to handheld devices and apps that allow increased mobility. Assent Compliance expects the rapid transition to cloud infrastructure will continue at a frenetic pace, adding that adoption of its cloud-based software has grown 50% year on year for five years straight. While Markus Noertemann, founder and managing partner of Helasoft, agrees there is a growing acceptance of cloudbased systems, he says Germany is a challenging but promising market in this regard. The company offers several cloud-based products, including Helacloud Carbon Manager, used for calculating carbon footprint/greenhouse gas
inventories, and Helacloud SDS Manager for automating the handling of incoming safety data sheets (SDSs) from suppliers. Helasoft is currently planning an additional functionality as part of its Helacloud Carbon Manager, which will calculate the chemical footprint for chemicals of high concern. Another customer trend relates to integration with mobile devices. Frans Lemaire, GHS expert and product manager ExESS, and Maxime Juste, support and delivery manager at Lisam, say there is a need for more web and mobile complementary applications that allow the display of regulatory information in a more user-friendly, portable and intuitive format. They are also seeing increasing demand for more in-depth user permissions as customers seek more control over what they share and with whom they share it, as well as growing requests for comprehensive logging information, for instance, showing the deletion of a product and when it happened. Customers are also requiring exportable logged information for audits.
Safety data sheets Safety data sheets (SDSs) are another specific area where demand has grown, as countries have adopted and are amending their implementation of the Globally Harmonized System (GHS) of classification and labelling of chemicals. Consequently, the need to create documents that are country specific and in the corresponding language has drastically increased. Not only that, says Manuela Dukeshire, executive with DR-Software in Canada, but the rising volume of data stored in SDS software has become important beyond the SDSs and labels themselves, for instance, in South Korea where manufacturers and importers are now allowed to submit SDSs in place of hazard information for some substances under K-REACH.
SDSs may also contain information that is needed to meet EU poison centre notification (PCN) requirements. DRSoftware has implemented a module through its ChemGes interface that creates the unique formula identifier (UFI) required on the label of products containing a hazardous mixture, generates the PCN dossiers and automatically sends them to Echa for notification. The first deadline for creating UFIs, adding them to labels and submitting PCNs was 1 January 2021 for consumer and professional use. The next – for industrial use – is 1 January 2024. UFI codes and PCN submissions are a hot topic in chemicals management right now, says Claus Ankjærgaard, head of product development at Norway’s EcoOnline. In July, the company acquired Denmark-based Chymeia, which offers cloud-based software called Almego for creating SDSs, also with a link to Echa’s submission portal. EcoOnline says Almego allows users to create and submit a dossier “in a matter of minutes”. Mr Ankjærgaard points out that Echa is taking a greater look at the quality of SDSs in Europe. The agency outlined a proposal to improve the workability and quality of extended SDSs in its REACH Review published in March 2018. Under existing proposals, it could standardise SDSs and introduce common phrases and mandatory formats for communicating information along the supply chain. Latest developments at Lisam have centred on SDS management and digitisation, particularly for storing and indexing documents for easy retrieval and identification, along with streamlining the communication of hazards and simplifying the regeneration of new safety documents down the supply chain. Other regulatory matters grabbing companies’ attention right now include Echa’s Scip reporting requirement under

Europe’s waste framework Directive (WFD), product information files under Europe’s cosmetics Regulation, the biocidal products Regulation, and substances of very high concern (SVHCs) under REACH.
PFAS reporting In North America, Ms Kittali-Weidner reports a higher focus on queries related to TSCA and per- and polyfluoroalkyl substances (PFAS), in addition to the standard restriction of hazardous substances in electrical and electronic equipment. She says iPoint’s compliance solution offers analysis capabilities using both industry- and customer-specific rules. Kevin Hoban, director of H2 Compliance, says companies are extending their efforts beyond just REACH-related work in Europe and actively preparing for upcoming obligations in India, Israel and Brazil for example, while also building substance inventories for other countries. Latest product developments relate to REACH-like regulations in the UK (as a result of Brexit), Turkey and South Korea, and reusing REACH projects and assets to minimise efforts in registration work elsewhere, Mr Hoban adds. Other developments include using regulatory tracking to keep a watchful eye on international events, and providing the ability to pivot between products, substances, jurisdictions and concentrations in the product stewardship area.
Looking ahead David Maher, director of RegulatoryOne strategy at Veeva Systems, has seen an increase in product stewardship and regulatory departments using digital solutions to deliver business processes and customer experiences that redefine the strategic impact of product compliance. For Mr Maher, the digital transformation of regulatory affairs is all about leveraging a unified digital environment so that skilled compliance specialists can spend
more time on strategic work that creates topline business value. The objective is to eliminate or automate manual tasks, increase speed to market, build customer trust and ultimately provide the core business with a competitive edge. “By getting digital product compliance right, chemical companies can unlock significant value from the regulatory function that is currently untapped,” he says. Companies anticipate that the ongoing shift towards digitisation and artificial intelligence (AI) will have a bigger impact on software developments in future. Blockchain technology too is becoming increasingly important as demands surrounding the security, integrity and accuracy of data increase, says Mr Arcadi of Sphera, adding that big data and data mining are driving business decisions, particularly around sustainability. Sphera believes that the trend towards integrating data will continue, and the ability to connect to big data, analyse it and keep it current will be imperative.
Machine learning According to Helasoft’s Mr Noertemann, software suppliers are working on the use of bots, robotic process automation and machine learning to automate the processing of clearly structured, repetitive and rule-based processes and tasks. Efforts are also directed to data analysis with machine learning (ML)/AI for descriptive and diagnostic analysis, as well as predictively identifying risks at an early stage. “I think in the near future, more solutions using ML-algorithms as well as big data/ data science will have a deep impact on our way of handling and using chemicals. Due to increasing regulatory pressure and further globalisation, there will be a high motivation to introduce more innovation and new technologies into the chemical industries,” he says. Certainly, the use of blockchain, AI and ML can support the industry trend
towards more trust and transparency among players in the supply chain, and for consumers as well. Nevertheless, Lisam’s Messrs Lemaire and Juste are surprised to notice that many regulatory aspects are still handled manually when they could easily be digitalised. They believe that new developments and solutions will depend highly on how the regulatory landscape evolves and will be shaped by actual user experience and needs. Benchmark ESG (previously Gensuite) has been working on applying AI and natural language processing (NLP) to chemical management applications to help organisations identify emerging chemical risks where their workers may be subject to health hazards while working with certain materials. “Too often, organisations are simply reacting to regulatory actions rather than being proactive. Technologies like AI can be applied to help organisations see around the corner,” says the company’s strategy officer Donavan Hornsby. Similarly, Benchmark ESG (previously Gensuite) is applying ‘image recognition’ to alert users to potential chemical hazards in the workplace, connecting with existing workflows for alerting, escalation and follow-up. Traceability is another increasingly important area where digital solutions can help. Bureau Veritas’s Mr RiegelsJorgensen says tracing chemicals poses quite a challenge and demands good relationships down the value chain, together with software systems to collect and track the data. Being transparent will become more and more critical in the value chain, especially as the volume of data and customers’ compliance needs expand exponentially, presenting software suppliers with multiple opportunities to create innovative solutions. But these solutions must remain user-friendly, flexible, adaptable and accessible.

How to select the right chemicals management software for your organisation The rapidly changing chemicals regulatory landscape means it is crucial that companies have effective, reliable management systems in place. What do you need and how do you figure that out? Once the decision has been made to look for a new system, it is critical to establish the functional, business and technical requirements that you require. For this, it is good to break down your needs into specific requirement statements outlining your expectations for the software. For example, it has the ability to: • track chemical approval requests (that is to say, it can perform regulation, hazard, storage and other assessments); • store, search and retrieve a global library of safety data sheets (SDSs); and • manage constituents and subconstituents based on: • hazard codes; • volume tracking; and • regulatory restrictions or limitations. Establishing technical requirements is as important as establishing functional system requirements. Your IT department will have the specifications needed to ensure that any new system will operate effectively with existing technologies. For example, the system might need to: • be hosted externally in a highly secure data centre; • have a compatible mobile capability; • provide readily available tools for importing and exporting data; and • connect with the preferred business intelligence software. Who should be involved? Once you have developed your organisation’s requirements and have an understanding of the potential solutions that are available, conducting preliminary software demonstrations of select vendor offerings can help you make refinements • environmental health and safety (EHS), health department staff and; • departments that request, order, and manage chemicals once they arrive on site.
Understanding and evaluating the market While you are gathering requirements, it is also a good time to start collecting information on software providers. Conducting internet searches using key words or phrases is one way to get a quick sense of the possibilities, but it can be confusing. A better way is to work through your professional network of contacts to find out what systems your peers are using or have used in the past. Comparing experiences directly with peer companies and working through industry associations can be informative. You may also want to seek out trusted consultants specialising in product stewardship and EHS software selection and implementation. These companies, with dedicated teams working in this area, have experience with multiple solutions across industries and help customers plan, select, deploy and sustain software systems. It is the job of consultants to ensure their clients achieve the business outcomes they are seeking. Once you have developed your organisation’s requirements and have an understanding of the potential solutions that are available, conducting preliminary software demonstrations of select vendor offerings can help you make refinements. Many companies have stakeholders that have been inside the company for a long time and may not be aware of the advanced features that many solutions
can offer today. Conducting informal demonstrations and asking questions can help shape a team’s vision of what is actually possible. As requirements are finalised and vendors identified, the next step is to develop a formal request for proposal (RFP). Writing an RFP and formally soliciting input on a software company’s background, qualifications, size, areas of focus and their response to your specific requirements is crucial. This formal response helps establish the commercial basis for a potential relationship and grounds each company regarding the interests of the other. After reviewing the RFP responses, select three to four vendors for formal software demonstrations. Prior to the demonstrations, provide each vendor with scripts that represent example scenarios of how your company would expect to use the system. Using the scripts and your requirements, build an evaluation scorecard. This scorecard allows you to add objectivity to your evaluation. Combining this assessment with the RFP responses you have received – including software licensing costs – can help further identify the potential best fit partner company.
The implementation phase A key part of selecting software is to consider the implementation process. Part of the purpose of the RFP you sent out should be to solicit input from the vendors on what approach they would take. Each vendor should supply a deployment methodology and an outline of any expected external and client resources needed. Many vendors also work with third-party implementation

consultants who have detailed expertise and experience with the specific software tool. You should also ensure that candidate software companies, and any of their recommended partners, have experience with businesses in your industry and that they are of a similar size. It is important to note that selecting the right software is only half of the equation for a successful project. Implementation is just as critical. However, it is often more difficult to assess, as demonstrations of implementation processes cannot be viewed or scored. This is an area where doing research will pay off. Here are a few suggestions to get started: • get references for how the vendor has dealt with implementation in other companies, as well as for the software itself; • talk to your network about their experiences – what surprised them? What do they wish they would have spent more time or resources on? • among the implementation estimates you received, is there one that is significantly lower or higher – ask why this is so; • ask how the vendor will help you to manage the change beyond just training; and • check and be clear on what is included in the software support and how current clients rate its quality.
Making the case for software It is never too early to start building a business case for new software, as most companies require some form of justification for large investments. Always remember that your best source of information will be your internal network and others that have walked this path before. As you begin to assemble your
business case, here are some areas to begin documenting: • legacy systems that could be replaced and any related licensing, hosting and IT support costs; • efficiency gains/productivity improvement – try to capture estimated hours saved. Offer suggestions or even commitments as to how time saved will be used; • whether your team is facing impending retirements or organisational changes – this emphasises the need for knowledge and best practice retention which new software systems can foster; • staff engagement/performance with respect to existing systems; • potential staffing changes due to increased efficiency/effectiveness; and • anticipated improvements in transparency and accountability.
What’s next Selecting and implementing a software solution can be an exciting project. They are projects that will challenge you to learn skills and give you insight into innovative tools. It will connect you to a new network of professionals who may look to you for future advice or help you in the future. And most importantly, they are projects that have a lasting impact on the performance of your company and your team. Software projects can also be risky and sometimes their complexity and resource requirements are underestimated. Remember there are many who have experienced this journey already and there is learning to be gained from others’ experiences. As with most larger projects, their success can lie in the amount of investment that is made into the learning, communicating, planning and preparation in the early stages.
