MEC visits grieving families O
n Sunday evening, 19 January, a bakkie drove into a group of 7 people at Vlaklaagte and all seven were killed. On Wednesday, 22 January, MEC Community Safety, Security and Liaison, Cynthia Gabisile Shabalala visited the bereaved families. The wailing was heart-wrenching to hear and the whole community stood together as one to support the grieving families. Pastor Lucky and Pastor Gift said: “On behalf of Pastors working in the community of Holfontein, we were so shocked about what happened. We as a community must go back to God. God can comfort us during this tragedy.” The MEC Community Safety, Security and Liaison, Cynthia Gabisile Shabalala, visited each family and expressed her condolences and support to the families. She was followed by an entourage of GMM dignitaries that included the mayor, Thandi Ngxonono and several other ANC councillors. The MEC arrived in metallic silver high heels, not at all prepared for the poor living conditions that the residents of Vlaklaagte have to face every day. The entourage of dignitaries had to negotiate pools of water running down the muddy roads. The Road Accident Fund (RAF) was also present and families were promised that they could claim pay-outs for their lost ones. The message from the MEC was the same to each family (translated from Zulu): “I am here to defend the people who were in the accident. It was a terrible accident, especially because it was young people. The African National Congress Government takes care of people. I will be here for the families who are grieving and we’ll take care of them. We, the government, are grieving with the people. We know there are still people driving recklessly and we must be safer on the roads. We must try harder to teach people about road safety. We know this driver was not driving safely and the law is taking its course because there were charges laid against him. As the charges have been laid, the court will not go soft on him as there is enough evidence against him. As a government we have a lot of problems but we made time to come here to give our condolences to the families. May their souls rest in peace and we would like to send our condolences. May the Lord be with the families.” Opposition leader in the GMM council,
Democratic Alliance Cllr Ciska Jordaan spoke to The Bulletin: “Residents of Holfontein have been highlighting their concerns surrounding this dangerous road since early in 2019. Since then, the request for speedhumps or speed reducing ruds have been made by myself to several relevant departments in the municipality, to no avail. The Provincial Department Public Works, Roads and Transport had finally complied to this request by installing speed humps during last week, at great cost to the Holfontein community.” DA Cllr Jordaan further stated that she joined the MEC and her delegates with the sincere intention to pay respect to the grieving families only to experience the exercise as yet another ANC roadshow seemingly meant to extinguish the criticism that rose from the Holfontein community after the accident, with promises of pay-outs from the Road Accident Fund. “The DA condemns in the strongest terms the undesirable tendency of municipalities to react to the needs of residents when it is too late, especially when their safety is concerned, such as
in this terribly saddening case.” Cllr Jordaan continued: “The DA remains grateful that the speed humps were finally installed and hopes that this will enhance safety for pedestrians and road users of the Vlaklaagte road. They will also be verifying whether the aid that was promised to the families of the deceased is received.” When the residents of Vlaklaagte were given a chance to express their concerns and raise their grievances, it appeared as though they were scared to do so. Another source informed The Bulletin that this was not the first time there was an accident on that road. They said that several animals were hit by speeding drivers in the past. The afternoon was marred by poor organisation and lack of transparency. Initial reports indicated that the MEC will arrive at 09H00 but a select few received information that the MEC will arrive much later. Only upon an enquiry by The Bulletin, a new schedule was distributed to the media. Even then the arrangements were not clear. At 15H00 a large
contingent of people were gathered at the Trichardt Police station. Provincial Traffic Officer Skosana showed her disrespect towards journalists by trying to engage in an argument regarding communication between the Department of Community Safety, Security and Liaison office and media, showing her lack of knowledge of the communication sent to the media. At around 16:45 the mayor’s brand-new BMW X3, suddenly, raced off from Trichardt Police station. This was after Speaker Zuma told The Bulletin that they (dignitaries) had no idea that this was happening and that they only found out about the MEC coming to Vlaklaagte an hour ago. No communication was received as to the mayor’s sudden departure. The media, traffic officers and SAPS were not informed and took it upon themselves to follow the mayor’s car. Only to wait another half an hour at Vlaklaagte for the MEC to arrive. “Let us hope that this forgotten and neglected community will now receive the attention that they deserve,” concluded Cllr Jordaan. - Ané Prinsloo

snippets Police concerned about the increase in shoplifting Bethal: There were a number of shoplifting incidents reported recently at Bethal police station by either the owner, security guards, managers and or staff members in different retail stores. Constable Mogadime explained that shoplifting is unnoticed theft of goods from an open retail establishment. Shoplifting typically involves a person concealing a store item on the person, in pockets or under clothes - or in a bag, baby stroller, etc. and leaving the store without paying for it. With clothing, shoplifters may put on items from the store and leave the store wearing the clothes. This act is complete when the person goes past the till point/cashiers and security without having paid for the item. Constable Mogadime, the Communications and Social Crime Prevention Officer at Bethal SAPS explained that shoplifting is indeed a problem and a main concern in Bethal since it is an area with a couple of shops with others still growing. “Once the crime has been committed, we receive complaints from shop owners where police are called in to fetch these perpetrators,” added Constable Mogadime. The legal consequences of shoplifting can include jail or prison time, punitive fines, community service hours and more. Offenders are often prohibited from entering the place of business from which they stole goods. Shoplifting is not a game and it has a negative impact on the business and you could have a criminal record. “It doesn’t matter if it is a small item that cost less than a Rand or an expensive
PROPERTIES EIENDOMME TO ADVERTISE CALL 017 631 1903 • 017 631 1845
item. There will be serious implications for those caught shoplifting.” said Constable Mogadime. To prove that shoplifting is a serious offence, recently a 47-year-old Mr Majonjo Sibiya appeared at Bethal Magistrates Court facing charges of shoplifting and Detective Constable Xolani secured the conviction. Mr Sibiya was convicted for eighteen months imprisonment and in term of section 103(i) of the firearms control act 60/2000, he was also declared unfit to possess a firearm. His conviction came after he entered Pep Store at Cosmos Centre and stole 2 pairs of men’s socks and left the store without paying for them. He was caught by one of the employees. The consequences of shoplifting in some cases set up new businesses to fail unfortunately. Businesses lose a lot of money as a result of shoplifting and are forced to put security measures in place to prevent their businesses from suffering loss. In addition to lost profits, the consequences of shoplifting also force businesses to raise prices and the consumer to pay for items at a higher price. Constable Mogadime also warns the public not to take chances with the idea, because they will be caught. It is a serious offence and will certainly impact their future negatively.

Police activates a lookout for 12 stolen vehicles Parktown - Police are on the lookout and are appealing for public assistance
with the location of suspects and/or vehicles stolen from a vehicle storage facility in Maggs Street in Watloo, east of Pretoria between 06h00 and 07h00 on the morning of 26 January 2020. Nine Ford Ranger bakkies, two Ford Fiestas and one Ford Figo were stolen from the facility after an alleged impostor dressed in the uniform of the security company on site, found his way onto the premises; held the on-duty security detail at gun-point; opened the main gate, allowing in about 17 more suspects onto the premises. It is alleged the suspects were all dressed in the same uniform of the on-site security. The suspects made off with the 12 vehicles. Security guards that were on duty were found on the premises with their hands tied. A case of business robbery has been opened. Gauteng Provincial Commissioner of Police, Lieutenant General Elias Mawela has called for the immediate mobilisation of an integrated team of investigators led by the SAPS Crime Intelligence and the Vehicle Crime Investigation units, towards the apprehension of the suspects. Anyone who may have information that could lead to the apprehension of the suspects, is urged to contact police by calling the crime stop number 08600 10111 or by giving a tip-off on the MySAPS app that can be downloaded onto any smartphone. Information can be given anonymously.
Security service providers to be paid in due course The Department of Community Safety, Security and Liaison (DCSSL) has contracts with various service providers in order to render security services at various government sites across the province. These sites include clinics and health facilities. The service providers are paid on a monthly basis upon the submission of invoices to the department. DCSSL has however experienced budgetary constraints since last month and this affected timeous payments to these companies within 30 days in line with government prescripts. This has led to some companies not being able to pay their employees although DCSSL does not have contact with the employees of the affected companies, we expect them to timeously pay their employees’ salaries. Moreover, these companies were evaluated based on their capabilities which include financial and human capital. Paying of employees’ salaries by the companies is part of service level agreement (SLA) that the department has with these companies. The employees at some of the sites downed tools as a result of nonpayment of their salaries by the companies. With regards to budgetary constraints, DCSSL has since engaged the Provincial Treasury and guidance has been provided by the Office of the Premier. Meetings were also held with the service providers in order to urgently resolve the matter. A provision has been made for financial assistance to be made to DCSSL. Great progress has been recorded in this regard with an intention of normalising the situation. Therefore, according to the plan at hand, the affected service providers will be paid by no later than 1 February 2020. The internal processes in consultation with the Provincial Treasury, for budget
31 January 2020 transfers to be effected, are already underway. DCSSL is aware about the urgency of the matter and an appeal is therefore made to all affected stakeholders including labour movements and employees, to bear with government during these difficult times. The department apologises for the inconvenience that may have caused. We are a caring government that seeks to empower the citizens of the province through among others prompt payments of service providers including security companies.
Provincial Commissioner welcomes hefty sentences handed down to heartless rapist The Provincial Commissioner of Police in Mpumalanga, Lieutenant General Mondli Zuma, has welcomed the sentencing passed by the High Court Division of Mpumalanga sitting in Delmas, where 35-year-old Sipho Samson “Oneman” Masombuka was sentenced to 8 life sentences plus 553 years imprisonment on 23 January, after being found guilty on 70 counts of rape, robbery with aggravating circumstances, kidnapping and pointing of firearm that he committed between 2008 and 2018 in the areas of Kwaggafontein, Siyabuswa, Dennilton and the surrounding areas. When handing down the sentence, Judge Neliswa Mali, said that the accused was heartless as he went on insulting his victims in terms of their bodies and personality. Judge Mali further emphasised that women are not safe whilst people like Masombuka are out in the streets. She concluded that the community will be free after Masombuka is removed from the society. The Court heard how Masombuka was terrorising vulnerable women, between 16 and 40, at that time in their homes. The vicious Masombuka, who was armed, would attack his victims on the streets, rob them of their belongings including cell phones and often kidnapped them. This man who acted like a predator, would at times break into the homes of his victims whilst they were asleep. Masombuka would threaten his victims with a firearm and take their belongings before raping them. Scores of cases were opened by the victims and in most of the cases one would discover that suspects were unknown. The police investigation team worked very hard to close the net of this maniac. He was finally arrested by police, linked through DNA. Detectives knitted their case to be watertight so that there is no loophole left for Masombuka. The evidence before court was so overwhelming and led to Masombuka being found guilty of the charges levelled against him. In welcoming the sentence, the Provincial Commissioner also admired the investigation team under the Family Violence Child Protection and Sexual Offences (FCS) Unit in Kwamhlanga, the prosecuting authority and the Judiciary for their excellent work in ensuring that justice triumphed. “Words cannot really express my appreciation to the outstanding work done by the investigation team which led to the subsequent conviction and sentencing of the accused. This is an indication that SAPS is determined and committed to decisively deal with those rotten elements that commit gender-based violence. I believe that the sentence will serve as a deterrence to the would-be rapists,” said General Zuma.

Security company under scrutiny Sniper Protection Services made headline news this past week. Not for good work done, but by being accused of allowing untrained and unregistered security guards to operate, some of them underaged. Sniper Protection Services is also accused of assaulting employees and working excessive hours. The Bulletin spoke to Adriaan Keyser on Sunday afternoon. Adriaan is a former employee of Sniper Protection Services and worked in Bethal. When asked about training Adriaan responded that they received no training whatsoever. “We also did not have any weapons to protect ourselves with most of the time,” he said. “We are also not registered anywhere.” He further stated that when they were given weapons, it would normally be a sword and sometimes a bow and arrows, but normally they would not have any weapons to defend themselves with. Adriaan also said that they had to guard sites without any backup or weapons. In the initial article by ENCA it is stated that South Africa has over 9,000 security companies that employ over half a million guards. The actions of these companies, who run them and who they employ warrants greater scrutiny. The Bulletin is aware of at least one case where a person allegedly discharged a firearm, was allegedly declared unfit to carry a firearm and is now employed by a local security firm. Adriaan also confirmed the allegations of assault by the owner of Sniper Protection Services. There is a video (e-News) that shows Walter Stander tazing Adriaan because he fell
asleep. Adriaan said that Stander spoke daily about the consequences of sleeping on duty. “Stander would either taze or beat us,” Keyser said. A former employee stated that he was 17-years-old and worked for the company for five months. He said that Stander insisted on being called “the General” by the security staff and they had to work twelve-hour shifts, sometimes multiple shifts in a row. “Stander’s wife was called Brigadier.” He and many others say they were never paid overtime. Keyser said also said that this treatment wasn’t isolated. Yet another former employee, DJ van Straaten said: “Stander demanded you to work permanently without any leave allowed. If you take a day off, it’s deducted from your pay.” Stander doesn’t deny employing a 17-year-old, but says he was helping a family. As for the tazering video, he said that he “gave the guy a fright.” Walter Stander served time in jail according to e-News. Walter was convicted of murdering his wife, Maria Ernestina (29), on February 11, 1999 according to the reports. In a mad rage he battered her to death and assaulted her mother, Aletta Henning, when she tried to help her daughter. Magistrate Nel found Stander was able to distinguish between right and wrong when he battered his wife. The initial story can be read here: https://www.news24.com/xArchive/ Archive/Pastor-guilty-of-killingwife-20020829. Stander was a youth pastor at the time.
Fully developed foetus found in eMbalenhle The eMbalenhle community discovered remains of a fully developed foetus. Some of the community members said that the foetus looked around 8 months old. In 2019 many fully developed foeti were discovered in and around eMbalenhle. The Bulletin reported on the high number of illegal abortions that occurred in the township in October 2019. On Friday, 25 January, the community from Mandela Section were shocked when one of the sewers was blocked. They tried to unblock the sewer but found a fully developed foetus, the cause of the
blockage. SAPS and ambulances were called to the scene and upon their arrival they made a declaration of death. At this point it could not be confirmed if a case was opened at the police nor what type of case. People are encouraged to visit clinics should they need counselling because it is clear that there is a lack of knowledge which could be the reason behind all of the abortions. The Department of Health should engage with communities and reach out to school kids. #STOPillegalabortions - Sandile Mkhwanazi
eMbalenhle SAPS investigating a rape case eMbalenhle police are yet to make an arrest after a rape case was opened by a 15-year-old girl. It is alleged that the perpetrator tried to rape the girl twice before in Ext 15. The exact date of the incident could not be remembered by the victim but she said that the suspect asked her and her friend to go with him to the shops. When they returned, he asked them to help him drop off his groceries at
his home. That was when he tried to rape her. According to the information available, the victim was at the suspect’s home for a visit when he started to undress her and allegedly rape her but was disturbed by another person who wishes to remain anonymous. A rape case was opened and the case was referred to the Family Violence and Child Protection Unit for further investigations. - Sandile Mkhwanazi
The Private Security Industry Regulatory Authority (PSIRA) has done an inspection at Sniper Protection Services and will comment in the coming days. In a statement dated 23 January, PSIRA stated the following: Earlier this morning, the Authority had served letters of intention to suspend the registration of both the business and the Director of the security company in his personal capacity. And: Furthermore, whilst our investigation is on-going, the Authority will also establish the following important aspects associated with this case: • The unlawful hiding of faces and/ or wearing of masks/balaclavas by Security Officers; which is often used for authorised covert operations; • Whether the kind of training these Security Officers has been accredited by PSiRA; • Besides the Industry’s Code of Conduct, establish whether the security service provider has complied or otherwise, with other relevant legislations prohibiting child labour. The Code of Conduct for Security Service Providers, 2003, prescribes amongst others the following: - A security service provider may not perform any act which is calculated to bring the Authority into contempt or disrepute. - A security service provider may not
act in any manner that threatens or poses an unreasonable risk to the public order or safety. PSIRA confirmed that they are investigating the allegations above and that their inspectors found several irregularities. PSIRA will release a statement in due course. The Video of ENCA can be seen here: https://www.enca.com/news/securitycompanies-under-scrutiny?fbclid=Iw AR0r6mjGIwhSZ5GKZSQwOvXzeZu2 du9-NeKkFI0pZszCWIwt5F-nqgk5lno. The Bulletin could not establish contact with Mr Stander to verify the allegations against him.

Ds Marius Britz Langpad ry is vir baie mense lekker. Alles moes foutloos wees. Diè trommel is heel eerste gelaai.
Drie wesens in Een?

The myths and the legends of the metal community, history of the metal genre in SA Have we stumbled upon the greatest potential piece of history in South African metal? The myth and the legend, the man who practically kicked it all off, the founding member of Retribution Denied and Sacrifist: Paul Verster. A name unknown to most of those who joined the metal scene recently or those who haven’t yet jumped on the Crazy Train that is metal. While rock bands were popping up in South Africa at the time, there had to be something that stood out from it all. It was brutal, it was angry, it was Retribution Denied, formed in 1991, releasing a six song EP through Inhouse Records titled: “The Meek Shall inherit the earth...” In 1992, a split project called “The Black Cathedral... and other stories” followed by another split project the year thereafter: “Death of Africa…? “ They had already made a name for themselves and blew minds all over South Africa, introducing a much more aggressive tone to ears everywhere. In 1995 they recorded and released another demo: “In the beginning there was...”. With their gore-filled lyrical content and blackened Death Metal sound, they burrowed into the hearts of many metal fans everywhere. Despite the crowds that frowned upon this new inaudible music genre, labelling any headbanging man or woman with long hair, piercings and a different outlook on life, they gutted their way through the negativity and kept on pushing for the freedom of it, the beauty of it and the fans that loved it. Finally, being able to see something like

Dean keeps Moove-ing On 24 March 1992 Dean Wrigley Jnr was brought into the world. He is the youngest of three children and isn’t scared to say that he is the favourite! He was born and bred in Secunda and with his worldwide travels still chooses to call Secunda home. Dean’s fitness journey started when he was in Grade 9. He had Sport Science as a subject and his teacher, Mrs Boyley, told the class that they were unfit. Mrs Boyley was also an aerobics instructor at Sasol Gym. Mrs Boyley played a huge part in Dean’s fitness career. Dean and a friend decided to join her class. Walking into a gym for the first time was terrifying for the two youngsters. “We did not know where to look. There was so much going on but as soon as we walked into the aerobics class, everything just synchronised. The sound of weights falling, people on treadmills, the electrifying music. It is indescribable the magic of a gym. Right there and then I knew this was where I belong.” In Grade 10 he did his group fitness qualification through Fit Pro and the 4 November 2008 he hosted his first class. By the time he was in matric he was offered a full-time position at Sasol Gym. As life would have it, in 2011 a few spanners were thrown into the works for Dean. These were told to me but we’ll keep that “off the record.” Even though a lot happened, it did not deter him to follow his dream of working on the ships (even though his ultimate dream was always to be cabin crew). In the middle of 2011 Dean flew to London for 6 weeks of basic training. From there he set sail! His first experience on the boat led him to: Orlando – Nassau – Bahamas. The second boat sailed him to: Miami – Nassau – Jamaica - Cayman Islands. But even though he loved every moment and experience gained, there was still a hole in his heart which led him back to a permanent position at Sasol Gym in 2013. Realising that he needs something to fall back on he started studying BCom Accounting and finished his clerkship at TVS Auditors but continued giving class at the gym. He soon realised that he is not cut out to sit in an office. This was the umpteenth time that he realised that fitness is his ultimate dream. December 2017 Moove Motion Fitness opened. He started as a fitness trainer and today he is Regional Manager: Fitness for four clubs. Even though his position keeps him busy he still instructs dance classes, Pilates and Aqua. He said that every class is a performance. “I always joke and say I’m working towards an Oscar. I always preach to other instructors that if you stand in front of the class, there is not a world outside of that classroom. If you have 10 members in your class, there are 10 different reasons why they are there. You are their escape for that hour.” Except for his love of fitness, he has, in his own words, “a massive passion for human movement. It is fascinating to me how the body works.” Another love Dean has is Netball. “It goes with my passion for human movement. It is such a strategic game and each player has to be extremely fit as each one has a role to play. I am a graded Action Sports Netball umpire and of my goals is to go to SAs and to be able to umpire at such a high level would be an honour.” – Ané Prinsloo

Death of second competitor in 2020 Dakar Rally
Edwin Straver has died as a result of injuries sustained in a crash at the Dakar Rally. The 48-year-old Dutch motorcycle rider crashed 124km into the penultimate Stage 11 at this year’s Dakar Rally and was found by a medical helicopter crew who gave him immediate treatment before he
Kirsten Landman was airlifted to hospital in Riyadh. Straver was repatriated to the Netherlands on Wednesday (22 January) before his death was confirmed by his family. The Dutch rider was competing in his third Dakar Rally having finished 30th overall and first in the Original by Motul class in 2019. Straver becomes the second competitor to die at this year’s Dakar Rally following the passing of fellow motorcycle class rider Paulo Goncalves who suffered a cardiac arrest after a fall
during Stage 7. A total of 31 competitors have lost their lives in the Dakar Rally, of which 22 were bikers. South African competitors and back-up teams in the Dakar Rally increase every year. A large contingency participated in the 2020 event. Standerton’s Thinus Bosse
Taye Perry Fifty-Nine-year-old Thinus Bosse, a former Standerton scholar and farmer, currently residing in Saudi Arabia, supported the South African car 354 in the rally. Bosse, in truck 728, was part of the back-up team to Kyalami-based Red-Lined Motoring Adventures, TreasuryOne duo Hennie de Klerk and Johann Smalberger, from Pretoria, in a South African built and developed Nissan Navara, who started 27th in the final stage off a fine second week following a tough initial week, but they were left stranded within a stone throw
of the finish with transmission failure. They eventually made it across the finish line, taking 34th place overall. African Lady Hero’s Epic was SA female rookie Taye Perry’s superwoman effort aboard her KTM. Taye had ridden brilliantly to start the penultimate day a splendid 51st overall and third among the lady bikers, but her machine developed a problem to leave her stranded in the desert 300km from home. Undaunted, Taye was towed out of the stage and arrived at the bivouac at midnight, her bike was repaired and she rode home to finish 78th overall and fourth among the ladies. Perry’s loss was Kirsten Landman’s gain, a professional KTM Enduro rider, finished as the first South African and the first lady competitor from Africa to finish the Dakar Rally. She rode a consistent race to come home in a splendid 54th and third overall among the ladies. Southern Africa Car competitors Inevitably, the top Southern African car competitor, Stellenbosch based Giniel de Villiers who rode a brilliant event with new navigator, Spaniard, Alex Haro Bravo to finish 5th overall after a tough tyre event hampered by punctures and tyre degradation. The pair was the second Toyota Gazoo Racing Hilux in the overall standings, after winning the 2nd stage and finishing 3rd in stage 10. Side-by-Side competitors Another top result came from South African Sean Berriman, racing under an American license as navigator to the SSV category winner Casey Currie. In 4th place overall in the SSV class was Zimbabwean, Conrad Rautenbach, a former South African Rally Champion, with his Portuguese co-driver Pedro Bianchi Prata. Bike achievements
Botswana’s former triple South African champion Ross Branch, riding as a privateer, took a Day 2 win and rode most of the way well within the top ten against the might of the factory teams. A few challenges along the way included a big fall, riding with a separated shoulder and a destroyed rear wheel, dropping Branch to 21st overall. Factory Honda rookie Aaron Mare, based in Dubai, former SA rally raid star, 2018 Indian Desert Storm and 2019 Dubai Baja winner, on bike 26 retired after stage 2. Veteran former Springbok hurdler Wessel Bosman, broke his ankle when he took evasive action not to be hit by a truck, his fourth retirement from the Dakar. Privateer, Stuart Gregory on KTM bike 100, did not post a finishing position after stage 8, but he finished the event in 63rd position. About Dakar 2020 Covering over 7800km, of which more than 5000km were racing miles, Dakar 2020 kicked off with 319km of racing over dunes and stones between Jeddah and Al Wajh Sunday, 5 January. Then it was off to Neom on Day 2 and a romp around the dunes there on day 3 — the second half of the bike marathon stage, before 453km to Al Ula, 353km to Ha’il and 478km to the rest day at Riyadh. Week 2 started with the longest 546km run to Wadi Al-Dawasir on Sunday, 12 January, before a 474km loop on the Monday and a 415km race to Haradh. That was followed by the 913km no service car Marathon stage comprising 534km of the finest dunes to Shubaytah and 375km back to Haradh, before the final 374km sting in the tail to the 17 January finish at the new Qiddiya complex near Riyadh. - Coen van Zyl
