H.R. 4783, the Pathways to Careers Act, will allow low-income individuals to enter and follow a career pathway in the health professions. Nationally and in Illinois, the number of licensed emergency medical technicians (EMT) has dropped drastically since the pandemic. Legislation like H.R. 4783 will reauthorize and modernize the Health Profession Opportunity Grant (HPOG), which provides grant funding for education and training in careers like EMTs. The American Ambulance Association (AAA) is a national trade association for the EMS industry and has chosen Davis to receive their 2023 award for helping improve training and workforce opportunities in the EMS industry.

New Year, New Laws: Giannoulias Initiated Laws Take Effect Several new laws initiated by Illinois Secretary of State Alexi Giannoulias have taken effect. The initiatives were passed in 2023 by the Illinois General Assembly before being signed into law.

“I wish all Illinoisans a safe, healthy and happy New Year. The laws going into effect today will make our roads safer, increase voter access and protect our libraries and librarians,” Giannoulias said. “But this is just the beginning. My office has big plans for 2024 as we continue to strive to deliver the best possible results for all Illinoisans.”

In an effort to combat distracted driving, House Bill 2431 makes it illegal to Zoom, watch or stream videos, or access social media sites while driving. This legislation will ensure drivers keep their eyes and attention on the road, making Illinois roadways safer for all Illinois motorists.

It is now easier for young Illinoisans to guarantee that they are eligible to vote when they turn 18. Under Senate Bill 2123, teens obtaining their driver’s license or state ID card may register to vote at an Illinois Driver and Motor Vehicle (DMV) facility. This legislation increases voter participation and access, ensuring that young people have a voice on the issues that have a direct and tangible impact on their lives, especially student loan debt, the economy and education.

In order to qualify for grant funding in 2024, Illinois libraries are now required to adhere to the American Library Association’s (ALA) Library Bill of Rights or issue a statement prohibiting the practice of banning books or resources. This first-in-the-nation legislation guards against censorship, protects librarians and preserves the purpose of education: teaching children to think for

Bright Start and Bright Directions are the State Treasurer’s Office’s highly rated 529 college savings programs. Parents can open an account at brightstart.com and submit a claim for the $50 First Steps seed deposit during the enrollment process. Parents who already have a Bright Start account for their eligible child can go to brightstart. com/first-steps/claim/ to submit a claim. Bright Start is accessible and affordable, with no minimum contribution, minimum balance, or annual fee. Parents who prefer to work with a financial advisor can claim their $50 deposit by visiting the Bright Directions website, https://brightdirections.com/first-steps/.

The $50 seed deposit is a great place to start, but it is only the beginning of a parent’s college savings journey. College costs have risen more than 134% during the past 20 years. Saving early gives parents more time to set aside money. A Washington University study found that having any amount of money put away in a dedicated college savings account increases the likelihood of a child pursuing education after high school.

State lawmakers approved the

college savings incentive in 2019.

In 2022, they set aside $2.5 million to start the program. The State Treasurer’s Office coined the name Illinois First Steps and launched the program this year.

House Bill 3326 prohibits the use of data collected with ALPRs to track innocent people or criminalize lawful behavior. While ALPRs can be a valuable tool for law enforcement, this regulation will prevent abuse, harassment and unlawful surveillance.

Illinois drivers can now feel free to hang an air freshener, COVID-19 mask or rosary from their vehicle’s

rearview mirror without the worry of getting pulled over. House Bill 2389 makes it illegal for police to stop motorists for the presence of hanging items, decreasing unnecessary encounters over minor infractions, which can lead to discriminatory practices and violent confrontations between police and motorists.

Libraries, the cornerstones of Illinois communities, will now have an easier time making digital resources available to residents across the state, regardless of where they live.

SIMS GIFTS 300 RING CAMERAS TO SENIORS State Senator Elgie R. Sims, Jr. donated Ring Video Doorbells – as well as installation and a lifetime subscription – to 300 seniors in the community in partnership with Amazon and Phalanx Family Services this past holiday season.

“Providing local seniors with Ring doorbell cameras is an important safety initiative to provide our aging neighbors with the security they deserve,” said Sims (D-Chicago). “Many older adults live alone, are away from their family, or may have trouble making it to the door.

Using a Ring camera will help give them information they need about who is visiting their homes.”

Sims is giving away 300 Ring Video Doorbells to keep seniors safe. The video doorbells feature a built-in camera and two-way talk, so people can hear and see whomever is at their door. The video doorbell also can send notifications to a phone or tablet when someone is at the door.

THANKS TO SENATOR BELT FOOD DESERTS IN ILLINOIS WILL BE A THING OF THE PAST A new law went into effect on Jan. 1st that is expected to eliminate the number of food deserts in Illinois’ communities, thanks to State Senator Christopher Belt.

“There is no reason why individuals should struggle to find access to fresh food,” said Belt (D-Swansea). “We have communities all over the state that have this issue, and it’s time that is addressed.”

In 2021, the Illinois Department of Public Health issued a study that found 807 census tracts are considered food deserts, meaning urban residents have to travel more than a half-mile and rural residents must travel more than 10 miles to get to the nearest grocery store.

Under the new law, the Department of Commerce and Economic Opportunity is required to provide grants and other forms of financial assistance to grocery stores located in or to be located in a food desert. This aims to help mitigate the issue of food deserts across the state.

“The Grocery Initiative Act is a crucial step toward ensuring equitable access to healthy food for all residents in Illinois,” said Belt. “This is a great stride toward a healthier, fairer future for all.”

Stores are not legally required to accept exchanges or give refunds unless the merchandise was defective or misrepresented. While most retailers do offer refund and exchange programs, policies vary greatly from one store to another. Be sure to double-check policies this holiday season, even if you are familiar with the brand, as stores can change their policies whenever they want.

The following tips should help to make your holiday returns run more smoothly: Get to know store policies. Before you make a purchase, find out if the store has a return policy and, if so, how it works. Understand that many retailers change their policies for the holiday season. If the store allows returns or exchanges, find out if you need to pay a restocking fee. Ask the seller if they offer cash refunds, exchanges, or only store credit. Store policies are usually posted at the check-out counter or printed on the back of receipts.

Understand online store return policies. If you are shopping online, search for the seller’s return policy and read it through before clicking “buy.” Find out if they accept returns or exchanges and who pays for the shipping when an item is returned. In some cases, you can save on shipping fees by returning an online purchase to the local brick-andmortar store.

Get the details on a product’s warranty. Most electronics and home appliances come with warranties that are to be fulfilled by the manufacturer, not the retailer. Find out how the store handles returns and repairs if an item stops working or needs replacement parts. Will the retailer ship the item to the manufacturer for you? Or will you need to deal with the manufacturer directly? Knowing the answers will leave you well-prepared for any future issues.

Keep your receipt and packaging. Most stores will only accept returns and exchanges if you can present the item with its receipt and original packaging. Always include a gift receipt with items you give, and hold on to any gift receipts you receive.

Bring your ID. Many stores ask to see your ID when you return an item to avoid holiday return scams. Sometimes

retailers require you to bring your ID and the original form of payment. If this is the policy of the store where your gift is from, you may need the assistance of the gift-giver in order to be reimbursed.

Make returns in a timely fashion. Almost all return policies are valid during a specific time period. Some stores modify their return period during the holidays, so don’t risk missing your chance to make your return. Take the item back to the store without delay.

State Treasurer Michael Frerichs Announces 10 Illinois Nonprofit Groups Selected for More Than $182,000 in Charitable Trust Grants SPRINGFIELD – Ten small Illinois nonprofits, including organizations in Chicago, central Illinois and northwestern Illinois, are sharing $182,241 in grant funds through the Charitable Trust Stabilization Program, which is managed

by State Treasurer Michael Frerichs’ office.

“Small nonprofit organizations perform an important service to individuals and communities by lending a hand to people in need,” Frerichs said. “I’m proud that my office can support the commendable work of these nonprofits through the Charitable Trust program.”

Charitable Trust funds help nonprofits fulfill their missions to help people by providing food, housing, and workforce and economic development assistance. For this grant cycle, funds were awarded to nonprofits in two categories: organizations with food programs and organizations with workforce and economic development programs.

The Charitable Trust Stabilization Fund assists small nonprofits with annual budgets of $1 million or less. The fund’s money comes from filing fees that nonprofits pay when incorporating in the state of Illinois – and not from personal or property tax dollars.

Representatives of the latest Charitable Trust grant recipients said they appreciate being selected.

“In our community, over 60% of children qualify for free and reduced lunch, and many of these kids also face food insecurity at home. Barb Food Mart provides weekly access to culturally and nutritionally diverse foods, and families can choose the foods that meet their individual needs,” said Barb Food Mart Director Joey Moore. “With this grant, we were able to purchase locally grown produce, meat, milk and eggs. This ensures what we have to offer is high-quality food that parents can feel good about. When kids show up to school

well-nourished with their bellies full, they are able to learn and thrive!”

Since being established in 2017, the Charitable Trust Stabilization Fund program has awarded 211 grants — totaling nearly $4.3 million — to 183 nonprofit organizations that have helped tens of thousands of people.

Gov. Pritzker Announces Heidi Mueller as Next Director of Illinois Department of Children and Family Services Chicago — Governor JB Pritzker announced today that, following a national search, he is appointing youth justice and child welfare expert Heidi Mueller as the next Director of the Illinois Department of Children and Family Services (DCFS) pending Senate approval. Mueller currently serves as Director of the Illinois Department of Juvenile Justice (DJJ), where she has been recognized for her nation-leading reform work and advocacy on behalf of young people. Robert Vickery, currently Deputy Director of Programs at DJJ, will serve as interim director of the agency while a search is conducted for Mueller’s permanent replacement.

“The work Director Mueller has done at the Department of Juvenile Justice over the last several years has been transformative for the juvenile justice system in Illinois, and I am thrilled that she will bring her unique experience and talents to DCFS,” said Governor JB Pritzker. “Heidi’s care and compassion for the most at-risk young people in our state and her exceptional leadership are hallmarks of her career, and I know that her passion and expertise will be a significant asset as we continue to improve our state’s child welfare system.”

Marc D. Smith, the current Director of DCFS, will continue to serve in his role through January to ensure a smooth transition, at which time Mueller will assume the Director role on February 1. Smith announced his plans to depart DCFS in October of 2023 after serving as head of the agency since 2019.

Mueller has served as Director of DJJ since 2016, overseeing the care, custody, and services provided to youth committed to the Department by Illinois Courts. In 2020, Mueller launched the 21st Century Illinois Transformation Plan to reshape the way DJJ cares for youth in its custody.

She has worked diligently to fulfill its commitment to reduce the harm of incarceration by divesting from the adult prison model, creating a restorative close-to-home model, and building a continuum of care in the community.

Prior to joining DJJ, Mueller served as the Director of the Illinois Juvenile Justice Commission, advising the Governor and General Assembly regarding juvenile justice policy and practice and administering the state’s federal grant funding under the Juvenile Justice and Delinquency Prevention Act. Her background includes development and management of community programs for vulnerable and justice-involved youth and families, legal practice, front-line youth services, and social science research.

Mueller earned a bachelor’s degree cum laude in psychology and history at Macalester College, completed graduate studies in social psychology at Stony Brook University and holds a J.D. from the University of Chicago Law School. She serves on the Board of Directors for the Council of Juvenile Justice Administrators, as well as the Advisory Board for the Illinois Justice Project. She is co-chair of the Illinois Juvenile Justice Leadership Council and a member of the National Juvenile Justice Leadership

Network through the Georgetown University Center for Juvenile Justice Reform. In 2023, she was appointed to the Illinois Supreme Court Committee on Juvenile Justice.

Robert Vickery, who will serve as Interim Director of DJJ, has served as Deputy Director of Programs since 2016. He previously worked as the Executive Director of the Illinois Juvenile Justice Commission and as a Program Director for the Illinois Collaboration on Youth.
